Enns wants his next stop to be at the MLB level in Detroit

so when an opportunity in Japan became the best option for his family
the Rays facilitated the transition by placing Enns on release waivers and allowing him to sign with the Seibu Lions
Enns signed a one-year contract with a team option in Japan
securing stability in location and a guaranteed salary
registering a 2.76 ERA in 130⅓ innings across 25 starts in the first year and a 3.59 ERA in 120⅓ innings across 23 starts in the second year
the LG Twins in Korea's KBO League signed Enns to a one-year contract with the promise of using him as a starter
He was named as the Opening Day starter en route to making 30 starts
posting a 4.19 ERA with 50 walks and 157 strikeouts across 167⅔ innings
"Throwing that many innings and being relied upon as the ace of the staff
who started every six days as part of a five-man rotation
I know what I'm capable of as far as the durability standpoint."

He trusts the Tigers' pitching department to help him
"There was some interest overseas and here," said Enns, who will earn $1.3 million if he makes the MLB roster
"But LG wasn't interested in bringing me back as a starter
and then from the initial contact with Detroit
I thought it was a really good fit for what my strengths are and what they're looking for in me."

including the past three seasons across two Asian countries

crushing a two-run home run out of the stadium to give Enns a two-run cushion
Enns continued to pitch through traffic and take the Hens to the fourth inning with a 2-0 lead
Madris scored Ben Gamel on a groundout to first base

but the model extrapolates individual information from national polls back as far as 1980
using statistical modeling and additional information to develop numerous simulations and final forecasts on a state-by-state level.

and there were controversies at the last Trump rally in New York,” Enns said
“This would have been the most likely election to not follow our forecast
the research team used historical data to attempt predictions on past presidential elections
The model could have multiple applications for campaign strategists and media outlets
Enns said – helping to predict which potential candidate would do better
where resources should be targeted in specific swing states and the types of issues resonating most with voters
Enns said it would also be possible to extend the model to specific congressional districts
looking at long-term shifts in the relationship between voting and two factors – voters’ concern for government overreach and whether they are hostile toward people of other races
And Enns – who is co-founder and chief data scientist at Verasight and the Robert S. Harrison Director of the Cornell Center for Social Sciences – said his team plans to continue with this forecast for future presidential elections

(KPTV) - A man is accused of exposing himself to kids on a school bus
and police believe there may be more victims who have not come forward
Police say a student on a school bus reported a man driving a black Toyota Tacoma pulled alongside the bus
the suspect then followed the bus into a staff and bus-only parking lot at a Beaverton school
where he reportedly circled the lot as students got off the bus
Students were able to take photos of the suspect’s vehicle
police identified and arrested Michael Patrick Enns
He was later indicted by a Washington County grand jury for public indecency
Enns has been arrested for public indecency in the past
he was arrested after exposing himself and masturbating in front of people in southeast Portland
Beaverton police believe there may be more unreported incidents involving Enns

It is with deep sadness that we announce the passing of Wesley Enns on January 13
Wes is survived by his beloved wife Donna; his children Karen (Kevin) and Leighton (Roxanne); his grandchildren Jared Melchert (Camilla Martin)
and Darian Enns (Kelsea Wilk); and his great-granddaughter Meryl Melchert
He is also survived by his brothers Walter Enns (Mary) and John Enns (Edna)
he grew up on a farm before moving to the town of Martensville
and together they built a home in Martensville
Wes found his calling in the car sales industry
where he became affectionately known as “Wes-Country,” a nickname he proudly embraced
from the initial handshake to handing over the keys
and he took great pride in helping people find the vehicles they needed
Wes’s legacy as a trusted salesman is reflected in the many customers who returned to him over the years
enjoying the relationships he built along the way
whether it was enjoying “going for coffee” (although he only drank decaffeinated tea)
attending grandkids’ sporting and drama events
especially the one his son-in-law Kevin made for him with an inlay reading “Wes-Country,” and he enjoyed karaoke and auctioneering for fun
and creating lasting memories with those he loved.
He and Donna taught their children to do the same
“We have a lot of love in our family,” a sentiment that echoed throughout his life
His meal prayers were legendary—so much so that we often had to remind him
the food is getting cold.” Wes was an active member of Martensville Baptist Church
where he contributed by serving as an usher during Sunday worship
where he resided for the last year and a half
Though it was difficult for Wes and Donna after 61 years of marriage
The family is deeply grateful to the staff and residents at Spruce Manor

