The Government of Western Australia acknowledges the traditional custodians throughout Western Australia and their continuing connection to the land
We pay our respects to all members of the Aboriginal communities and their cultures; and to Elders both past and present
To better understand what is means to be ‘a local’ our suburb profile seeks to understand the local stories Koora (past)
Boordawan (future) and respond to Ngalang Maya (our place)
This snapshot identifies the unique character of Innaloo’s neighbourhood and helps the City rethink how we deliver services with a local focus
While the name Innaloo was adopted in 1927
it was originally referred to as Njookenbooroo
believed to be derived from the Aboriginal name for Herdsman Lake or a nearby swamp
The area now known as Innaloo was originally part of land bought by Thomas Mews in 1831 and
while subdivision in northern Innaloo was approved in 1898
The southern section was subdivided in 1916 but again demand was not high
A map drafted in the early 1920s indicates only 10 houses had been built in the region with the majority of land used for grazing
the Education Department acquired land in the area and built the Njookenbooroo School on the north-east corner of Odin Road but the names of the school and post office were changed in 1927
at the request of the local progress association

These are the top local priorities you've told us about what's important for Innaloo:
The City has created Locally-led Stirling to drive deeper connection at a local suburb level to listen and respond with a local focus
At the heart of this Locally-led approach is an understanding that local people know what they need and a vision for everyone to get involved in shaping what it means to be “a local”
Extensive development in the area began in the 1940s with street names taken from Greek mythology and the passenger list from the ship Rockingham
Residences in Innaloo are primarily single detached homes
Most are of timber-frame construction and reflect post-war design standards
Innaloo also contains a scattering of duplex homes and recently built units
which are gradually replacing older housing stock
The majority of these newer dwellings are of brick and tile construction and have a modern design
The Stirling City Centre (part of the Stirling Regional Centre) contains commercial and retail facilities, servicing the local population and surrounding region. This commercial area includes Westfield Innaloo Shopping Centre and forms a focal point for the suburb
it was one of the first large-scale suburban shopping centres in the metropolitan area
the Stirling City Centre includes shopping and community facilities
as well as restaurants and a cinema complex in neighbouring Woodlands
Innaloo also contains a local shopping centre on Morris Place that provides for the daily needs of residents
two community open spaces and two district open spaces
Birralee Park contains a range of sporting facilities and Yuluma Park offers lawn bowls and tennis
The area is also home to a recreation centre and 2 primary schools serving educational needs

We are sorry to leave you this evening with the news that eight days after he went missing
the body of missing teenager Richard Tu was found this afternoon
Police said the circumstances surrounding Richard’s passing were non-suspicious
They held a media conference earlier today
together with Richard’s parents and sister Rachel
who tearfully told journalists she was worried about him
Police had begun searching bushland in Mount Richon this morning after his phone last ‘pinged’ in the area on March 31
He was last seen getting off a bus on Armadale Road at 9.15pm that day
Police will now prepare a report for the coroner

