Western Australia is on the precipice of leading the country into a new energy future
More than 40 percent of Western Australian households now have rooftop solar
compared with around 30 percent just 18 months ago
“We are seeing about 30,000 rooftop solar systems connected each year
and about 500 to 600 battery systems connected every month,” Head of Distribution Energy Transition at Western Power Andrew Blaver said
WA’s photovoltaic cells (PV) now collectively generate around four times the electricity of the largest coal-fired power station
it’s no wonder West Aussies are tapping into the power of the sun
But as more and more people connect their PVs to the grid
the abundance of power generated threatens to squeeze coal and gas out of the system altogether
Grid decarbonisation is a major goal for Australia in an effort to slow global heating
but scientists and electricity distributors have been warning for the better part of a decade that putting all our eggs in the solar basket has the potential to create an unstable energy network because solar power is inherently intermittent; there’s no power being generated at night when usage peaks
Because Australia’s rapid uptake of solar power is so far ahead of the rest of the world
And nowhere in Australia is the issue more consequential than WA; our large isolated grid means we are on our own
unable to borrow or offload excess energy from neighbouring states
Increasing storage capacity has long been touted as one solution to the problem
And WA is currently betting big on batteries
on a site where stockpiles of coal once stood
is a sea of batteries vast enough to power half a million Perth homes for several hours
An even larger battery storage system in the former coal capital of Collie is just about to be switched on
an innovative two-year pilot project using community batteries was launched on our doorstep
we’ve had people leading the way in how we manage the energy transition here in Western Australia
and also nation-wide,” Member for Burt Matt Keogh said
Project Symphony was a collaboration between Western Power
and the Australian Energy Market Operator (AEMO) which ‘orchestrated’ over 900 solar panels and home batteries from 500 homes and businesses in Harrisdale and Piara Waters into a ‘Virtual Power Plant’
Excess solar energy was stored in 10kW household batteries and in a 1MW community battery located at the Harrisdale playing fields
and released back into the system when it was needed most
On top of donating land to house the battery
the City of Armadale also signed up its solar panels and battery at the Armadale Fitness and Aquatic Centre as part of the trial
“We’re incredibly grateful to the City of Armadale for their vision and leadership,” Project Symphony spokesperson Andrew Blaver said
The area was hand-picked because of its above-average uptake of solar (around 50 percent)
a demonstrated interest in new technology (like home batteries)
and identified bottlenecks in the local energy network
“Those three things together pointed to Harrisdale
And ultimately it proved to be a good choice
Because this battery and the household batteries took a lot of pressure off the network,” Mr Blaver said
“We approached about 3500 households and we got about 500 of those who wanted to sign up
which I think is a pretty good indicator of the interest.”
Mr Blaver said those who put up their hands to take part were motivated by a variety of factors
Around 150 households which participated signed up to a package which offered a 50 percent contribution toward a home battery system
With household batteries still costing upwards of $10,000
participants also received hundreds of dollars in financial rewards for contributing their excess energy back into the grid when it was needed most
But some were also motivated by a desire to help the environment
He explained that when Western Power is allowed to tap into local ‘assets’ to help smooth out supply instead of build more poles and wires to compensate
that puts more upward pressure on electricity costs
because that cost is distributed to all customers,” Mr Blaver said
“Through Project Symphony we found that when customers know they can act locally to help their whole neighbourhood
“They understand this is something bigger than their own household.”
but with the Project Symphony pilot ultimately hitting the right notes
a scaled-up version is getting ready to shake up the wider Western Australian energy market
with $20.8 million in financial support from the federal government’s Australian Renewable Energy Agency (ARENA)
anyone connected to Western Power’s network will be able to start signing up
with community batteries to be co-located in parts of the network where they’re needed most
“Project Jupiter will be the first live Distributed Energy Resources marketplace in Australia that is integrated with the wholesale market
marking an important milestone in Australia’s renewable transition,” ARENA CEO Darren Miller said
Andrew Blaver said the partners learned three main lessons from Project Symphony: “It’s got to be simple
To incentivise potential customers they are looking to better the current rate that customers earn for contributing their spare energy into the grid
The Distributed Energy Buyback Scheme (DEBS) which operates in WA currently pays a dividend of 10 cents/kW hour during peak demand (between 3pm and 9pm) but only up to three cents at all other times
This is significantly less than the 40 cents/kW hour incentive that existed a decade ago for early adopters of rooftop solar
Mr Blaver said incentives are still being ironed out with providers
“but we know we have to beat the three and ten cents”
there’s a lot riding on the success of Project Jupiter
but Mr Blaver believes the planets will align
He expects customers will earn hundreds of dollars a year for signing up their asset to the network
“And ultimately Jupiter will be a success because it’s a whole-of-energy industry collaboration,” he said
And the federal government is just as sunny about the potential
“As a Western Australian it’s great to see this being pioneered here,” Assistant Minister for Climate Change and Energy Josh Wilson said at Thursday’s launch
“Today is a perfect example of our nation-leading solar resources … this initiative will mean households get better returns on their solar PV as we contribute to a more resilient
cleaner and cheaper energy system as a whole.”