Calgary Court of King’s Bench Justice Robert Hall accepted a joint Crown and defence submission that convicted murderer John Christopher Arrizza be ordered to serve a minimum 12 years before he can seek parole
Arrizza … for the second-degree murder of Ethan Enns-Goneau I sentence you to life imprisonment,” Hall said in handing down the mandatory punishment for the crime

The judge said he hopes during his incarceration Arrizza will “defeat his addiction to drugs and alcohol and return from prison a better man.”

He was Baptized in the spring of 1969 and married Shirley Fehr on June 15

the family moved to Carman where he tried his hand at working for a farmer
Bob enjoyed the farm life and stayed at a farm for 21 years
1997 saw Bob and Shirley move to Alberta where he bought a business with his brother Rick
He retired in 2012 because his Parkinson’s was being more of a problem
Bob became quite the shuffleboard fanatic and became very proficient at it
so he bought a Jeep to go at least once a week
That was something Bob and Shirley enjoyed for 11 years

Despite Donald Trump’s decisive victory in the presidential election
a political scientist who developed a model that correctly predicted his sweep of battleground states warns that voters have not necessarily given the president-elect a mandate to make radical changes
In a paper released with little fanfare three weeks before the vote
Cornell University professor of government Peter Enns and his co-authors accurately forecast that Trump would win all seven swing states
based on a model they built that uses state-level presidential approval ratings and indicators of economic health
In an interview with the Guardian, Enns said his model’s conclusions suggest voters chose Trump not because they want to see his divisive policies implemented, but rather because they were frustrated with the state of the economy during Joe Biden’s presidency, an obstacle Kamala Harris was not popular enough to overcome
“If this election can be explained by what voters thought of Biden and Harris and economic conditions
it really goes against the notion of a mandate for major change from Trump,” said Enns
being cautious about changes that are massive changes would be what the model suggests is the optimal strategy.”
Both outcomes were predicted in the paper released on 15 October by Enns, Jonathan Colner of New York University, Anusha Kumar of Yale University School of Medicine and Julius Lagodny of German media firm El Pato. At the time, polls of the seven swing states showed Trump and Harris tied
signaling that the election was either’s to win

Even after accounting for Harris’s approval ratings, which are notably higher than Biden’s, the Democrats face an uphill battle,” the authors wrote

Enns said it would have required convincing voters she would be a very different president than her boss – which it appears she failed to do

Vestergaard said Tuesday that he had not been served with court documents and had no knowledge of the case and could not comment
He said he spent $400,000 on slide prevention
engineering and remediation on the reservoir and an access road about a decade ago
The reservoir was meant to provide water to Vestergaard’s private property that covers the equivalent of about 4½ city blocks
No home has been built and the property is now in foreclosure
The lawsuit has the potential to unveil details of how construction took place on the roads and reservoir
including whether construction was approved by the province
the province said following an inspection in 2014 of the reservoir by one of its senior geotechnical engineers
Vestergaard procured the services of qualified professionals to address concerns
included debris flow risks related to construction of the reservoir and access road
Provincial officials said that qualified professionals prepared remediation plans
supervised the work and provided assurance statements to the province
The lawsuit filed by the Enns’s children and the neighbours notes that on or before November 1999 a geotechnical report obtained by one or more of the residents confirmed Battani Creek and sloped terrain above the properties were stable
The lawsuit also provides a timeline of alleged “illegal” construction of the roads and reservoir
and the province’s knowledge of the construction and risks
The lawsuit notes that since at least 2014 the province has known or ought to have known that due to the “illegal” works on provincial land
the slope below the works and above the three properties was unstable with a high likelihood of failure
risks of a debris flow had significantly increased and residents’ homes were directly in the path of the projected potential debris flow
The suit also notes the province notified the residents in October 2014 of the instability of the slope adjacent to the “illegal reservoir” and the high risk of a debris flow on Battani Creek and said it was taking immediate action to address concerns
including ordering Vestergaard to mitigate the risks
The lawsuit adds the province and Vestergaard each failed to adequately complete actions and ensure the known risks associated with the “illegal” works were resolved or mitigated
The Enns’s children and the neighbours are also seeking that the bridge and road that provide access to their properties is declared a provincial highway
They are also seeking a declaration that the village or province or both are liable for costs of repair
maintenance and inspections of the bridge and access road to their properties
The Village of Lions Bay declined Tuesday to comment on the lawsuit
the village installed a locked gate on the south end of the bridge and controlled the residents’ and others’ access

