The draft Place Plan is a guiding document for future infrastructure and development in these communities
and includes 22 actions relating to movement
“We started development of this draft Place Plan back in July 2024 and have collaborated with a wide range of community groups
government representatives and other stakeholders,” Byron Shire Council Place Planner
“Council engaged a Stakeholder Reference Group to make sure a wide range of views and interests from the North of the Shire were included,” she said
“We also consulted more widely with the local community
attended community markets and gathered valuable information online
“Thanks to everyone’s participation in the process
we are now pleased to present the draft plan including our shared vision and 22 priority actions for the communities of New Brighton
South Golden Beach and Ocean Shores for the next 20 years
“We invite everyone to have a read and tell us what they think,” Ms McMurray said
Feedback on this draft is open today - Monday 7 April until Sunday 18 May 2025 and you can provide your comments and ideas online any time via Council’s website or come and see us at one of the following places:

Part-time tournament player Ryan Gailey has repeated his victory of six years ago with a one-shot win at the Ocean Shores CUB Pro-Am at Ocean Shores Country Club
Squeezing in occasional appearances on the adidas PGA Pro-Am Series with his full-time role as the Golf Operations Manager at Sanctuary Cove Golf and Country Club
Gailey spoke of his affinity with the Ocean Shores layout and his regular playing partners from EZGO Australia
“The form has been down of late but I came back last week and when I walked in today I felt comfortable about my game again,” said Gailey
“The last six weeks I’ve made a conscious decision to try and enjoy my golf again
Give myself something in life outside my family – two kids and my wife – just to work towards
“I’ve been making some good swing changes with my coach Ji McBryde and I’m hopeful to play a few events at the end of the year.”
Although shy of the 6-under 66 he shot to share victory with Aaron Wilkin in 2018
Gailey’s 4-under 68 was enough to edge Murwillumbah local Lucas Higgins (69) and Dylan Gardner (69) and earn his first solo victory on the adidas PGA Pro-Am Series
Gailey picked up a shot with a birdie at the par-5 fourth but consecutive three-putts at five and six saw him fall quickly to 1-over on his round
He jumped back into red figures when he holed his pitch shot for eagle at the par-5 ninth and then moved to 3-under with back-to-back birdies at 13 and 14
Gailey went against his own policy by checking where he stood on the leaderboard
He regretted that decision when he left a five-foot birdie putt short at 18 but closed with birdie at the par-5 first to post the winning number
“I had a couple of three-putts in the early stage of the round which cost me
I was a little bit down on myself and then on nine I was just short of the green for two
“That kick-started my round and it all went well from there
“I play a handful of pro-ams each year and I always decide to never look at the leaderboard
I was feeling quite good and with two par 5s to go so I thought I would try and make a decision on what I was going to do on those par 5s
I took a look at the leaderboard and fair to say it was not a good thing to do as I left a five-foot putt for birdie short on the 18th
“Luckily I birdied the first but I’d say that I won’t be looking at the leaderboard again.”

OCEAN Shores Country Club has celebrated its annual presentation night
honouring top golfers and contributors in a festive evening that capped off a successful year
the event saw winners awarded gold medals to recognise their achievements across various categories
Among the honourees were junior golf champions Billy Smith and Archie Bunner
and women’s golf champion Kimberly Howard
The club also acknowledged the hard work and dedication of its members and staff
with special recognition given to club professional Chris Graham
the ground staff for their exceptional maintenance of the course
and the many volunteers who contribute to the club’s welcoming atmosphere
The event highlighted the club’s commitment to fostering a vibrant golfing community and celebrating the accomplishments of its members both on and off the course
Over the next 12 months, Council will be working with the community to create the first Place Plan (also known as a masterplan) for New Brighton, South Golden Beach and Ocean Shores and is encouraging everyone who calls this area of the Byron Shire home to get involved and have a say
South Golden Beach and Ocean Shores Place Plan is to develop a strategic set of principles
and actions related to character and streetscape upgrades
The first round of community consultation is open until Friday 6 September
“Now’s the time for people who live in New Brighton
South Golden Beach and Ocean Shores to tell us what they love about where they live
what their vision is for the future and what improvements they’d like to see happen,” Byron Shire Mayor
“This first consultation is open for a month and staff are running three community workshops over coming weeks to open up discussion
get ideas flowing and hopefully formulate some consensus on what people would like to be achieved in the future,” the Mayor said

Staff will also be available for a chat at the New Brighton Farmers Markets and at Ocean Shores Shopping Centre during August

South Golden Beach and Ocean Shores all have their own unique identities and that’s why this Place Plan will include development of three individual character statements
visions and a sets of priority actions that reflect the values and focus areas for each community
“Creating an overarching Place Plan means we can collectively address issues that affect all three localities
understand challenges holistically and come up with better solutions and outcomes
centred around what the community actually wants,” the Mayor said
The Place Planning process will run for approximately 12 months. As part of this process
council is engaging key stakeholders including community groups
businesses and other local organisations to provide guidance on local issues and to increase engagement.
The community will be invited to provide feedback on a draft of the Place Plan once it’s prepared
A final plan is due to Council before end of June 2025
Place Plans provide Council and community with a set of priority actions for each community
helping to inform and gain funding and investment for future projects