A property along Balannup Rd that was reclassified by the state government as protected wetland three years ago is now being used as a parking and storage lot for land developers
For the beleaguered residents who fought so long and hard against the unexpected and unannounced wetland classification and buffer on their land
this latest development is the proverbial salt in a still smarting wound
Conservation and Attractions (DBCA) reviewed wetland mapping for the area bounded by Ranford
Skeet and Reilly roads in Harrisdale at the behest of Yolk Property Group
who are currently developing some of the nine lots in question
Yolk originally had designs on the whole area
Part of their Master Plan included a significant public open space on Lots 604
605 and 606 – a requirement for the development of new estates
But none of those lots were theirs to scheme with
In a perhaps serendipitous turn of events for Yolk
DBCA happened to identify a new Conservation Category Wetland (CCW) on Lot 605
with a large buffer that cut into the neighbouring properties
“CCWs are the highest priority wetlands and support a high level of ecological attributes and functions”
with only 15 percent of remaining wetlands on the Swan Coastal Plain still classified as CCWs
the decision to reclassify nearly half of the vacant Lot 605 as a CCW had direct implications on future planning
and potential resale value of the three private properties in question
It also created fear in the long-standing residents that their homes could be taken from them
Melissa Zappelli took on the fight to save her parents’ and their neighbours’ properties and livelihoods
DBCA stuck to their guns and the CCW remained in place
“Fast forward nearly a year and the CCW wetland that DBCA approved on Lot 605 has been totally destroyed by Yolk as they progress their development with sewerage works,” Ms Zappelli said
“A large section of Lot 605 has been levelled to make room for Yolk’s vehicles and heavy machinery to park
and for the placement of sea containers to house their equipment
“They’ve done the wrong thing from beginning to end
And we believe these property developers have used the rules around wetlands strategically to get exactly what they want
my dad died earlier this year – he was not a well man
but I believe the actions of Yolk and the DBCA department caused him to go through hell in his last few months.”
After Ms Zappelli alerted the City of Armadale to the clearing of the protected wetlands
the city then reported the issue to the Department of Water and Environmental Regulation (DWER)
DWER has confirmed it is currently assessing the clearing activities
“Several offences under the Environmental Protection Act 1986 may be applicable if an offence has been committed that is proved to have caused serious environmental harm (s 50A)
caused material environmental harm (s 50B) or constituted unauthorised clearing of native vegetation (s 51C),” a DWER spokesperson said
We asked if there were any circumstances under which vegetation clearing was allowed in protected wetlands
and were told clearing exemptions may apply for “firebreaks
Considering the lot in question was eventually excluded from Yolk’s structure plan
and remains zoned rural under the local planning scheme
We asked DWER if clearing exemptions were ever made for driveways or temporary parking lots in CCWs
“The alleged illegal clearing is the subject of an investigation and as such no further comment can be made at this time,” the DWER spokesperson said
Yolk Property Group was approached for comment but did not respond

