The theft occurred in All Saints Cemetery, police said. Police described the crime as “disturbing.” Quick patrol work and help from the grieving family led to the suspects being identified and their arrests, police said. police that his dispute with the other relative started when the relative departed from his usual showering and stretching routine David Pagan said he would help with this routine because hand or wrist injuries made it difficult for the relative to turn on the shower North Haven police had described the incident as isolated and said there was no threat to the public. He was arraigned at state Superior Court in Meriden on Wednesday A bail commissioner said during the arraignment that Pagan is a lifelong resident but reports no employment Public defender John Cizik said Pagan served in the Army National Guard from 2003-07 The judge transferred the case to state Superior Court in New Haven where the most serious cases from the region are heard Seven police officers went to the family's home around 8:40 p.m Tuesday after the other relative called 911 from a rear shed The other relative "had a gash on the left wrist and was bleeding heavily" when police found him in the shed adding that he put a tourniquet on the man's left arm to help stop the bleeding The man said Pagan's father was in the house but was unsure whether he also had been stabbed Brennan reported that he and a fellow officer entered the house through the basement and climbed stairs to the kitchen where they found a man lying on his left side on the kitchen floor The man "was extremely pale and unresponsive," Brennan reported and he radioed nearby firefighters for help Brennan said he turned the man onto his back lowered his shirt and found a stab wound to the neck that was "actively bleeding." The officer said he checked for a pulse and did not find one before turning over the man's care to Nelson Ambulance personnel He said the ambulance took the man to Yale New Haven Hospital While putting crime scene tape around the property he and another officer found a folding knife with blood on it on the north side of the front lawn A doctor pronounced Pagan's father dead at 9:39 p.m. adding that the man had "sustained multiple stab wounds around the neck and chest area of his body." it’s hard to pick just a few to highlight Scott Schindler’s (NSW) buzzer beater in the Over 50 Men’s final was one moment to remember Schindler needing a mid-range score with seconds to go took off on a wave on the inside peak and completed two strong turns to get the job done He lay in the sand soaking up the moment as the score was read out.  Belinda Koorey left her best performance until last in the Over 50’s Women’s final lifting the level of surfing in the Final to rarely seen standards The New South Wales shredder posted a huge 16.27 points including an 8.50 point single wave backhand DNA that familiy members had submitted to genealogy companies Police said they received a complaint in January 2024 that a 23-year-old woman who has intellectual disabilities had been sexually assaulted The victim had complained of stomach pains so her mother took her to the hospital and that revealed that the victim was pregnant When the victim was around six months into the pregnancy The state forensic lab was able to isolate the paternal DNA a company that specializes in forensic genetic genealogy agreed to work with investigators and the DNA was compared with DNA that had been willingly submitted to genealogy companies Investigators were then able to complete a family tree from the partial match and identify a suspect Police said the suspect’s DNA was a match for the paternal DNA and detectives obtained an arrest warrant for the victim’s stepfather The 49-year-old New Haven man was arrested on Tuesday and he was charged with sexual assault in the second degree and Foundation The Dinghy Foundation began as a cross-generational conversation about preserving this iconic class of sailboat — the oldest continually raced one-design sailboat in America It was basically:  these boats are part of American sailing history but for whatever reasons they are turning into historical artifacts rather than being a vigorously active fleet “How do we save the North Haven Dinghy?” In its heyday in the early 20th century there were 50-60 North Haven Dinghies racing in several divisions all summer long The distinct wineglass stern and four-sided sail peppered the waters of Penobscot Bay and it was a gusty day and I was basically limber ballast for a 70-year-old skipper who had been racing Dinghies since he was a kid We ripped along in the boat and won our race against a few other boats The answer to the Foundation’s existential question seemed patently clear:  we save the Dinghies by getting kids in them having fun Then it was a question of access to boats We were able to gather some competitive Dinghies into a communal fleet (bringing some out of long-term storage) started working with a local yacht club to insinuate Dinghies into the youth program particularly alongside Optimists which also have a single four-sided sail what is the significance of this longstanding one-design boat to the sailing world at large on the North Haven Dinghy’s 100th anniversary in 1987 stating of the Dinghy’s establishment of the one-design concept “all boats are built to the same specifications making the skipper’s skills the determining factor in a race not the gadgetry of the boat.”  