PANAMA CITY BEACH — Daryl Paul attributes his department's success to a proactive approach
As beach safety director for the Panama City Beach Fire Rescue
Paul noted on May 2 that lifeguards with his department so far this year had performed more than 23,200 preventative actions
the Beach already had logged about 7,000 preventative actions
more than a dozen rescues and one drowning
"It just all goes back to the lifeguards," Paul said
"The fact that rescues are down and public assists are down means lifeguards are proactively preventing these issues

Preventative actions are when a lifeguard educates a beachgoer to prevent them from needing assistance
Public assists are when a lifeguard enters the water to prevent someone from needing to be rescued
Rescues are when someone is pulled from the water who likely would have otherwise drowned
Past reports note seven people drowned last year while swimming in the Gulf off the coast of Bay County
All were tourists who died after being caught in rip currents
or fast-moving currents created by channels in sandbars
Three of the 2024 drownings happened within the city limits of Panama City Beach
The four other drownings happened off unincorporated Bay County beaches
Paul has said two of the most important things beachgoers can do to prevent a water emergency is follow the beach flag warning system and swim under the supervision of lifeguards
lifeguards are stationed in towers near the Russell-Fields Pier
There also are roving lifeguards that cover other portions of the city's coast
Common colors used in beach flag warning systems include a green flag for low hazard conditions
a yellow flag for medium hazard conditions
one red flag for high hazard conditions and two red flags for very dangerous conditions
Local officials believe beachgoers should be cautious anytime they enter the Gulf
It also is illegal year round in Bay County to enter the Gulf under double-red-flag conditions
Flag colors are based on the strength of rip currents
These currents run perpendicular to the shoreline
causing water to funnel faster out into deeper waters
Rips can sometimes be identified from shore where there is a gap in the wave break — areas where the white caps of the breaks are less noticeable

"My hope is that everyone just takes the water seriously and treats the Gulf with respect," Paul said

City Beach exposed consumers to the risks associated with button batteries and failed to inform them of these risks," ACCC Deputy Chair Catriona Lowe said
"Button batteries are incredibly dangerous for young children
and tragically in some cases have led to serious injuries or death when swallowed
"Australia's button battery standards exist to reduce the risk of death or serious injury posed by button batteries," Ms Lowe said
"We are concerned that these items are likely to be in homes with young children
Many of these items were brightly coloured or had light-up features or both
meaning young children may be drawn to playing with them
We urge consumers to check the Product Safety Australia website for details of recalled products and return them to the supplier or to dispose of them safely."
"The ACCC is responsible for enforcing the button battery standards and works in partnership with state-based consumer agencies
This action is a result of that partnership
with concerns about City Beach's supply of button battery products first identified through surveillance and then progressed to the ACCC for investigation," Ms Lowe said
City Beach received warnings from NSW Fair Trading and Queensland Office of Fair Trading in relation to the supply of potentially non-compliant button battery products."
"The standards have been in existence since 2020
in effect since 2022 and have been the subject of escalating compliance and enforcement work by ACL regulators
There is simply no excuse for non-compliance and we will not hesitate to take strong enforcement action against businesses that do not comply with these important and potentially life-saving standards," Ms Lowe said
The safety standard requires products to have secure battery compartments that are designed to be resistant to being opened by children
This is to prevent children from gaining access to the batteries
a representative sample of products containing button batteries must be tested
The information standard requires safety warnings to be provided with products
including advice to seek medical attention
The ACCC has issued a series of infringement notices and accepted a court enforceable undertaking and compliance commitments for alleged breaches of the button battery standards since they became mandatory in mid-2022
This is the first case to be bought by the ACCC before the Federal Court for an alleged breach of the button battery standards
City Beach is conducting a voluntary recall
Consumers can return recalled products to City Beach for a full refund
To check if a product has been recalled, visit the ACCC Product Safety website or contact City Beach
Button batteries are dangerous to children if swallowed or inserted
They can become stuck in your child's throat and result in serious lifelong injuries or death
Insertion of button batteries into body parts such as the ears or nose can lead to serious injuries
Children up to 5 years of age are at greatest risk because of their narrower oesophagus and tendency to place small objects into their mouths
Preventing access to button batteries is critical
If you suspect a child has swallowed or inserted a button battery:

City Beach is a national retailer primarily offering surf and skate consumer goods including clothing
In 2022-23, the ACCC partnered with State and Territory consumer protection agencies to conduct national button battery surveillance
The Consumer Goods (Products Containing Button Batteries) Information Standard 2020 and the Consumer Goods (Products Containing Button Batteries) Safety Standard 2020 came into effect on 22 June 2022 after an 18-month transition period

VERO BEACH, Fla. — A heated town hall on Friday saw Vero Beach residents demanding answers from city leaders about financial transparency and the future of major infrastructure projects.
Hosted by the Indian River Taxpayers Association, the event featured pointed exchanges between residents and city officials, including Mayor John Cotugno and City Manager Monte Falls. At the center of the frustration: missed deadlines for financial audits and the fate of a $175 million wastewater treatment plant relocation.
“It’s my responsibility—but it’s not my fault,” Falls said during the meeting, blaming the delays on former Finance Director Steven Dionne, who resigned in February. A new director is now in place, but the city remains unable to issue bonds until the audit issue is resolved.
That delay is impacting the wastewater treatment plant project, a major undertaking aimed at relocating the facility inland near the Vero Beach Regional Airport. Officials say the current site—on the Indian River Lagoon—poses environmental risks.
“There were three options: rehab the plant in place, build new, or join the county in a regional system,” Falls said, adding that partnering with the county is still on the table if the City Council chooses to pursue it.
Until audits are submitted and approved, the city plans to rely on short-term loans from large banks to fund projects.
Residents also pressed leaders about the “Three Corners” development, a proposed commercial and recreational complex at the west end of the 17th Street bridge. City officials confirmed that negotiations with developer Clearpath remain ongoing.
“Vero Beach is no longer a small town—it’s growing, and we’re preparing for what’s next,” Cotugno said in closing remarks.

(WJHG/WECP) - Thunder Beach Motorcycle Rally is being held this weekend in Panama City Beach
and organizers estimate nearly 60,000 bikers will be in the area
The bikers will be sharing the roadways with not only motorists
The Florida Department of Transportation’s $110 million project on US-98
the project will have widened a nearly five-mile stretch of the road to six lanes
Bikers in the area say the project is making it hard to get around during Thunder Beach

Bikers say the ongoing work on Back Beach is frustrating and dangerous
“It restricts our navigation due to the cars being on the road and the ground-up roadways
It’s hazardous with not everybody paying attention,” Kenneth said
“We’ve got tourists that aren’t used to this traffic and the congestion
so it’s not a good combination,” Audrey said
“Sometimes we even go all the way out and around by the airport to miss all of the congestion here.”
The light at the end of the tunnel is safer roads that are easier to navigate
but bikers and drivers say that doesn’t ease their current irritation
FDOT says the nighttime lane reductions on Back Beach Road will be put on pause through the weekend given the amount of bikers and drivers on the road

A young Samoan man who drowned at an Australian beach had only recently moved to Perth to help his brother's family as they settled into their new home
Sio Afamasaga, 22, was swimming with his brother, sister-in-law and their children at Perth's City Beach on Friday to celebrate the last day of his Christmas holidays

Mr Afamasaga's brother, Pita, created the GoFundMe campaign on Saturday in the hopes of raising enough money for the repatriation flight.
'Sadly we do not have the necessary funds to send him back Home to Samoa as this was an unexpected accident and we were not prepared,' he said.
'We humbly ask for donations to help cover the costs of funeral director, my flight and medication to preserve his body during the journey. Much appreciate anything you can afford and thanks for your support.'
Pita Afamasaga had hoped to talk about his brother but was too distressed to be interviewed by Daily Mail Australia.
Ms Afamasaga said the family had gone to City Beach 'to have some fun' but instead suffered a 'devastating beginning of 2025'.
'It's very hard and that's why we're trying our best to take him home. He is the youngest and his parents are very sad about the news,' she said.

