A new research paper on boys’ education in Australia
shows boys were twice as likely as girls to be at the bottom of the class in writing and reading and more likely to fall behind in the leap from primary to high school
The report by Catholic Schools NSW states that while gender gaps for literacy widened over time
a “noticeable increase occurred between years 5 and 7”
indicating primary to high school as the key stage when “boys as a group were most outpaced by girls”
Despite the scale of the problem, the underperformance of boys has not been given appropriate policy attention, the paper argues, with the last parliamentary review into boys education, Boys: Getting it Right
“All school kids deserve the attention and resources needed to achieve their full potential
but a particular priority must go to those struggling academically
the proverbial ‘lower tail’ of performance,” the report said

One of my favourite spots is the North Harbour Reserve Walkway, which stretches all the way down to Manly and has stunning views. For those who want to go one bigger, they can do the whole Spit to Manly 10-kilometre trail and end up in Manly having a well-deserved cocktail at Hugo’s.
We’ve seen Balgowlah’s property market remain strong this year. There is still high demand for both family homes and well-located units for first-home buyers and downsizers. With schools, shops, coastal walks and transport on your doorstep in Balgowlah, it really has something for everyone.

The NSW Government has released the detail on the planning reforms that will apply to people living within 800m of 171 town centres and train or light rail stations across metropolitan Sydney
the new controls will apply to all residential zoned land within 800 metres walking distance of:
four town centres that had originally been proposed to be included in the Stage 2 Reforms have been excluded: Warriewood
Enter your property address and see whether the policy may apply to your land
however it is important to note that some exclusions may apply (see below)
The changes depend on the zoning of a property that falls within the 800m (you can find out your zone by putting your address in the look up tool)
Residential flat buildings (up to 22m) and shop-top apartments (up to 24m) - both up to 6 storeys - will be permissible in R3 Medium Density Residential zones within 400m of each nominated town centre
For land zoned R3 that is between 400m–800m from each town centre
apartments up to 4 storeys (17.5m) will be permitted
For land zoned R1 General Residential and R2 Low Density Residential within 800m of each town centre
residential flat buildings up to 9.5m (2-3 storeys) will be permitted on sites with a minimum lot size of 500sqm.
and manor houses) up to 9.5m high (2–3 storeys) will be permitted in R1 General Residential and R2 Low Density Residential areas within 800m of each nominated town centre
This will be a significant change for these areas in the former Pittwater and Waringah local government areas as these kind of dwellings are not permitted under current rules
A key aspect of the new controls is the introduction of new ‘non-discretionary’ development standards which will be the same across the 171 centres where the reforms apply.
These standards will address key aspects such as building heights
These new non-discretionary controls will override Northern Beaches’ local planning controls and Council will not be able to refuse applications that comply with the new standards.
if Council receives an application for a 6 storey apartment within 400m of Mona Vale Town Centre
Council would normally refuse this as only 2 storeys is allowed under the Pittwater Local Environment Plan
Council would not be able to refuse the 6 storey application on the basis of its 6 storey building height
There has been no change to existing consent authority requirements
This means landowners seeking approval for development within the 9 nominated town centres would continue to lodge a development application with Council
The NSW Government’s changes do not require any contribution for long term or permanent affordable housing as part of any new development
Council’s Affordable Housing Contributions Scheme (AHCS) continues to apply to development in identified areas e.g
The NSW Government’s existing affordable housing bonus provisions under the Housing SEPP also apply to these developments
These provisions allow additional building height and floor space for residential developments that include dedicated affordable housing for at least 15 years
Developments providing up to 15% affordable housing can receive up to a 30% bonus in both height and floor space
on a site within 400m of the Manly Vale town centre
an applicant could propose a residential flat building up to 28.6m (9 storeys) if 15% affordable housing is included in the development (i.e
The additional bonus height/ floorspace is not guaranteed
Council must also consider the potential environmental impacts of the additional height/ floorspace
The Government’s policy will not apply to certain areas within each nominated town centre
The NSW Government has persisted with the one-fits-size-fits-all approach to these reforms and we have not seen a plan for investment in the infrastructure and services upgrades required to manage the significant growth these reforms bring
public transport and other community services will be impacted and the NSW Government needs to provide information about how this will be ameliorated.