The elegance is the simplicity of the playing field but the invitation for anyone to compete and feel he or she has a truly fair shot at winning is a sporting principle to extol and preserve By the way — I point this out to my young daughters — the first North Haven Dinghy race in 1887 was won by a woman racing against two boats skippered by men The North Haven Dinghy’s design is simple and elegant You sit low in what feels like a canoe and you feel the water whipping along hull and there is a reason people have loved these boats for so many years Can you tell us more about the foundation’s mission and the goals you’re working towards Our focus is immediately on providing public access to Dinghies and rapidly expanding the number of viable North Haven Dinghies on the water The more folks who catch the bug to sail these boats and with sailing it is often at first simply a question of “how can I get in a boat?”  We remove all those barriers If there is an owner who is not gung ho about their Dinghy we try to find a way to put that boat at the disposal of others who will gleefully sail it We are looking to commission new Dinghies built exactly as they always have been Our goal is to end up with 40 Dinghies on a starting line by 2040 How has the foundation impacted the local community on North Haven Island For the multitude of sailors on the island Everyone knows the North Haven Dinghy’s place in history and now they are seeing a vibrant renaissance The Foundation won the big prize at the end of the sailing season for having had the biggest impact on our community in 2024 But it’s the kids who are having the obvious hoot just messing around in these craft because Dinghies were not really accessible before — more of the classic-boat-don’t-touch feel has now shifted to “where are we sailing the Dinghy flotilla today?”  The island boatyards are seeing new interest in the fleet We want to have new Dinghies built and there is excitement around that prospect There is a pride in the fact that these historically significant boats are constructed on island There’s always a challenge in trying to skin a cat in a novel way There were doubts about strategy and follow-through but luckily we have a pretty simple model and heaps of local support It’s great to have so many of the lifelong Dinghy sailors come up and say how impressed they are with the growth and appetite This is the “backwards” commitment of the Foundation as a functioning class association:  by focusing resources almost entirely on the enjoyment of people who do not own a North Haven Dinghy we end up amplifying the experience for those who do Can you share more about the foundation’s educational programs and how they engage participants open-to-all regular clinic taught by US Sailing-certified instructors each week that meets folks wherever they are in terms of sailing skill and gets them immediately out in a Dinghy the boats are available for private lessons and they can arrange those with instructors The goal is to get anyone interested to become a “proficient Dinghy sailor,” capable of sailing Dinghies alone the communal fleet is then available to them through a free reservation system whenever they want to go sailing The second initiative is a collaboration with a local yacht club which has access to the communal fleet as teaching vessels for the youth sailing program Getting kids feeling totally familiar with North Haven Dinghies guarantees the lifeblood of the class What are the foundation’s plans for the future The Dinghy Foundation is a tax-deductible 501(c)3 charitable organization wholly funded by donations The provision and maintenance of communal boats is our core competency and our fundamental thesis — giving more people more access means the North Haven Dinghy legacy lives on We have a half-dozen boats in the Foundation’s communal fleet now and would like to triple or quadruple that number in the next 15 years with the goal of 40 Dinghies on the starting line by 2040 (a mix of communal and privately owned boats) we are revitalizing the original concept of the one design and the Will Sealy, husband of North Haven Garden Club member, Carmen Sealy, lent a helping hand.  NORTH HAVEN — The North Haven Garden Club has been busy cleaning up various town gardens this month.  Recently, club member Marge Quinn, with help from her son, cleaned and prepped the garden at Montowese Avenue and Fitch Street and spread a large load of mulch. The garden has budding rose bushes and several bulbs popping through the newly spread mulch with perennials following soon.  On the morning of April 21, several members, under the direction of Cindy Golia, cleared last year's debris from the Dolly Chagnon Memorial Garden before spreading mulch.  