with construction given the green light to begin in 2025 for works to improve safety and congestion related issues presented by the Coopers Plains rail level crossing in Queensland
The $399 million project will improve safety and congestion by building a new elevated three-way intersection over the rail crossing
connecting Boundary Road and Orange Grove Road
New active transport facilities will also be built including connections for bike riding and dedicated pedestrian footpaths
The project means better train services for rail passengers
and travel times for drivers by allowing for the through-flow of trains and cars without a level crossing
with construction companies asked to register their interest in building the new rail overpass
Queensland Minister for Transport and Main Roads Bart Mellish said the upgrades aim to end accidents and congestion at the existing level crossing
the overpass will not only improve safety and bust congestion
it will also improve the liveability of the local community by providing connectivity with new dedicated pedestrian and bike riding connections
This will allow Coopers Plains residents to walk or ride their bikes safely to either side of the rail line,” Mellish said
“Residents will not have to wait for too long before works can begin
water and telecommunications are expected to start by mid-2025.”

A young woman's final moments before she was struck and killed by a car during an early morning run have been captured on CCTV
A 19-year-old male driver lost control of the Mitsubishi Lancer on Kessels Road in Coopers Plains, south Brisbane
was flung several metres from the footpath and found in bushland with critical injuries
She could not be saved by paramedics and died at the scene
CCTV from a nearby property shows the woman walking along a footpath just moments before she was struck by the car
was taken to Princess Alexandria Hospital in a stable condition with an arm injury
the crumpled Lancer is seen completely wrecked with parts of the front exterior ripped apart
Local Joel McCallum said he was 'shocked' by the CCTV footage
'When I saw the footage and I saw the person walking, my heart sank just a little bit,' he told 9News.
'The sound of the rims breaking, smashing everywhere, it was just a huge bang. It's a daunting and confronting thing to see.'
Queensland Police said nobody had been charged over the incident and that the 19-year-old was the only person inside the Mitsubishi Lancer.
Investigations into the incident are ongoing with detectives to probe whether speed was a factor in the fatal crash.
Anyone with information or CCTV footage has been urged to contact police.

on Monday pleaded not guilty to murdering Andrew Walsh
at the Coopers Plains site in Brisbane's south in November 2021
The body of Mr Walsh - known as "Ghost" - was not discovered until March 2022
with an image of his remains in a concrete pit shown to the 12-person jury in the Supreme Court on Monday
Crown prosecutor Chris Cook told the court it took authorities days to dig down and recover Mr Walsh
Searston and De Klerk quickly descended into "pure cruelty" when they attacked Mr Walsh
The duo targeted Mr Walsh who had been accused of "franking" a woman known to the three men
Mr Cook said "franking" meant sexually assaulting someone after drugging them
"Whether Searston and De Klerk's initial motives were some sort of moral police
they escalated over time to the point they brutally killed Mr Walsh and callously disposed of his body," Mr Cook said
A Supreme Court jury has begun hearing details of an alleged murder in Brisbane's south
(Dan Peled/AAP PHOTOS)Searston "skull dragged" Mr Walsh out of an upstairs bedroom at the depot and repeatedly struck and stabbed the 35-year-old in November 2021
"Searston continued and yelled at Walsh 'you disrespect women
I think will be a word that you'll hear used," he said
"Whatever their initial motive might have been
this quickly descended into pure cruelty."
Searston and De Klerk later boasted about killing Mr Walsh in a January 2022 phone conversation that they knew was being recorded
one of the accused said: "Did he (Mr Walsh) have gold teeth the c***sucker
Mr Cook said the two men "knew that this phone conversation was being recorded"
"They were boasting about killing Andrew Walsh on the 7th and 8th of November
Mr Walsh had been dealing drugs in the lead-up to the attack
"Drugs are the link between most of the players in this case," he told the court
Mr Walsh was reported missing by his mother in January 2022
before police executed a search warrant at the depot the next month
His remains were discovered with significant decomposition
fracturing around his right shoulder blade and collarbone along with abdomen stab wounds
De Klerk attempted to flee the country but was located by Australian Federal Police at Sydney International Airport in March 2022 "when the heat was on"

A man has admitted to his role in the deaths of two men at a business depot - one of whom was found buried in concrete while the other's remains have never been found.
