The road headers have been working since last year to excavate the section between Manningham Road and Trinity Grammar with the sequential excavation method (SEM) of tunnelling particularly suited to this section of the project
With the five road headers currently working on the project now having broken through at both ends of this section
they will soon continue excavating the lower half of the tunnel
Recently the tunnel boring machines (TBMs)
also made breakthroughs at the Lower Plenty Road interchange
and will soon continue their journey to Bulleen
This combined approach of using both road headers and TBMs will ensure that the North East Link tunnels are completed efficiently
three major road projects will be delivered
including the North East Link tunnels which will take 15,000 trucks off local roads a day and reduce travel times by up to 35 minutes
Other works include the M80 Ring Road Completion and Eastern Freeway Upgrades which will include new lanes

Construction works at Bulleen Park are expected to commence in 2024

there has also been a lot of change to Bulleen Road near the Eastern Freeway
we opened new lanes to create the space needed to begin works on the tunnel entrance
you will see earthworks taking place in the old Bulleen Road lanes
Bulleen Road was moved a second time as part of the first major works for the Eastern Freeway upgrades
work has begun on the Eastern Freeway Interchange
You will notice earthworks and piling being undertaken to build the foundations for the entry and exit ramps that will connect the Eastern Freeway to North East Link
Works along the Eastern Freeway are also continuing including installation of roadside barriers between Bulleen and Tram roads to create work sites in the centre median and edge of the freeway. we made some significant changes to Bridge Street
Bulleen Road and Templestowe Road by changing the direction of traffic flow
adding extra lanes and upgrading intersections
These changes were implemented to ensure we can keep traffic moving as works on the future Manningham Road interchange continue
You may have noticed some more machinery being used in the area between Bridge Street and Manningham Road
These machines are called hydro-mills and are used to install the tunnel walls that will form the future entry ramps into North East Link
we’ve been busy constructing the underground structure that will be used to receive the Tunnel Boring Machines (TBMs) when they complete their journey in Bulleen
Both TBMs have now been launched from Watsonia and we expect them to arrive at the Manningham site from 2026
We’re using a cut and cover method to do this work
which involves digging from the top down between the tunnel walls to create a large box below the ground
Initial works have begun to build the southern part of North East Link
between our Trinity and Manningham worksites
Rather than using TBMs for this section of the tunnel
we will be using large machines called road headers to grind away at the rock deep underground as part of the Sequential Excavation Method (SEM) of tunnelling
To assist with tunnelling activities at our Trinity work site
an acoustic shed is being installed to help remove dirt and rock
The dirt and rock taken out from tunnelling will be moved into the acoustic shed to be safely loaded into trucks
covered and then taken off site before it is either reused or disposed of
This process will be managed in line with the Environmental Protection Authority (EPA) guidelines
concrete will be sprayed across the roof and sides of the tunnels and supports will be drilled into the surrounding rock to reinforce the tunnel structure
This method of tunnelling is being used due to the width required to complete the 4 lane tunnels in this section
the first stages of the Yarra Link green bridge are beginning to take shape
with concrete pours underway for the 70m long walls
Works on the foundations along the eastern side of Bulleen Road have commenced and will continue for the rest of the year
the bridge will be at the portal entry and exit to North East Link and provide an alternative way to cross Bulleen Road
providing improved and safer connections between Bulleen Park and the Koonung Creek corridor
the green bridge will be a space for rest and relaxation
The bridge will also provide a shared walking and cycling path trail
the new green bridge will offer a safe connection across Bulleen Road for years to come

We're working closely with the local community to manage the impact of works
All works are carefully planned and managed to reduce impacts to local residents and businesses
we will use lights to provide safe working conditions
We will limit the light impacts on residential areas by facing lights towards work areas and away from homes as much as possible
We also use shields to minimise light spill into surrounding areas
We try to avoid creating dust during construction
we will limit its impact on the environment by:

