Mr Christodoulou spoke of an industry gripped by "a culture of fear" "That's a fear at all different levels in different parts of the sector "And so if someone's being aggressive to them they tend to respond with being aggressive back Then therefore that perpetuates this culture of fear I won't go into specifics but that does need to change and that's gonna take time." Mr Christodoulou felt the CFMEU needed to be "transparent and open and democratic" with members needing to be able to express their views right across all levels - including their delegates That was something that hadn't been happening "I think there's a culture of fear in this whole sector and it's perpetuated by the culture of the past and also perpetuated by the fact that somewhere in all this there are some companies that are run by organisations or by people that probably shouldn't be able to run a business "But of course they do and there's nothing to legally stop them And that's a problem for the government and that's a problem that they need to fix up." Even though he had officially been out of the union sector during his time with Greenacres he did put those skills into practice in that role he worked to help create the first award to recognise the rights of people with disabilities to be employees people with disabilities who worked at places like Greenacres didn't actually have any employment rights," he said "So in a sense I haven't stopped from advocating about people's rights and it is going to be about advocating for people's rights and in particular those people in the construction industry that feel at the moment that they don't have a voice because of the fear factor." There will also be skills learned during his time at Greenacres that Mr Christodoulou will be bringing over to his CFMEU role "I went from being a union official where you came from a robust environment into the disability sector where I had to learn to modify how I went about doing things there's things that I've learned at Greenacres in terms of transparency ensuring that you've always got to be respectful They're things that I think the construction industry could learn by." On Sunday the three-bedroom home in Greenacre in Sydney's south west was advertised for zero rent for 12 months on the condition that the tenant complete a full renovation of the dilapidated home. The ad described the offer as a good opportunity for someone with trade experience and said rent in the second and third year of the agreement would be negotiable. The listing garnered instant condemnation by many online given the major rental crisis enveloping Sydney, which the Tenants Union says has reached "emergency" level. The rental vacancy rate in the Harbour City is about 1 per cent, according to the latest CoreLogic data, and this chronic undersupply of rental stock is translating into price hikes. Compared to a year ago, median rent for Sydney dwellings is now more than 12 per cent higher, putting the median weekly rent at $700. PropTrack data released today shows on average a Sydney rental property is only listed for 18 days before its snapped up — this is four days faster than this time last year. Rentals across large parts of Sydney from the Sutherland Shire, the northern beaches and the inner west are being snapped up the fastest in the state at 15 days. The Greenacre listing was removed from real estate site Domain by agent Rabie Chehade after about 24 hours because he said he was "inundated" with phone calls from interested parties. "The inquiries speak for themselves." Rabie Chehade says this type of arrangement could offer some relief in the tight Sydney rental market. (Supplied: Australian Strata Management) Mr Chehade said about 12 people are seriously interested, most of whom are tradies who can complete the estimated $60,000 renovation on the cheap. The property has been sitting vacant for three years as the owner cannot afford to carry out renovations but does not want to sell the property as it has been in the family for 50 years, Mr Chehade said. "Rent will be completely offset so if one year of free rent doesn't cover the renovations, the free rent deal will continue into the second, third year or even longer. After that, rent will be below market rent," he said. "It's a win-win for everyone. It's a fair deal, especially for those looking for the security of a longer-term rental." Mr Chehade said this type of arrangement should be considered more widely as it would get more vacant properties into the extremely tight Sydney rental market. But Premier Chris Minns said the deal on offer was unacceptable. "There is no excuse for this," he said online. "That's why we are acting now to reform our rental reforms." The Minns government has promised to introduce a rental commissioner, put an end to evictions without reasonable grounds and review the role of NSW Civil and Administrative Tribunal (NCAT) in rental disputes. A spokesperson for Fair Trading NSW said the Residential Tenancies Act does not specifically address the issue of a landlord advertising free rent in exchange for renovation work, but all premises must be fit for habitation before being let. Mr Chehade argues no laws are being breached as a tenancy agreement would not be signed until the property becomes habitable. Instead, he said a hedge agreement would be drawn up between the tenant and landlord outlining the works needed, the cost of such renovations and how the rent will be offset. But Tenants Union Association CEO Leo Patterson Ross said the agent had potentially breached the Rules of Conduct by not acting in accordance with the act. "It is unlawful for a landlord to offer premises that are uninhabitable, and this is not a term that can be contracted out of,  but it is up to the tenant to enforce the breach." In the UK, home owners can sell management of a property to organisations who have the means to repair the property and put it on the market. The Waterford City and County Council in Ireland has converted derelict homes into social housing using a repair and lease scheme, where the council part-funds the repair on condition that the owner leases to social tenants. Sabry Moustafa Nassar, 51, was denied bail when he appeared in Parramatta bail court on Saturday facing a string of driving offences. Police prosecutors said Nassar should be remanded in custody because of the risk to the community and fears of a repeat incident. The court heard the crash was similar to an incident at Lakemba earlier in the year for which he has also been charged. The magistrate Holly Kemp said there were elements of “predatory or deliberate behaviour” in that offence which occurred in January. “The material before me concerns, in my view, two similar incidents over a short period of time and represents a serious example in this alleged offence,” Kemp said.