Council is forewarning residents of Ocean Shores
and South Golden Beach about a 7-day road closure starting Monday 17 June at Orana Bridge (Ocean Shores/New Brighton) when works will get underway to renew the road surface
Traffic management will be in place at Orana Bridge over the bridge section of Strand Avenue
Detours require residents to use Brunswick Valley Way or the Pacific Highway and may add up to between 5 and 10 minutes to people’s journeys. Council is encouraging residents affected by the road closure to plan ahead
There will be no pedestrian access across Orana Bridge during the closure
“The community has been asking for repairs and upgrades to the condition of this bridge for a long-time and to ensure we get the works done as quickly as possible
we need to close the road for a number of days,” Council’s Director Infrastructure
but we will be working as quickly as possible to deliver these bridge and road improvements for the wider community,” Mr Holloway said
Council has contacted local bus companies and emergency services
as well as local schools and the weekly New Brighton Farmers Markets which will all be impacted by the road closure

Bruce Devlin on his way to winning the Australian Open as an amateur in 1960

BRUCE Devlin is one of the pioneering Australian expat golfers who successfully transitioned to the United States
forging a brilliant career as a tournament professional
Keen observers may have noticed that he recently returned to his hometown of Goulburn to celebrate the life of his late wife
as he is affectionately called in his adopted home in Texas
visited two of his most notable golf course designs in The Lakes in Sydney and Ocean Shores in northern NSW
Devlin is a wealth of knowledge when it comes to golf course design
having designed over 140 courses worldwide
I was fortunate enough to sit down with the man himself
alongside Ocean Shores superintendent Troy Makin
and a dozen other invited guests at Ocean Shores Country Club
soaking up the wisdom from such an illustrious career
Younger readers might not fully appreciate that Devlin is one of Australia’s most successful professional golfers
having achieved 16 top 10 finishes in the majors—more than Cameron Smith (9)
Although Devlin never secured a major championship win
his eight PGA Tour victories and his weekend duels at Augusta against legends like Arnold Palmer
and Raymond Floyd are significant chapters in Australia’s quest to claim the green jacket
a feat finally achieved by Adam Scott in 2013
Devlin holed a four-wood from 248 yards on the uphill par-five eighth hole
becoming one of the few golfers to score an albatross at Augusta National
where he won the Australian Amateur in 1959 and followed it up with the Australian Open in 1960 (as an amateur)
After defeating Australian golfing greats like Kel Nagle and Norman Von Nida
the young Goulburn kid seemed destined for the US
“It was Norman Von Nida who really pushed me to go to the USA,” Devlin recalled
and Norman was sitting in my kitchen with my wife
and they both agreed that I should go to the PGA Tour
and Von Nida promised me $50,000 for the next 12 months
I was making about $175 a week as an apprentice plumber with my dad
and that amount of money seemed impossible.”
a rookie on the PGA Tour wasn’t eligible for prize money during their first 12 months
The Tour used this period to test whether a young professional could handle the pressure
Any prize money that Devlin earned during this time ($3,151) went to the next place finisher
After securing a sponsorship deals with Slazenger
signing on with Mark McCormack’s IMG and in 1964 inking a large contract with Spalding
The following decade saw Devlin rise to become one of the top 10 golfers in the world
Devlin retired from the Senior PGA Tour to focus on his golf course architecture and his design business
as well as his commitment to ESPN’s golf broadcasts
He previously worked for NBC from 1977 to 1982 and for ESPN from 1983 to 1987
Devlin serves as Board Chairman for The Devlin Foundation and is an active volunteer with The Ben Hogan Foundation
He is also involved with the ‘First Tee’ program in the US
a significant initiative supporting juniors in golf
similar to the efforts of Golf Australia and various state bodies providing pathways for young talent

was one of the earliest resort golf courses in Australia
heavily influenced by the American ethos of golf course design

the course opened in 1972 and recently celebrated its 50th anniversary
“As one of the first courses I had the privilege of designing
it’s amazing to see how well the original design has held up and how thriving the club
“This is surely a testament to the superintendent
and the well-managed clubhouse that boasts some of the best views
“I could have sat and talked with ‘Devils’ for hours

and where golf took him—just incredible stuff.”

In the 1960s when Devlin would get a box of new golf balls, in a box of 15, he would run them through a metal ring to make sure they were spherical. Often only three or four balls would pass the test.

