An unaccompanied Clyde North learner driver has shocked police after being clocked doing 200km/h in Cranbourne North in the early morning of Sunday 30 March.
Police were patrolling along Thompsons Road when they spotted two vehicles allegedly racing each other at about 1am
One of the vehicles, a blue Volkswagen Golf R, was detected doing more than double the 80km/h speed limit, travelling at exactly 200km/h.
The driver allegedly turned off his headlights and fled the scene.
Officers have located the driver in a nearby street as he was exiting the vehicle.
The 18-year-old Clyde North man’s vehicle has been impounded for 30 days at a cost of $1138.10.
On top of that, he can expect to be charged on summons with numerous offences including speeding, participating in an unlawful street race, unaccompanied learner and failing to drive with headlights at night.
Investigations into identifying the driver of the second vehicle remain ongoing.

The 53-year-old cyclist came off his bike and was treated at the scene for non-life-threatening injuries
Police have alleged that the driver of the VW Golf fled the scene after the collision occurred
The Cranbourne North suspect has since been charged with reckless conduct endangering life
the failure to render assistance and the failure to exchange details
He was bailed to appear before Moorabbin Magistrate’s Court on 3 April
An unregistered Cranbourne builder was fined $16,000 with a conviction for accepting payments of more than $108,000 but failing to supply the goods and services
the sole director of Melbourne Landscape Design Pty Ltd
was sentenced in the County Court on 6 March to one roll-up charge of wrongly accepting payment of $108,568.75 for residential renovation works from seven victims over 18 months between March 2021 and December 2023
The court revealed that Rayes was never a registered builder
Rayes practised fraud by first requesting an unlawfully high deposit
which ranged from 30 per cent to 50 per cent of the contract price
According to Consumer Affairs Victoria (CAV)
if the total contract price is less than $20,000
or five per cent if the total contract price is $20,000 or more
He then requested extra payment for additional work
provided excuses for not showing up to work
one victim believed Rayes had demonstrated “discrimination when speaking with women and had also made some racist remarks”
Rayes allegedly verbally abused the victim
He refused to leave the property when asked to and allegedly harassed and abused the victim which caused her to call the police
who attended the scene and directed Raynes to leave
Raynes was also found to enter contracts without being a registered builder or giving the building owner a contract information statement
The court discovered Rayes refused to attend an interview with CAV in 2023
Rayes was found to have prior convictions as CAV issued two infringements to him in 2019 for wrongly accepting payment for accepting payments from consumers and failing to provide a service
Judge Trevor Wraight took Rayes’ personal and financial circumstances into account when sentencing
as the court acknowledged that he experienced difficulties arising from needing social benefits and drug use
“You admit that the difficulties you were facing during the pandemic coincided with your poor business management and unprofessionalism ultimately leading to your significant financial liabilities,” Judge Wraight said
Judge Wraight said Rayes showed “little evidence of remorse” while pleading guilty
He said that Rayes had not repaid any amount to victims despite being ordered to
Judge Wraight was concerned that Rayes had “guarded” prospects of rehabilitation
“You have a lengthy prior criminal history containing numerous dishonesty related offending
and you have served a number of terms of imprisonment for such offending,” he said during the court
“Your prior history also reveals numerous breaches and court orders.”
Police have arrested a woman and two men after a number of goods were allegedly stolen from Cranbourne discount warehouse Panda Mart earlier this week
It is alleged two men and a woman entered the store on Thompsons Road at about 11.05am on Wednesday 26 March
The offenders allegedly attempted to leave the store without paying for a range of items
Security grabbed one of the men and a passer-by intervened
The remaining offenders and a third man returned in a white van
got out of the vehicle and produced what appeared to be metal bars
Threats were made before security released the person they were holding
All the offenders then got into the vehicle and fled the scene
Investigators attended a property in Arnott Street in Cranbourne North on the morning of Friday 28 March and arrested two men and a woman
A 24-year-old woman and two men aged 26 and 29
are in custody where they will be interviewed