We're building a major new interchange at Bulleen Road that will connect an upgraded Eastern Freeway to the 6.5km North East Link tunnels in Bulleen
To create the space for new ramps and the interchange
we're building a diversion at Bulleen Road
From late May there will be long term changes to how you access Bulleen Road and local areas
From 7:30pm on Friday 24 May until 5:30am on Monday 27 May
Bulleen Road will be closed between Thompsons Road and Carey Bulleen Sports Complex in both directions
A detour will be in place via Thompsons and Manningham roads to keep you moving
Lane closures along Thompsons Road will be required at times
clubs and sporting grounds will remain open as we complete these works
we'll move traffic onto the new Bulleen Road diversion
By building the Bulleen Road diversion now
we’ll ensure the road stays open as works on the new ramps and interchange on Bulleen Road progress
By creating space we can safely build most of the upgrade away from traffic and during the day
This will help road users plan their journeys ahead of time and reduce disruptions
The temporary diversion will remain in place until late 2025
You can expect more works on Bulleen Road as the project nears completion
Access to businesses on Bulleen Road will be maintained during these works
We'll maintain access to the Manningham Hotel & Club
and Marcellin College via the detour (see map on reverse side for detour routes)
While Bulleen Road is closed please allow an extra 15 minutes when planning your journey
Once Bulleen Road is reopened and traffic is travelling on the diversion
please leave a little earlier while drivers get used to the new traffic conditions
We're getting ready to start works on the brand new interchange on Bulleen Road
which will connect an upgraded Eastern Freeway to the 6.5 kilometre North East Link Tunnels in Bulleen
including improvements to Koonung Creek Reserve in Balwyn North
were exhibited in May 2022 and approved in February 2023 as part of the North East Link Tunnels Urban Design and Landscape Plan
We’ve started setting up two major construction sites in Bulleen near the Freeway Golf Course and within the former Boroondara Tennis Centre
we'll start making changes to Thompsons and Bulleen roads to create space to build the new interchange
We’ll follow on from the recently finished Bulleen Road diversion to realign a second section of Bulleen Road between Carey Sports Complex and Thompsons Road. This second diversion will help us create the space we need to build the elevated ramps that will connect into the new North East Link Tunnels (download the pdf with maps PDF, 1.4 MB)
while keeping traffic moving through Bulleen
we’ll also begin works to widen the existing Bulleen Road bridge over the freeway and realign the freeway entry ramps
we’ll install safety barriers on the bridge and set up a small work site within Leonis Avenue Reserve
we’ll need to work at night on Bulleen and Thompsons roads to remove traffic islands
adjust road markings and create space for a bigger work area within the former Boroondara Tennis Centre
We’ll then begin relocating utilities and realigning Bulleen Road between Marcellin College and Thompsons Road
Bulleen Road will remain open during almost all of our works and we’ll only need to close it for a short time when we switch traffic onto a new section of road in mid 2024
We’ll share more information for our Bulleen Road diversion works in the coming months
We're widening the Bulleen Road bridge from seven to ten lanes and realigning the Bulleen Road entry and exit ramps for the Eastern Freeway
We’ll also build new noise walls for better noise protection for residents and create new walking and cycling connections near Leonis Avenue
we’ll need to set up a small work area in February within the Leonis Avenue Reserve
We'll install fencing to reduce noise and separate our work site from the rest of the reserve while keeping the shared use path open
We’ll be out talking to local residents about these works in the coming weeks
We’ll continue to set up our work sites along the Eastern Freeway between Burke Road and Tram Road to support major upgrades
We’ll continue rolling out safety barriers along the freeway and begin building dedicated construction vehicle access to our major work sites
You’ll start to notice some changes along the Eastern Freeway as we remove vegetation and relocate lighting to allow space for freeway widening works to start
Speeds have been reduced to 80km/h during the day to keep drivers safe as they travel next to work areas
Speeds will be reduced to 40km/h while we’re working at night
There’ll also be nightly lane closures and intermittent ramp closures while we set up these work sites
Please check on-road signage for any changes to the way you travel
From March we’ll start to close sections of Koonung Creek Reserve between Bulleen Road and Doncaster Road in Balwyn North for two major work areas
These sites will support over 1000 workers and will be used to help build the new Bulleen Road interchange
as well as new noise walls and pedestrian bridges
we'll install temporary lighting alongside the Eastern Freeway between Burke Road and Bulleen Road
We’ll remove the existing lighting from the centre median for freeway widening works
The temporary lighting locations will reflect the final design
directional lighting will be positioned to minimise light spill on homes in close proximity to the freeway
While we aim to complete most of our works during the day
some extended hours and nighttime works may be required
water and electricity services and working closely with service providers
streets and arterial roads with intermittent lane closures required for these works

