A plan for a holiday let has been refused after the council claimed it would be outside Perth city centre despite it being a three-minute walk from the High Street Vasart Court is just seconds away from the A989 Caledonian Road – part of the inner ring road Perth and Kinross Council planners used different criteria for the two-bedroom first-floor flat than for properties in the heart of the Fair City Its decision statement said: “The property is located within the city boundary of Perth “The city centre area is defined for the purposes of STL (short-term let) assessment as being parts of the city which come under the City, Town and Neighbourhood areas and the City Centre Secondary Uses area “Vasart Court is residential in character with no commercial uses on the ground floors.” The statement adds that “inevitably” there are some short-term lets in the area but these would be permitted for having been there 10 years or longer It continued: “The proposal is therefore considered to be inconsistent with the relevant polices and guidance simply because it is within a residential area.” Another reason for refusal was the shared entry arrangements in four-storey Vasart Court The council argued this setup would “result in an increased potential for noise nuisance and general disturbance to occur and affect other existing residents in the block.” A similar concern was raised by objector Aneta Dera who wrote: “We do not agree for the change of use of flat to short term let accommodation unit in a quiet peaceful area just for strangers to be moving in and out “We just wouldn’t feel safe if the plan goes ahead.” Viktor Halanchak’s application form said: “The application seeks change of use from C3 dwellinghouse to a short-term let “The proposed change will allow the property to be used for temporary accommodation by visitors “The internal layout will be maintained to provide two bedrooms “The short-term let will be managed to provide minimal impact on neighbouring properties.” which will be heard by the council’s local review body The decision comes after a ‘luxurious’ £140-a-night holiday let closed after the council began a planning probe Comments are currently disabled as they require cookies and it appears you've opted out of cookies on this site. innovation A big police operation has been launched after a man was reportedly attacked by a gang of at least six men in Perth city centre The incident happened on the corner of South Street and Scott Street at around 5.45pm on Tuesday Four police vehicles and an ambulance were on the scene At least a dozen officers conducted interviews with some of the 70-plus onlookers present One person in the area in the aftermath of the attack told The Courier at around 7.10pm: “There must have been about a dozen police there “They were interviewing lots of people on the street and in shops with what must At the top floor of Council House in Perth’s city centre the lord mayors who helmed the council over the past century are immortalised in grand portraits that line the walls of its primary meeting place From James T Franklin to Sir Fred Chaney and Dr Peter Nattrass the 16 life-size portraits of former lord mayors draped in gowns service medals and the mayoral chain represent all those who have held the role since King George V elevated it to that of Lord Mayor in 1929 Former City of Perth lord mayor Lisa Scaffidi was the first woman to be appointed to the role and served from 2007-2019.Credit: Nine Publishing But there is one prominent figure noticeably absent among more than a dozen men lining the walls of the level 11 function room — former lord mayor Lisa Scaffidi the first woman to be appointed to the role The City of Perth commissioned award-winning Melbourne-based portrait artist Vincent Fantauzzo to paint the former lord mayor in mid-2023 after he was handpicked by Scaffidi herself Fantauzzo’s work adorns the walls of several Perth offices with the acclaimed artist having unveiled portraits of property mogul Nigel Satterley and former WA governor Malcolm McCusker in the past 18 months But questions have since been raised about the whereabouts of Scaffidi’s portrait — which was commissioned at a cost of $25,000 WAtoday has confirmed the portrait was delivered to the city in December 2023 but the city revealed it was not currently on display because there was insufficient wall space A city spokesperson told this masthead the city was “revisiting” the current hang of its lord mayoral portraits there are 16 lord mayor portraits on display in the level 11 function room but there is currently no more space for a portrait without reconfiguring the room,” the spokesperson said The spokesperson insisted it intended to display the portrait in the “near future” and would notify the former lord mayor beforehand Scaffidi told this masthead she had not received any contact from the city since selecting Fantauzzo to do the portrait who she revealed had also been commissioned to paint a portrait of current Lord Mayor Basil Zempilas but I had wondered [what had happened to the portrait] … I am dying to see it,” she told WAtoday Asked whether she believed the city should have anticipated that questions may be raised about the portrait’s absence and taken reasonable steps to avoid it Scaffidi said: “I do think the situation could have been addressed more expeditiously.” Scaffidi served as the state director of the Committee for Economic Development of Australia for more than a decade before being elected to the City of Perth council She was elevated to the role of lord mayor in 2007 when she was suspended alongside the rest of her council in March 2018 by then-local government minister David Templeman amid allegations of mismanagement and infighting and a major probe launched at a cost of more than $7.8 million to ratepayers