BANFF – A man convicted of murdering a lifelong Banff resident will have his sentencing hearing in April to determine how long he will be in jail
John Arrizza will appear at Calgary Court of King’s Bench on April 14 and 15, 2025 to be sentenced for the second-degree murder of Ethan Enns-Goneau on Aug. 5, 2022
Arrizza was convicted by a 12-person Calgary jury in September for fatally stabbing Enns-Goneau at Banff nightclub Dancing Sasquatch
the jury heard Arrizza stabbed Enns-Goneau at least 11 times inside and outside the nightclub’s men’s washroom
arrived at Dancing Sasquatch at about 1:30 a.m
The two were co-workers at Melissa’s MisSteak
and he gave emotional testimony after describing helping administer first-aid to Enns-Goneau
“I looked at Ethan on the ground and I said, ‘I love you, man, you’re gonna get through this.’ That was the last thing I said to him,” he said in his testimony
The jury took less than 24 hours to find Arrizza guilty of killing Enns-Goneau
During the trial, Arrizza’s defence lawyer Katherin Beyak didn’t debate that Arrizza stabbed Enns-Goneau, but that Arrizza was too intoxicated on alcohol and drugs to have intent for second-degree murder
Arrizza was found to have four to five times the legal blood alcohol content allowable to drive and traces of cocaine in his system
Arrizza should be excused for what happened or that Mr
Enns-Goneau is in any way responsible himself for what happened,” said Beyak during closing arguments at the trial

Enns-Goneau had a lasting impact on the small mountain community inside Banff National Park
roughly 20 members of Enns-Goneau’s family were in court
There were also more than two dozen people who tuned in virtually
with many more attending the seven-day trial
“It won’t bring my boy back, but it’s something,” said Gloria Enns, Enns-Goneau’s mother told the Outlook on Sept. 20
He didn’t deserve what happened to him.”
Arrizza remains in custody awaiting sentencing

Enns: Obviously we're going to deal with supply and demand
but we need to work with local municipalities in order to figure out how we're going to increase more units
I don't think that the federal government should be building units
The federal government shouldn't be actively building new construction — it's not their place
We are advocating for more decentralized powers
but the federal government has no place in active actively building homes
Castanet: How would your party balance economic interests with environmental and First Nations concerns when it comes to potentially fast tracking major projects
Enns: Environmental interests are super important
The People's Party of Canada is all about protecting our ground
It's harder to control the climate when the biggest impact on our climate is the sun
I think if we reduce some of the bureaucracy
we can get rid of a lot of the red tape really quickly
I definitely believe First Nations should be stakeholders in projects
and I would like to see more of that type of working together
I think that that's a really important part of reconciliation
That we can work together in an economic capacity is the best way for people to reconcile
Castanet: What would you do as MP to make sure small businesses here in Kamloops-Thompson-Nicola are positioned to succeed
Enns: I would help small businesses to succeed by raising the value of our dollar so that goods and services they need to buy from overseas would be more affordable
I would allow them to not be crushed by federal mandates that apply to all businesses and I would reduce taxes on small businesses as well

