A sprawling but sparsely used parking lot at Glen Burnie’s Cromwell light rail station looks like opportunity for Maryland officials
who are prepared to invest state dollars to transform the largely vacant space into a bustling housing and commercial development
Anne Arundel County officials agree with the state’s vision — mostly
But the failure of a recent rezoning amendment before the County Council to allow greater housing density on the approximately 16-acre
state-owned site abutting the end-of-the-line station puts the project at a crossroad
While state officials wouldn’t say they’d abandon the project if the County Council doesn’t change the zoning
Anne Arundel County Executive Steuart Pittman said in an interview that Democratic Gov
Wes Moore’s administration came to the county with hopes of bringing so-called “transit-oriented development” to Cromwell Station
but that the state typically invests money “where the zoning is friendly.”
Pittman said the “the state will not prioritize that site” for transit-oriented development if the county doesn’t rezone it to its highest density mixed-use category
And in a recent letter to Councilman Pete Smith
Wiedefeld and Housing Secretary Jake Day said: “This can only occur if the site is rezoned.”
Under Moore, the state has ramped up plans to redevelop parking lots next to its transportation hubs with apartments
ease traffic by keeping cars off roads and bolster ridership of its underutilized trains
Transit-oriented development also features throughout Anne Arundel’s general development plan
with Cromwell Station identified specifically
The state approached Anne Arundel about changing the property’s zoning to mixed-use urban near the end of the county’s comprehensive rezoning process for the area encompassing the station
a Democrat who represents the northernmost part of the county
had first right of refusal to introduce a rezoning amendment
“I wasn’t necessarily enthusiastic about the request coming at the last minute,” said Smith
adding that he didn’t have an opportunity to discuss the proposed change with leaders of the Ferndale community around the station
Smith said he wants mixed-use development at Cromwell Station
but he’s not sure it should be the highest density — adding that the community should have a say
“I was surprised and a little shocked,” said Councilwoman Allison Pickard
a Democrat who represents the district just south of Smith’s
We want to be able to take advantage of this moment in time.”
Pickard eventually introduced the amendment
It came up for a vote at the council’s April 21 hearing
Pickard said she was advocating for her constituents
some of whom live within a quarter of a mile from Cromwell Station
“The community has already waited two decades to see an investment from their government
a Democrat who represents the Annapolis area
urged Smith to vote for the amendment due to the county’s housing shortage and on behalf of “the people who don’t have an affordable place to live
who are living two to three generations in a single-family home.”
“We may not have another opportunity like the one that’s before us if we wait,” Rodvien told Smith
“This is why we’re elected to make the decisions at the time they’re presented to us when we can’t have the extended discussions we might like to have.”
“This is what the constituents that I have been communicating with have asked me to do,” Smith said
“Those folks that are in there adjacent to this property who will be impacted in the Linthicum area
all they’re asking for is a few months to have this conversation.”

Smith said he left the door open for the state to have the zoning changed by an administrative hearing officer
an administrative hearing officer must find that the council made a mistake in the comprehensive rezoning process
or that the community around the property has changed
The properties surrounding Cromwell Station are being rezoned the way the state wants
a Democrat who represents western Anne Arundel
said voting down the amendment was shortsighted and it would be difficult to get an administrative hearing officer to approve a zoning change
“Because he would see that our legislative intent was we voted down the legislation,” she said
“This is an area that impacts the economic growth and health of the whole county
it’s not an individual neighborhood or something,” Hummer said
“We have an obligation as council members to consider our own districts but also the bigger picture of the county as a whole
so that means looking at what’s best for the long-term economic and social growth of the county.”
Pittman’s administration arranged a meeting for Smith and officials from the state departments of transportation and housing and community development
saying the state laid out its plans for the community engagement that “the council member is rightly requesting.”
Weidefeld and Day said that developers submitting bids for the project would have to submit a community engagement plan outlining how they would “meaningfully engage” with residents
Wiedefeld and Day said it typically takes three to four years from a project’s inception to the start of construction
Their agencies were prepared to move forward on Cromwell Station in the fiscal year beginning in July
Smith told The Banner that there’s agreement “that property should be some kind of mixed use.”
“I just want to make sure Ferndale feels like they’re being heard and we’re not going to do anything in that area that’s not brought to their attention,” Smith said
He said he reached out to community leaders for a virtual meeting to discuss a potential amendment to change the zoning

A suspected unexploded historic bomb has been discovered on the banks of the River Arun in West Sussex
Sussex Police and the Royal Navy's bomb disposal unit have been working to safely remove the ordnance
while residents were asked to avoid the area
Sussex Police first received reports of the bomb at 1pm on Friday
Emergency services were unable to safely reach it until Saturday morning due to tide conditions
The unexploded bomb has now been dealt with and the cordon lifted

Anne Arundel County has moved closer to allowing Maryland to try to create a vibrant apartment community at the Cromwell light rail station in Glen Burnie

