The NSW Government has today confirmed Burwood and Fairfield have committed to establish the state’s next Special Entertainment Precincts (SEP)
The state’s first ever Special Entertainment Precinct was made permanent on Enmore Road in December 2023
This was followed by the Inner West Council and the City of Sydney’s commitment for additional Special Entertainment Precincts
Special Entertainment Precincts allow Councils to change trading hours and sound rules within a designated area to allow local hospitality and entertainment operators to thrive
“Burwood is becoming one of Sydney’s most popular nightlife precincts thanks to its famous Chinatown Night Markets and surrounding eateries
To further enhance the precinct Burwood Council will establish a Special Entertainment Precinct over three blocks around Burwood Chinatown,” the Government said in a statement
It says Fairfield is also emerging as a leading Western Sydney nightlife precinct with renowned eat streets with a range of cuisines
Fairfield Council will establish two Special Entertainment Precincts
one in Canley Heights along Canley Vale Road and the other in Canley Vale along Canley Vale Road
Burwood Council and Fairfield City Council will receive Special Entertainment Precinct Kickstart Grants ($195,000 for Burwood and $183,308 for Fairfield) to support strategic planning
developing acoustic frameworks and community consultation
Both Councils are aiming to establish the trial phase of their Special Entertainment Precincts by the end of 2025
Special Entertainment Precincts allow councils to future proof their entertainment precincts by notifying residents and prospective home buyers that they will be living in a defined area where later trading hours and higher levels of sound are supported by council
The move to establish Special Entertainment Precincts in Burwood and Fairfield are expected to be followed by more announcements
with another 15 local councils across metropolitan and regional NSW raising resolutions expressing interest in establishing SEP
“We’ve very excited to announce that Burwood and Fairfield will be our next hubs for vibrant nightlife
and to say that there’ll be more on the way,” said Minister for Music and the Night-time Economy
“Anyone who’s been out in Enmore will know it’s been a huge success
Now the same planning tools will boost other precincts
but in a flexible way that helps harness the unique personality of each community
“The days where it was all about piling into Kings Cross for a boozy night out are over
We are now backing dozens of very different nightlife precincts right across the city and the state

Burwood and Fairfield councils have committed to establishing New South Wales’s next Special Entertainment Precincts (SEP) to reinvigorate Sydney’s nightlife.
The state’s first ever Special Entertainment Precinct was made permanent on Enmore Road in December 2023 which has led to boosted foot traffic, business revenue and night-time visitation. This was followed by the Inner West Council and the City of Sydney’s commitment for additional SEPs.
SEPs allow councils to change trading hours and sound rules within a designated area to allow local hospitality and entertainment operators to thrive.
Burwood is becoming one of Sydney’s most popular nightlife precincts thanks to its famous Chinatown Night Markets and surrounding eateries. To further enhance the precinct, Burwood Council will establish an SEP over three blocks around Burwood Chinatown.
Fairfield is also emerging as a leading Western Sydney nightlife precinct with renowned eat streets with a range of cuisines, street art and bars. Fairfield Council will establish two SEPs, one in Canley Heights along Canley Vale Road and the other in Canley Vale along Canley Vale Road.
Both councils will receive Special Entertainment Precinct Kickstart Grants ($195,000 for Burwood Council and $183,308 for Fairfield Council) that will support strategic planning, developing acoustic frameworks and community consultation. Both councils aim to establish the trial phase of their SEPs by the end of 2025.
Once established, SEPs allow councils to future proof their entertainment precincts by notifying residents and prospective home buyers that they will be living in a defined area where later trading hours and higher levels of sound are supported by council.
The move to establish SEPs in Burwood and Fairfield are expected to be followed by more announcements, with another 15 local councils across metropolitan and regional New South Wales raising resolutions expressing interest in establishing SEP.
New South Wales Minister for Music and the Night-time Economy, John Graham, said that the state government is very excited to announce that Burwood and Fairfield will be the next hubs for vibrant nightlife, and that there’ll be more on the way.
“Anyone who’s been out in Enmore will know it’s been a huge success,” Minister Graham said.
“Now the same planning tools will boost other precincts, but in a flexible way that helps harness the unique personality of each community.
“The days where it was all about piling into Kings Cross for a boozy night out are over. We are now backing dozens of very different nightlife precincts right across the city and the state. Some will be about bars and nightclubs, others will be about food, art, culture, night markets or retail.”
Member for Strathfield, Jason Yat-sen Li, said that Burwood has long been one of Sydney’s most vibrant and diverse destinations, and this new Special Entertainment Precinct will take it to the next level.
“From our iconic Chinatown Night Markets to our world-class eateries, Burwood is a place where people come together to celebrate food, culture and community,” Mr Yat-sen Li said.
“With extended trading hours and a stronger night-time economy, local businesses will thrive and residents will have more opportunities to enjoy everything this great precinct has to offer. This is about building a nightlife that reflects the energy and diversity of our community – safe, inclusive and uniquely Burwood.”
Member for Fairfield, David Saliba, said that Fairfield has always been a great place to dine out and socialise, but that he is committed to boosting the area further, with two formally recognised Special Entertainment Precincts in Canley Vale and Canley Heights.
“The cultural diversity in our food and entertainment in Fairfield is second to none,” Mr Saliba said.
“Unlocking our nightlife is just a part of showcasing what we, as a community, have to offer.”
Chinatown Burwood media manager, Iris Chen, said that Burwood Chinatown is excited that Burwood has been awarded the SEP Kickstart Grant.
“This support will help elevate our precinct, bringing even more opportunities for late-night dining, live entertainment and cultural experiences,” Ms Chen said.
“As a leading food and dining destination in New South Wales, we are committed to creating even more vibrant spaces where people come together to celebrate food, heritage, and community.
“We’re proud to be part of an entertainment precinct like no other in New South Wales and look forward to an exciting future for Burwood.”