David Lee Tan is one of several people linked to the deaths of Lachlan Griffiths and Andrew Walsh, who were both killed at a Coopers Plains business within months of each other over 2021 and 2022.
Mr Walsh's body was found buried in concrete at the business while Mr Griffiths' remains have never been found. Both men were aged 35.
Samuel Saxby, Lachlan's brother, excoriated Tan for the pain he had inflicted on their family and for robbing them of their 'son, brother, father and uncle'.
'You don't have the right to play God,' Mr Saxby said as Tan kept his head bowed and his hands pressed to his face.
'I hope what you did will haunt you for the rest of your life, but I don't believe it will.
'I don't believe you will ever understand the level of pain and suffering ... inflicted on us.'
At an earlier court appearance, Tan had pleaded guilty to Mr Griffiths' manslaughter and being an accessory after the fact to the murder of Mr Walsh.
During his sentencing hearing on Thursday, the Brisbane Supreme Court was told Mr Walsh was allegedly murdered at the business by Tan's co-accused, Joshua Robert Searston and Dewald De Klerk, on November 8, 2021.
Mr Searston and Mr De Klerk's matters remain before the courts and they are yet to enter a plea to their charges.
Tan was involved by taking Mr Walsh upstairs at the business and cleaning the premises following the alleged assault.
Crown prosecutor Chris Cook said Tan then discussed how to dispose of Mr Walsh's body, settling on burying him in a pit which was then concreted over.
His bloodstained clothes were then burned.
Reading from his victim impact statement, Andrew Walsh's father said he was filled with a deep sense of loss after learning of his son's 'senseless' death.
'As survivors, we walk in a parallel universe every day,' he said, acknowledging no sentence would bring his son back.
The court was told Tan was responsible for the manslaughter of Mr Griffiths just a few months later in January 2022, after he was viciously attacked by another man, Filip Grbavac, at the same business.
Mr Griffiths was last seen alive on January 17 that year.
Mr Cook said Tan was in the same room where Mr Griffiths was killed and pictures of his body, wrapped in plastic, were recovered from his phone.
More photos captured blood all over the walls.
Mr Cook said Tan was more criminally culpable for Mr Griffiths manslaughter because he was 'supporting' Grbavac and helped clean up the premises.
Tan was described by Mr Cook as a 'man without remorse'.
In texts to another person that night, Tan laments at 'dramas' in his relationship but says: 'If you can grab him (Griffiths), f**k I'll be more than happy to come with you bro, release some of these (sic) f**king anger.'
Reading from his statement, Mr Saxby called Tan 'pathetic' and said no amount of time in prison would be enough justice for the family.
'It will never erase or dull our pain,' he said.
Bernadette Saxby, Mr Griffiths' mother, broke down in tears as she recalled the moment she was shown pictures of her son's body.
'This is beyond what a mother should have to endure,' she said.
'This is beyond my understanding of how humans can treat each other.'
Ms Saxby said the family would never stop looking for their son and believing he would be brought home, promising to try and 'mend and love and care for each other'.
Malcolm Harrison, Tan's defence barrister, said his client was heavily involved with drugs at the time and experiencing a marital breakdown.
Multiple supporting references from Tan's family and a letter of apology were tendered to the court.
'(Tan) was living a desolate lifestyle at his business premises,' Mr Harrison said.
Supreme Court Justice Frances Williams reserved her decision and will deliver her judgment on another date.
'The sentencing follows another man, Billy Lee Bornstein, pleading guilty to Mr Griffiths' manslaughter on Monday.