We’ll continue our site investigations along the Eastern Freeway and in surrounding areas between Burke Road and Middleborough Road
We’ll do this work at night on the freeway and on major arterials to keep traffic moving freely during the day

Bulleen Park & Ride will be a premium station for Victoria's first dedicated busway along the Eastern Freeway – making it easier for people to use faster
more frequent and more reliable public transport to get to and from the city
The new Bulleen Park & Ride will double the number of car parking spaces for rapid bus services along the freeway and provide secure parking for bicycles
We’re building Bulleen Park & Ride on the east side of Thompsons Road to make it easier for people to access
Building Bulleen Park & Ride here will also get it open four years earlier than planned so it is ready for people to use before Doncaster Park & Ride is closed for upgrades
We will no longer need to build a temporary park and ride at Doncaster
reducing disruptions for passengers and creating opportunities to keep more open space during construction

an Urban Design and Landscape Plan (UDLP) for Bulleen Park & Ride showing the proposed design was exhibited for public comment in late 2020

Now that we don’t need to use the land for a park and ride
it gives us more opportunities to look at how this space can be used once North East Link is built
The builders developing detailed designs for the North East Link Project are working on this now
and there will be opportunities for the community to comment once detailed designs for the project are released starting from next year
Work has also started to plan a new $21 million home for the Boroondara Tennis Centre in Glen Waverley
The 18-court tennis centre will be delivered by Monash City Council and include a new multi-sport pavilion
practice facilities and upgrades to the car park and pedestrian paths as well as community meeting and function facilities
The new tennis centre is expected to be open in early 2024
Bulleen Park & Ride will have up to 370 car parking spaces
Another 10 spaces for motorcycles and 5 ‘kiss-and-ride’ spaces for drivers who are dropping people off will also be available
and upgrading the park and ride at Doncaster will create 800 car spaces for people to use the new busway and rapid bus services along the Eastern Freeway
the new Bulleen Park & Ride will feature a ‘green roof’ park – a reinforced roof covered in soil with landscaping
The green roof park will have up to 5000 square metres of space for locals to use and will include small trees
as well as seating and walking and cycling paths that connect the new park and ride with Koonung Creek Trail and Thompsons Road
Work to start preparing the site for construction is expected in late April/early May 2021
This will include building a temporary noise wall along Kampman Street
Major works are expected to start in late June/early July 2021
Bulleen Park & Ride is expected to be open by late 2022

We're building North East Link from Watsonia to Bulleen
taking traffic and trucks under instead of through your suburbs
Digging the new 6.5km long twin tunnels requires specialist equipment – our two 4000-tonne tunnel boring machines (TBMs) will make their underground journey from Watsonia through to Bulleen
The TBM tunnelling technique offers significant benefits because construction takes place entirely underground
This fact sheet explains how we’ll build this section of the tunnels as people continue to live and work above
The North East Link tunnels have been carefully designed to pass deep under local suburbs
protecting homes and the Yarra River flats and wetlands
we've improved the design of the tunnels by building a longer TBM tunnel
creating more space for a new Greensborough Road boulevard and new parklands
We've also straightened the route of the tunnels and made them deeper underground
it was determined that this revised route would deliver the best ground conditions for continuous TBM tunnelling
the TBMs will now travel further south passing under Manningham Road
and will be retrieved at the old Bulleen Drive-In site
the site will be used to build the new Manningham Road interchange and motorway control centre
alongside a large new cultural wetlands along the Yarra
The TBMs will pass under most properties at a substantial depth
some properties close to works or directly above the TBMs may experience minimal vibrations
Electronic monitors at the surface will be used during construction to help manage works underground
Extensive testing has also been done to better understand any impacts
From this we know the likelihood of any property damage is minimal
property condition surveys will be offered ahead of tunnel construction
Our TBMs will dig up to 15m of tunnel per day as they travel from Watsonia through to Bulleen
TBMs are used to build tunnels in Australia and around the world in places where buildings or other areas above ground need to be protected
As the TBM progressively excavates underground
it simultaneously places concrete segments using mechanical arms to form the new tunnels
repeating the process until it reaches its destination
Once the TBMs start working deep underground
each TBM will dig 24/7 without stopping and move around 15 metres each day
If your property is above or near the North East Link tunnels
you will continue to use your land as you do now
If you are thinking about building on your property
an additional step in the planning permit process may be needed for certain works
the usual approvals through your local council will still apply
with a step to check what is planned won’t affect the tunnels
such as adding an extra storey or pool will likely be able to go ahead
like multi-level units with a significant basement car park structure would require extra consideration
To include the extra step in the planning permit process
the area covered by design and development overlays in your local planning scheme will be adjusted to align with the new tunnel route
The overlays protect the tunnels from potentially damaging works above ground and were approved in December 2019 after the project’s Environment Effects Statement (EES)
we'll be in touch with residents to confirm where the overlay is required