Stage 1 of the new fitness park at Avenel Park in Canley Vale is now open, unlocking new and exciting recreational and social benefits for the community.
Hundreds gathered at the plaque unveiling and ribbon-cutting ceremony on the weekend, where the park was officially opened by Fairfield City Mayor Frank Carbone and State Member for Fairfield Dr David Saliba.
Fairfield City Mayor Frank Carbone said that the park will be a central hub for residents to gather, fostering a healthier and more connected community.
“Well-planned outdoor fitness equipment is important to ensure our residents can live active, healthy lifestyles while making the most of their local outdoor spaces,” Mayor Carbone said.
“Avenel Park will provide more recreational opportunities for residents of all ages and abilities.
“This new fitness facility, combined with the tennis courts and significant upgrades underway at Endeavour Sports Park nearby, will see the area transformed into a premier destination for both organised sport and casual use.”
Stage 1 features include an urban skatepark – purpose-built for skateboarding; BMX; roller skating; and scooting, a multi-sports court with futsal court and basketball court, a multi-sport wall allowing for a variety of ball sports, volleyball court, ping pong tables, kick-about lawn, a 500-metre loop running track and 25-metre sprint track, and a central plaza and picnic areas for people to gather, connect, stay and play.
“Thank you to the NSW Government for making this project possible through the Western Sydney Infrastructure Grants Program, as well as Council staff and contractors for bringing the vision to life,” Mayor Carbone said.
Stage 2 will see the addition of a ninja course and outdoor gym equipment, and is scheduled for completion early next year.
The $4.27 million Avenel Park project is funded by the NSW Government's Western Sydney Infrastructure Grants Program in association with Fairfield City Council.
Avenel Park is located on Avenel and Sackville streets, Canley Vale.

Council installed 2 parklets on Canley Vale Road in May 2024 as part of the Safer Cities: Her Way program to trial outdoor seating and encourage night time activation and make the local area feel safer particularly for women and girls at night time
Council surveyed the community to find out if the parklets made a difference to the number of people coming to Canley Vale Road and if it made the local area feel safer at different times of day and night.
This is what the survey results showed about people’s feelings of safety since the parklets were installed:
Some of the positive comments from the community are:
Council proposes to extend the trial period for the parklets until February 2026
with ongoing review to occur throughout the trial period
They may be relocated in part or whole before this time if a suitable location is identified and approved
We are seeking the community’s feedback on the proposed extension

