Maryland State Senator Ben Kramer of Montgomery County was instrumental in getting a new bill passed during the last General Assembly session in Annapolis that will make nursing homes across the state more accountable Kramer told 7News that for the last two years the state has been ranked last in the country for its failure to timely inspect nursing homes Karen Maricheau of Montgomery County has a sister who received care at one of the more than 200 nursing homes in Maryland She shared photos with 7News of her sister Merle who she alleges was in a nursing home system that was unresponsive to her needs Maricheau said during her sister's stay at the nursing home staff at the facility failed to administer medical treatments and didn't respond to her sister's calls for help Merle was eventually transferred out of the nursing home to a hospital Maricheau is encouraged by newly passed legislation that requires the Maryland Department of Health to do more frequent reporting when it comes to nursing home inspections Kramer explained how a newly passed bill, SB 376, is tackling the problem. "The Department of Health will now be required to submit to the General Assembly on a quarterly basis an accurate record of every level of inspection that they are required to be doing on a quarterly basis of every single jurisdiction in the state," he said. Kramer added that the bill still needs Maryland Governor Wes Moore's signature and he expects that to happen soon. Once signed by the governor, the law will take effect on July 1. 7News emailed the Maryland Department of Health several times asking what it's doing to improve the frequency of nursing home inspections and respond more quickly to complaints. Maryland’s insurance regulator has announced actions to settle a long-running dispute with Erie Insurance Group over a report on the insurer’s practices involving some urban agents and their insureds The Maryland Insurance Administration (MIA) said its market conduct examination that was actually conducted four years ago uncovered unlawful practices resulting in fewer Erie policies written and renewed in urban ZIP codes The insurer continues to strongly object to the report and says claims that it unfairly discriminates “couldn’t be further from the truth.” The examination of conduct from 2016 to 2020 found that Pennsylvania-based Erie encouraged insurance agents affiliated with its companies to engage in a practice they called “front line underwriting,” in which the agents were encouraged to reject otherwise qualified applicants who they deemed might be unprofitable for the company once an insurer establishes its underwriting eligibility guidelines and rates and files those rates with the state it cannot refuse to issue a policy to anyone who meets those guidelines The MIA examination also found that Erie agents were penalized if their books of business resulted in a certain loss ratio regardless of whether their customers qualified for Erie coverage The penalties included reduced commissions and termination The regulator found that this reliance on loss ratio primarily impacted insurance agents serving urban areas such as Baltimore The MIA said it is taking “corrective actions” against Erie as a result of its findings Erie maintains that it did not violate insurance laws and disagrees with the findings in the report Erie wrote that the MIA report claims that its encouragement of its appointed agents to adopt their own “front-line underwriting” guidelines led the agents to turn down qualified business that was considered likely to be unprofitable Erie stated it “denies that encouraging its agents to be profitable violates Maryland law.” “Erie will refocus its resources on serving Erie’s Maryland policyholders and appointed agencies rather than on expensive and distracting litigation with the administration,” the company stated The original dispute involved the handling of four administrative complaints filed with MIA alleging Erie engaged in discriminatory practices against low-income and minority communities in the Baltimore area The complaints were filed by Baltimore Insurance Network Ross Insurance Agency and Welsch Insurance Group The agencies said they were restricted from offering Erie’s policies to residents of primarily Black communities They alleged that Erie threatened and penalized them for challenging what they maintain are Erie’s discriminatory redlining policies The agencies claim the retaliatory actions hurt their business the insurer maintained that the MIA has not afforded it adequate opportunity to respond to the complaints by agencies The insurer also claimed that MIA violated state law by disclosing confidential business information The Fourth Circuit Court of Appeals found that state law afforded Erie adequate opportunity to raise its constitutional claims in the administrative hearings and subsequent state court review The court also found that Erie did not prove that MIA’s actions were motivated by bias While Erie has agreed to address the matters raised in the report it insists the entire process has been unfair and the findings are wrong “We find discrimination of any kind abhorrent and inconsistent with the values that have guided our business for 100 years Erie Insurance does not discriminate in its business practices and the report’s factual findings clearly do not support those claims,” stated Matthew Cummings Please tell us what we can do to improve this Stags dropped just one conference game Fairfield has rattled off six straight victories defeating every opponent by at least four goals has endured an up-and-down season following the departure of Any technology company with substantial sales into the state would need to collect sales