The murder of Banff native Ethan Enns-Goneau not only robbed the idyllic mountain town of a favourite son
it also shattered the community’s sense of safety
was the first murder in Banff in more than 30 years
And the fact the much-loved 26-year-old was a born and raised Banffite who had lived his entire life in the national park town struck far too close to home
the last time the town had to deal with such violence was years before the victim was born
cab driver Lucie Turmel was fatally stabbed on a quiet Banff street by Ryan Jason Love
a fare who had turned on her and chased her down
would have been long-forgotten by the town’s residents who were there when it happened and likely would have been something Enns-Goneau and his contemporaries would either have not known about

But Enns-Goneau’s killing would have shattered any sense of security residents in the picturesque mountain town had come to enjoy while welcoming visitors from the world-over every year
statements which showed how much the victim meant to the people of Banff
but also how his death impacted how they viewed their hometown
Among those who filed statements was Enns-Goneau’s partner at the time
who not only spoke of the depth of her personal loss
but the impact the young man’s death had on the entire community
“(Arrizza) not only robbed us of a partner
but he robbed the residents of Banff of a sense of security and safety when they go out at nighttime,” Pieters said
a safe haven for so many that hadn’t suffered a homicide in over 32 years prior to this incident
did nothing to provoke Arrizza’s deadly attack made its impact ever more profoundly disturbing to people’s sense of safety
The victim had stopped into the Dancing Sasquatch after a night of bar hopping for a nightcap and immediately headed for the washroom on arrival
Surveillance video of the hallway outside the men’s room showed Enns-Goneau was already beginning to undo his pants as he entered and his autopsy showed his bladder was virtually empty so in the 72 seconds it took for Arrizza to emerge from the washroom while repeatedly stabbing his victim the dead man had little time to do anything but relieve himself
who had fallen into a life of drug and alcohol addiction prior to the killing
had nothing to add in terms of a motive for the death
Among the others who filed victim-impact statements was Mayor Corrie DiManno
who wrote not only as the town’s leading representative
but as someone who knew Enns-Goneau and considered him a friend
“It cracked the very foundation of everything we knew to be true about our small town,” DiManno said
“We believed we were immune from this extreme and senseless violence
especially because it had been more than 30 years since a crime of this nature had happened in Banff.”