Labor has given Opposition Leader Basil Zempilas a trial by fire after his first question in Question Time
Zempilas started with a stumble after failing to stand quickly enough to ask a question following the call from Speaker Stephen Price
Zempilas in Parliament on Tuesday.Credit: Hamish Hastie
the MP that stands up fastest gets the call
and Dawesville MP Lisa Munday stood up like lightning – to the cheers of her Labor colleagues
But the convention is that the opposition gets to ask the first question
so the call was given to Zempilas who directed it at WA Premier Roger Cook
The former Perth lord mayor and broadcaster started asking about wasteful government spending
but was quickly shouted down by the Labor wall for including a preamble in his question
Eventually Zempilas did get his question out: “Will the government shift its focus away from fantasy projects like rugby teams and race tracks
and to things that matter to West Australians
like fixing our hospitals and addressing crime in our suburbs and our towns?”
Cook said his government had a mandate for every policy it put to the public ahead of the election
Zempilas followed up with a question over whether the premier would concede money would be better spent on police and hospitals then “fantasy” projects
This set Cook off on an attack about the projects Zempilas talked up when he was lord mayor
repeating comments he made in jest on ABC radio during the campaign about “doubling or tripling” the size of the Bell Tower and placing it on a podium in the Swan River
He also took aim at Zempilas’ comments as mayor that Perth needed its own dance festival like Coachella
Deputy Premier Rita Saffioti also had a jibe about the women’s shelter controversy while Zempilas was in power
A 28-year-old woman who died when the car she was travelling in rolled and crashed near York on Friday night has been remembered as “a beautiful person” who was on her way to Melbourne to start a new life
Ashleigh Hall was the passenger inside a Toyota Hilux that was travelling east on the Quairading-York Road just before midnight when it left the road and rolled
Ashleigh’s sister Dani Hall launched a fundraiser for her funeral which will be held in Padbury later this month
“Ashleigh was only 28 years young when she passed
“She was travelling to Melbourne to start a new chapter in her life with her partner
she was in a terrible car accident that took her from us.”
Police are seeking the public’s assistance with dash cam footage or information about the car in the lead up to the crash
WA’s annual road toll to date stands at 55
Back at Parliament and the ceremony has moved to the Upper House
A military guard welcomed Governor Chris Dawson to the chamber where he has delivered an address to all MPs
Governor Chris Dawson entering the Upper House.Credit: Hamish Hastie
Like Chief Justice Peter Quinlan earlier today
Dawson also delved into threats to democracy
warning that trust and faith in democratic institutions were being eroded in some parts of the world
“We live in interesting and concerning times
times which are seeing tectonic geopolitical changes in the world’s rules-based order that was developed following the Second World War
which has delivered an unprecedented era of peace and prosperity,” he said
That’s twice in the same day significant figures in the state’s democratic institutions have warned about trust eroding in Western democracies
Question time is set to begin in the lower house around 4pm
Police have just addressed the media at a press conference in Mount Richon where they have spent the day looking for missing teenager Richard Tu
Inspector Steve Scott said they had been “unable to locate him or any trace of him” and would be calling off the search at 5pm unless they received further information
The 17-year-old was last seen getting off the 529 bus on Armadale Road after Seville Drive in Armadale around 9.15pm on Monday
His phone last pinged in the Mount Richon area two hours after he disembarked the bus
Tu’s sister Rachel also spoke to the media
tearfully thanking everyone who has offered help and support
“We’re so thankful and grateful,” she said
She urged people to come forward with any information they may have about her brother
Police are continuing to search for a missing teenager
was last seen getting off the 529 bus on Armadale Road after Seville Drive in Armadale around 9.15pm on Monday
Richard’s phone last pinged on the Monday night he vanished
with police mounting a large-scale search near Bedfordale
That is a wrap on the first session of formalities in the Upper House but not without a sobering warning about the fabric of democracy from Chief Justice Peter Quinlan who was there this morning overseeing the MPs making their oaths
Before vacating the speakers chair the state’s top judge gave rare insight into his thoughts on the current fragility of Western democracies and making the point that sometimes that fragility comes from within
“[The oath or affirmation] is a reminder that the power with which we have been entrusted is not our own
that we are simply its temporary custodians and are responsible to exercise it for the benefit of the community as a whole,” he said
“We live at a time when in other Western democracies with whom we share a common heritage
public institutions such as ours are under significant threat
and where public confidence in those institutions is deliberately sought to be undermined
those threats come from the very people who have been entrusted with responsibility to uphold those institutions
“It is a stark reminder of the sometimes fragility of our institutions of government
and how it is the responsibility of each branch of government to uphold the legitimate roles and responsibility of the others and the need is the responsibility of all of us.”

Each MP swears an Oath or Affirmation of office which they can do using a religious text
and several MPs swore Oaths to King Charles
Some MPs have brought their own bibles in including new Nationals MP Lachlan Hunter who brought in a bible with impressive golden accents which WAtoday is told has been blessed by Catholic Bishop of Geraldton Michael Morrissey

After the swearing in the election of the new speaker will take place
which Labor has chosen as Forrestfield MP Stephen Price
As part of the odd medieval Westminster traditions that are still adhered to in WA’s modern-day democracy Price will then be ‘dragged’ to the Speaker’s chair by Deputy Premier Rita Saffioti and Premier Roger Cook
Roger Cook shakes Shane Love’s hand.Credit: Hamish Hastie
on a final note from today’s press conference
Rita Saffioti has also been questioned under her role as transport minister over a story which ran in The West Australian claiming there was a lack of patrons making use of the extended Joondalup (now Yanchep) Line during peak hour
saying “catching one train and making some false accusations
Rita Saffioti has hit back at The West Australian newspaper.Credit: Hamish Hastie
“When you look at those three new stations
I would say there’s more people catching (the train from) these new stations than many existing stations,” Saffioti said
“This is nothing more than a WA Liberal Party obsession with attacking Metronet
If they win they’ll probably tear up the lines or close down stations
“These are stations where there’s housing being built every day
There’s going to be more and more people catching this rail line
because there’s more and more people moving in.”
Saffioti said the Mandurah Line had received the same criticism when it first opened
you wouldn’t be able to move on that freeway,” she said
Sticking with this morning’s press conference and Deputy Premier Rita Saffioti has said a working group was being created to address the violent incident at an Ellenbrook shopping centre where a teenage boy had his head “stomped on”
The victim was left with a broken jaw and potential spinal complications and the 15-year-old alleged attacker has been charged
“Michelle Maynard as the new local member is creating a working group which has involvement of the school
the shopping centre and the local police,” she said
“We’re going to be working with the shopping centre management
We’ve asked for more police presence at the shopping centre after school … to try and de-escalate the current issues and tension that’s in there.”
Saffioti said the new Education Minister Sabine Winton was getting across all the issues and
“really wants to make sure she can work hard and work with school communities to try and address these issues before they escalate in the school and off school grounds”
An eight-year-old boy was also hospitalised on the same day as the 14-year-old in a separate incident
after a violent attack in the school playground