This was the second time the measure was brought to a vote. The council voted it down 4-3 on April 21

in the fiscal year beginning in July — but only if the property was rezoned
Maryland Transportation Secretary Paul Wiedefeld welcomed the rezoning in a statement Thursday
“The Council’s action enables MDOT to begin the process of delivering a meaningful Transit Oriented-Development that builds ridership in our transit system
and makes good on the planned investments in transit in Governor Moore’s recently passed transportation budget,” Wiedefeld said
“We look forward to moving this forward and engaging all of the critical partners and stakeholders
Under Democratic Gov. Wes Moore, the state has accelerated plans to redevelop parking lots next to its transportation hubs with apartments
Officials say such projects would reduce the state’s housing shortage
ease traffic by keeping cars off roads and bolster ridership of its underutilized mass transit trains
The state is already in the process of developing its MARC station in Odenton with the county’s support
Transit-oriented development also features prominently in Anne Arundel County planning documents
which identified Cromwell Station as a promising site
“If you go back into the plans that have been laid before us since about 1997
transit-oriented development has been targeted here,” said Councilwoman Allison Pickard
Pickard originally moved the state-requested rezoning amendment when Smith passed on it
She implored her colleagues to vote in favor of it the first time and doubled down on her arguments Thursday
“If you’re going to build housing near a transit station
that’s where your density will be,” Pickard said
“What you should really think about is how many people are getting off the road because they choose to take the light rail all the way to Baltimore to work.”
She celebrated the vote in an interview following Thursday’s meeting
describing it as an “exciting time for North County.” The Cromwell Station project
aligns with the county’s effort to revitalize the Baltimore-Washington Boulevard corridor in Glen Burnie
“Without that 24/7 activity of residential living
It will be a vibrant community,” Pickard told The Banner
She is leading efforts to reimagine the Glen Burnie Town Center
which is less than a mile from Cromwell Station
Eventual residents of a community at the light rail
will be able to walk to the town center and “have an ice cream cone
The amendment would allow for up to 704 residences on the 16-acre property
but Pickard said most development projects in the county only reach about 70% of the maximum allowed because of environmental regulations and other oversight
Smith said he and the community were relieved to find out that the state only wanted to rezone 16 acres
rather than the more than 200 acres it owns around Cromwell
Forty-four units per acre on the larger site would have equated to a “little city,” he said
The community’s concern about Cromwell Station largely centers on crime and safety
A “healthy conversation” with Pittman left him believing the county and state “can at least mitigate some of their concern.”

Anne Arundel County Executive Steuart Pittman is proposing a budget that he said provides some protection against the chaotic changes to the federal government under President Donald Trump
“The theme is protecting our people,” said Pittman
in an interview ahead of his presentation of the budget Thursday to the County Council
Pittman likened crafting the approximately $2.4 billion operating budget
his seventh as the county’s top elected official
to those that his administration put together during the peak of the coronavirus pandemic
which upended the economy by putting countless people out of work
fiscal uncertainty is attributable to Maryland’s budget crunch and Trump’s canceling of grants
launching of a trade war and dramatic downsizing of the federal workforce
where about 10% of residents rely on federal incomes
“We came into it with a lot of concern about whether we would be able to continue the progress our county has been making [with] public safety and education and health and human service work,” Pittman said
And the reason we were able to is that our county has been very
very careful in the way we’ve done our budgets
the county’s property tax rate would decline from 98.3 to 97.7 cents per every $100 of assessed property
Income tax rates are unchanged from last year
“I’m thrilled that he is holding the line on taxes,” said Councilman Nathan Volke
“I think that is important especially given a lot of people’s economic concerns of just where the world is right now.”
The proposed budget calls for spending about $100 million more compared to the last fiscal year
with a record $52 million year-over-year increase for the public schools — about half of the increase the school board requested — and boosts to the police
Pittman also proposes setting aside $10 million to backfill potential cuts to the approximately $33 million in federal grants the county expects and establishing a $300,000 fund to support families who are affected by Trump’s immigration crackdown
which has seen many people deported without court hearings
“We’re creating a fund both to help children who’ve lost a parent
to deportation as well as to provide legal assistance so there is due process in immigration hearings,” Pittman said
“We’re working with a lot of local nonprofits and churches on that effort.”
With Trump imposing tariffs on imports from much of the world
many economists are predicting a recession
Pittman said he is preparing the county for that downturn by adding the legal maximum to its rainy day fund
The county can tap into that money only if actual revenue falls short of projections
Pittman said he was proud that “we are able to step up in a time when others are struggling to continue the progress that we’ve made and to protect our people

said in a February interview that she wants to be conservative with spending in this budget to make up for potential cuts to federal funds

The proposed $224.7 million for police represents a $6 million increase from last year’s budget and includes money that the department requested to fund an additional shift of its new Real Time Information Center