emergency services were called to Bathurst Street
The shooter remains on the run while a 33-year-old man was arrested on Monday and taken to Fairfield Police Station where he is assisting police with their inquiries
Acting superintendent Jason Pietruszka said the shooting was a 'targeted attack'
'A person unknown has approached from the road
gone up to the driver-side window and has fired a number of shots into the window.'
Mr Pietruszka explained Khou exited the car after being shot and ran a short distance before collapsing on a neighbour's front lawn
Detective superintendent Danny Doherty confirmed the shooting was an 'organised crime-related murder' involving 'illicit drug activity'
Mr Doherty added the situation was terrible for Khou's family despite the circumstances
tragic situation despite what his history may have been or despite what his links are,' he said
Mr Doherty added after extensive inquiries
police identified a second vehicle - a grey Jeep Cherokee - that had been involved in the fatal shooting
He appealed to the public for help in catching the shooter and urged anyone with information or footage to contact Crime Stoppers on 1800 333 000
It's unfolding as we speak,' Mr Doherty said
'Police are appealing for any witnesses or people that may have information that may identify who is responsible for the shooting murder
but we need the assistance of the public to help us.'
The Jeep Cherokee was seized at an address in Bosley Park and a 33-year-old man was arrested
The man was taken to Fairfield Police Station and is assisting police with their inquiries
with investigations underway on Monday as forensic officers comb the area for evidence
Sutherland Street was closed and a section of St Johns Road and High Street were sectioned off with police tape

One man has bought two of Sydney's biggest bars in a matter of months as he seeks to widen his business operations.
Sam Arnaout bought the Cabramatta Hotel in west Sydney and the El Cortez Hotel in Canley Heights in a deal worth close to $200 million.
The property billionaire purchased the venues for his Iris Capital operation which describes itself as a 'fully integrated development and hospitality group, driven by a passion for creating places people love'.
No exact dollar amount has been put on the sales as of yet but industry experts suggest that both were record-setting purchases in 2024.
HTL Property directors Andrew Jolliffe and Dan Dragicevich negotiated the sales of both hotels.
Mr Arnaout, who lives near Manly in the city's east, is a former panel beater who gained his $2.5billion net worth by purchasing hotels and developing properties.
The Cabramatta Hotel and the El Cortez Hotel are the latest in a long line of properties that Mr Arnaout now owns.
Others include the Steyne Hotel which he purchased for $65million and the Ivanhoe Hotel which are both in Manly.
Mr Arnaout now handles commercial and residential properties in both NSW and Queensland.
'Whilst Iris Capital operates on a national hospitality and development footprint; large format Sydney suburban hotels remain very attractive to our company,' he said.
The Cabramatta Hotel and the El Cortez Hotels have a combined 17,000sqm of commercial property which is ripe for development, Mr Arnaout added.
Redcape managing director Chris Unger, who formerly operated both hotels, said their sale will help his business going forward.
'The divestments will provide Redcape with capital to continue its redeployment into other opportunities in line with the fund's stated strategy,' Mr Unger said.
Mr Dragicevich said the sale of the property was easy as it was already a well-known hotel.
He added the fact that both it and the Cabramatta are on two separate land holdings 'adds materially to the additional use options from a development perspective'.
His colleague, Mr Jolliffe, said the sale of these latest hotels pushed Sydney hotel sales dollar value to $1billion in 2024 which is equal with the record set in 2022.

Two talented Canley Vale High School students have been recognised for their animation abilities
Two Canley Vale High students had a chance to rub shoulders with creative industry heavyweights after winning awards at a prestigious animation competition
Year 10 student Selina Ho received a Top Honour Award at the SIGGRAPH Asia 2023 Junior Computer Animation award for her animation exploring human emotions and feelings through water
received an Honourable Mention for her animation ‘Inspiration’
that explored the theme of finding inspiration when an artist experiences a creative block
The students were presented with their awards at a SIGGRAPH Asia 2023 Conference at the ICC Sydney on 12 December
they were able to meet representatives from industry leaders including Disney
an Oscar nominee for his work on Star Wars and BAFTA nominee for his work on Men in Black
judged the junior awards and selected the winners
Mr Colman is the current creative director of Industrial Light and Magic’s Sydney branch and was head of animation at the award-winning Australian visual effects and animation studio Animal Logic from 2012 to 2021
Both Selina and Mina were elated to have won their respective awards and excited by the opportunity to meet industry highflyers at the conference
“In the future I would like to do something in the multimedia industry,” Selina said
“There’s a lot of stuff I do want to explore
“I’m really interested in animation because I watch a lot of cartoons and YouTube videos.”
Mina said she also wanted to work in a creative field
I want to explore all the fields of art,” she said
Art has been a key part of who I am and my identity
so it’s something I resonate with a lot.”
Selina’s said her award-winning animation was about a girl navigating through a series of everyday encounters with water
“Each encounter she tries to run away from it
and she didn’t bother to clean it up,” she said
“Each encounter builds up to something big
The build-up of water serves as a metaphor for the build-up of emotions or problems that the character tries to avoid
she makes it out after finding a whale as a symbol of hope.”
Mina’s award-winning animation was inspired by her own experiences with art and deals with the process of finding inspiration in the midst of an art block
“It involves the magical process of travelling to different art worlds and styles
which give the main character inspiration and ideas for their artwork,” she said
“The beauty of art is how expressive and open it is for everyone to find an interest in it and that there is never a wrong answer when creating art.”