The court was told Bornstein had effectively lured the 35-year-old to the Coopers Plains business - under the guise of a drug deal - and played an integral part in allowing Grbavac to 'get' to Mr Griffiths.'
Like Tan, Bornstein also did not take part in the fatal assault.
During his sentencing, Bornstein apologised to the Griffiths family and said he never intended to hurt anyone.
'I understand it's been difficult for Mr Griffiths' family, it's also been very difficult for myself,' Bornstein read from a handwritten note.
'I've spent a lot of nights awake wondering how Mr Griffiths' family might be feeling.'
Grbavac, who was charged with Mr Griffiths' murder, died in prison following an alleged assault by his cellmate.

Brisbane residents are still waiting for work to begin to remove two level crossings that were first identified as congestion and traffic safety hazards in 2012
Community crossing “cutting crews” have been established in Coorparoo and Coopers Plains by local residents who are campaigning for politicians to honour previous promises
A local community group – the Coorparoo Crossing Crew – is calling for action to remove a level crossing after years of empty political promises
Queensland’s Department of Main Roads this week said planning to replace Coorparoo’s Cavendish Road level crossing was underway and construction on the Coopers Plains fix was due to start in late 2025
A flyer distributed by the Coorparoo Cutting Crew criticising the slow pace of removing the level crossing at Coorparoo
In Coorparoo, one Nelson Street resident – a member of the “Coorparoo Cutting Crew” – sought to remind politicians of all parties their crossing was first identified as a threat in 2012 by Deloittes Economics.
“If this level crossing is still there in 2032
when the Olympics is being held – and people having to wait for up to 40 minutes when it breaks down – it will be a bit of embarrassment to the city of Brisbane,” said the resident
you see school kids running across all the time
and it is only a matter of time before there is a severe incident.”
Federal Labor promised $107 million to remove the crossing in 2019, but remained in opposition and again promised $100 million in the lead-up to the May 2022 federal election.
Coorparoo is in Greens MP Max Chandler-Mather’s Griffith electorate
while Coopers Plains is in Labor MP Graham Perrett’s electorate
Deloittes Access Economics identified these six crossings in priority order for overpass works:
the Department of Transport and Main Roads confirmed a $3 million study was under way to remove the Cavendish Road level crossing
jointly funded by state and federal governments
The Australian government has allocated an additional $98.5 million for construction
with the project still needing funding from other levels of government to proceed
“As Brisbane City Council is the responsible authority for Cavendish Road and Stanley Street East and the surrounding road network
council participation and support is essential,” a department spokesman said
but an extra $93 million was needed from the three levels of government to cover the $399 million project

Brisbane City Council said it would not provide more than $40 million
however both federal and state governments increased their share and will now each contribute $179.5 million to a “refined” model
“Work is now underway to further refine the preferred option for the removal of rail level crossing,” the department spokesman said
Both federal MPs confirmed work was under way
A new option for Coopers Plains will be known by Christmas

The Queensland State Government has released the design options for the $186 Million Rail Level Crossing upgrade project to remove the train crossing at Coopers Plains
A business case for the project is under development and will take feedback from Brisbane City Council (responsible for the local road network including Boundary Road) and Queensland Rail (responsible for the rail corridor and infrastructure)
to be updated on other projects or developments
located in Coopers Plains (Brisbane) is a $600 million
10-hectare residential community by developers Consolidated Properties that will create almost 1200 new homes over a 10-year period
Of the 1200 apartments and townhouses to be delivered currently 211 have been completed and a further 56 are under construction
with the remaining due for completion before 2022
This project of substantial scale and significance is the largest suburban renewal to take place in Queensland
The final outcome will be delivered over a variety of stages and will integrate a range of affordable apartment and town-house options with public green open spaces and local amenities
A small convenience-based retail centre will also be incorporated as part of the latter stages of development
Consolidated Properties have collaborated with the likes of IDEArchitecture
HWL Ebsworth and Colliers International to bring this project to life
The Urban Developer seeks to answer does this project provide a genuine affordable product without sacrificing design or community engagement and function
Affordability; How Is This Project A Genuine Affordable Option For Buyers