With thousands of tunnels operating around the world and millions of people living above them with no impact on their daily lives
we know tunnels can be built safely and without affecting buildings and properties above ground
Before we start work to build the TBM tunnels
North East Link needs to divest land deep underground
This is called underground land divestment and does not affect ownership of land at the surface
Land at a depth of 15 metres below ground will be divested towards the end of 2024
we’ll be in contact to let you know before the underground land divestment process starts
Underground land divestment will take place in accordance with the Major Transport Projects Facilitation Act 2009
Where land is divested at a depth of 15 metres or more below ground
This is consistent with what we know about modern tunnelling
with people above tunnels being able to continue to use the land at the surface as they do now

We're increasing the capacity of Bulleen Road bridge to connect the Eastern Freeway to North East Link
We’re widening the Bulleen Road bridge from seven to ten lanes with a separated pedestrian bridge for safer crossings
We’ll also realign the Bulleen Road entry and exit ramps for the Eastern Freeway and build shared path underpasses as part of the Bulleen interchange
we'll begin building new bridge foundations to the east side of the bridge
These foundations will support the bridge deck and new lanes
we started works to shift traffic slightly to the west of the bridge so we can work on the other side later this year
we'll start building the foundations by piling within the freeway centre median
We’ll maintain three lanes of traffic in each direction across the bridge by moving vehicles and pedestrians to the city side of Bulleen Road bridge
We’ll make room by removing traffic islands in the centre of the bridge and replace them with asphalt and mark new lanes
We’ll work at night so that we can keep traffic moving throughout the day
lanes on Bulleen Road and across Bulleen Road bridge will be closed overnight with reduced speed limits during working hours
lanes may be closed on the Eastern Freeway overnight for piling and to install new bridge piers

Piling is the process of constructing large foundations in the ground to provide a solid foundation to a structure
A pile is formed by drilling a large deep hole into the ground
followed by installing a steel reinforcement cage
with the hole then being filled with concrete
a concrete beam (known as a pile cap) is poured to connect them all
allowing for the pier/column to be constructed on top of it
Those columns will then hold the support beams to widen the Bulleen Road bridge
There are different piling methods used depending on the construction methodology
Bored piling often creates less noise and vibration
however nearby residents may notice an increase in noise at times
If you have concerns about the levels of noise or vibration
We'll start by using high-pressure water blasting to remove the footpath
revealing the steel reinforcement within the concrete kerb
we'll insert new steel rods alongside the existing reinforcement and pour fresh concrete to seamlessly extend the bridge onto the newly installed support beams
The first major upgrade of the Eastern Freeway since it was built is taking a big step forward over summer
the changes to the Ringwood-bound freeway lanes between Burke and Bulleen roads has been rescheduled and will now occur from Wednesday 12 February until late March
Motorists travelling from the city towards Ringwood and Dandenong
are encouraged to use the right lanes as they approach Burke Road to continue on the Eastern Freeway outbound
Motorists travelling outbound to take the Bulleen Road exit will need to stay in the left lanes after Burke Road
however will be split in a 2-by-2-lane configuration
If drivers miss the Bulleen Road exit, they can use the next exit at Doncaster Road to get back on track
Electronic signs and road markings will be in place to direct motorists
who are asked to drive safely and choose their lane early to avoid making last-minute lane changes
mark new lines and carry out profiling works behind barriers to construct new express lanes
Work for new traffic management technology
crews will switch their focus to the other side of the Eastern, splitting the citybound carriageway in 2 to carry out similar works
There will be no changes to ramp access to freeway entry and exit ramps during this split
a massive amount of work will continue to build 45 kms of new lanes and to connect the freeway with the North East Link tunnels

