The Australian construction materials producer has applied to unlock the State Key Resource Area at Reedy Creek and the West Burleigh Construction Waste and Resource Recovery Project

The West Burleigh Quarry would then be used for “resource recovery activities” including landfill for construction waste
“Feedback and consultation undertaken in recent years has been incorporated into these new proposals, with a reduction in the quarry area a key difference to the past Reedy Creek application,” Boral executive general manager for Queensland Paul Noakes said.

The financial structure of the deal includes an immediate cash payment of $1 million, with $500,000 previously paid and the remaining $500,000 settled at closing. In addition, 6 million common shares of Golden Cross were issued, with varying resale restrictions applied to the shares.
Future payments up to $3 million are tied to specific milestones. These include $1 million payable upon the publication of a technical report confirming a gold resource exceeding 1,000,000 ounces, and $2 million contingent on the commencement of commercial production.

The North Carolina Department of Environmental Quality broke ground on its Reedy Creek Lab Campus renovation and expansion project today, a project that is expected to add new laboratory and public meeting space availability.
The campus, located in Raleigh, is currently home to labs from DEQ’s divisions of Air Quality and Water Resources. The expanded campus will include new facilities for these labs, as well as housing the Division of Environmental Assistance and Customer Service and the Raleigh Regional Office for all divisions. Construction of the facility is expected to begin in March 2025 and end in late 2027.
“DEQ works to safeguard our air, land and water to protect the health and prosperity of all North Carolinians,” said DEQ Secretary Reid Wilson. “This new state-of-the-art campus will help us continue to serve the people as we build a stronger and healthier North Carolina.”
The new campus is expected to be Green Globes certified, meaning it demonstrates significant achievement in resource efficiency, reduces environmental impacts and improves occupant wellness.
“Through 3 years of design and development work on this project, our goal was to put DEQ’s mission on display through site and building design,” said Eric Turon, Director of DEQ’s Division of Facilities, Health and Safety. “We wanted to design and build a campus that will support, recruit and retain the next generations of DEQ’s staff.”
The new, 33,000 square foot building and 50,000 square feet of lab renovations will feature a new hearing room for public meetings, which is expected to be completed in the first phase, estimated as fall 2026. The campus will feature energy-efficient walls and windows, a depolluting roofing system, high-efficiency HVAC systems, sustainable building materials and photovoltaic arrays that will provide 33% of the electricity needed by the office building.
Partners in this project include HH Architecture, Dewberry Engineering, Integrated Design, Storr Office Environments, McAdams Engineering and Skanska USA.

The Trenton Road Connector Project was originated from a citizen-led request from the residents located along Trenton Road
Residents requested a way to provide improved and safer bicycle and pedestrian access along Trenton Road and connection to the Reedy Creek Road entrance into Umstead State Park
In September 2013 City Council approved a budget item to design and construct an improved facility along Trenton Road
In a Feasibility Study completed in 2019 the consultant evaluated the constructability of a 5’ and 8’ sidewalk constructed along the right of way and behind the existing swale ditch in addition to crosswalk improvements
The recommendation from the feasibility study was the design and construction of the 5’ sidewalk primarily because it was within the existing project budget
the project team further explored additional options for a facility that would fit within the project budget but would match the 10-foot width of the existing greenway facility located along Reedy Creek Road (Reedy Creek Trail)
This would provide continuity of like to like greenway facilities and provides for future expansion of the greenway system
connections to Cary and the future I-40 Triangle Bikeway project.
Staff presented findings and a proposal to move forward with a 10’ side path to the public in May 2021 by hosting virtual live public open house and pre-recorded presentations on the proposal
staff presented this information to the Parks
Recreation and Greenway Advisory Board (PRGAB) in July 2021 and to City Council in September 2021
The PRGAB and Council provided authorization for staff to move forward.
The 10’ side path has a smaller footprint then the 5’ sidewalk design (less impact on utilities
individual properties and existing vegetation); better accommodates bikes (Trenton Road is designated 10 Year Priority: Separated Bikeway in the COR Bike Plan and provides a future connection to the I-40 Bikeway) and provides for a more efficient and safer connection for new crosswalk construction at Manorbrook Road

The design team has continually worked very closely with the Trenton Road community
NCDOT representatives as well as City of Raleigh Transportation

All of these requests require final authorization by NCDOT so our design team has been collaborating directly with NCDOT to ensure all of these requests can be accommodated
This does take time since we do not control the schedules or availability of NCDOT staff
NCDOT Division Traffic has completed their final review for the Trenton Road Connector Project Encroachment Permit and have required the following items to be removed from the plans:

The project is close to complete and the new multi-use path is open to the public.
There may be some restriping along Trenton Road in the coming weeks and then the project will be complete.

