The $9 million project will include eight netball (multipurpose) hard courts, eight tennis courts with floodlighting, and a pavilion to service both the hardcourts and users of the southern grassed playing fields.
The outdoor recreation space will include accessible and sensory play, a ninja circuit and skatepark situated adjacent to the indoor sports complex.
City of Rockingham Mayor Deb Hamblin said the final stage was an essential part of the overall plan.
“From the outset, the vision for the BSC was to provide an innovative, contemporary, multipurpose sport and recreation facility that can accommodate a wide range of organised sport and informal recreation activities that significantly contribute towards improving the health and wellbeing of Baldivis and the wider Rockingham community”, she said.
Lotterywest has contributed $1 million towards the project.
“Lotterywest is proud to support the City of Rockingham with a grant towards the Baldivis Outdoor Recreation Space, which will raise community connection and participation in Baldivis and surrounding areas,” Lotterywest CEO Colin Smith said.
In the Perth Magistrates Court recently, Jayde Mia Stuart (who also uses the surname Lawrence) was fined $10,500 and convicted in her absence of three charges of breaching the Real Estate and Business Agents Act 1978 (WA).
She was also ordered to pay $591.50 in court costs.
The court heard that Ms Stuart – who has a criminal record that includes convictions for fraud and stealing – continued working as a property manager for almost six months after her registration lapsed in October 2022.
While unregistered, Ms Stuart applied for a property manager position requiring sales representative certification.
After being hired, she failed to provide a valid registration number and when confronted by her new employer, presented a forged certificate bearing the signature of a former Consumer Protection Commissioner.
Ms Stuart then contacted Consumer Protection, falsely claiming to have paid for the renewal of her registration in October 2022.
When asked to provide proof of payment, she submitted a heavily redacted bank statement that concealed the year of a transaction dated “18 Oct”, which had instead been paid in 2019.
Commissioner for Consumer Protection Trish Blake said Ms Stuart would have known her actions were illegal given she had previously worked in the industry as a registered sales representative.
“Our licensing system safeguards tenants and landlords by guaranteeing only competent and qualified professionals work in the Western Australian real estate industry,” Ms Blake said.
“Instead of renewing her registration as required, Ms Stuart embarked on a series of deceptions. This began with her employment, where she needed to provide proof of registration, and culminated in her attempting to mislead our licensing staff by doctoring a bank statement to falsely indicate payment.
“Tenants, landlords and real estate agencies can find out whether the real estate agents and sales representatives they are engaging with are licensed by using Consumer Protection’s online licence search.

She is described as being about 167cm tall, of slim build, with reddish-brown hair.

The 550 homes will be leased to DHA, providing accommodation for Australian defence personnel and their families over the coming years.
Developers Parcel Property and local builders Forma Homes and Plunkett Homes will build the houses with the companies agreeing to use their own land or land sourced from the market, or a combination.
The houses will be dispersed throughout several suburbs near HMAS Stirling including Wellard, Baldivis and Mundijong, with a smaller number of properties set to be built in Kwinana, Lakelands, Port Kennedy, Waikiki and Madora Bay.
Minister for Defence Personnel and Minister for Veterans’ Affairs Matt Keogh said mostly three and four-bedroom houses and townhouses will be constructed.
“Australia’s Defence personnel are our most important capability, so it is vital they and their families are well supported with modern, fit for purpose housing in their local communities," Mr Keogh said.
Minister for Resources, Minister for Northern Australia and Member for Brand Madeleine King said the extra homes will accommodate the growing number of defence personnel at HMAS Stirling.
“Rockingham and Baldivis are proud to be home to Australia’s largest naval base and is very proud of the role this community plays in serving the nation," Ms King said.
“As HMAS Stirling grows in size we will need homes for Defence personnel and their families.
“Importantly this DHA investment will be really good for the growing community of Baldivis.”
Data from KPMG Australia has revealed just over 25,000 babies were born in the Greater Perth area in 2023, a significant reduction from the 2021 post-pandemic spike which saw 27,580 babies born.
The number of births in 2023 was the lowest since 2006.
KPMG Urban Economist Terry Rawnsley said weak growth in the economy often leads to reduced birth rates, but that current cost-of-living pressures are having a particular strong impact.
“We haven't seen such a sharp drop in births in Australia since the period of economic stagflation in the 1970s, which coincided with the initial widespread adoption of the contraceptive pill," he said.
Mr Rawnsley said with the rise of living expenses Perth residents are delaying starting or expanding their families.
"This combination of the pandemic and rapid economic changes explains the spike and subsequent sharp decline in birth rates we have observed over the past four years," he said.
“This is against the backdrop of a long-term decline in the total fertility rate, which has declined from over 2 children per woman in 2008 to 1.6 in 2023."
Despite births across Perth trending down, some suburbs recorded strong fertility rates in 2023.
Baldivis came in at second with a fertility rate of 2.25 and 245 births.
All ten of the suburbs in Perth with the highest fertility rates are located in the outer regions of the city.
“Young families are being pushed to the edges of the Perth where there is cheaper housing that can accommodate their children,” Mr Rawnsley said.