In June 2024 we’ll divert the Koonung Creek Trail in the Koonung Creek Linear Park between Kampman Street and the Estelle Street bridge
Cyclists are encouraged to use the Koonung Creek Trail on the southern side of the Eastern Freeway in Koonung Creek Reserve
There will be no local access to the trail between the Estelle Street Bridge and High Street

We’ll install 2.4m high noise reduction timber fencing around our work areas so we can remove existing noise walls and continue to remove some trees within the Koonung Creek Linear Park
This will allow us to begin works in the coming months to relocate a sewer main from under the freeway into the park between Estelle Street and Park Avenue and east of Doncaster Road near Hender and Stanton streets
we’ll place barriers on the Doncaster Road outbound exit ramp to create a work area so we can relocate utilities and build a temporary freeway exit ramp
we’ll close the dedicated High Street exit lane on the freeway ramp
Access to High Street will be maintained from Doncaster Road
Work to divert the Koonung Creek Trail and install fencing around our work sites in Koonung Creek Reserve is now underway between Mountain View Road and Doncaster Road
We’ve started building a temporary Bulleen Road diversion to create space needed to realign Bulleen Road and build the new connection to the North East Link tunnels
we'll need to close a small section of Bulleen Road from Friday 24 to Monday 27 May

One-way traffic on Manningham Road and Bridge Street will be in place for around 2 years
This will help create the space needed to build the tunnel entry and exit ramps
we’re working on the foundations of the Yarra Link green bridge on either side of Bulleen Road
we need to remove a significant number of trees and vegetation within the Koonung Creek Reserve
We've identified reuse opportunities for all removed trees
including reuse on the project and donation to community groups for sustainable projects
More than 10,000 new trees will be planted within the reserve as part of the revegetation plan
We’ve also completed extensive field surveys to help identify fauna that need to be rehomed
From late May we'll begin installing fencing around the wetlands near Valda Avenue
before we clear trees and vegetation to set up a major worksite
this area will feature a new Heyington Avenue bridge and a reconfigured 43,700m3 wetland precinct including an improved Koonung Creek to better manage waterflow and aquatic health
we're placing a photographic design on the timber fencing along the resident facing boundaries of the worksites in Koonung Creek Reserve
This will help blend the fencing in with the natural environment
local residents were invited to vote on their preferred design
There were three options of native gums to choose from with Option A
We'll start installing this design in the coming months
Monday to Friday during the day from 7am to 6pm and at night from 7pm to 6am
the Community Engagement team visited cafes in Balwyn North offering locals a coffee and an opportunity to chat about the project
We spoke to over 200 people about how we'll manage construction impacts and upcoming works

Bulleen Park Sports Upgrade is part of North East Link’s more than $100 million sports and recreation program to deliver game-changing community benefits that will keep local clubs playing and thriving during construction and beyond
We’re almost ready to start upgrading Bulleen Park with contract awarded in late January 2025
The project team is now preparing for early works on site
Significant progress has also been made on the design of the upgrades
with workshops held in December 2024 with key stakeholders
we’ll start building the temporary car park at the western end of the park to enable visitors to use the park during construction
The car park will be open from mid-April with 151 spaces before we gradually start closing the existing car spaces for upgrade works
Public access and parking at Bulleen Park will be maintained
Access to the temporary car park will be from the current access route via Bulleen Road
The existing pedestrian path north of the site adjacent to the Yarra River will remain unaffected
we’ll set up temporary fences and pathways with clear signage to guide you through the area
Access to the existing pavilion and ovals will be maintained while we start redeveloping the soccer pitches into a third oval

There will be further changes to Bulleen Road this year as works continue to build the entrance to the North East Link tunnels and the Yarra Link Green Bridge

Here’s what we’ve been up to over the past few months
the first of our 104 Super T beams arrived and were lifted into place for the future Bulleen Road
Crews are continuing to install the beams and have started preparing to build the bridge deck
we’ll move traffic onto the new Bulleen Road bridge