Firefighters have stopped a fire in a kitchen from spreading and destroying two properties at Balgowlah
emergency services responded to a report of a kitchen fire in a subdivided home at Dudley Street
Fire and Rescue NSW (FRNSW) Manly and Mosman Stations were called to the scene
including the ladder platform truck from Manly Station
joined by a senior paramedic who was sent directly from nearby Balgowlah Ambulance Station
and three units from Northern Beaches Police Area Command
The fire was in a kitchen at the back of the property and firefighters did not initially see any sign of it from the street
Making their way to the rear of the two-level brick and tile building
they saw flames and smoke coming from an upper level unit
As one crew of firefighters set up a hose line
another crew in breathing apparatus forced entry to the unoccupied upper level unit and were able to put out the fire with CO2 extinguishers before it took hold
Firefighters checked for any possible spread of the fire into the roof cavity but fortunately found it had been contained to the kitchen
and it is understood police were attempting to make contact with the resident who was not home at the time of the fire

filed this month for a McDonald’s restaurant at 37 Rosebery Street in Balgowlah
The cost of demolition and construction of the restaurant is listed as $3.9 million
Documents filed on McDonald’s behalf state the location of the proposed site is within the Balgowlah Enterprise Corridor and near existing commercial outlets including Woolworths
Despite this, local residents are calling for the application to be rejected by Northern Beaches Council. They have united to form a Change.org petition and community Facebook group ‘We say NO to a McDonald’s in Manly Vale’ in opposition to the move.
Key among their concerns is additional odour, rubbish and traffic congestion that is already being felt by a string of existing fast food outlets.
“We face a pressing concern, as our neighbourhood already hosts a KFC, which emits odour and litter, and contributes to traffic congestion at the intersection of Condamine Street and Kenneth Road,” lead petitioner Sarah Garland wrote.
“The addition of a new McDonald’ is unnecessary with another existing in the nearby suburb of Brookvale along with a Hungry Jacks.”
Garland claims a traffic report that was submitted as part of the development application was incomplete and failed to assess the area’s morning peak hours.

“We are calling for a rejection of the application, taking into account the concerns of the local community, and to consider the cumulative impact of fast-food outlets on our neighbourhood’s environment and character,” he wrote.
At time of publication, the petition had almost 2000 signatures with almost 150 submissions to council opposing the application.
“As a Rate payer, as a local, as a driver, as a mother, i am completely opposed to this development and would hope that the council see sense and address the issues in the manly vale area with traffic particularly relating to KFC and the Rosebury street, Kenneth road, Condomine intersection. Please deny this DA,” one submission said.
“It’s perplexing on any level, that council would even entertain the idea of a drive through anything on or around this intersection. In short, I strongly oppose,” a second submission said.
“The constant noise from cars and trucks delivering food and removing waste throughout the night will make it impossible to sleep. Additionally, late-night fast food patrons, often returning from “celebrations,” tend to be much louder. For these reasons alone, this development should not be approved,” yet another submission said.
In an update to Facebook group members on February 24, Garland said due to the number of submissions the application will be recommended to the council’s Planning Committee.
As well as writing submissions, some residents are lobbying their local MPs.
James Griffin, the Liberal member for Manly, has indicated he is against the proposal.
In a letter sent to Facebook group member Renata, a representative for Griffin said the MP believes the site is not the correct location for a McDonald’s fast food restaurant.
He noted “noise, traffic, litter and everything that a 24hr venue brings to a residential area are all reasons for McDonald’s to find a different location.”
“Mr Griffin has said that “Most McDonald’s are built on main roads, Roseberry Street is not a main road and the site is opposite residential properties.”
Domain contacted McDonald’s Australia for comment on the claims made by concerned residents.
“McDonald’s has been a part of Northern Beaches communities since 1980, and we have loved every minute of creating special Macca’s moments for our customers. We are very excited by this opportunity to join the Manly Vale community as a local employer, and a business committed to working with the community to support local causes and groups,” a spokesperson for the fast food restaurant said in a statement.
“If approved, a Macca’s in Manly Vale will create more than 100 new local jobs and represents an investment of more than $3.9 million into the community. We’ll continue to work through the Development Application process with the Northern Beaches Council, outlining the measures we have proactively included to mitigate the impact of traffic, noise and waste, and in listening and responding to feedback. We hope to become a welcome member of the Manly Vale community.”
Submissions to the development application close on March 13.