The WA Police Force have charged two Baldivis residents over a number of gun offences after finding ammunition and weapons at a property in the area
Thousands of ammunition rounds and a number of weapons had been hidden at a Baldivis property according to police
[the] Gang Crime Squad executed a search warrant in Baldivis,” said a police spokesperson
“It will be alleged; officers located several firearms and an extensive range of firearm parts hidden in various places around the home

A social media campaign grabbed the attention of local member Reece Whitby and even Premier Mark McGowan
who pressured Paramount Estate developer Spatial Property Group to withdraw the cull proposal
In the end the state paid some $220,000 of taxpayer money to the developer to move the western greys instead of a much cheaper cull
But 63 adult kangaroos and 20 pouched young died or had to be euthanised even before release in a forest some 50 kilometres away
more than 80 per cent were predicted not to have survived
And only 11 were believed to be alive a year after release
The death rate was much higher than previous studies of translocation programs in other states for similar species and an academic paper by the Department of Biodiversity
suggested the high mortality rate so soon after relocation was primarily related to stress from capture
Western greys are susceptible to a disease known as capture myopathy — which can result in paralysis and heart failure which is brought on by the stress of being captured
moved or sedated — that can be fatal immediately or even a month or more later
The Baldivis kangaroos were herded with all-terrain vehicles and by people on foot into a 4-hectare enclosure and then in smaller groups to a 25-square-metre area for sedation
but the remaining kangaroos were released by members of the public on four occasions
including times where it appeared a car had been used to knock down fencing
meaning many had to be captured multiple times
The consultant used by the developer was Terrestrial Ecosystems and its principal zoologist Dr Graham Thompson said the kangaroos should have been euthanised at the start
“Our recommendation was initially that the animals need to be euthanised because they were stressed,” he said
“You couldn’t get within 80 metres of the ’roos and they were gone.”
Thompson said the program should have been stopped because it was obvious the animals were not doing well
The developer’s managing director Bruce Young said the government had been told there could be a high death rate and it was only because of social media it had stepped in
“What we hope comes out of it is a bit of realisation from the government; what I suspect will happen is not very much at all,” he said
Both men said more planning had to take place at a state strategic level
so kangaroos were not getting trapped by urban sprawl in the first place

There are about 300 western greys estimated to live at a 67-hectare landfill and Bush Forever site which also neighbours bushland managed by the City of Melville and Jandakot Airport

including habitat for honey possums and black cockatoos
An environmental assessment suggested the land was overpopulated by the kangaroos and there was grazing pressure on vegetation which could be relieved through a management plan that could benefit quenda and threatened western brush wallabies there
after the council recently voted to undertake a trial where up to eight kangaroos were moved from the Canning Vale Waste Transfer Station to privately owned land
Canning councillor Amanda Spencer-Teo spearheaded the move and said there were plenty of examples of successful translocation but there just had not been studies published about them
She said flaws with the Baldivis translocation should not equal an excuse to cull kangaroos
“People say the western greys are a pest and breed too quickly
We were saying that about koalas a few years ago,” she said
“If we had done something years ago we wouldn’t be in this situation and also this is Canning’s biggest land parcel of bush area
This is the last of the kangaroos we have basically in Canning all together
“Ultimately I’d love to keep them there and turn it into a bit of an attraction but it’s now considered prime real estate.”

One of the men allegedly involved in a drive-by bikie shooting in Baldivis last week has been denied bail by a Perth Magistrate
shortly after a third person was arrested and charged over the incident
appeared in Perth Magistrates Court on Thursday via video link from Hakea Prison where he claimed his arrest was a case of mistaken identity
who was on bail for separate assault charges at the time of the incident
allegedly took part in a “recce” of the street where the shooting took place the day before the attack
He is then accused of driving in a convoy of four vehicles to Amazon Drive around 3pm on October 5 where around five to 10 shots were fired from a handgun and shotgun at Mongols member Adam Wragg
CCTV footage released by police shows the Roc City chapter member jumping the fence to his neighbour’s property to escape the bullets
The court was told Wragg had exited his house to catch an Uber on Thursday afternoon
which is when the rival gang members allegedly took aim
who was allegedly in the driver’s seat of a Black Subaru at the time of the shooting
is accused of exiting the vehicle and chasing Wragg across the street
Less than two days later Hughes was arrested by police at a roadside traffic stop as a passenger in another vehicle having allegedly shaved off his beard and hair “in an attempt to avoid police detection”
But the court was told the case for identifying Hughes as part of the incident was “very strong” as clear CCTV and scan cam vision had captured the 26-year-old at a nearby service station and on Tonkin Highway close to the address in the hours leading up the assault
He was allegedly dressed in similar clothing and driving the same car
The court also heard how police located the vehicle used in the incident hidden at the back of a property after his arrest with its number plates removed
folded and put inside the car’s glove compartment
The car had allegedly been purchased by his partner two weeks prior but contained a parking ticket placing Hughes close to the address hours before the shooting
The court was told police “strongly opposed bail” for Hughes
stating the firearms used in the incident had yet to be located which was of public concern
It also heard there was an issue of public safety as police were concerned about the incident sparking “a bikie war”
who they alleged was a passenger in one of the convoy cars before getting out the vehicle and discharging a firearm
a 24-year-old man from North Perth was also arrested and refused bail
Magistrate Stephen Butcher told Hughes he was refusing his application for bail
stating there was a “very strong case” against him and warned that the circumstances of the event “are extremely serious”
“If he were convicted it’s not a question of if he would go to jail it is for how long for,” he said
Hughes will next appear in court in November

I only met you a handful of times but were a such a good friend to my brothers and always out with a smile and a yarn.”
Thomas’ partner Tamekah Locker also posted an emotional tribute on Facebook to the “love of my life”
“It still doesn’t feel real and I keep waiting for you to just walk through the door and it breaks me apart to know you’re not going to,” she wrote

Major crash officer-in-charge Detective Senior Sergeant Adam Matson said police were looking into the cause of the crash
including the speed of the cars and the possibility some passengers were not wearing seatbelts
“There are a number of priorities that we’ve got to put in place
investigations that we have to look into,” he said
He offered his “heartfelt sympathy” to family and friends and first responders on the scene