After a 12-month inquiry that blew out to two years a 2000-page report tabled in parliament concluded the city had been “poorly led uncovered breaches of the Local Government Act and made more than 340 recommendations for renewal Templeman claimed the probe had also unearthed suspected criminal behaviour among councillors city employees and their associates which had been referred to state and federal police and the Australian Taxation Office there have been no criminal convictions stemming from the claims unearthed by the inquiry The council was ousted just eight weeks after Scaffidi had returned to her mayoral duties after stepping aside at the request of former premier Mark McGowan while awaiting the outcome of an appeal against a State Administrative Tribunal ruling that she had committed 45 breaches of the Local Government Act The Court of Appeal ultimately dismissed 26 of the 45 breaches which concerned her failure to disclose gifts and travel perks including a $47,000 trip to the Olympics funded by BHP Scaffidi’s term expired before the inquiry was completed with Lord Mayor Basil Zempilas taking the reins in the 2020 local government elections The Morning Edition newsletter is our guide to the day’s most important and interesting stories, analysis and insights. for the community of Cannington This was a pilot project for water-sensitive infrastructure and technology The resulting Wharf Street Basin Next Generation Community Park saw the transformation of an inaccessible stormwater basin into a much-loved community smart park The City of Canning and its funding partners – the Australian Government’s Smart Cities and Suburbs Program Water Corporation and the Department of Water and Environmental Regulation – used landscape design and technology solutions to create a recreational space that also incorporates a new approach to stormwater management The park is now a place where nature and technology unite and an educational space to learn more about water This highly awarded park project is a Western Australia first and it’s an innovative example of transforming a stormwater basin – which there are hundreds of in Perth – into a multi-purpose space that benefits the environment and community the park has seen multiple visits by university students and industry professionals and has set a new benchmark for management of stormwater in an urban setting which extends from Sevenoaks Street to beyond Lake Street The project has transformed Cecil Avenue East from a single- carriageway street into a median-divided street with dedicated bus lanes and a high-quality streetscape Delivering a rejuvenated Cecil Avenue creates a new entry gateway from Sevenoaks Street and Canning Station into the heart of the City and a new hub for Cannington The upgraded road is critical to meet the additional transport demands predicted for the expanding area not only in population growth but also in expected infrastructure development To increase public open space in the Canning City Centre the next project was converting Water Corporation’s existing drain on Lake Street Cannington into an urban stream The Lake Street Urban Stream is a key entry into the heart of the city; and the design of this project was critical to the future success of the City Centre development The completed Lake Street Urban Stream retains existing greenery including trees and pockets of native reeds and plants to increase vibrancy and wildlife lookout and exposed aggregate concrete path to provide a connection to the local train station and surrounding shops This phase of works also included the Lake Street Extension project which delivered a new connecting road from Cecil Avenue to Wharf Street The new road provides a direct link between Cannington Leisureplex and Cecil Avenue promotes the viability and accessibility of the Leisureplex and provides direct access from the Leisureplex to the heart of the city centre and Carousel shopping centre this was the first City Centre project to be delivered and project managed largely by the City’s own operational and technical teams The work in redeveloping the City of Canning has not gone unnoticed with the council recently taking out three awards at the recent Institute of Public Works Engineers management to get resources allocated down here But it’s obviously needing a lot more focus and attention to help the city centre.” Inspector Stephen Gray said anyone committing crimes would be dealt with appropriately “We know that tackling anti-social behaviour is a key priority for residents of Perth,” he said “We work closely with partners as we are acutely aware of the upset that any form of city centre Emergency services were called to St Andrews Street just after 11pm on Wednesday after reports of concern for a person A 29-year-old was taken to Ninewells Hospital The extent of his injuries is not yet known Leonard Street and St Andrews Street were closed while emergency services attended Traffic was diverted along Cross Street and Pomarium Street An eyewitness said: “It was obviously a very serious scene given the amount of police that were there some from the Queen’s Hotel had gathered and I could see people in the flats nearby watching what was going on “The fire brigade were there and they appeared to be erecting a tent or screen at the bottom end of St Andrews Street A Police Scotland spokesperson said: “Around 11pm on Wednesday we received a report of concern for a person at a property on St Andrews Street “Emergency services attended and a 29-year-old fell from a height “He was taken to Ninewells Hospital for treatment.” A spokesperson from Scottish Fire and Rescue Service said: “We attended at St Andrews Street and a height appliance from Dundee were dispatched “An appliance from Perth also attended the incident at 11.30pm “We received