For the first three years of secondary school
Canley Vale High's timetable includes two periods a week of literacy
With 96 per cent of students speaking an overseas language at home
but success in the HSC and workforce still heavily dependent on written English
these classes give them the skills they will need to thrive in their final years of school and beyond
Canley Vale High School's high achievers: Kenny Tang
When disadvantage is factored into HSC results
Canley Vale is among the state's highest-achieving schools
followed by Glen Innes High School and Hastings Secondary College
Almost 60 per cent of students at Canley Vale
are in the most disadvantaged quartile of students
But 71 students achieved the highest result band in at least one of their subjects
giving Canley Vale High a success rate well above many more advantaged schools
Many of those top results were in advanced or extension maths
putting Canley Vale fourth on the list of high-achieving public comprehensive schools in the subject
Canley Vale is also the top public school in the state when it comes to growing students' capacity between year 7 and 9
based on the NSW Department of Education's so-called value add analysis of NAPLAN results
Principal Peter Rouse said the early literacy lessons build a solid foundation
"The HSC is largely a written exam for most subjects," he said
"The ability to use the English language is essential; there's not many jobs you can do that you can get by with poor literacy skills."
The Herald's HSC coverage analyses results in the top bands as a proportion of entries
the schools dominating the top spots are either selective
or populated by students from advantaged backgrounds whose parents can pay high fees
But many success stories are not captured by that data

and she did years 7 to 12 right through at our school," said principal Grant Shephard
"She wants to study medicine and did work experience at Broken Hill hospital
She was voted school captain by her peers."
it also does not acknowledge the achievements of schools such as Condell Park High
Eighty per cent of students there are either at or below minimum standard when they begin year seven
but this year's graduates achieved 12 band 6 and 47 band 5 results
"That is a huge achievement for us," said principal Susie Mobayed
"We work really hard with these kids and finally it's come through
we have a trend with continual achievement in the HSC."
more than two-thirds of students are in the bottom quartile of disadvantage
"We have lots of kids that don't cope
we support them with non-ATAR subjects," Ms Mobayed said
"We've catered for those other students by helping them find work that suits them
They are the things that I know we can't measure."

Local students have been burying their heads in books more than ever and experiencing reading's life-long benefits thanks to the Mayor's Summer Holiday Reading Challenge
The school that had the highest number of students register and complete the program was declared the winner
Fairfield City Mayor Frank Carbone visited Canley Vale Public School to personally congratulate them on winning the Challenge at a special school assembly.
"More than 600 students from 39 schools across the City read more than 7,600 books during the challenge from late November through to February," Mayor Carbone said
"This is almost double the amount of books that were read last year and a great result
It's fantastic to see so many children gaining the life-long benefits of reading
"Well done to the teachers at Canley Vale Public School for their commitment to children's literacy and encouraging so many students to enter the program."
Children's author Angela May George also attended the special assembly to chat with the children about writing
"This is the Challenge's fourth year and the reaction to the program has been overwhelmingly positive
We saw many children return from previous years' programs to participate again," Mayor Carbone said
Reading during the summer holidays helps to maintain literacy skills while school is on break
improves memory and gives us better writing skills," Mayor Carbone said
"I'm proud of this initiative and am excited to see it grow year after year and boosting our children's imaginations and skills."

Ms McBride also met representatives from the company and is concerned that her school has missed out on $196,144 as part of its $3 million allocation from the Commonwealth for classrooms and refurbishments
''I want copies of the receipts to demonstrate that the funding has or hasn't been spent on the school and if it hasn't we want that funding back to spend on other projects,'' she said
''I am seriously worried about what is going on and the children at Canley Vale Public School deserve to have that funding spent on them as originally intended
There are many other playground and building issues on which we could spend that money at the school.''

''The financial papers and communication has been incredibly opaque and misleading
How many more of these are across NSW?''