ORLANDO, Fla. – Members of the former Reedy Creek Improvement District board of supervisors broke no criminal laws prior to Gov
Ron DeSantis appointing a new board to oversee Walt Disney World’s special taxing district
Although an outside investigation concluded there was a “blurring of the lines” between The Walt Disney Company and the Reedy Creek Improvement District
Florida’s Chief Inspector General quietly closed its review of the district’s former board earlier this year without making any recommendations
a memo obtained by News 6 through a public record request shows
In April 2023, a little more than a month after the Florida Legislature modified the special taxing district’s organizational structure and renamed it the Central Florida Tourism Oversight District
the governor asked the state’s Office of Chief Inspector General to conduct a review of the former RCID board’s actions
“These collusive and self-dealing arrangements aim to nullify the recently-passed legislation
and defy the will of Floridians,” DeSantis wrote in an April 3
2023 letter to Chief Inspector General Melinda Miguel

DeSantis asked Miguel to consult with the Florida Department of Law Enforcement to “launch a thorough review and investigation into the actions of the RCID Board of Supervisors,” including whether the board broke any criminal or civil laws
said it looked at applicable governing statues
It also worked with various county elections supervisors and the Florida Commission on Ethics
As part of its review, the chief inspector general’s office obtained a November 2023 audit commissioned by the new CFTOD board that examined past practices of RCID
That 72-page report concluded the special district was “in dire need of reform” prior to the legislative changes passed in early 2023
fourteen months after launching its outside review
the OCIG sent a memo to DeSantis outlining its findings and announcing that no further investigative activity is warranted

According to the memo, the OCIG found that Disney financially benefitted from RCID purchasing theme park annual passes for RCID employees. That practice was discontinued by the new CFTOD board
The OCIG coordinated with FDLE’s Office of Executive Investigations and provided documentation to the law enforcement agency as part of a separate criminal investigation into RCID matters
the OCIG was advised by (FDLE) that their case was closed due to a lack of a criminal predicate,” the memo states
the chief inspector general’s office investigated whether the outgoing RCID board of supervisors gave proper notice to property owners within the special district prior to voting on the development agreement with Disney in February 2023
“Based on the OCIG’s review of the documents provided by the CFTOD
the OCIG could not determine that the RCID BOS properly noticed the RCID landowners about meetings as required by (Florida law),” the memo states
In March 2024, while the OCIG review was still underway, Disney and CFTOD reached a settlement in a state court lawsuit that nullified the development agreement and restrictive covenants approved by the former RCID board
along with documents provided by CFTOD and actions taken by the CFTOD board including new governance resolutions
prompted the chief inspector general’s office to determine that “no further investigative activity is warranted,” the memo states
Representatives from CFTOD and Walt Disney World did not immediately respond to emails offering an opportunity to comment

Chief Inspector General Melinda Miguel sent a memorandum to DeSantis
The memo provided information on the findings of the investigations
The memo also stated that “on June 19
the OCIG was advised the FDLE-EI that their case (El-14-0187) was closed due to a lack of a criminal predicate.” The OCIG is the Office of the Chief Inspector General
and the FDLE-EI is the Florida Department of Law Enforcement
The OCIG also wrote in the memo that “no further investigative activity is warranted.”
According to WKMG
while the investigation concluded that “there was a “blurring of the lines” between The Walt Disney Company and the Reedy Creek Improvement District,” Florida’s Chief Inspector General “quietly closed its review of the district’s former board earlier this year without making any recommendations.”
Disney and the Central Florida Tourism Oversight District (the district that replaced RCID) reached a settlement “in a state court lawsuit that nullified the development agreement and restrictive covenants approved by the former RCID board.”