The derivative tax rule in section 160 of Canada's Income Tax Act prevents tax debtors from trying to hide assets from the Canada Revenue Agency's tax collectors by transferring those assets to spouses
The person who received property from the tax debtor becomes jointly and severally liable for the tax debtor's income tax debts
The Federal Court of Appeal's decision in Enns v The King, 2025 FCA 14
illustrates that if you inherit an RRSP from a deceased person with outstanding income tax debts
the CRA's tax collectors may use the derivative tax rules in section 160 to stalk you for the deceased's income tax debts
But the Enns case reveals another common strategy for avoiding derivative tax liability under section 160: demonstrating that
the transferor and transferee weren't in one of the relationships that triggers the derivative tax rules
the appellate court confirmed that a widow isn't a "spouse" for the purposes of section 160 in Canada's Income Tax Act
the derivative tax rule in section 160 didn't apply to a transfer of property that the widow inherited after her husband's death
The derivative-tax-liability rule in section 160 applies if the following four conditions have been satisfied:
section 160 applies to any transaction in which you received assets from a related party with outstanding tax debts
and you didn't provide full consideration in return—e.g.
a dividend from a tax debtor corporation
a gift of cryptocurrency from a friend or relative with tax debts
a monetary gift from a spouse with tax debts
If a transfer triggers section 160 of Canada's Income Tax Act
the transferor and the recipient both become "jointly and severally" liable for the transferor's tax debt
This means that the recipient is independently liable to pay whatever amount of tax debt the transferor owed at the time of the transfer
the Canada Revenue Agency's tax collectors can now chase both the original tax debtor and the derivative tax debtor for those tax debts
even if the original tax debtor goes bankrupt
and is thereby released from the underlying tax debt
the derivative tax debtor still remains liable to the CRA until the derivative-tax debt is fully repaid (e.g., Canada v Heavyside
there are a few limits to the transferee's derivative tax liability
the transferee's derivative tax liability is capped at the fair market value of the transferred property
the transferee's liability is also offset by the amount of any consideration that the transferee provided in exchange for the property
that a corporation owes $1 million in tax debt to the CRA
The corporation pays a $50,000 dividend to a shareholder
and it pays $50,000 in salary to an employee
The shareholder's derivative liability under section 160 is $50,000—i.e.
the lesser of the corporation's tax debts and the value of the dividend
doesn't trigger any derivative tax liability
This is because the employee provided consideration for the $50,000 salary—namely
the Canada Revenue Agency can assess you under section 160 for derivative-tax liability years after the purported transfer
Canada's Excise Tax Act contains a similar derivative liability rule for GST/HST
Section 325 of Canada's Excise Tax Act permits the CRA's tax collectors to assess derivative liability for GST/HST debts
while section 160 of the Income Tax Act results in derivative tax liability for transfers by a person with income tax debts
section 325 of the Excise Tax Act results in derivative tax liability for transfers by a person with GST/HST debts
The case concerned an RRSP that the taxpayer
was the sole annuitant of a registered retirement savings plan (RRSP)
Peter had income tax debts of over $145,000
Enns received a payout of $102,789.52 from his RRSP
Enns for $102,789.52 in derivative-tax liability under section 160 of Canada's Income Tax Act
the Canada Revenue Agency's tax collectors wanted Ms
Enns to pay derivative tax liability that equalled the amount that she had received from Peter's RRSP
In response, Ms. Enns's lawyer disputed the derivative tax assessment on Ms. Enns's behalf by filing a notice of objection to the Canada Revenue Agency's Chief of Appeals and by then filing a notice of appeal to the Tax Court of Canada
During the hearing before the Tax Court of Canada
Enns's husband owed over $145,000 in income tax debts at the time that Ms
that the $102,789.52 RRSP payout constituted a transfer of property to Ms
Enns provided no consideration to her late husband for the RRSP payout or for designating her as the beneficiary of his RRSP
Enns was still Peter's "spouse" at the time that Ms
Enns had received the $102,789.52 RRSP payout
the question before the court was: Does the term "spouse" in section 160 of Canada's Income Tax Act include the tax debtor's widow or widower
for the purposes of section 160 of Canada's Income Tax Act
the term "spouse" does not include a widow or widower
Enns was not Peter's "spouse" when she received the RRSP payout
she cannot face derivative tax liability under section 160
Enns's lawyer cited the Tax Court of Canada's previous decision in Kiperchuk v R
in which the court vacated a derivative tax assessment after considering the meaning of "spouse" in section 160 and concluding that "the status of marriage is ended by death."
the CRA pointed to another Tax Court decision
in which the court reached the opposite conclusion
Faced with these two seemingly contrary judicial precedents
the Tax Court of Canada ultimately adopted the interpretation in the Kuchta decision
The court opted for the Kuchta interpretation because the reasoning in Kuchta had more explicitly and faithfully applied the principles of statutory interpretation that the Supreme Court of Canada endorsed in Canada Trustco Mortgage Co v R
the parties had not explicitly raised the question of whether a "spouse" included a widow or widower
Enns did not cease to be a "spouse" for the purposes of section 160
Enns's tax appeal and upheld the CRA's section 160 assessment
Enns remained on the hook for over $100,000 in derivative tax liability
Enns's lawyer appealed the Tax Court of Canada's decision to Canada's Federal Court of Appeal
the Federal Court of Appeal found that Peter Enns's $102,789.52 RRSP had indeed been transferred directly to Ms
the RRSP assets didn't pass through Peter Enns's estate
an RRSP doesn't form part of the deceased's estate; it devolves directly to the designated beneficiary
Peter's RRSP was transferred directly to Ms
This transfer satisfied three of the four conditions in section 160 of Canada's Income Tax Act: A tax debtor's property had been transferred to another party who provided no consideration in return
Enns's tax appeal turned on a single question: At the time that Ms
Enns Enns received the $102,789.52 payout from Peter Enns's RRSP
Enns would remain on the hook for the $102,789.52 in derivative tax liability
The Federal Court of Appeal ultimately concluded that Ms
Enns wasn't Peter's "spouse" at the time that she received Peter's RRSP
and purposive analysis that the Supreme Court of Canada endorsed in Canada Trustco Mortgage Co v R
for the purposes of section 160 of the Income Tax Act
a "spouse" doesn't include a widow or widower
as reflected in both law dictionaries and standard English dictionaries
the term "spouse" refers to a married person
the survivor ceases to be the "spouse" of the deceased
the Tax Court of Canada considered the colloquial use of the word "spouse" in conversations
and the court found that these sources often used the term "spouse" when referring to a widow or widower
this colloquial sense of "spouse" was untenable for the purposes of section 160 of the Income Tax Act
That's because section 160 also applies to transfers between common-law partners
and the Income Tax Act's definition of "common-law partner" indicates that a common-law partnership ends on death
if the meaning of "spouse" includes a widow or widower
then section 160 would treat married couples and common-law partners differently—in particular
imposing derivative tax liability in cases like Ms
Enns's yet having no application in similar situations involving common-law partners
The appellate court found no indication that Canada's Parliament sought different outcomes for married couples
when analyzing the purpose of section 160 of the Income Tax Act
the Federal Court of Appeal observed that the provision imposes derivative tax liability based on the fair market value of the transferred property
the section 160 assessment was for the full amount of the RRSP — that is
The problem is that if she withdrew the full RRSP amount to pay off the derivative tax liability
then she'd need to report the entire $102,789.52 RRSP as taxable income
which means that she'd incur a significant tax bill for the year in which she withdrew the RRSP funds
Parliament couldn't have intended this result
"Not only will she have to pay the $102,789.52 to satisfy the section 160 assessment
but she will also have to pay the taxes based on adding the $102,789.52 to her income
It is far from clear that Parliament would have intended this result following the death of a person's partner." [para 58]
The appellate court noted that this perverse result stemmed from misinterpreting the word "spouse" by straying from its "legal and ordinary meaning" and relying on its colloquial use:
when an RRSP is transferred to a designated beneficiary who was the spouse of the deceased immediately before [that person's] death
could also explain why the legal and ordinary meaning of "spouse" is the correct interpretation of this word for the purposes of paragraph 160(1)(a) of the Act." [para 59]
The Federal Court of Appeal therefore decided that section 160 didn't apply to Ms
set aside the Tax Court's previous decision
thereby cancelling over $100,000 in derivative-tax liability
the Federal Court of Appeal provided some much-needed clarity by resolving the Tax Court of Canada's previously conflicting jurisprudence on the meaning of "spouse."
for the purposes of the derivative tax rule in section 160 of the Income Tax Act
a "spouse" does not refer to a widow or widower
although the Federal Court of Appeal's Enns decision dealt with the derivative tax rule in section 160 of the Income Tax Act
the decision should apply with equal effect to the analogous provisions concerning GST/HST debts in section 325 of Canada's Excise Tax Act
The Enns decision does come with limits
It doesn't serve as blanket relief for all widows and widowers
The timing of the transfer remains a key factor
the widow received her husband's RRSP proceeds after his death
The Federal Court of Appeal held that the term "spouse" in section 160 doesn't refer to a widow
the transfer occurred when the recipient was no longer a "spouse." As a result
the derivative tax rule in section 160 didn't apply
But this wouldn't hold true if the taxpayer's husband had transferred the property to her immediately before his death
the transfer would occur while both individuals were still alive and married
and the recipient would still be a "spouse" for the purposes of section 160
An interesting question that the appellate court didn't consider was whether the designation of the RRSP beneficiary was itself a "transfer" for the purposes of section 160
The language of section 160 covers situations where a tax debtor "transferred property
by means of a trust or by any other means whatever."
subsection 248(1) of Canada's Income Tax Act defines "property" as including "a right of any kind whatever." So
the RRSP holder thereby transferred "indirectly or by any means whatever" to the beneficiary the right to receive the RRSP proceeds upon the holder's death
This is because the beneficiary designation occurs while both spouses are still alive
our expert Canadian tax lawyers have thoroughly analyzed this beneficiary-designation argument and concluded that it likely shouldn't undermine the appellate court's reasoning in Enns
the designation of a beneficiary likely isn't a "transfer" in the sense required by the derivative tax rules in section 160 of Canada's Income Tax Act or in section 325 of Canada's Excise Tax Act
even if the designation constitutes a transfer
it's likely not a transfer of "property" as contemplated by Canada's tax legislation