The North Haven Garden Club cleaned up the Dolly Chagnon Memorial Garden at Rock Road Island. Pete Stevenson pruned the four rose bushes before mulching, and Italia Avitable, Angela Buzzelli, Jen Saslafsky, Deb Trapani and Maria Yankura, along with Stevenson, helped spread two large piles of mulch. The daffodils and hyacinths bulbs that were planted last fall are starting to bloom and soon the allium bulbs will bloom along with the many perennials. On Tuesday, April 14, a few members of the North Haven Garden Club cleaned debris from the Martha Culver House gardens. On April 17, a few members spread mulch at the Kathy Brandt Memorial Garden at Ridge Road. The day before, Bene Jablonski stopped by the garden and cleared some debris to ready the garden for a fresh layer of mulch. Last fall, several overgrown shrubs were removed by the public works crew.  The garden is now going to be a perennial garden. North Haven firefighters were able to put out a fire that quickly spread to a nearby wooded area Friday evening The fire department said they responded to Spring Road for a reported structure fire around 3 p.m Crews found a large brush fire with homes exposed Firefighters attacked the blaze on the south side and strong winds and hilly terrain created a fast-moving fire that threatened homes on Renee Lane With the help of neighboring fire agencies crews were able to get the fire under control and put out hot spots in the span of a few hours Firefighters said they were able to extinguish the blaze before it damaged any homes The fire department is reminding residents to use caution with any outdoor fires due to the elevated fire danger NORTH HAVEN — A driver for a "third-party Amazon delivery service" was arrested Saturday for setting a coworker’s vehicle on fire during an argument over packages that were sent to the wrong address, police said.  Diogo Dorea Da Cunha, 35, of Bridgeport, was charged with third-degree arson, reckless burning and first-degree criminal mischief in connection with the fire, according to the North Haven Police Department.  Police said the investigation that led to Da Cunha’s arrest began around 10 a.m. when officers were dispatched to Extra Space Storage at 453 Washington Ave. for a report of a dispute and unwanted person.  The responding investigators learned that a crew leader for “a third-party Amazon delivery service” operating out of a storage unit got into a dispute with a driver after packages were sent to the wrong address, police said. No injuries were reported in connection with the blaze. Police did not reveal how Da Cunha set the fire. A dog that mauled a volunteer at a North Haven animal shelter has been euthanized, according to the shelter. A volunteer at The Animal Haven was attacked last week as she opened the door to the room where the dog, named Sarge, was being held. Stream Connecticut News for free, 24/7, wherever you are. “It is with terribly heavy hearts that we are informing the public that we had to have Sarge humanely euthanized today,” The Animal Haven said in a Facebook post. The volunteer survived the attack, but she suffered severe bite wounds to the face and has undergone reconstructive surgery, the shelter said. The operators of the shelter said Sarge was a big, strong dog but had never before shown aggression while at the shelter and the volunteer was familiar to the dog and visited him regularly. Sarge was vaccinated for rabies when he arrived at the shelter, but operators said they could not rule out that the change in his behavior was caused by rabies and that he may have been infected prior to receiving his vaccination. The victim is being treated for rabies as a precaution. “Our hearts go out to our friend and volunteer who was severely hurt by Sarge and to her family during this very difficult time,” The Animal Haven said in a statement. The plan was for Sarge to be quarantined for at least 10 days to see if he showed symptoms of rabies, then The Animal Haven would look for another facility that will accept Sarge and is better equipped to handle him. Desmond's Army, an animal advocacy group, said earlier this week that all options should be exhausted before euthanasia and Sarge deserved to be rehabilitated at a place with enough resources to give him that chance. “He needs the chance for it to be determined -- being in a facility that, you know, is knowledgeable with triggers and working with that, and ultimately working Sarge into a foster home to adopt if they're able to do that,” Zilla Cannamella, of Desmond’s Army, said. On Wednesday, The Animal Haven posted that they determined that euthanasia was needed after consulting veterinarians, animal behaviorists and animal control. “Sarge’s unprovoked attack on our volunteer resulted in level 5 bites to her face (the highest level short of death). Sarge’s behavior was described as ‘pathologically abnormal’ and ‘untreatable and unrehabilitatable.’ Given that, the possibility that Sarge would again attack and severely injure another human being was far too great to responsibly and ethically be ignored,” The Animal Haven posted on Facebook. “As much as we would have loved to have simply transferred Sarge to another facility, we could not do so without endangering others and exposing them to very significant risk. And of course, Sarge certainly could not be safely fostered in someone’s home, as was suggested by some people. We therefore had to make one of the hardest, if not the hardest, decisions we have ever had to make in The Animal Haven’s 77 years of saving cats and dogs,” the post goes on to say. The Animal Haven said they understand that many people will be very upset. “We can only hope that they can understand, at least a little, the horrible dilemma that we were in, and that all of us at The Animal Haven are extraordinarily upset with this outcome. We knew and loved Sarge and greatly mourn his passing,” Animal Haven said. “We also want to clarify that despite having to make this very devastating and painful decision, The Animal Haven remains a no-kill shelter. As Best Friends Animal Society’s definition of no-kill says, “The no-kill philosophy acknowledges that euthanasia may sometimes be an appropriate choice in rare cases of irremediable canine aggression in which public safety cannot be reasonably assured and other interventions would compromise the animal’s quality of life,” The Animal Haven said. David Pagan, 40, told officers that he “went after” another relative “but his father got in the way,” according to a report by North Haven police Officer Joseph Hyland. Police said David Pagan fatally stabbed his father and wounded another relative during a domestic attack Tuesday night. He is facing murder and fist-degree assault charges in the stabbings. The suspect was arraigned in state Superior Court in Meriden on Wednesday and Judge David Zagaja set his bail at $2 million.  David Pagan is next scheduled to appear in court on May 7. Officers were called to the family’s home at around 8:40 p.m. after the relative called 911 from a shed that he had locked himself in, according to a police report. Overall the requested increase is $9 million. North Haven Schools Superintendent Patrick Stirk said that most of the increase for education could be attributed to increases in contractual obligations, a new transportation contract and in-district special education costs, including two new positions he said will reduce costs of out of district placements. Stirk noted the district educates its 3,000-plus students at a cost of $21,347, which is $2,000 less than the average for similar school districts, while maintaining test scores that place North Haven in the top three of those 24 districts in many categories of assessments. "We recognize this request is significant and impactful," Stirk told the audience at a recent public hearing the district moved 11 capital projects to next year eliminated HVAC assessments planned for four schools and eliminated some new positions But the district did decide to keep the $400,000 cost of bus monitors in house rather than have it added to the new bus contract and there are plans to train 10 paraprofessionals to become residential behavioral technicians to save more than $500,000 Stirk also defended the proposal to add a special education teacher at the high school as that population continues to grow and a speech and language pathologist for the district "We are mandated to provide these services and believe it's more cost effective to hire our own," Stirk said North Haven First Selectman Michael Freda focused on the revaluation at the hearing saying that was reason for the large spending increase for the town Freda said appraised property values have skyrocketed by 37.5% in the recent revaluation because inventory is low and demand is high and the tax burden has shifted from commercial or industrial to residential Freda said the town broke down the increase in appraised value on a variety of styles of homes to better understand the situation the appraised value — not the town's assessed value which is 70% of that for taxing purposes — of a cape-style home increased from about $258,000 to $350,000 a ranch went from $268,000 to $368,000 and a raised ranch jumped from $304,000 to $416,000 Freda said the town is proposing to drop the mill rate from 34.64 to 29.46 to offset the sharp increase in residential property values but even with that 5.18% decrease homeowners will still be facing steep property tax increases For example; a cape will see a $1,171 increase in 2025-26; for a ranch the increase will be $1,088; a colonial will see a hike of $1,763; and a raised ranch will go up $1,204 Freda said he gets asked why the town has to do this and can it be stopped Freda cautioned residents that if they vote no on the budget and it is defeated it will result in cuts "If it does not pass because of reval we will have to come back with a lower budget," said Freda who called this proposal a maintenance budget If the town and the board of education have to make cuts residents could expect reductions of $750,00 to $1 million on each side would likely begin part-time employees who work the night shift and run programs at the library and recreation center Summer camps and pool hours would also likely be reduced as well as the number of summer concerts and the town's bulky leaf pick-up and bulky waste pick -up "The question is are you still willing to pay for these services knowing that the increases are largely driven by reval?"