Below are the average m2 rates for the most recent sold out stage of the development that is currently under construction
Stage D consists of 22 townhouses and 30 apartments
These m2 rates are considerably below the bulk of apartment developments across Brisbane and translate to affordable housing choices
The project agreement between the developer
development partner and the Queensland Government
states that in addition to the normal Council development assessment process a design process is required for each stage
The design approval assesses the proposed stage against the requirements outlined in the Project Agreement
‘Affordable by design’ is one of the requirements
‘Affordable by design’ means a minimum of 15% of the dwellings are to be sold at prices initially; below $300,000 for a one bedroom and $400,000 for 2 and 3 bedroom dwellings
This initiative has resulted in the project far exceeding the Government set target of 15% with an admirable 65% of the properties sold achieving these principles
Further evidence of the affordability of Cornerstone Living is the high proportion of owner occupiers
with 65% of sales being made to this group
Affordability and value is also demonstrated through the fact that 35% of these owner occupiers are first time buyers
These are not buyers with deep pockets and property portfolios but people who have saved their deposit and been encouraged into the housing market by a genuinely affordable option
How Has The Developer Achieved An Affordable Product Without Sacrificing Design Outcomes
This project involves 21 different development stages located in and around existing private dwellings
The development places medium density dwellings amongst a community that is house proud and tentatively excited to embrace the government initiative for suburb rejuvenation
the developer has been very conscious of listening to and creating a community identity in addition to creating the development itself
To commence the transformation of Coopers Plains
the Government undertook sensitive management of public housing tenants in relocating over 200 tenants to other more appropriate accommodation with the full cooperation and agreement by the tenant
they were demolished and in some instances
the Department progressively developed new homes
duplexes and apartments in small projects spread across the precinct including the most recent project finished in 2014 for 9 aged care apartments for public housing tenants
The balance of the State’s portfolio within the precinct (90 vacant allotments and 45 tenanted homes) totalling 10 hectares is subject to the Project Agreement and will ultimately be developed for 1200 new dwellings meaning the final mix of homes
once complete will be approximately 1300 private homes and 109 public housing tenants meaning a proportion of less than 10% as public housing which falls within the world’s best practice
Achieving Regeneration Through Collaboration Between Developer
the Department worked with Brisbane City Council to rezone the low density precinct to allow 2
3 and 5 storey attached townhouses and apartments set amongst 100 private land holders
The urban design has been well conceived such that
there have not been any submissions received to any of the 12 impact assessed development applications lodged to date with Brisbane City Council
The Council was fully engaged in the local area plan concept put forward by the Department
and have benefited from the amenity that is now being created in the area
the developer incorporated a Community Liaison Group chaired by the managing director
The members were invited via a 20,000 household letterbox drop
and personal invites to local community leaders
A group of 15 people were formed including members of local community groups
local business owners and existing residents within the subject area
Creating Public Connection Through Public Amenity
The masterplan includes a café and a community centre for use by community and special interest groups
A community garden has also recently been introduced
This will enable residents and the Cornerstone Café to grow their own produce and meet and socialise with neighbours
thereby forming a sense of pride and ownership of the communal areas
Future stages of the development include parklands with BBQ areas
play equipment and recreational sport facilities (i.e
The residents have been involved in choosing their favourite design for the park and it will be based in the centre of the masterplan creating a ‘heart’ for the area
Additional amenities include further shops and facilities as the community grows
This mix of dwellings between apartments and townhouses was an integral focus for the developer as they perceived it was important in fostering a new
vibrant community and bringing a mix of residents into the area - from families
Green space has been another key focus and community objective
Consolidated Properties responded to that desire with town homes enjoying their own private courtyards while the apartment buildings also enjoy their own gardens and courtyards
so residents can enjoy leisure time outdoors