A man found dead in a stormwater drain in the east Perth suburb of Swan View last week has been identified as 39-year-old Brock Pavy
Police are still piecing together how Pavy died and when
and are appealing for anyone with information about his movements in the lead-up to July 18 to come forward
His family said Pavy loved the simple things in life
Brock was just a month shy of his 40th birthday
but was always in the wrong place at the wrong time
comfy tracksuits and having a beer and a smoke
Pavy’s body was found by a member of the public at about 11am last Thursday
metres from Swan View High School on Marlboro Road
Police said they do not know how long he had been there
and want to speak to anyone who was in his company in the days or weeks leading up to last Thursday
and anyone who was in the area of Morrison Road and Marlboro Road in Swan View on July 18 and may have dash-cam or other footage
They’re particularly interested to talk to the occupants of a white Ford Falcon sedan that was parked on the corner of Morrison Road and Marlboro Road and may have witnessed anyone in the area about 2am on Thursday

which has been dropping since peaking in the 1960s

Returning to an earlier blog post we brought you on a violent home invasion in Perth’s northern suburbs this morning – WA Police have just held a press conference to shed more light on the attack

“The resident there was in possession of some high-value jewellery … so we believe that was the motivation [for the attack],” he said
“He was actually wearing [around $50,000] in gold jewellery at the time
and we believe this is the reason why the home invasion became so violent and so physical.”
Bowers said the men attacked the victim with blunt items
He sustained significant injuries to his face
ribs and left thigh but was released from hospital this afternoon

Returning to the operation to remove a 20-tonne whale carcass from a beach in Geraldton earlier today
The City of Greater Geraldton chief executive Ross McKim has just described it as the most difficult removal the council has undertaken in more than a decade
A whale being removed from a beach near Geraldton
“The management of dead whales this size is difficult
we can manage smaller whales with our own equipment
but this was probably the heaviest whale we’ve had to remove in at least ten years
“There were many considerations that the city needed to assess before the carcass could be removed including its formidable size
its distance from the nearest beach access point and the availability of machinery large enough to move the carcass to where it could be loaded onto a truck and taken to landfill
a six-wheel-drive vehicle was needed to drag the carcass 800 metres to Separation Point where two large cranes working together were needed in order to load the whale onto a truck and deliver it safely to Meru Waste Management Facility.”
Liberal leader Libby Mettam says reports of union intimidation
industrial sabotage and extortion by the WA branch of the CFMEU should be “ringing alarm bells” for the Cook government
The Australian Financial Review and 60 Minutes uncovering allegations that bikie and underworld figures held key positions within the CFMEU in other Australian states
prompting a government review of the troubled construction sector
The union put its Victorian branch into administration on Monday
The WA government has repeatedly denied that WA’s construction industry was plagued by the same issues as over east
is facing charges relating to a home invasion
Mettam claimed the CFMEU was a “Labor-backed protection racket”
“The criminal links within the CFMEU in WA should be raising alarm bells with the Cook Labor government
instead they continue to turn the other way,” she said
“It’s difficult to understand why Roger Cook believes that the criminal activities and the intimidation tactics of the CFMEU somehow stops at the WA border.”
Since WA LAbor committed to publishing its political donations register
it has been revealed the CFMEU is the biggest donor to the party so far this financial year
Police minister Paul Papalia encouraged anyone with information about allegations concerning the CFMEU to come forward to police
“If anybody has any information regarding criminal activity in the building industry
and our police in WA have the most powerful legislation behind them for tackling organised crime in the country
WAtoday reader Brian Poh has captured the moment a huge whale was craned off a beach near Geraldton earlier today
The removal comes after a warning from Shark Smart that the carcass was attracting large sharks to the area
including a three-metre white shark which was spotted 50 metres offshore yesterday at Greys Beach
Locals report the whale carcass beached at least five days ago
Crews used two cranes to winch the carcass into an awaiting truck