Works to build part of the Eastern Busway in Bulleen have been making steady progress
We've already installed 147 concrete piles to form the foundations of the busway bridge under the new Bulleen Road alignment
We worked around the clock in February to build the deck of the bridge
which contains more than 91 concrete beams weighing in at around 10 tonnes each
we'll excavate under those beams to create the busway express lanes which will connect directly to the Bulleen Park and Ride

Melbourne's first express busway and a seamless connection to North East Link
we’ve made substantial progress on critical early works
and temporarily relocating the Bulleen Road citybound entry ramp
These efforts have been essential in preparing for major construction activities to begin next year

Students were treated to a bus tour through one of our worksites and saw machinery and equipment working to upgrade the Eastern Freeway
the students donned safety vests and hard hats
immersing themselves in the construction environment
where they gained further insights into traffic and road safety
we visited the Heide Museum of Modern Art to donate some mature gum trees (Eucalyptus Viminalis) to add to their ceremonial gathering and learning space at Yaluk Langa
This gathering space will be a place for the Wurundjeri community to host events and perform traditional ceremonies
In early December we held a Community Pop Up at the Koonung Creek Reserve playground
kids activities and project team members available to answer questions about the project’s progress and upcoming works
We recently installed designs on our timber fencing around our worksites at Leonis Avenue Reserve worksite in Balwyn North and at Valda Wetlands in Mont Albert North
a photographic design of native gum leaves was placed on the fencing to blend in with the surrounding environment
This design was chosen in consultation with local residents

we’ve installed a timeline design to showcase the changing landscape of the Eastern Freeway over the years and how we’re building a reimagined Valda Wetlands precinct with new and upgraded walking and cycling paths

major works are needed at the surface to launch and retrieve the tunnel boring machines (TBMs)
tunnel ventilation structure and upgraded Bulleen Road
The TBMs will be launched and operated from the northern end of the tunnel in Watsonia and retrieved at the Manningham Road interchange
The Manningham Road interchange ramps will be built using a method called cut and cover
A deep area will be excavated to build the tunnel and connecting ramps
We'll use smaller mining machinery to build the tunnel under residential areas in Bulleen and cut and cover to build the section further south under the sports fields connecting through to the Eastern Freeway interchange
The ground conditions here aren't suitable for a TBM or smaller mining equipment
The North East Link Tunnels are just one part of the biggest ever investment in Melbourne's north east
We're also completing the Ring Road in Greensborough
building Melbourne's first dedicated busway and the North East Trail – more than 34km of new and upgraded bike and walking paths
This massive program of works is being carefully planned so the whole project can open around the same time in 2027/2028 - bringing all the pieces of North East Link together

We're building the North East Link Tunnels from Watsonia to Bulleen
taking traffic and trucks under instead of through suburbs
we'll be using a technique called mined tunnelling for about half a kilometre
Mining machinery will work in the rock layer deep underground
excavating the tunnels in sections and installing supports as we work
and key steps ahead of work starting in 2024
The mined tunnels in Bulleen have been carefully designed to link to the Manningham Road interchange to the north and the Eastern Freeway interchange to the south
Improvements to both interchanges in response to community feedback have let us design a straighter route for the tunnels closer to Bulleen Road that links to:
The route for the section of tunnel from Bulleen to Watsonia to be built using tunnel boring machines (TBMs) is being confirmed now
and we'll be out talking to people in the area later this year
To build the mined section of the North East Link Tunnels in Bulleen
large machines called road headers will chip away at the rock layer deep underground
To support the tunnels as they’re built
we’ll be excavating the tunnels in sections
This is called a sequential excavation method (SEM) and is a common technique used to build mined tunnels
concrete will be sprayed across the roof and sides of the tunnels (shotcrete) and supports will be drilled into the surrounding rock to reinforce the tunnel structure
The top of the tunnels will be up to 30 metres at their deepest point
That's around the height of a 8–9 storey building
Some people and places directly above or very near where works are happening underground could experience minor levels of vibration
but we’ve done a lot of work to assess the likely impacts and it is unlikely to cause damage to properties
People near tunnelling works will also be offered a building condition survey before construction starts
In the unlikely event building damage does occur
the usual approvals through your local council would still apply
with a step to check what’s planned won’t affect the tunnels
like adding an extra storey or pool will likely be able to go ahead
like multi-level units with a significant basement car park structure would need extra consideration
the area covered by Design Development Overlays in your local planning scheme will be adjusted to align with the new tunnel route
The overlays protect the tunnels from potentially damaging works above ground and were approved in December 2019 after the project’s Environment Effects Statement (EES)
The area where the overlays apply will be updated to align with the new tunnel route
are planning on building on your property and have questions now
Before we start work to build the mined tunnels
NELP needs to acquire land deep underground. This is called strata acquisition and does not affect ownership of land at the surface
Land at a depth of 15 metres below ground will start being acquired towards the end of 2023
we’ll be in contact to let you know before the strata acquisition process starts