Two people have died after a car crashed into a tree and caught fire at Balgowlah
were called to a report of a single vehicle crashed into a tree and on fire at the Burnt Bridge Creek Deviation
A motorist travelling northbound on the road in the area told the Northern Beaches Advocate they saw a vehicle take off from the traffic lights at Sydney Road
As the motorist came past the Kitchener Street overpass
they passed what they believed to be a vehicle similar to the one they saw at the lights
They continued to a safe spot to pull over and call Triple Zero (000) before turning around and going back up the other side of the road to offer assistance
Arriving back at the crash scene only a few minutes after they first passed it
they were shocked to find the car fully engulfed in flames
with loud popping and explosions coming from the vehicle
The noise of the collision and explosions was loud enough to concern residents up to 250m away
said his family had been alarmed by the crash
he said that police closed the northbound lanes of the Burnt Bridge Creek Deviation
initially by having a B-Line bus park across the road
The road was closed in both directions by 11.00pm between Sydney Road
Bystanders described the vehicle fire as very intense
limiting emergency services access to the vehicle and sealing the fate of the two occupants
Firefighters and paramedics were unable to get close enough to the vehicle to determine if the two occupants were still alive immediately following the collision
Fire and Rescue NSW crews from Manly and Crows Nest Stations
it was confirmed by firefighters and police that two people had been in the vehicle
Due to the extreme circumstances of the crash and death of those involved
the Northern Beaches Advocate will withhold publishing further information on the vehicle
or age and gender of the two occupants until NSW Police have contacted next of kin and issue a formal statement
attended the scene but with no patients to treat
were released from the scene just after 11.30pm
Firefighters departed shortly after midnight
but the road remained closed and officers attached to Northern Beaches Police Area Command stayed on scene to conduct further investigations
NSW Police have issued the following statement in relation to last night’s fatal crash
“Two people have died after a single vehicle crash in Sydney’s north
“About 10.45pm yesterday (Wednesday 18 September 2024)
emergency services responded to reports of a black Toyota Corolla crashing into a tree and catching fire along Burnt Bridge Creek Deviation
“Whilst yet to be positively identified the driver is believed to be a 23-year-old man and the passenger a 26-year-old woman
Both died at the scene prior to the arrival of emergency services
“Officers from Northern Beaches Police Area Command established a crime scene that was later examined by specialist police
An investigation has commenced to determine if speed was a factor
“A report will be prepared for the information of the Coroner
“As inquiries continue, anyone with information about the incident, or who may have any available dashcam/mobile phone footage, is urged to contact Manly Police Station on 02 9976 8099 or Crime Stoppers on 1800 333 000.”

A Balgowlah Heights man faced Manly Local Court today (Wednesday
27 November 2024) on charges of animal cruelty after he allegedly ran over two kangaroos
officers attached to Northern Beaches Police Area Command commenced an investigation into animal cruelty after they obtained video footage of a vehicle deliberately running over kangaroos at Running Stream
which is roughly midway between Lithgow and Mudgee on the Castlereagh Highway
police identified a white 2015 Holden Colorado utility and 20-year-old male driver they allege was involved in the incident
in which they believe the man deliberately ran down several adult and baby kangaroos before mutilating the body of one of the animals
When questioning the 20-year-old man from Balgowlah Heights about the incident on Friday
he refused to identify a passenger who was allegedly also in the vehicle
Failure to do so is an offence under Section 15 of the Law Enforcement Act 2002
which compels drivers to identify passengers in a vehicle when required by a police officer acting in accordance with the Act
police charged the 20-year-old man on Friday
The man was issued a Future Court Attendance Notice to appear before Manly Local Court today (Wednesday
police alleged the man committed serious acts of cruelty by deliberately swerving

NSW Police have arrested a man and teenage boy following a stolen vehicle pursuit from Manly
were woken by the sound of their car being stolen after their keys were stolen during a break-in while they were asleep
They immediately notified police of the break-in and theft of their vehicle
officers attached to Northern Beaches Police Area Command who were patrolling at Belgrave Street
the vehicle failed to stop and a pursuit was initiated
It is understood the car sped away from police northbound on Pittwater Road
before turning onto Balgowlah Road and making its way across the Spit Bridge southbound
Three males were seen to leave the vehicle and flee from police
police apprehended a 20-year-old man close to the scene of the collision
and a short time later located a 14-year-old boy at Pearl Bay Avenue
Both males were arrested and taken to Manly Police Station where they continue to assist police with their inquiries. NSW Police have commenced a formal investigation into the incident and are asking anyone with information that may assist them to contact Crime Stoppers on 1800 333 000
There were no reports of any injuries as a result of the pursuit

Parents at Sydney’s top single-sex public high schools have slammed a proposal to turn the campuses co-ed
arguing it would be illogical to make drastic changes to some of the highest-performing state schools
Under the NSW government’s promise to expand co-ed options to all students
parents at Balgowlah Boys and Mackellar Girls are being consulted on making the single-sex schools co-ed
while similar plans have been floated at Asquith Boys and Girls near Hornsby