Pittman’s budget proposal calls for $12.6 million more to go to the fire department compared to the last fiscal year
bringing that agency’s budget to $212.3 million
will allow fire officials to hire five new instructors for the training academy
enabling it to train two classes each year rather than one
While Republican council members did not applaud when Pittman talked about his efforts to protect the county from the Trump administration
the council as a whole appeared to support investment in public safety and education during the speech
“That will be what makes our community as strong as possible,” said Lisa Rodvien
a Democrat whose district includes Annapolis
The $1.18 billion that Pittman proposes allocating to Anne Arundel County Public Schools represents about half of the county’s budget
Those dollars would fund a 3% cost-of-living increase for unionized school employees
while providing for 28 new special education positions
two “bilingual facilitators,” 11 new social-emotional learning staffers and 14 program managers for schools serving areas with the highest levels of poverty
Pittman described the record year-over-year increase to education as warranted
noting that the school system has recorded improvements across several academic measures
Board of Education President Robert Silkworth and Superintendent Mark Bedell applauded the proposed budget in statements following Pittman’s presentation
“The County Executive and his team have worked very hard in what are complex and difficult financial times to continue to support the students of our county and our AACPS employees,” Silkworth said
“We will obviously dive deeper into the proposal in the coming weeks
and I look forward to working with the County Council to continue to make our school system even better.”
Bedell said Pittman promised to invest in the county’s students when the pair first met in 2022
“This budget is yet further fulfillment of that promise and a significant step forward as we continue to help every student Belong
The school system anticipates $90 million in federal funds in the coming fiscal year against the backdrop of Trump’s crusade against schools teaching about race and diversity
“The exposure on the federal side is in the back of their minds always and in the back of our mind
but you can’t plan for what hasn’t been cut
You have to budget what‘s been funded,” Pittman said
“This is based on contractual obligations with the federal government.”
Pittman noted that the Trump administration has faced court challenges when cutting grants without congressional approval
the council has about six weeks to finalize the budget
The council can cut from the budget unilaterally but cannot add to it without working with the county executive
“I look forward to digging into the details and seeing if there’s anything we can do to make it even better,” Rodvien said

Maine (WABI) - Maine State Police are investigating a tractor-trailer crash that occurred in Arundel
a tractor-trailer loaded with general freight struck a median guardrail and caught fire on the Maine Turnpike in Arundel early Saturday morning
The driver suffered minor injuries and was transported to Southern Maine Medical Center in Biddeford
He is believed to have suffered a medical event prior to the crash
The left and middle northbound lanes of the turnpike were closed for several hours while crews worked to investigate and clear the scene

Anne Arundel County Police have installed new automated speed cameras near six schools
five of which are in the northern or western parts of the county
The addition brings to 31 the number of school zones in the county with automated speed enforcement
The new cameras are located near the following schools
Speed cameras in school zones operate from 6 a.m
seeking to “help reduce speeds and create safer driving habits around our schools,” police said
citations will be issued for people who are caught on camera speeding
The cameras snap photos of the speeding vehicle’s license plate and record the date
Citations are mailed to the vehicle’s registered owner

A proposed budget for Anne Arundel County is set to expand on assisting public schools
The framework for the budget aims to respond to the federal cuts impacting the economy without raising taxes
Our proposed income tax remains lower than all central Maryland counties,” Anne Arundel County Executive Steuart Pittman said
“It includes a progressive structure to protect our lowest income earners and ask for a little more from those at the top.”
The budget also proposes a more affordable housing plan
decreasing the property tax rate and providing supplements for low-income homeowners

Maine (WGME) -- The Maine State Police says a tractor-trailer truck crashed on I-95 in Arundel at around 8 a.m
The crash reportedly happened at around Mile Marker 30
Kennebunk Fire-Rescue says the driver of the truck had a medical emergency which caused him to hit the median guardrail
Kennebunk authorities along with the Wells Fire Department
and the Maine Turnpike Authority reportedly helped with the crash
Police say the driver was not seriously injured
He was reportedly taken to Southern Maine Medical Center in Biddeford

Luminis Health Anne Arundel Medical Center (LHAAMC) in Annapolis has received its 13th consecutive ‘A’ grade from The Leapfrog Group for hospital safety
making it the only hospital in the state to maintain consistent top-tier scores since 2018
LHAAMC is one of just 95 hospitals nationwide—and the only one in Maryland—to earn a perfect streak of ‘A’ grades in every grading cycle over the past six years
an independent national nonprofit that evaluates hospitals based on more than 30 measures of patient safety
These metrics include rates of medical errors
and the strength of hospital systems in place to prevent them
“This consistent recognition for patient safety is no easy feat and reflects the dedication and expertise of our entire team of caregivers
all of whom are committed to patient-centered care,” said Sherry Perkins

LHAAMC’s ‘A’ grade places it among the top 32 percent of hospitals nationwide for patient safety
The recognition adds to a growing list of recent national accolades
The hospital has received the Healthgrades Patient Safety Excellence Award for three consecutive years
was listed among Newsweek’s Best Hospitals in the United States
and was named one of Maryland’s Best Hospitals by U.S
with particular recognition for maternity care
LHAAMC earned Level 3 Geriatric Emergency Department Accreditation from the American College of Emergency Physicians
reflecting its commitment to high-quality care for older adults
Luminis Health emphasizes best practices in patient safety through initiatives such as safe staffing
and strong partnerships with community organizations and patient family advisors