tax from its customers, given South Dakota v. Wayfair and the sales tax economic nexus thresholds substantial sales would exceed $100,000 or 200 transactions in a calendar year As states continue to adapt their tax laws to the evolving digital economy introducing new taxes on IT and digital services highlights the increasing need for companies to be agile in their compliance efforts alongside similar measures in other states underscore the importance of staying current with state tax legislation and preparing for potential changes in tax liabilities As sales tax laws frequently change and vary by state taxpayers should proactively prepare to ensure compliance and minimize financial risk individuals and businesses should regularly monitor updates from state tax authorities and consult with tax professionals to understand the implications of new laws conducting periodic internal audits of sales tax practices can help identify and correct any compliance issues before they result in penalties or fines Keeping thorough documentation and maintaining open lines of communication with state tax specialists are also crucial steps in managing changes in sales tax laws effectively Maryland’s proposal is a significant shift in the state’s tax policy and could affect a wide range of service transactions and industries As other states also impose taxes on similar services Maryland’s move may be part of a more significant trend toward taxing the digital economy Businesses must stay vigilant and proactive in adapting to these changes to ensure compliance and optimize their tax strategies Failure to keep up to date with the changing laws could lead to taxpayers creating liabilities for uncollected sales tax that should have been collected from their customers While the exposure may initially be minimal non-filing taxpayers have no statute of limitations—what may start as a small exposure will grow indefinitely and could become a severe burden on a company This article does not necessarily reflect the opinion of Bloomberg Industry Group the publisher of Bloomberg Law and Bloomberg Tax John Bonk is managing director of state and local tax at CBIZ Write for Us: Author Guidelines To contact the editors responsible for this story: Daniel Xu at dxu@bloombergindustry.com; Melanie Cohen at mcohen@bloombergindustry.com Log in to keep reading or access research tools A woman tried to drive through a 10K race route in Montgomery County but a fast-thinking officer was able to stop her by pulling in front of her and slamming on his brakes Police body camera video shows how county officers stopped the driver “She’s on the course,” an official can be heard saying on a radio transmission An image released by police shows a black Jeep crashed into the back of a police cruiser. Prince George's County Council Member Krystal Oriadha called it the "end of an era" after the shutdown was announced this park has been a staple of family fun and youth engagement as well as a key driver of seasonal employment and tourism," a statement from Oriadha's office read "Its loss is a significant blow—not just emotionally and countless families who have made memories there." Acting County Executive Tara Jackson provided the following statement: The park opened for the season on April 12 with its water park set to reopen on May 24 The amusement park group did not announce whether any additional steps would be taken for the park's 70 full-time associates beyond severance and benefits for eligible workers These jobs played a key role in the county "They were a big part of hiring our youth during the summertime 'An idle mind is the devil's workshop.' We want to make sure kids are active," Blegay said "We need to have a robust summer program at the county level." Burroughs also said the council will be at work figuring out how to help the county's youth who rely on these summer jobs "We know that there were a number of young people hired at Six Flags over the summer we'll be working to ensure we are able to help find other placements for young people moving forward," Burroughs said "We want to make sure we have safe places for our young people to go after school How do we expand our youth employment programs to not just be 30 days in the summer North Carolina-based company completed an $8 billion merger with Cedar Fair Entertainment in 2024 making it responsible for 27 amusement parks The company has not yet released its financial report for Quarter 1 of Fiscal Year 2025 but officials said the shutdown would not impact its finances and we recognize the impact it will have on our Six Flags America and Hurricane Harbor park associates and guests,” a statement from Zimmerman read “We are grateful to our park associates who work hard to create lifelong memories for our guests and Six Flags is committed to supporting all impacted associates through the closure process at the end of this year Six Flags America and Hurricane Harbor have been an important part of the local community and this final season will be an opportunity to celebrate the decades of fun that guests have enjoyed at the property.” Those with season passes and tickets will still get to use them While the county's residents enjoy the last year of the amusement park Blegay told 7News these same community members will be relied upon to figure out what to do with the land "We will be having meetings with the community to discuss what the next steps are so we can guide the community through the steps," Blegay said "We will work on them to see if we could extend their time but that's something we can talk about But the reality is we need to be prepared for the fact they announced they're leaving and we are going to prepare we have to make sure we have