A busy autumn of works to widen the Eastern Freeway between Bulleen Road and Burke Road will ramp up on 28 March with lane changes drivers should be aware of
The citybound lanes of the Eastern Freeway between Bulleen Road and Burke Road will be separated around a new worksite from 5am
The number of lanes will remain the same and all lanes will continue towards the city
We ask motorists to pay attention to the new line markings and road signs
These freeway changes will allow crews to construct new express lanes by laying new asphalt and applying line marking
and install new traffic management technology
the lane separation will be removed and the citybound lanes will return to its original configuration
with works continuing behind traffic barriers

The saplings from one of Melbourne’s most well-known trees are continuing to grow and secure the legacy of the River Red Gum in Bulleen
50 seeds taken from the large tree at the corner of Manningham Road and Bridge Street were nurtured and planted at parklands along the Yarra River in 2023
and have been monitored to ensure their healthy growth
which is estimated to be more than 300 years old
has also continued to be maintained by environmental experts while construction of the North East Link tunnels is underway
Work to secure the future of the tree includes designing new irrigation systems
and the installation of protection zones around the tree
expert arborists recommended some minor pruning that will take place in December for the health of the tree
More than 30,000 trees will be planted for North East Link and connecting M80 Ring Road and Eastern Freeway upgrades
while new open space will also be created along the Yarra River in Bulleen and Banyule Creek in Yallambie
The new North East Link Tunnels will be designed and operated to meet Victoria's stringent air quality standards - which are among the highest in the world
North East Link will take traffic and trucks under instead of through our suburbs
With thousands of road tunnels operating safely throughout the world
there are well-established ways to design ventilation systems so there are no negative effects on local air quality
The ventilation structures for the North East Link Tunnels will protect the health of the local community and road users using the tunnels
We're building two ventilation structures – one in Yallambie and one in Bulleen
Once the ventilation structures are operating
they will comply with North East Link's strict Environmental Performance Requirements and an EPA Victoria licence
Air quality will be regularly monitored and reported on daily
The design for the ventilation structures is inspired by traditional Wurundjeri eel traps - and both will be surrounded by new trees and plants
The northern structure will be located near Blamey Road on former Department of Defence land in Yallambie
Trees along Greensborough Road boulevard will also provide screening for the surrounding residential areas
The southern structure will be integrated into the Yarra Link green bridge over Bulleen Road
Both ventilation structures will include solar panels to help power the tunnels below
The height of the ventilation structures will be kept as low as possible to meet environmental and human health requirements
both ventilation structures are expected to be around 50 metres
Tunnel ventilation systems are designed to maintain safe air quality both inside and outside the tunnel to meet stringent air quality standards
The ventilation systems will work by drawing in fresh air from the tunnel entry
which is then pushed through the tunnel by the movement of vehicles and jet fans
air is pushed up and out of the tunnel through a ventilation structure
and up into the atmosphere where it mixes with fresh air
There are no emissions from the tunnel portals where vehicles enter and exit
Smoke extraction fans are also located within the ventilation structures and would push out smoke if there was an emergency
Assessments completed as part of North East Link's comprehensive Environment Effects Statement (EES) process found that there would be no significant or measurable impacts on the health of the community as a result of the ventilation system
Air quality will be monitored as North East Link is built and when it opens to traffic
Results from our air quality monitoring will be published in accordance with the project's Environmental Performance Requirements
noise generated from the tunnel ventilation system and associated infrastructure will be monitored and must comply with EPA requirements and the project's strict environmental requirements

A “horrendous” cement truck rollover on Bulleen Road in Balwyn North has caused traffic chaos ahead of peak hour on Thursday afternoon