Police were called to West Coast Highway near the Boulevard in City Beach at about 11:20am on Monday
It's believed two men were involved in a verbal altercation at a nearby construction site
The incident occurred on West Coast Highway on Monday morning
Police said a 29-year-old man ran away from the area but was followed by a 25-year-old man in a utility vehicle
Superintendent Manus Walsh said there was still much about the incident that was unknown
"It is possible that the victim was struck by the vehicle and a secondary assault has then occurred by the offender with the use of a hammer," he said
Emergency services found the 29-year-old with serious injuries to his head and leg
where he remains in a critical condition and is expected to undergo surgery

McALLEN, Texas (AP) — Voters are set to decide Saturday if the South Texas home of Elon Musk's SpaceX rocket company should become an official city known as Starbase, fulfilling the billionaire's dream of a galactic dateline for a program he hopes will someday blast astronauts to Mars.
Approval of the new city is all but certain. Most of the 283 people eligible to vote are employees of SpaceX or connected to the company, living on the land at the facility and launch site.
At the close of early voting on Tuesday, about 200 had already cast ballots, according to Cameron County election records. The list did not include Musk, who voted in the county in the November elections. It was unclear if Musk intends to vote Saturday.
Election success would be a personal victory for Musk. His popularity has diminished since he became the chain-saw-wielding public face of President Donald Trump’s federal job and spending cuts and profits at his Tesla car company have plummeted.
SpaceX has drawn widespread support from local officials for its jobs and investment in the area. But the creation of an official company town has also prompted concerns about expanding the tech tycoon's personal control over the area, with potential authority to close a popular beach and state park for launches.
Companion efforts to the city vote include bills in the state Legislature that would shift closure authority from the county to Starbase city.
All these measures come as SpaceX has asked federal authorities for permission to increase the number of launches from South Texas from five to 25 a year.
Musk first floated the idea of Starbase in 2021. The proposed city at the southern tip of Texas near the Mexico border is only about 1.5 square miles (3.9 square kilometers), crisscrossed by a few roads and dappled with airstream trailers and modest midcentury homes.
SpaceX officials have said little about exactly why they to want a company town and did not respond to emailed requests for comment this week.
“We need the ability to grow Starbase as a community,” Starbase General Manager Kathryn Lueders wrote to local officials in 2024 with the request to get the city issue on the ballot.
The letter said the company already manages roads and utilities, as well as “the provisions of schooling and medical care” for those living on the property.
SpaceX officials have told lawmakers granting the city beach closure authority would streamline operations for a company that has contracts with the Department of Defense and NASA.
SpaceX rocket launches and engine tests, and even just moving certain equipment around the launch base, requires closing a local highway and access to Boca Chica State Park and Boca Chica Beach.
Critics say closure authority should stay with the county government, which represents a broader population that uses the beach and park. Cameron County Judge Eddie Trevino, Jr. has said the county has worked well with SpaceX and there is no need to change.
Another proposed bill would make failure to comply with an order to evacuate the beach a Class B misdemeanor with up to 180 days in jail.
The South Texas Environmental Justice Network, which has organized protests against the city vote and the beach access issue, planned to hold another protest Saturday night as the polls close.

The body of a man was found this Sunday afternoon (4 May) on La Caleta beach in Malaga city. According to sources from the 112 Andalucía emergency service control room the body had been washed ashore by the waves.
It was 3.17pm when the coordination centre received an alert from the city beaches coordination service that the body of a person had been found on the shore of the beach.
Emergency health services and the National Police force were notified and they removed the body from the scene.
Initial indications are that the man may have died several days ago, and his corpse drifted in the sea until it was washed ashore. However, it will be the autopsy that will determine the circumstances of his death.