BANFF – Legal defence for a man charged with killing a Banff resident at a nightclub in 2022 argues the key issue for a court jury to consider is the accused’s state of mind at the time of the incident
John-Christopher Arrizza, 23, is charged with second-degree murder in the fatal stabbing of Ethan Enns-Goneau, 26. His criminal trial began last week in Calgary Court of King’s Bench
Enns-Goneau was killed outside the Dancing Sasquatch washroom in the early morning hours of Aug
CCTV footage played in court shows Arrizza stabbing Enns-Goneau three times – twice to the chest and once to the abdomen
after being forcefully pushed outside the nightclub washroom and into a basement hallway with his back turned and pants down
Arrizza told police he was attacked inside the washroom
that he was “scared” and thought Enns-Goneau was going to “overpower” him
I pulled out a weapon that I never had intention of using,” he said to RCMP Cpl
Sheldon Silveira in a video recorded from the back of a police cruiser that evening
but I definitely got scared when someone started grabbing me and pushing me against the wall in the bathroom and I’m there alone.”
who was tasked with conducting an autopsy on Enns-Goneau’s body
told the court late last week of additional stab wounds and injuries that were not recorded on CCTV and thus would have occurred inside the washroom
including sharp injuries to Enns-Goneau's hands “consistent with somebody holding their hands in front of them trying to defend themselves.”
no other recent injuries were recorded on Arrizza that evening
Multiple bar staff who testified in court noted Arrizza had been looking for his wallet at the nightclub before the attack
he continued to ask police about his wallet and also asked about the whereabouts of his cell phone
Prior to being apprehended outside the nightclub washroom and told he was under arrest for assault with a weapon
Silveira told the court the accused said aloud to police
“I f–––d him up” more than once and that “I did it.”
When being escorted to the officer’s police cruiser from the nightclub
Silveira described Arrizza to be stumbling and noted his speech
when people are “under the influence of intoxicating substances
they tend to minimize or not understand the gravity of a situation.”
“I think that was evident in this situation
It was obviously a dire situation and the primary focus for the accused
In video taken from the back of the police cruiser
Arrizza later asked the officer if Enns-Goneau was still alive
Silveira replied he was unsure but that he was “not doing well” and “not breathing.”
Arrizza can be heard telling the officer voluntarily that he “feels bad
He proceeded to ask Silveira how many times he “hit” Enns-Goneau
to which the officer said he was not sure
Upon reaching the Banff RCMP detachment shortly after 2 a.m
– approximately 30 minutes after the attack on Enns-Goneau – Silveira is informed via radio by other officers who attended the scene that Enns-Goneau died of his injuries and tells Arrizza the grounds for his arrest have been changed to murder