Federal Defence Industries Minister Pat Conway is today in Perth to announce a $2 billion project to build a fleet of army vessels in Henderson had been brought forward

A man was taken to hospital this morning after being attacked during a home invasion at his Innaloo home
The 68-year-old suffered serious injuries when a group of men forced entry to a house on King George Street around 4.15am
Police remain at the Innaloo address.Credit: 9 News Perth
A WA Police spokeswoman said the group assaulted the person inside the home before stealing personal items
The injured man contacted his neighbour for assistance and is currently in a stable condition at Sir Charles Gairdner Hospital
burst into the house and “ripped off all his gold” which was worth about $50,000
police are searching for a group of people who fled on foot from a stolen vehicle around 9am this morning after a brief police pursuit through the Beechboro and Lockridge area
It’s unclear if the two incidents are linked
Data leaked to Radio 6PR presenter Gary Adshead suggests St John WA is under extraordinary pressure to fill its paramedic rosters
with the organisation offering an increasing number of triple-time shifts to fill in the gaps
Adshead claimed 26 shifts on Saturday were logged as triple shifts
with that number steadily increasing in recent months
St John WA acknowledged it was experiencing high demand during the winter months and was “utilising every lever” it has to ensure ambulances and paramedics are on the road and ready to respond and care for the community

Returning to an earlier blog post we brought you on a violent home invasion in Perth’s northern suburbs this morning – WA Police have just held a press conference to shed more light on the attack
Detective Senior Sergeant Bruce Bowers said a 68-year-old Innaloo man has been left “extremely traumatised” after a group of men bashed in his front door and jumped on top of him while he was asleep in bed around 4am this morning
“The resident there was in possession of some high-value jewellery … so we believe that was the motivation [for the attack],” he said
“He was actually wearing [around $50,000] in gold jewellery at the time

energy efficient social housing apartment complex in Perth’s Innaloo will soon welcome its first tenants
The complex comprises eight apartments and will open its doors to house eight families currently awaiting housing on Western Australia’s public housing waitlist
emphasised the importance of housing the community’s most vulnerable individuals
“It’s fantastic we have a really well located apartment complex that will provide housing to eight vulnerable families and individuals in Perth’s north.”
The Innaloo complex is the latest development in the State Government’s $2.1 billion commitment to social housing
“The McGowan Government is investing $2.1 billion into social housing over the next four years
which includes the recently announced record investment of $875 million as part of the 2021-22 State Budget
one-off investment into social housing in the State’s history,” Mr Carey said
a faster and environmentally-friendly alternative to brick constructions
The timber frame also allows for easier future modification
and requires less hands-on work so less tradespersons are required for construction
Each apartment contains two bedrooms and one bathroom and is designed to be energy efficient
including double glazed windows for temperature control and noise reduction
“The completion of this fantastic development in Innaloo shows our determination to help meet the high demand for social housing and provide people with comfortable
well designed and constructed homes in which to live,” Mr Carey added
is in a prime suburban location in proximity to shops
“These apartments are not only close to important amenities
including Stirling train station and Westfield Innaloo shops
but also incorporate energy efficient and environmentally friendly design
The Westfield Innaloo shopping complex is within a ten minute walk from the apartments
The complex was constructed by Rapley Wilkinson Pty Ltd and commenced late last year
more than 650 social homes are currently under construction
The Innaloo complex does not stand alone on the path to more energy efficient social housing
with six more timber-frame builds reaching completion in Banksia Grove in early November
The homes were constructed by Dale Alcock Homes and rapidly approached completion only five months into the project
one bathroom and parking space for two cars
we’ve seen that despite the high demand for trades and supplies
construction time-frames of less than five months can still be achieved,” Mr Carey said
The home will be available for tenants on the public housing waitlist to move in shortly