More than 2500 people donning weird and wacky costumes have lined the streets of Harrisdale for the Busby family’s third annual Halloween celebration
established as a way for the family to share its love of Halloween
is fast becoming a hit – with the number of attendees having more than doubled this year
Though the family is yet to calculate the number of gold coin donations made during the three-hour event
Bianca Busby said it was estimated to be around the $4500 mark
The family had been preparing for this year’s event since March
but spent several months unsure as to whether it would go ahead amid COVID-19 restrictions
But local businesses jumped at the opportunity to support the family
donating goods for a sausage sizzle on the night
Mrs Busby said she had been overwhelmed by the support the family received and that plans were already underway to ensure it was bigger and better next year
but that depends on the health of their six-year-old daughter Alyanah – who requires major spinal surgery next year
“We were overwhelmed and over the moon with the turnout
especially given that the event is only in its third year
“It wouldn’t have been possible without the support of the community and the sponsorship from generous local businesses
“We’re already discussing improvements for next year’s event and how we could possibly top this year
but that all hinges on Alyanah’s operation.”
The funds raised will be donated to the Women’s Royal Australian Army Corps

The annual community event is the work of the Halloween-loving Busby family
Bianca and Cam Busby and their five kids have been inviting the whole of Harrisdale and surrounds into their ‘haunted’ backyard for the past five years
Over 2000 people came for a fright and left with a smile and a sausage sanga
It’s the one day a year where you can just go all out with your community,” Bianca said
The family brought in a new online ticketing system this year with allocated time slots
after the astounding popularity of the 2021 event saw people queued up around the block for a good jump-scare and spookie selfie
By Tuesday morning they had sold almost 2000 tickets for $2 a pop
with all proceeds going to the Starlight Children’s Foundation
“When our youngest daughter Alyanah was recovering in hospital after her spinal surgery
Starlight would come in every day and do quizzes with the kids – she’d really look forward to that
It was the thing that would make her get up and make her bed and be ready for the day,” Bianca said
If the family makes their target this year
they will have single-handedly raised over $17,000 for charity and community organisations since 2018
It’s been a labour of love for Bianca and Cam – the event is completely funded by the family and any local sponsors willing to come along for the ride
with all funds raised from the event donated to charity
And it consumes up to eight months of the year
with planning for this year’s Haunt beginning in March and construction of the interactive enchanted castle façade complete with ‘Nightmare Before Christmas’-themed clock
The pair even used precious annual leave days to make sure Tuesday’s event was a spooktacular success
And it’s not just one day either; the family revel in the build-up to the last day of October by organising a skeleton scavenger hunt throughout the month
Bianca and Cam have decided it’s time to hand the baton on to someone else

because the costs exceed anything we raise.”

The City of Armadale’s $8million Harrisdale sporting pavilion and playing field is almost finished and will be boots-ready by early next year
The expected completion date is next month with only the building’s internal fit out and the car park to be finished
After this there will be the installation of a children’s playground and shade structure
which will include a barbecue and alfresco area
Armadale mayor Henry Zelones said the pavilion and playing field was strategically located between Harrisdale Primary School and Harrisdale Secondary School on Gracefield Boulevard
“All three sites form part of an important education and community precinct to service the district,” he said
“The precinct is the first of nine where the city will enter into shared use arrangements with the Department of Education over its use
“The remainder of the shared sites will be delivered in the city’s high-growth areas over the next 15 years.”
Mr Zelones said the facility was state of the art
“The facility will include a multi-purpose playing field with lighting
“The pavilion will feature four change rooms
storage areas and tiered outdoor seating for spectators.”
An expression of interest will go out to interested user groups over the next few months

