The Upper Hunter Shire Council has stated its financial position on the nursing home and cannot run the facility "Council has been very open and honest that they don't want to run the facility anymore," Cr Stolz said "It needs some money spent and upgrades to bring it up to code We are at a crossroads where council isn't in the position to make those upgrades," he said He said that while he understood Australia was in caretaker mode until the May 3 election he hoped either of the main parties would take an interest in the issue let's see if any government promises come to fruition that could keep Gummun open," he said Cr Stolz said the push to close the facility was a "slap in the face" to the elderly residents We've got residents that have worked their guts out and lived in the area their whole life," he said "They've paid their taxes and all they're looking for is a bit of peace and tranquillity and we're going to deny them that because of politics he said there could be hundreds of kilometres to their next potential destination They deserve to have some dignity and some certainty in their final years and some familiarity around their surroundings," he said The petition had already reached 500 signatures over the Easter long weekend Alanna is a journalist at the Newcastle Herald with a focus on education. Just before 6pm yesterday (Tuesday 4 March), emergency services were called to Scone Road about five kilometres north of the town. Officers found an SUV had veered off the road and crashed into a deep culvert before rolling over and resting on its wheels. The driver, a 67-year-old woman, was assisted by a passing motorist and an officer who provided CPR. Despite help from paramedics she couldn’t be saved. The land with the 16-bed facility is built on was donated to the community, and members of the community raised money to help build it, including farmers who donated cattle at about $1000 per head to help fund the project. At the same time members of the community have acknowledged that the council lacks the expertise to run an aged care facility. Merriwa-Willow Tree Road failure that started as a series of dangerous tension cracks The original $9.6 million Merriwa-Willow Tree Road upgrades were meant to bring it up to B-Double standard, however the road washed away in January 2020, after upgrades were not built to specification and failed to include adequate stormwater and rain catchment infrastructure The Upper Hunter Shire Council first confirmed the road failure in June 2020 saying it would require at least three years of rectification works The road was then officially closed on January 21 and geotechnical engineers have since been scrambling to find ways to rectify the failure which is expected to cost up to $15 million Major rectification works will be required in four separate areas stretching across 1,800 metres of road with Council to approve Phase 1 of the works next Monday at the July ordinary meeting David Layzell visited the failure site yesterday accompanied by Upper Hunter Shire Mayor Maurice Collison and general manager Greg McDonald Mr Layzell reported the Merriwa-Willow Tree Road has now failed to the point where it is “completely impassable.” Upper Hunter Shire general manager Greg McDonald times so I was committed to visiting the site to get an update Nonetheless it is obvious that with this degree of landslide it is certainly not safe or feasible to have any traffic on it safely,” Mr Layzell said “The recent rains have exacerbated the issue and the original design did not sufficiently allow for high rainfall and stormwater management along the route,” he said “It is obvious from the current state of the road that the Upper Hunter Shire Council took the correct decision to completely close the road for safety reasons,” he said “The meeting today was a pre-start inspection before the Phase 1 works commence to remove the failed material from the road which will allow further geotechnical work to take place which will further inform the design process,” said Mr Layzell The current state of the Merriwa-Willow Tree Road failure Phase 1 works include cutting a drainage line along the road and removing the failed material to allow further geotechnical design to be undertaken These works are expected to take approximately three months and cost $1.5 million Tendering for the rehabilitation works (Phase 2) will commence in October and will be awarded to a civil contractor by the end of the year Four civil contractors have already been engaged on a “pre-tender” basis to provide early advice on the best option in terms of build ability and each will be given the opportunity to tender after the final geotechnical design is complete Phase 2 rehabilitation works are expected to begin in January 2022 and take 18 months to complete depending on weather conditions and additional geotechnical advice.  The total cost of rehabilitation works will remain unknown until geotechnical designs are completed, however Upper Hunter Shire Council will be using a pre-approved $5 million loan and the State and Federal Government has committed to look into ways to assist with the project once the full extent of the rebuild cost is known In April, Upper Hunter Shire general manager Greg McDonald revealed the rehabilitation works may cost up to $15 million $5.4 million more than the original project budget Phase 2 works will commence once the design has been “I’m also trying to get a locomotive for the society out of the State Government which is currently in storage in Newcastle,” he said “We’ve got three drivers who are members and they are all main line drivers a lot of excursion groups and people travelling through that want to come to the Merriwa area will be able to use the line but we’re still in the infancy stage,” said Mr Garland The next step will be to make the line between Merriwa and Gungal safe and secure with carriage services expected to operate by appointment on Sundays public holidays and during school holidays.  