The build was originally flagged for completion in mid-2021, but delays arose thanks to the need to have an activity centre plan created and endorsed to facilitate the height and density increases for the site and the wider surrounding residential area

Shopping centre owner-developer Con Berbatis has unveiled a $100 million-plus plan to redevelop Kardinya Park Shopping Centre
with preliminary designs calling for apartments
a cinema and a comprehensive suite of food and beverage and recreational facilities
Mr Berbatis recently appointed architecture firm Hames Sharley and planning firm Element to create design concepts for Kardinya Park
which currently has around 13,000 square metres of retail space and is anchored by a Coles supermarket and a Kmart department store
Concept plans suggest that retail space will double to more than 26,000sqm
while the shopping facilities could be complemented by entertainment and recreational facilities such as a cinema
and a comprehensive food and beverage precinct
Mr Berbatis said the exact makeup of the entertainment and leisure component
would be finalised throughout the planning process
but the aim would be to create a new town centre for Kardinya
The Kardinya Park plan will be presented to the City of Melville design review panel this week
with a formal development application expected to be lodged in early December
Mr Berbatis said the project team would engage closely with the local community to help shape the recreational and shopping aspects of the development
“This centre will be a new generation shopping centre,” Mr Berbatis told Business News
and of course the big development has been the emergence of online shopping
“Shopping centres these days need to adopt a number of models
what you have got to do is slip into things that aren’t so available on the internet
we have got to look very carefully at shopping centres becoming more family and community oriented
who until this year had a long-running partnership with private developer George Atzemis

despite recent government moves to fast-track all high-value developments to kickstart WA’s recovery
Kardinya Park’s biggest offering for three decades has been a Coles and a Kmart but the proposal is to transform it into a “town centre” complete with cinema
Plans for the prominent corner of North Lake Road and South Street: the council's design review panel says putting a mechanic on this spot is a "wasted opportunity" to activate the street
To facilitate the height and density increase required to include the apartment block
as well as the development application for the central site
the developer was supposed to submit an activity centre plan for the wider area
This would provide a framework to rezone the residential streets within a 400-metre radius
bringing the potential for apartments and townhouses to be built within the leafy
The developer had flagged delivering the draft activity centre plan in January
starting building in June and finishing the build next July
but only ended up submitting the planning document a fortnight ago
So instead of recommending the joint development assessment panel approve or reject the development application, due for consideration at its June 8 meeting
the City of Melville has recommended the panel defer until the activity centre plan is endorsed
This is a fortnight after the government announced it would fast-track all development applications worth more than $30 million, given the state's dire economic situation
State planning policy states ACPs should be endorsed before major developments are approved unless “exceptional circumstances” are demonstrated
The contentious activity centre plan for South Perth is still awaiting finalisation a year after the council first advertised it for public comment
a year that included the Planning Minister stepping in to force the process forward
The Kardinya development proposal that the plan centres around is not uncontroversial: the council received 121 submissions in support
and this one looked nice and had good amenities and dining options
But it also received 70 objections saying the development was unnecessary and bulky and would cause traffic
They highlighted the lack of planning controls
A further 163 signed a petition objecting to the height of the apartment building
The car park levels are a major bone of contention for the council
Melville council’s design review panel also doesn’t support the park centre design
with three critical issues outstanding: absent planning controls
the bare “un-wrapped” look of two above-ground car park levels
and a lack of attention given to activating South Street with through design and ground-floor tenancies
The state planning department advised the council Morley Galleria and Karrinyup Shopping Centre redevelopments were determined in the absence of ACPs “under circumstances that may reasonably be considered exceptional” but the council did not consider these examples comparable
And while a broader-brush planning framework exists for the Murdoch hospital and university precinct
officers said this lacked the necessary level of detail for Kardinya
They said deferral would provide a policy framework against which the development could be accurately and appropriately assessed
WAtoday asked Planning Minister Rita Saffioti whether she considered this a project that could help the state's economic recovery
whether the pandemic counted as "exceptional circumstances" and whether she was considering stepping in to either fast-track the application without an activity centre plan
Ms Saffioti said the purpose of the planning reform legislation currently before the Upper House was to fast-track major developments that would create jobs and stimulate economic development
“It would be premature to pre-empt decisions for upcoming major projects," she said
“I am not across the particulars of this project but will seek to be briefed on the proposal in coming weeks.”

“The suburbs and towns which make our National Top 100 list of Supercharged Suburbs are all places with patterns of rising sales activity over three or more consecutive quarters,” he said
“Over 40 per cent of the locations on our new Top 100 list are suburbs of Adelaide and Perth
two capital cities which continue to defy the downturn pressures seen in the biggest cities.”
Of the 23 suburbs in the City of Wanneroo included in the analysis
18 are classified as rising markets with four suburbs included in the National Top 100 list of Supercharged Suburbs
Marangaroo ($465,000) and Merriwa ($395,000)
Ryder said where there was evidence of lessening demand in Perth
it was primarily in the more expensive areas

“Of 32 Perth suburbs in our analysis with median house prices above $1 million
while 17 are plateau markets and 10 are consistency markets
only four of the 14 suburbs in our analysis are rising markets
“It’s notable that those four rising markets are all at the cheaper end of the Melville market
while suburbs with median prices above $1 million are plateau markets.”

“Perth’s median house price rose 2.86 per cent to $540,000 in 2022
up from $525,000 in 2021 - this was despite the eight interest rate rises which have seen east-coast markets go into decline,” REIWA chief executive Cath Hart said
“Perth remains the most affordable capital city by median house price
and while prices have risen in the past two years
in many areas they are still below the previous peak in 2014/15
Sales activity remained strong in Perth in 2022
with the average weekly reported sales figure in sitting at 895 – up from 870 in 2021
“We anticipate sales volumes to remain at about this level in 2023,” Hart said
“Current listing levels are 10 per cent lower than they were this time last year and almost 34 per cent lower than what they were three years ago
“As building completions increase over the next 12-18 months we anticipate listings will start to increase
however they will remain below historic averages.”

Alexander Heights, Bayswater and Kardinya have made a national list of 100 \\u201Csupercharged\\u201D suburbs tipped to steal the property limelight this year.
The Perth suburbs, along with Aveley and St James, feature in the Hotspotting Price Predictor Index for summer 2022/23.
Hotspotting\\u2019s latest report classifies suburbs with discernible sales patterns as either \\u201Crising\\u201D, \\u201Cplateau\\u201D, or \\u201Cconsistency\\u201D markets based on sales volumes in the area.

Police say the man's car clipped a bus on North Lake Road just before 6:00 pm last night before veering through a fence and dropping seven metres into a shopping centre car park.
His vehicle landed on top of a parked car.

The 38-year-old victim says he was attacked after leaving a service station on South Street about 11.30 pm on Thursday, November the 17th.
Ethan, who does not want his surnamed revealed, says he suffered a deep cut to the back of his head and needed a titanium plate inserted in his face for a fractured eye socket.
"I think they are cowards," he said.
"They attacked me from behind, there was two of them, there was at least one brick involved.
"They were after my Ipod but by the time they asked me for my Ipod they'd already hit me several times."
"I mean, if they are using a house brick they could have killed me, I could have wound up in a wheelchair," he said.
"There's no telling how things could have gone; at that stage they really didn't look like they were going to stop."