Managing uncertainty is essential for organisms
manipulate and sample probabilistic information about the environment is necessary to handle uncertainty that arises in perception and decision-making
the neurological basis of the mathematical descriptions of probability and uncertainty in brains remains poorly understood
Previous approaches to modelling probability in neural systems have proposed methods that map random variables onto individual neurons
Another approach proposes that populations of neurons represent distributions over random variables
and allows biologically plausible sampling through linear decoding of values from neural activity
a gap persists between mathematical probabilistic cognitive models and actual implementation by neurons
A promising way to bridge this gap is to use vector symbolic algebras — a family of algebras over high-dimensional vector spaces
These algebras provide a hypothesis about the structure of the latent representations that neural networks manipulate to perform cognitive tasks
One such algebra is the holographic reduced representation algebra
and more recent restricted forms to represent continuous data called spatial semantic pointers
spatial semantic pointers offer insights into how organisms might reason about uncertainty
but the ability to sample from these probabilistic representations — critical for decision-making models — remains understudied
The researchers hypothesized that the holographic reduced representation algebra has advantages over the kernel mean embedding formulation for implementation in resource-constrained neural networks
bounding resource requirements for representing arbitrary compositions of data
as well as provides a computationally simple method for conditioning distributions
The vector symbolic algebra that the researchers use to embed distributions strongly resembles techniques developed for kernel mean embeddings
Sampling from vector embeddings of distributions has been explored in the context of the kernel mean embedding literature
but these methods rely on internal knowledge of the feature-space encoding in the form of gradients
Accessing this knowledge neurologically is problematic for two reasons: First
it is hypothesized that the brain operates on cognitive representations that are compressions of the enormous volume of data that comes in through one’s senses
Sampling from that underlying space would require maintaining huge repositories of sensory information with high fidelity — an expensive and improbable proposition for brain activity
relying on the gradient demands maintaining information about the neural circuits that the brain uses to turn sensory information into the compressed
then the brain would not only need to know how to represent data
but it would also need a representation of how that representation is produced
which would increase the real estate required for neural circuitry considerably
turning vector symbolic algebra-encoded distributions into specific decisions or actions requires a method for sampling from those distributions directly
the researchers explored Hamiltonian Monte Carlo sampling from the vector symbolic algebra-encoded distributions using Langevin dynamics
Langevin dynamics are particularly interesting because they can be implemented by the dynamics of recurrent neural networks
and because Monte Carlo sampling has been proposed as an explanation for how brains can be probabilistic yet still diverge from optimal decision-making
The key contribution of their research is development of a biologically plausible sampler for distributions encoded using the holographic reduced representation algebra
They argue that this approach is biologically plausible
the vector symbolic algebra adopted as their feature space embedding was developed in the context of cognitive modelling and is used to implement models that can be readily translated into neural networks
by not relying on knowledge of the gradient of the encoding scheme
they avoid the cost of representing the gradient in neurons
the use of Langevin dynamics adds biological plausibility since they are readily implemented by neural networks
These biological advantages extend beyond cognitive modeling
They also have practical implications for neuromorphic hardware
where they can offer improved energy efficiency