Water Corporation Community Engagement Advisor Kate Lee with Water Corporation Senior Project Manager Assets Delivery Louis Tang at the new drainage culverts
Innaloo and Woodlands have been significantly enhanced
with the completion of a $16.7 million drainage project to better protect the community from extreme rainfall events
Water Minister Dave Kelly today announced completion of the Water Corporation project that saw new drainage culverts installed underneath Pearson Street and Scarborough Beach Road in Innaloo
An existing drainage channel along Stephenson Avenue was also relined and cleared
increasing the channel's capacity to handle heavier stormwater inflows and providing better flood protection to nearby homes and businesses.
Careful environmental management during the project ensured any fauna in the drain was relocated during construction
Aquatic species have started repopulating the drain since its completion
The project also involved extensive engagement with nearby community members
which was planted along Pearson Street in June this year.
Final reinstatements to the area will be completed in coming months
Water Corporation has spent $46.3 million upgrading drainage infrastructure in the metropolitan area
Comments attributed to Water Minister Dave Kelly:
"Nearby residents and business owners can have confidence that
the local drainage system is now better equipped to cope with rare and extreme rainfall events
"We know that such events are becoming less predictable
and going to increase in the frequency and severity in the future
as a direct result of the impacts of climate change on local weather patterns
"By increasing capacity in the local drainage system we're able to also reduce the impact of flooding on local roads
"I thank local residents for their participation and patience in what has been a critical project for this local area."
Comments attributed to Churchlands MLA Christine Tonkin:
"The upgrade of the drainage system has not only benefitted members of the community and local businesses
it has also been managed in a way that has improved the environment
"By engaging the community in the revegetation programme
the outcomes have bettered both the urban and natural environments."

The City recently hosted a series of drop-in sessions in Innaloo to chat about local needs
We heard from 1,007 Innaloo residents about what local issues are important
including 214 ideas about how to improve the local area
Locals describe Innaloo as a convenient and friendly place to live with a 67 per cent average sense of belonging
The top four local issues discovered were crime prevention
To ensure the City listen and responds with a local focus
we’re hosting three Local Convos in April to refine the community suggestions we have heard about each local issue

the tree looks like a classic planning fail — or at least a case of workers not following instructions
But the City of Stirling insists it is one of many helping reduce traffic “rat-running” through Innaloo back streets and slows drivers through residential areas
Radio 6PR Afternoons presenter Simon Beaumont asked if the installation was “Perth’s most feeble traffic calming device” on Wednesday
It is not shielded by bollards like its companion down the road; in fact
there seemed little to distinguish an intended purpose other than confounding motorists detouring through the back streets
But City of Stirling Mayor Mark Irwin had the answer
telling WAtoday the project was a trial endorsed by council in 2012 at the behest of residents and following community design workshops that honed in on the type and placement of traffic treatments desired
The project is targeting an area bound by Cedric Street
with about 40-plus “treatments” distributed throughout streets
“The aim of the project is to encourage drivers to adopt lower speeds
reduce the speed and volume of traffic using the residential streets
and provide more walkable pedestrian and bike riding areas,” Mr Irwin said
“This aligns with the state government’s promotion of ‘Safe Active Streets’ and ..
is done by removing signed traffic controls and employing a consistent range of physical and visual measures instead.”
While the Mayor said a small number of trees and bollards had been vandalised — as we feared would be the fate of the tree photographed by Beaumont — he said a comparison of pre and post-installation surveys at nine locations showed an average 10 per cent reduction in traffic flows
That was coupled with a 13 per cent reduction in travel speeds
“The reaction of residents to the project has been positive,” Mr Irwin said
“Anecdotal feedback is that the project has been successful in reducing speeds
reducing volumes (particularly non-local ‘rat-running’ traffic) and improving the amenity of the precinct.”

ALDI Innaloo will provide the community with “award-winning” grocery products and popular Special Buys
“We offer a supermarket experience that is like no other in Australia and we are proud to call ourselves ‘Good Different’,” says ALDI Australia Regional Managing Director Rebecca Eichfeld

This is our fundamental point of difference and one that customers will notice when looking at their grocery receipts each week.”
ALDI Innaloo will feature a number of innovations that will offer an “enhanced” shopping experience for customers such as “simple” navigation

WA Police are investigating a suspected murder-suicide after a woman
was found dead with a shot gun wound to the head inside her South Guildford home on Thursday morning
Within an hour of police being called to the incident
emergency crews were also called to a house fire in Innaloo
where her ex-partner’s body was discovered inside
The two people have been identified as Georgia Lyall and former Rebels bikie nominee Luke Noormets
WA Police detective inspector Dave Gorton said police were still in the early stages of the investigation
It’s understood he made the 000 call to police before his death
“We’re just trying to piece it all together,” Gorton said
“At this stage we do not have any concerns for the wider community
it’s unfortunate that these things do occur.”
WAtoday understands the couple had separated in recent months and were living at the addresses where their bodies were found
Their relationship had never come to the attention of police prior to their deaths
Noormets was jailed in 2019 over the ‘cold blooded torture’ of a drug dealer two years prior where he set a man on fire
Forensic officers were at both scenes on Thursday afternoon
Family members of the former couple have been notified of their deaths