The Federal Government is investing $41.75 million into the jointly funded Thompsons Road Intersection upgrade in Clyde North
The project will upgrade the intersection of Thompsons and Berwick-Cranbourne roads
replacing the existing roundabout with traffic lights and completing associated works to the bus bays and shared user pathways
The upgrade is expected to increase capacity and improve traffic flow at the congested roundabout by installing additional through lanes and dedicated turning lanes
It will also improve safety and enhance freight productivity by cutting time off the freight trips around Melbourne’s south-east
The project will deliver new walking and cycling paths to improve connections through the area
along with upgrades to several bus stops near the intersection
The Federal and Victorian governments are jointly funding the project
with the Victorian Government already committing its half
Construction timeframes will be determined in consultation with the Victorian Government
investing in Victoria’s road network to make it safer and more resilient

Construction for the long-awaited Clyde Road upgrades has begun
after an official announcement on the morning of Friday 13 December
and bridge over the Princes Freeways were attended to by Bruce MP Julian Hill and Major Road Project Victoria representatives for the declaration
Hill said for those who live or “move around the area regularly
this intersection has been a growing nightmare for a very long time”
the congestion point that limits people’s movements for kilometres either way
This project comes after the City of Casey welcomed the outcome of the Federal Government’s 90-day review in 2023 of the Infrastructure Investment Program which recommended $250 million for the construction
the bridge over the freeway will be widened to include two additional main road lanes – with longer turning lanes – additional offramp lanes
and upgrades to the walking and cycling paths in the area
“This is one hundred per cent a Federally-funded project
a really complex project that is going to take two or three years but it’s going to make an enormous difference then for decades to come,” Hill said

said that these upgrades “will relieve bottlenecks
“The upgrade will provide more reliable travel times along Clyde Road in the Berwick area
improve traffic flow and access to local facilities and streets
The intersection at Kangan Drive will also be upgraded
Clyde Road itself serves as a vital link between the northern suburb of Berwick
these latter suburbs have seen exponential growth
which in turn has led to higher vehicle ownership and presence on local roads
therefore creating a greater demand on the transport network
“This is particularly important considering the projected growth at Federation University
St John of God Hospital and all the other major community facilities,” Hill said
MRPV Program Director Brendan Pauwels was also present during the announcement and took Minister Hill through the key project areas
“With site establishment and early works wrapping up
we’re well placed to get stuck into major works on the Clyde Road Upgrade in early 2025,” Pauwels said
this area will be experiencing some disruptions
starting with the Clyde Road exit ramps at Princes Freeway Warragul-Bound and Princes Freeway Citybound
Both will be closed from Sunday 15 December until Monday 16 December
Clyde Road will also be closed from that Monday
Princes Freeway is also set to have some lane closures from Wednesday 18 December to Thursday 19 December
There will also be lane and pedestrian crossing closures at Clyde Road until mid-2025
the project has a completion timeline of 2027
with Hill adding that the allocated $250 million would be sufficient funding to get the job done
“The project managers are telling us that they’re on time and they’re on budget at this point
so that is our expectation that will continue to be the case,” he said
Merinda Park Station in Cranbourne North has recently completed its addition of amenities
Narre Warren South MP Gary Maas recently welcomed the minister for public and active transport Gabrielle Williams MP to the station
which now has 119 new and upgraded car parking spaces as well as a zebra crossing
This comes after a $10 million investment from the Growth Areas Infrastructure Contribution (GAIC) fund
with other safety improvements included CCTV and lighting upgrades
“The continued investment in our public transport infrastructure and services helps everyone get where they need to go easier
“These improvements to our transport network and great news for our community
they ensure that Merinda Park Station can continue to cater to our growing population well into the future.”
Bus passengers will not benefit from the three-bay bus interchange
with shelters and information displays to make transfers more comfortable and easier
Current routes 863 Endeavour Hills SC to Cranbourne West via Hallam Road and 881 Merinda Park Station to Clyde North have also had minor route and timetable changes to coincide with services that are beginning to use the new interchange
“This work complements investments in the Level Crossing Removals and new stations for Hallam Station and Narre Warren Station which service our area,” Mr Maas said
Building on other improvements made in the area
the station upgrades compliment the new introduction of the Route 881 bus service from the station to Clyde North
as well as the extension of the Route 863 service which now connects to Cranbourne West Shopping Village
Bus services were also improved with Routes 897 Clyde North to Lynbrook via Cranbourne Park Shopping Centre and 898 Clyde North to Cranbourne Station via Cranbourne Park SC extended to the growing areas along Heather Grove and Pattersons Road in Clyde North