IT’S been 50 years since the first ever golf ball was launched down the first fairway at Ocean Shores CC and over the five decades the club has managed to combine the attraction of a resort-style facility with the charm and personality of a local golf club
First-time visitors to Ocean Shores CC in the seaside setting of northern NSW will discover a championship layout ranked inside the top-100 in the country and a modern
Sitting in the clubhouse it is hard not to think of how such a wonderful facility materialised
history tells us it was the brainchild of an American development company
It was their first development outside the US
They had big plans and enlisted the services of Pat Boone
the successful American pop singer from the 1950s and 1960s
He also starred in a musical film titled “All Hands on Deck”
Both song and film could have been a rehearsal for the birth of Ocean Shores Country Club because for the local community it was a dream come true and when the first sods of soil were turned it was all hands on deck
played a key role promoting and marketing the Ocean Shores development courtesy of his celebrity status hosting the Pat Boone Celebrity Golf Classic at Ocean Shores in the US
members and guests contest the Pat Boone Cup
which was introduced in 1998 as the Ocean Shores Cup.
Originally a 36-hole stroke event off the blue tees
it changed in 2001 to an 18-hole stableford event
Then in 2013 became a 36-hole stableford event off the blue tees – a format continued to this day.
the event was named after Pat Boone in recognition of the club’s heritage.
The Ocean Shores venture got off the ground following the purchase of a number of dairy farms and once acquired Wendell-West said: “Activity centres within Ocean Shores will include an international-class championship golf course with fully-appointed clubhouse and an extensive beach club complex.”
All this came to fruition and each buyer of a block of land automatically became a member of the Ocean Shores Community Centre
which entitled them to membership of the golf club
COURSE DESIGNERS: Bob Green from Golf and Recreation Planners in Sydney was assigned to design the layout which was to be 10 par-4s
but in 1970 Green and his company were replaced by course architects Von Hagge
Robert von Hagge was a well-known course designer and Bruce Devlin was a champion Australian professional – a winner of 31 professional tournaments
They designed the unique Ocean Shores layout that still exists today – six par-5s
were completed in 1972 and opened for play on May 20 that year while the second nine holes opened for play on September 30
The 6364m par-72 championship layout was given a scratch rating of 72
The layout has some of the largest greens of any golf course in Australia
The total area of all 18 greens is 13,000 square metres with the fifth green alone taking up 1100 square metres
more than 100 people attended a meeting in the clubhouse to elect a steering committee to guide the formation of the golf club
With the advice of secretary manager John McMahon
the committee undertook final preparations of the constitution for the establishment of the club
1972 more than 220 people became members of the newly-formed golf club
tired and thirsty golfers were unable to get an alcoholic beverage and a year after opening its doors the club applied for a liquor licence
some members who enjoyed a quiet beverage after golf found a way to indulge
“There were about 15 of us who couldn’t get a drink after having played golf,” explained John Govett.
“So every Wednesday and Saturday Maurie Sorrell invited the group to his unit where they would have a beer.”
Then the club received a temporary licence for events and a tent was set up where volunteers did the bar work
with an enclosed area of 11,540 square feet (1072sq/m)
With sweeping ocean views from Cape Byron to the Gold Coast and west across the Byron Hinterland
Ocean Shores CC soon became a destination of choice
Now the club is a great place to enjoy a round of golf
a game of lawn bowls or a dip in the swimming pool
It’s also the perfect venue for corporate functions
celebrations or just drinks and dinner with family and friends
The club and Horizons Bistro combine to create a welcoming and family-friendly destination for lunch or dinner.

WOMEN’S GOLF: Women’s golf started on March 21
1973 with a meeting of 27 associate members who elected their first committee
Although few women had any golfing experience
they had plenty of enthusiasm and support from the men’s committee
won the first women’s competition (nine holes) and later in the year the women welcomed players from six other clubs to their first opening day on September 19
Larracy went on to win eight club championships

The board and management at Ocean Shores CC have a long-term development plan to further improve the conditioning of the layout and have engaged Richard Chamberlain Golf Design (RCGD)
Late last year RCGD completed the Golf Course Master Plan and made a successful presentation to members.
The members were excited to hear that RCGD won’t get carried away as the Ocean Shores layout is already a classic
The news is it will remain intact and the focus will be on new putting greens and bunkering.
The club recognised that several greens and bunkers were showing signs of age and in need of repair.
Part of the focus for RCGD was to reduce the footprint of sand from the layout as the course currently has more than a hectare of surface area of its bunkers and it certainly provides a drain on resources from the small but efficient maintenance team led by Shane Heaney.
which will allow the club to bring this hole into play during construction periods.
A parcel of land has been cleared between the first and second holes and this will provide the opportunity for a short but challenging par-3.
The selected green site also has the advantage of being played from two directions – near the second tees and also near the 18th tees.

SWIMMING POOLS: Ocean Shores CC has a large kidney-shaped pool as well as a smaller kids’ pool
50th CELEBRATION: Ocean Shores Country Club general manager Ian Wills told Inside Golf the club would celebrate its 50th anniversary in style with a number of golf events and a celebratory dinner.