Her research has received funding from the Social Sciences and Humanities Research Council of Canada (SSHRC) and the National Science Foundation in the United States
Enns and her research team made a groundbreaking contribution by developing the first standardized measure of American Sign Language (ASL)
This work continues to ensure that culturally appropriate assessment tools are available within educational programs for deaf children
Her journey at the University of Manitoba began as a PhD student in Educational Psychology
a decision that reflects her belief in the power of education
I still believe in the power of education to transform
That’s what drew me into Education,” she explains
“I think UofM reflects some of the same paradoxes as Winnipeg in that we have excellent scholars and programs
but we are also very accessible and grounded
I am very grateful that I found such a fulfilling career and position in my hometown at the University of Manitoba.”
Enns’s advice to students emphasizes the importance of curiosity

Irene was the oldest of seven siblings and grew up in Winnipeg
Irene left Seven Sisters Falls and moved to Winnipeg taking on her first full time job
During those early years Irene dated a very young Winnipeg man named Herb Enns
Herb and Irene married in 1954 and ultimately formed a loving relationship that lasted almost 48 years until Herb's sudden and unexpected passing in 2002.Irene
during much of the last half of the 20th century
held supervisory positions at Western Machine Works and at Eaton's in Winnipeg
It was here at Eaton's that Irene truly became a pioneer in cracking the proverbial glass ceiling and eventually becoming one of the first women promoted to a senior administrative position supervising
Herb and Irene raised their two sons and later into the mid-1990s
Herb and Irene took on volunteer activities with the BC Cancer Society
And with Irene's great managerial skillsets immediately becoming obvious
Irene soon accepted the position of President for local BC Cancer Society chapter
However shortly after Herb's unforeseen passing
Several years later Irene met her second husband
Irene and Gerry would leave Regina and moved to Pinawa
It was here in Pinawa that Irene would live out her final years.A Celebration of Life event in Irene's honour