Half a dozen private and Catholic schools have switched to co-ed in the past decade
including the all-boys Newington College where a decision to admit girls triggered legal threats and months of fierce backlash
The government is considering a raft of changes at several public high schools
including co-ed proposals for Balgowlah and Mackellar
and the option of opening up Manly Selective to local students
But the proposals have sparked intense criticism from parents
with some concerned it could reduce choice in the public system
“It would be crazy to mess with a network of schools that are doing so well,” says Christie Goldspring
“The government should be improving the facilities at Balgowlah
She said the P&C ran its own survey to ask families about school preferences
with about 90 per cent of respondents at Balgowlah Boys indicating they want to retain single-sex
“The survey showed some parents had initial concerns about the lack of co-ed options in the area
But once their children started at the school they see the benefits of how the teaching really caters to boys,” Goldspring said
Balgowlah Boys was the top-ranked comprehensive school in last year’s HSC
eclipsing selective schools and private schools MLC and Saint Ignatius’ College Riverview
Mackellar ranked fifth among comprehensives
while Asquith Boys achieved among the biggest gains in band 6 scores
Parents have been consulted about changes to five northern beaches schools
while co-ed mergers have been floated for Asquith Girls and Boys and Moorefield Girls’ and James Cook Boys’ High in Kogarah

Mackellar Girls parent Meg Garrido says single-sex education suits her daughter
“A lot of the parents at Mackellar are very protective of keeping it all-girls
It has strong academic results and a positive culture
for many parents these are the most important things,” Garrido said
“The teachers are experts in delivering girls’ education
the simpler option would be expanding access to [co-ed schools] Mosman High or Forest High and not reduce choice.”
Asquith Girls P&C president Lisa Rothwell says parents had been left in the dark about a possible co-ed move
with “no communication” from the department in six months since consultation began
she questioned why Asquith Girls was “selected for this conversion” while other single-sex schools within public system “remain untouched”
“Many of the students have thrived in the supportive and nurturing environment provided by the school,” she said
more than 30 catchments are being adjusted so families in single-sex school zones will have a co-ed option
But Balgowlah Heights Public parent Annelies Hodge
said she would prefer to send her children to a co-ed high school “to better prepare them life after school”
“It normalises relationships with the opposite sex,” she said
Some single-sex state schools have faced major declines in student numbers in recent years
with parents opting for co-ed private schools due to lack of choice
A separate proposal to add a comprehensive stream to Manly Selective up to year 9 has drawn “significant concern”
with parents worried the change would cause major disruption to students across all grades
“Parents from across our community seem to see how harmful this proposal could be to student wellbeing
outcomes and sense of belonging,” said Simon Cahill
A department spokesperson said a comprehensive consultation process had been conducted in the northern beaches
“The feedback is now being considered and updates will be provided to the communities later this year.”
Research shows single-sex schools have the slight academic edge over co-ed
but that advantage narrows when socio-economic background and parents’ education is taken into account

A search was conducted for a diver feared missing near Grotto Point after a dive buoy was found unattended
a dive buoy that was found unattended in the water near Grotto Point
was reported to emergency services by a concerned bystander
officers from NSW Police Marine Area Command and the Inflatable Rescue Boat (IRB) from Manly Life Saving Club were tasked to investigate the dive buoy
Lifesavers from Manly dived in to investigate and retrieve the buoy
they did not find anyone attached to the rope when the dive buoy was pulled from the water
the Westpac Life Saver Rescue Helicopter which had also been tasked to search the area
was released from the scene to proceed to another search operation underway in Sydney’s south at Little Bay Beach
in which two rock fishers who were washed from rocks were both found drowned
Lifesavers at Grotto Point handed the dive buoy over to water police
they were released from the search just before 1.15pm
Unable to immediately locate the owner of the dive buoy
NSW Police put out a statement asking for public assistance to help identify the owner
“About 11.10am today (Sunday 7 July 2024)
emergency services were called to Grotto Point Reserve
following reports a diver’s buoy was located floating close to shore
“A diver’s buoy is usually used to mark the location of a diver or is towed by a spearfisherman when underwater; however
no diver or spearfisherman were found near the buoy
“Officers attached to Northern Beaches Police Area Command attended the scene before extra resources from Marine Area Command commenced a search operation in the area
police hold serious concerns for the potential owner of the buoy’s welfare
The buoy is bright orange in colour with a black ‘adreno’ logo
“As inquiries continue, police are appealing to anyone who may have information about the buoy’s owner to contact Crime Stoppers on 1800 333 000
If you may have lost the buoy whilst diving or spearfishing in this area
please let police know,” said the NSW Police statement
NSW Police had not officially confirmed the owner of the dive buoy had been located
but it is understood that the owner of the buoy was found safe this evening
It appears the diver was unable to retrieve the buoy following a dive yesterday due to poor conditions
NSW Police have issued a statement confirming the owner of the diving buoy has been located
“Police would like to thank the community after a diver’s buoy was found in Sydney’s north
“Following a public appeal for information about the buoy
police believe they have now located its owner safe and well,” said the NSW Police statement