it’s open it’s just what they call ‘booked out.’ It’s not in service but it’s definitely still an open rail corridor,”  Mr Garland said “Merriwa has that much going for it when it comes to using that line Half the other rail societies in New South Wales haven’t got a quarter of the track that we’ve got available,” he said “I’ve had the Office of Rail Safety up to check over the place they’ve steered us in the right direction of what to do and what’s got to be brought up because it hasn’t had a train run on it since 1988,” he said “There’s a fair bit of work still to be done there’s only a little bit of track that needs replacing and a lot of sleepers but it’s sound,” said Mr Garland the Merriwa Railway Station is open for visitation by appointment with the railways society open to other future uses “A few more people are starting to get interested in it now that the upgrades are done but at the moment it’s just being used as a museum,” Mr Garland said “I’ve had a few people come in to have their Tags: , , MERRIWA residents are calling out Council for not properly executing the Willow Tree Road works after part of the road washed away in January this year The road upgrade which was supposed to include an added lane to support B-double trucks as part of a $9.6million government-funded project has since been barricaded and limited to a 5 tonne load Scone.com.au spoke with Merriwa locals that use the Willow Tree Road on a regular basis who said they saw the road being mismanaged throughout the duration of the roadworks “It was common knowledge around town of how much of a joke this was all the plans they were saying weren’t going to work even the council fellas were saying they weren’t going to work,” said Richard Wilkinson “They said they spent more time waiting up here for instructions because they had no plans because they took them all away because they were disagreeing with them,” he said Residents Liam Whalen and Richard Wilkinson inspecting the extensive road damage “If they did disagree with them the boys got pulled off the job and were sent elsewhere in the Shire and they put other people up here on the works,” he said Locals explained they did not believe the contractors assigned to the works were at fault and that the issues were due to poor work management “A couple of the grader operators were following the plans and they were saying we need more gravel we need more for compaction and in the end they were told ‘Nah we don’t need any of that we’re wasting too much time and money just tip it over and it’ll be right,'” said Richard Wilkinson “It wasn’t the workman they were doing a great job it was just inappropriate management on the part of the hierarchy that stopped them from doing things the way they really felt it needed to be done,” said Lois Wilkinson “This is about the mismanagement of a $9.6million grant given to this Council to build this road and checks and balances were just not there,” said David Alker you do this much and check it’s up to spec and then you go the next step…there has to be checks and balances on a big project along the way so that these sort of failures don’t crop up at the end,” he said Residents said they could clearly identify the issues with the road and knew it would not be up to specification before works were completed all the engineers have papers but they’ve had no practical experience and that’s exactly what’s happened here because when you get up this steep you’re always going to have soil running down the hill after rain,” said Colin Bates “It comes out of the bank and over the side and they’ve put a road over the top of it so it was always going to run down the hill after rain it was always going to slump,” he said “And the rush to finish it…it should have never been sealed it should have just been built and graded for years let it rain and let it settle,” he said “It’s not rocket science you just need some smart people who can design a road and the worst engineer in the world knows that you do not put a road on what was essentially loose-fill,” added David Alker “In a B-double when they first had it finished you’d nearly be rubbing your bull bar on the barriers on one side and your back trailer would still be cutting a meter and a half on the other side of the road,” said Richard Wilkinson After the new road fell away earlier this year creating a lengthy detour for B-double vehicles with instructions to travel via Scone Barriers put in places forcing B-Double drivers to detour through Scone Detouring has caused a rise in local freight prices meaning residents are currently having to fork out more money to transport their goods and services in and out of town “There’s millions of dollar’s worth of livestock in the Merriwa valley and now there’s extra freight and none of those processes were ever considered during Council’s decision making regarding the cost-benefit of this project,” said David Alker “We sent cattle to Armidale and we had 4 B-double loads of cows that went and they had to come home via Scone,” he said “We used a different freight contractor to bring them home who was slightly less expensive but its 60km extra at $5.50 per km so it was an extra $1,300 I had to pay just to get those cows home,” he said Residents said they are not confident in the Council’s ability to rectify the issues and are now calling for the road to be reopened in order to ease their financial burden one lane,” said Linden Wilkinson.  “There’s no reason why those barriers couldn’t be shifted tomorrow,” said Wally Martin “Get rid of this road closed thing so at least we can use the road because it could be a year until they get a machine up here to fix it and by the time all this who-ha goes through ill be an old man,” said David Alker I don’t think Council should even have the option of doing the works for the repair,” said Richard Wilkinson “My concern is that if they’re applying for funding to fix the Scone to Meriwa road