The baby was found in distress by her mother at her home in Harrisdale, in Perth's south-east, at about 10pm, police said.
A gym patron described how he tried to help the girl's mother after she rushed her lifeless baby into a gym carpark late last night and pleaded for help.
Ryan Shreeve said he noticed the mother driving erratically into the carpark of the gym and shops.
"I've pulled in the gym and this lady's just yelled out at me, 'Help me, help me, my baby's dead'," he said.
"She had it [the baby] situated in her arms while she was driving, and I just asked her, 'What happened, what happened?'
"I knew just looking at the baby it wasn't a good sign.
"I then called triple-0 and went to see [if there were] any signs [of life] - pulse, all that sort if stuff - and there was nothing."
Mr Shreeve said he ran into the gym and returned with a woman who tried to resuscitate the baby.
"We then moved the baby to the back seat and just tried whatever everything we could, and it wasn't good," he said.
He said a number of people tried to console the mother, who was screaming and talking to her baby in a foreign language.
"She then said, 'Can you go and see my husband - he was, you know, unconscious on the ground'," Mr Shreeve said.
After getting the woman's address, he told police, who went to the house.
Police said the girl's father was later found at the Harrisdale house, which had a strong smell of gas emanating from it.
He was treated by paramedics before being taken into custody for questioning.
Mr Shreeve said he flagged down paramedics, who had driven in the wrong direction, and escorted them to the scene.
The baby was taken to Armadale Hospital but was pronounced dead.
Mr Shreeve, a father of five, described the experience as "horrific", saying: "It was like a movie. It was surreal."
Major Crime squad detectives have been doorknocking homes and businesses in the area and have urged anyone with information about the incident to call police.

one of the things the architects have done well is create lots of boulevards of trees,” she said
“So whilst at the moment they haven’t matured you can imagine in a couple of years time there will be this canopy of lots of trees providing lots of shade

“Every class has a projector that projects onto a whiteboard
that whiteboard then becomes interactive.”
Ms Duncan said the school would be digitally focused and hoped to move down the science and environment path
Mr Collier said the school would ease enrolment pressures on neighbouring schools like Piara Waters
“The modern facilities cater for the needs and aspirations of all local families
and high-quality and innovative teachers are supporting every student to reach their potential,” he said
The school neighbours the new Harrisdale sporting complex and Harrisdale Senior High School expected to open in 2017
Harrisdale was one of four new primary schools that opened this year

More than 3000 homes and businesses within parts of Piara Waters and Harrisdale are now connected to the National Broadband Network

The 17-year-old boy can be seen on video behind the counter brandishing a large knife and ordering staff to empty the cash register at the fast food store in Stockland Harrisdale Shopping Centre in Perth
He was arrested and charged by police shortly after with aggravated armed robbery
who was with her three-year-old daughter and six-year-old son at the time
is heard telling her mother that the teen 'has a knife'
Don't do this!' Ms Buncle says to the robber
He appears to ignore her and is seen taking money from the open register
the teen walks around the side of the counter still holding the knife
'Please put it down,' Ms Buncle says as he walks past
The robber proceeds to put the knife into a bin and runs out of the store
Ms Buncle told 7News that the McDonald's employees were 'really distressed' by the ordeal and many of them were crying
The Retail and Fast Food Workers Union stressed that safety issues have become a major concern at stores like McDonald's for years
Union secretary Josh Cullinan has called for more cameras and security at all restaurants
'It would have been a terrifying experience to have someone come in with such a weapon,' he said to 7NEWS
'When they are faced with these sort of offences
And it's not something they will easily forget.'
McDonald's management said staff had followed the correct emergency produces and properly de-escalated the situation
The teenager is set to appear in court on August 25

Harrisdale and Piara Waters residents will be some of the first in Perth’s southeastern suburbs to walk through the doors of an Aldi when the Harrsidale store opens next Thursday
The store will open along with the rest of Stockland Harrsidale Shopping Centre on June 23 while nearby stores Camillo in Westfield Shopping Town will open on June 29 and the Southern River store on Warton Road will open on July 6
The Armadale store in Armadale Shopping City is expected to open in August although no date has been set
Alcohol will not be sold at the Harrisdale store after the director of liquor licensing denied Aldi’s application for a liquor outlet in May
16 beers and 15 spirits within the main store but the director rejected it after concerns about the public health implications of selling cheap alcohol
The director also raised concerns over selling alcohol so close to regular groceries saying it would ‘normalise’ alcohol as a standard grocery product
On the same day the Aldi application was rejected a standalone BWS outlet at the other end of the centre was approved