Florida Governor Ron DeSantis has officially ordered an investigation into potential civil and criminal violations of the previous Reedy Creek Improvement District Board of Supervisors
The Executive Office of the Governor shared the following letter from Governor DeSantis to Melinda Miguel
Chief Inspector General of the State of Florida outlining the ordered investigation:
which replaced the Disney-controlled Reedy Creek Improvement District (RCID) with a new Central Florida Tourism Oversight District (CFTOD)
and appointed five new members to the CFTOD board
the new board members informed the public that they had uncovered that
immediately before the enactment of House Bill 9-B
the RCID Board of Supervisors attempted to enter into last-minute development and restrictive covenant agreements with Walt Disney Parks and Resorts U.S.
designed to usurp the authority of the CFTOD board
These collusive and self-dealing arrangements aim to nullify the recently passed legislation
undercut Florida’s legislative process
the RCID board’s actions appear to suffer from serious legal infirmities
such as conflicts of interest and self-dealing
as the Chief Inspector General of the State of Florida
in consultation with the Florida Department of Law Enforcement
launch a thorough review and investigation into the actions of the RCID Board of Supervisors described above
Such investigation should include analysis of the following:
Any legal or ethical violations should be referred to the appropriate authorities
Thank you for your prompt attention to this matter
The new Central Florida Tourism Oversight board, with members appointed by DeSantis, is accusing Disney of “overreach” and pursuing legal action regarding agreements publicly approved at a Reedy Creek meeting on February 8
One of Reedy Creek’s important agreements includes the Declaration of Restrictive Covenants and the Developer’s Agreement — which outlines Disney’s rights over District property for the next 30 years
“They basically got everything they wanted for the many decades they’ve been operating in Florida – until now, because now there’s a new sheriff in town,” DeSantis said on Thursday, repeating the “new sheriff in town” phrase he used when he signed the Reedy Creek takeover bill into law
Special Counsel was hired to challenge agreements Reedy Creek’s old board approved right before the new board took over
The Special Counsel indicated during yesterday’s meeting that the Central Florida Tourism Oversight District should hire more law firms to take on Disney so that everyone has an even chance
They suggested using firms with a “deeper bench,” meaning firms that have a strong team of lawyers
the delegation of legislative authority to a private corporation
restriction of the Board’s ability to make legislative decisions
and giving away public rights without compensation for a private purpose
warrant the new Board’s actions and direction to evaluate these overreaching documents and determine how best the new Board can protect the public’s interest in compliance with Florida Law.”
Disney released the following statement on Wednesday:
“All agreements signed between Disney and the District were appropriate
noticed public forums in compliance with Florida Government in the Sunshine law.”
The Executive Office of the Governor reached out to WDWNT yesterday with this statement from Communications Director Taryn Fenske:
“The Executive Office of the Governor is aware of Disney’s last-ditch efforts to execute contracts just before ratifying the new law that transfers rights and authorities from the former Reedy Creek Improvement District to Disney
An initial review suggests these agreements may have significant legal infirmities that would render the contracts void as a matter of law
We are pleased the new Governor-appointed board retained multiple financial and legal firms to conduct audits and investigate Disney’s past behavior.”
DeSantis later said during a book tour event in Smyrna
“There’s a lot of little back-and-forths going on now with the state taking control
We looked over the Declaration, which includes a clause that would keep the Declaration in effect until 21 years after the last survivor of the descendants of King Charles III passes away
The Declaration also states that the board cannot use any of Disney’s “fanciful characters.”
The Central Florida Tourism Oversight District argues that the aforementioned agreements are unlawful and should not have been allowed
argued that the agreements have stripped the board of all of its power and made Disney the government
discussed how powerful and rich Disney is and how they would need to take an “adversarial position” against the company
He also suggested that they take this case to the Supreme Court in “protected litigation” against Disney

Reedy Creek is a residential neighbourhood bordered by Varsity Lakes and Mudgeeraba
which itself was heralded earlier this year as one of the Gold Coast’s most active emerging commercial precincts
It is understood that the buyer of Reedy Creek Village was a family
with members based both on the Gold Coast and in Asia
Herron Todd White says in its August 2016 Month in Review report: “Retail continues to be the Gold Coast’s strongest performing commercial property sector and the appetite of investors is showing little sign of waning.”
“The constant feedback we are receiving from purchasers and selling agents alike is the extreme difficulty in securing good quality investment stock.”
Yamanto Shopping Village in Queensland is on the market
according to JLL’s director of Queensland retail investments Jacob Swan
the number of opportunities to acquire neighbourhood shopping centres has reduced in 2016 compared with previous years

Yamanto Shopping Village is 35km south-west of Brisbane’s CBD.
The Reedy Creek deal was brokered by Colliers International in conjunction with Nigel Smith of Burgess Rawson and Leonne Smith of Smith Commercial.
Reedy Creek Village is located on a 1.22ha site on Old Coach Rd in Reedy Creek, opposite the M1 Highway, and features 3279sqm of net lettable space with 192 car spaces.
Supporting the strong performing Woolworths are six specialities including BWS, Zarraffas, Goldsteins bakery, a medical centre, hair salon, sushi bar and an ATM.