Bulleen Road will be closed between Thompsons Road and Carey Bulleen Sports Complex
We'll be working 24/7 over the weekend to tie in Thompsons Road to the new section of Bulleen Road
clubs and sporting grounds will remain open throughout the weekend as we complete these works
A detour via Thompsons Road and Manningham Road will be in place for those who need to travel through the area during this period of work

When Bulleen Road reopens on the morning of Monday 27 May
drivers will travel on the new lanes – which will be in place until late 2025
Drivers travelling from Bullen to Balwyn North will use the new section of Bulleen Road and turn right onto Thompsons Road and left to get back onto Bulleen Road
Drivers travelling from Balwyn North to Bulleen will turn right onto Thompsons Road and left onto the new section of Bulleen Road
Doing this work now will help keep roads stay open while we build the new Bulleen Road interchange
Bulleen’s new soccer facilities are now complete with three new pitches and a new pavilion
The new sport precinct provides facilities for all ages and genders
and ample spectating areas for all three fields
Bulleen residents and hundreds of local soccer players can now make use of the new facilities
Powerful Owl Park at 27-59 Templestowe Road caters to a range of competitive games with exciting new features such as enclosed player benches to provide protection from weather

The first major upgrade of the Eastern Freeway since the 1990s is underway
with a 23m tall piling rig arriving on site in the freeway medium
The massive piling rig is among more than four rigs now in the vicinity of this section of the site
with the latest addition kicking off major piling work to widen the Bulleen Road bridge
The mammoth 70-tonne bored piling rig towers high within the freeway’s centre median and will be in place until November – building the new bridge foundations along the eastern side of the existing overpass
These foundations will support the bridge deck
paving the way for Bulleen Road bridge to be widened from seven to ten lanes and include a separated pedestrian bridge for safer crossings
Construction crews have also started work to realign the Bulleen Road entry and exit ramps for the Eastern Freeway and build shared path underpasses as part of the Bulleen interchange

we'll be building more than 11 km of new noise walls to meet Victoria's first 58 decibel night-time noise standard – making the Eastern Freeway noise standard the toughest in the state
Speeds are now reduced to 80km/h during the day and 40km/h at night on the Eastern Freeway between Burke Road and Doncaster Road
These changes will extend to Tram Road next year and help workers safely prepare for major works while keeping the freeway open to traffic
This daytime speed limit will be in place until 2028
Safety barriers on both sides of the freeway and in the median will be installed
We’ll also begin to prepare dedicated worker and truck access between the freeway and construction areas – helping to keep cars and trucks off local streets
you’ll notice some lane and ramp closures at night
Please check on- road signage for any changes to the way you travel
We're building a new Bulleen Road to create the space needed to build the new Yarra Link Green Bridge and North East Link tunnel entrance
There will be lane closures on Bulleen Road in November and December to complete these works

From late 2023 we’ll set up a major work site near Freeway Golf Course in Bulleen
The area will support more than 200 workers who will move Bulleen Road and build the new interchange with the North East Link tunnels
Drivers will notice reduced speed limits and lane closures at night on the Bulleen Road exit ramp as we install safety barriers and build dedicated access to the site for workers and trucks
We know the Koonung Creek Trail is important to the local area and will be keeping it open during construction with a long-term detour in place
We ask all path users to follow signs and directions
We’re also working to keep the Estelle Street bridge over the Eastern Freeway open during construction
From January 2024 we’ll start to close sections of Koonung Creek Reserve in Balwyn North for two construction areas
About a third of the reserve will remain open during construction with the reserve reinstated with improvements afterwards
The works areas will support over 1000 workers and be used to help build the new interchange with the North East Link tunnels
and new walking and bike bridges at Estelle Street
we’ve reduced the size of the construction areas needed and will be keeping trees along Kosciusko Road and Carron Street
We’ll also keep as much of the vegetation as possible within the compound footprint
These major work sites will include onsite car parking to keep construction traffic off local streets
large timber fencing known as ‘hoarding’ will be installed around the construction areas
We’ll be working with nearby residents to help choose designs for printed panels
Works will be staged to return areas of the reserve to the community as soon as possible
10,000+ new trees including more than 1.8 million new plants will be planted for the first stage of the Eastern Freeway Upgrades from Burke Road to Tram Road