A Filipino father-of-three has been revealed as the fisherman who was allegedly stabbed by a homeless man in a random and unprovoked attack at Frankston Pier on Saturday
A 45-year-old Cranbourne North man who was allegedly stabbed in an unprovoked attack on Saturday has been revealed to be Filipino father-of-three Andres Pancha
Mr Pancha was fishing on the Frankston pier in the early hours of Saturday morning when he was targeted in what a witness described as a random unprovoked attack
Police have charged 36-year-old homeless man and self-proclaimed artist Forrest Stevenson with murder over the incident
A traumatised witness told the Herald Sun he saw the unprovoked ambush just before dawn on Saturday
The outlet was told the fisherman was randomly targeted and it seemed the attacker intended to kill the first person he saw
“He (came) to kill,” the witness said
“He didn’t come here just to let out some anger or fight … he knew what he wanted to do before he even got here
The witness said there was no argument or talking
and the fisherman did not “stand a chance”
He said he checked on the 45-year-old victim before calling police and chasing down the attacker
Victoria Police confirmed the attacker and the victim did not know each other
Acting Premier Ben Carroll described the stabbing as an “incredibly harrowing incident” as he offered his condolences to Mr Pancha’s family
“My heart goes out to that man and his family,” Mr Carroll said

The parcel sold on May 14, for a sum that is undisclosed. The agents have been contacted for comment, in regard to the price and whispers of the buyer.
Peter Sagar, who holds the listing alongside Paul Callanan and Darcy Tobin of LAWD, confirmed the price hopes at the time the listing went live, earlier in the year, via an expression of interest campaign.
The listing says it is a rare opportunity to “acquire one of Australia’s most significant infill residential sites” in the City of Casey. Infill development refers to the construction of buildings or other facilities on underutilised land in urban areas.
A purchase by a developer could provide a blueprint for what is possible with unused, colossal tracts of land, while the nation contemplates how to solve the lack of housing.
Demographic research body Id predicts the population of the City of Casey will grow to 574,124 by 2046. Population forecast for 2024 is 411,158.

Cranbourne Golf Club was formed in 1951 by Sydney Kaufman, Harold Lasky and Harry Cohen. It was built for Melbourne’s Jewish community and officially opened in 1954.
The course is described on the club’s website as being “consistently rated in the top 70 golf courses in Australia”.
The course is 39km southeast of Melbourne’s CBD. The site has more than 1.7km of dual road frontage and is close to major transport links.

but also a hard-fought victory spanning multiple years of community action and legal battles
as its opening was officially announced on Tuesday
The local residents’ struggles initially began in 2019 when the 6.8 hectares of land on 1955 Alisma Boulevard
with the promise to surrounding homes of sports fields
A Casey Council document stated that Konann applied for a planning permit on 132 residential allotments in 2015
which was met with resistance in the form of more than 1200 signatures by Tulliallan Estate residents at that time
It was due to a legal loophole that the building of the estate had begun before there was any formal written agreement for a sports field
a mum of two and key resident who played a pivotal role in mounting the community effort
expressed her joy on a recent Facebook post
saying that she was “so happy to see the full process”