It is with sadness that the family of Stan Asham announces his passing on Sunday
at the McCreary Alonsa Personal Care Home at the age of 77 years
to parents Percy and Mary Asham (nee Rodericks)
Stan’s schooling began at Patterson School with Verna Kirkness as his first teacher with whom he kept in touch with for many years
He continued his schooling at Alonsa High School for Grades 9 and 10 and finished Grade 11 & 12 at Amaranth School
Stan met his high school sweetheart Louise Bruce
Next came Lana Rae in 1968 and five years later Laurel Shawn in 1973
He was their biggest cheerleader and was always there through thick and thin
But his true pride and joy were his grandchildren Brad and Kali
Grandpa did not miss an event they participated in
often driving hours to be there even for a two-minute show
As a young man Stan began working construction with his father-in-law
He worked for Manitoba Public Insurance moving on to Portage Mutual Insurance before moving home to Reedy Creek to ranch at the home place
Stan and Louise spent many years on the farm before opening Rancher’s Bar & Grill
Stan had a strong commitment to his communities which was evident through his years of dedicated service to the Local Government District of Alonsa and later the Rural Municipality of Alonsa with 33 years as an elected official
Reeve from 1989-2002 and 2006-2020 at the time of retirement
the house phone would ring off the hook with RM business
Stan enjoyed many activities including curling
fishing his horses and he loved having company
He was a proud member of the Kinosota Cougars baseball team that was inducted into the Manitoba Baseball Hall of Fame in 2024
The team was known for their impressive record and for playing a game for Queen Elizabeth during a visit to Manitoba during the Centennial
Stan was predeceased by his parents Percy and Mary Asham
his mother and father in law Ethel and James Bruce
his nephew Brent and his great nieces Jessica and Madison.
Stan leaves to mourn his passing and cherish many wonderful memories; his wife Louise of Kinosota
his grandchildren Brad (Jenice) of Brandon
extended family members and many friends.
Stan's family will be hosted a celebration of Stan's life on Saturday
2024 at 2:00 pm in the Alonsa Community Centre
Tyler Lee officiated with interment taking place at a later date.

She was born to the late Johnson Clarence Berrier and Mabel Arlene Craver Berrier on December 12
Arlene was an active member of Reedy Creek Baptist Church for 71 years where she taught the Ladies Class and Sunday School class for 60 years
and served as treasurer of the church for a time
Arlene organized the Christmas program for many years as well
she worked selling plants and baked cakes at the farmers market for 35 years
she was known as the "Cake Lady"
Arlene suffered a long illness with pulmonary fibrosis and had recently been diagnosed with other medical conditions
She was an example to many people over the years as a dedicated Christian
She will be remembered as a humble woman and someone who was always willing to help anyone in need
Arlene is preceded in death by her husband of 60 years
and Beth Smith (Joseph); 11 great-grandchildren; brother
Wayne Berrier (Cindy); three great-nephews; and special cousin
A funeral service will be held at 11:00am on Tuesday
Officiating the service will be Pastor Ben Farrell and Dr
Hayworth-Miller Silas Creek Chapel is assisting the Harris family

The proposed Reedy Creek quarry’s footprint would have accounted for 30 per cent of the 220ha site (less than 70ha in total) over the span of 40 years
Described as the Gold Coast’s last hard rock site
the Reedy Creek site contains reserves of approximately 79 million tonnes over 40 years
Boral proposed to extract meta-greywacke hard rock at a rate of two million tonnes per annum
The Queensland Government declared the project a Project of State Significance in 2010
The Queensland Coordinator-General Barry Broe went on to approve the EIS in late December 2013
prompting Boral to lodge a formal development application with the GCCC
Further approvals were subsequently received from both the Federal Environment Minister in January 2014 and Queensland Department of Environment & Heritage Protection in July 2014
contrary to their own officers’ recommendation
the GCCC unanimously voted against the application
The council also claimed Boral’s application did not explain how the project would benefit the local community
Boral subsequently lodged an appeal against this decision
While the Planning and Environment Court’s Judge Richard Jones agreed with some elements of the GCCC’s submission
he acknowledged in handing down his decision that “there were merits on both sides” and that “I found this case to be quite a difficult one to decide”
“The decision I finally reached,” Jones said
“was there wasn’t sufficient grounds for exploitation at this stage
but it will be observed by reading the judgement that this is a key resource
and in my view until circumstances change ought to be protected.”
the decision may give Boral some heart that the quest to open a quarry at Reedy Creek is not entirely over
“The project is too important for Boral and the Gold Coast region,” Simon Jeffery said
”We are an active participant in the Gold Coast construction market offering asphalt
concrete and road contracting services additional to aggregates supply
Over 300 people rely on Boral for full time employment
We inject $55 million each year into the local economy and intend to hold this position for decades to come
The ruling of Judge Jones noted the resource should be ‘protected for future exploitation’ … so for me it is more a matter of ‘when’ and not ‘if’

Water produced when coal seam gas (CSG) is extracted from below ground can be safely re-injected hundreds of metres underground, according to new CSIRO research
Water is pumped out of coal seams to access the gas held within them
produces on average 70 gigalitres of water each year - a seventh of the water held in Sydney Harbour
What to do with this water is one of a number of concerns voiced by communities around CSG
Our research shows that injecting large volumes of treated CSG-produced water at suitable locations within the Surat Basin is unlikely to cause any harm to groundwater quality
to achieve this the water has to be treated adequately to eliminate the risk of polluting groundwater with arsenic – a generally immobile toxic element that occurs naturally in some of the rock formations being considered for re-injection
In Queensland, the state government’s policy on managing “produced water”
is to “encourage the beneficial use of CSG water in a way that protects the environment and maximises its productive use as a valuable resource”
In many cases the most suitable and socially accepted option is to treat the water using reverse osmosis technology and then inject it into deep aquifers. The re-injected water can be used to top up already stressed aquifers
looking at similar projects around the world
has shown that injecting clean water underground can sometimes mobilise naturally occurring contaminants such as arsenic
When rainwater seeps underground and becomes groundwater it changes its composition
During the subsurface passage that can often take thousands of years the groundwater composition changes slowly to successively take on the characteristics of the rocks
When water with a non-compatible composition is directly injected into deep aquifers
the injected water will also react with the rocks and therefore change its characteristics to one that is compatible with the new host rock
This occurs through the release of elements from the rocks
arsenic mobilisation can also occur by a process called desorption
in which case loosely attached ions are released from mineral surfaces
Both processes may proceed until a new balance or “geochemical equilibrium” is established and both have the potential to mobilise toxic elements such as arsenic
we analysed results from injection experiments at Reedy Creek and at Condabri
both located in the Surat Basin in Queensland
through computer models that simulate groundwater flow and quality
This analysis showed that whether and how much arsenic is mobilised depends on the composition of the injected water
We conclude that minimising arsenic release most importantly depends on oxygen being stripped from the water before it is injected
During the research elevated arsenic levels have been found during a field experiment at one of the sites (Reedy Creek)
for which both experiments and computer modelling suggest that arsenic release was triggered by the injected water
computer modelling also demonstrated that this type of arsenic mobilisation could have been completely prevented by adjusting the pH of the injected water to that of the naturally residing groundwater
The experiments performed at the second research site at Condabri under different experimental conditions showed that arsenic concentrations in the groundwater increased substantially if the injected water was not stripped of oxygen
When oxygen was not removed from the injected water this caused the dissolution of the naturally abundant mineral pyrite
Arsenic is often embedded in trace amounts in this mineral
The findings from this research were used to guide the design requirements for the large-scale implementation of CSG water injection into the Precipice aquifer
During the treatment process all water is now de-oxygenated before injection and the pH of the injected water is similar to the natural groundwater
The Reedy Creek re-injection scheme is now successfully operating and injecting treated CSG water
more than 10 gigalitres has been injected into the Precipice aquifer and the scheme is currently Australia’s largest treated water re-injection scheme
groundwater levels in parts of the Precipice aquifer have started to rise for the first time in the past few decades
