Rockingham police have charged two people with a string of offences including armed robbery after an incident involving an axe.
Police will allege a 53-year-old man threatened a woman with an axe in the carpark of Rockingham Shopping Centre about 5.20pm on November 15 before stealing her white Holden Commodore.
The victim, aged in her 30s, was unloading shopping into her car and was with her baby at the time.
It will be further alleged police saw the man driving recklessly on Thomas Road at about 1.30am on Saturday, November 16.
A short evade police incident followed, before two stinger devices were used, stopping the vehicle on the Kwinana Freeway in Bertram.
The male was taken into custody and has since been charged with aggravated armed robbery, unlawful act or omission with intent to harm, no authority to drive, reckless driving to escape police and failed to comply with direction to stop
A 50-year-old woman was also charged with aggravated armed robbery after allegedly driving the male to Rockingham Shopping Centre and assisting him in stealing the vehicle.
Two police vehicles were damaged but no officers were injured.
The 53-year-old male and 50-year-old female will appear before Northbridge Magistrates Court on November 16.

Construction of a new $67 million Rockingham County municipal building to house key county offices is on track with most of the work expected to be completed this summer and the facility to be occupied by year’s end.
County officials said more than 100 workers have been at the site of the new 118,000-square-foot building daily. It is located across from the county jail on the grounds of the county complex on North Road in Brentwood.
“We’re really excited to cut the ribbon. Everybody’s talking about it and everybody’s really, really excited to see it,” County Commissioner Tom Tombarello said.
Work on the project, which is being overseen by construction manager Harvey Construction of Bedford, began in June 2023 and is expected to wrap up in the coming months.
According to Dov Jaffe, senior project manager at Harvey Construction, the building will be substantially completed by July 15. The county is targeting late July or early August to begin moving furniture in with personnel likely beginning to occupy space sometime in the fall, he said.
The three-story building will feature a new and updated sheriff’s office and dispatch center on the first floor, county attorney’s offices on the second floor, and a registry of deeds office on the third floor. New delegation offices and a 131-seat multiuse auditorium are included as well.
The building also includes a community corrections wing in the back, which will be operated by the Department of Corrections and provide mental health and substance use services with a 90-day in-house program.
The jail superintendent has indicated that occupancy of the community corrections section will be delayed to ensure that operational necessities, including cameras, intercoms, operating procedures and other features, are in place, according to Jude Gates, senior director of facilities, planning and information technology for county facilities operations.
A $10 million, 8,800-panel solar array covering approximately 15 acres behind the building has been completed as well and is expected to result in significant energy savings. Officials said the array will likely begin operating within the next month or so.
County officials pushed for the new building to provide improved space for the county’s public safety operations and address overcrowded working conditions and concerns over poor HVAC systems at the state-owned Rockingham Superior Court.
Tombarello said the county used $35 million of the $60 million it received in federal funds through the American Rescue Plan Act (ARPA) to offset the cost of the project. ARPA was a $1.9 trillion federal stimulus bill signed in 2021 to assist with public health and economic recovery during the COVID-19 pandemic.
“It was really a no-brainer for us to use that ARPA money to build that building and do something that we anticipate will be there for decades,” he said.
While work is still underway, some county employees have already been given a tour to check out the progress that’s been made. Gates called the progress “remarkable.”
“I think that this building will serve the county and its citizens for many decades,” she said.

Sanchez began on the first row alongside Parker Retzlaff but was quickly ahead, leading from Turn one of the first lap. The Big Machine Racing driver led the first 44 laps with a controlling pace
Talking to the media after being released from the infield care center
"Obviously I led the first good portion of the race and stayed out for stage points," he said
I thought I had a fifth or sixth-place car at the end
and you really need a tyre or something like that to make anything happen."
After a battle with Jesse Love where the Richard Childress Racing driver pushed forward, Sanchez was able to regain the lead and secure the Stage 1 win.
With strong strategy, the driver was expected to be finishing well.
"Everyone was stretching it on fuel, and obviously we were the first car on two tires. We were good to go on fuel. We were really in a good position to get a top three or maybe even - I don’t know - a win. But yeah, really got it taken away, which is, you know, super unfortunate. Frustrating. Not good."
Sanchez was clearly frustrated as his race came to an end just 16 laps from the finish line, but more so with the behaviour of drivers trying to conserve fuel.
"Obviously they weren't even close to making it. So I don't know why you put yourself in that position to tear cars up. But I'm not the crew chief - I don't make the calls. I'm proud of my team, and I think we were in the right position at the right time. It's, you know, really unfortunate."
He retired from the race in a disappointing 32nd place.

Rockingham Speedway President and CEO of Track Enterprises Bob Sargent has teased a return of the NASCAR Cup Series to the circuit.
Rockingham hosted the Xfinity Series for the first time since 2004
having not raced at the North Carolina circuit since 2013.

This Saturday's NASCAR Xfinity Series race saw a crash that damaged William Sawalich, Katherine Legge and Kasey Kahne's Rockingham race early. In the aftermath of the clash, Joey Gase Racing owner Joey Gase posted to X

Around 50 laps into the race saw Kahne and the Joe Gibbs Racing driver fight for fourth place

2 car failed post-race inspections. NASCAR Xfinity Series Director Eric Peterson clarified the reason for the disqualification at the time
"Only at the end of the race and post-race tear down, the No. 2 car of Jesse Love for RCR failed post-race inspection," Peterson said. "The rule that they violated was 14.14.2 I5.H
So that's truck trailing arm spacers and pinion angle shims as the area of that rule
"And that way that rule reads is all mating surfaces between the truck trailing arms and the U-bolt saddle must be in complete contact with each other at all times
and unfortunately that was not the case when we did the tear down on the No.2 car and they were disqualified

Kahne has every reason to be confident for the race on Saturday
and not just because he topped the charts in the ten-lap averages
His first-ever laps in a stock car were at Rockingham
In the last-ever Cup race at Rockingham in 2004
Kahne -- who was just a rookie at the time -- nearly won the race
And in the first failed revival of Rockingham in 2012
the winner of that year's Truck race was none other than Kahne himself
"I've always really enjoyed it from the very first lap that I made here," said Kahne
But despite his past success at Rockingham
the veteran driver is keeping his goals grounded for the rest of the weekend
"I want to race every lap," said Kahne of his hopes for the weekend ahead
I feel like to be out as long as I have and to come back and just do everything perfect and win would be very tough
And they put a lot of time into it year after year
We also have practice today to see where we stack up."
One question many fans have involves Kahne's health
which is what forced him out of NASCAR in the first place
He had to quit mid-season in 2018 after suffering from extreme dehydration and heat exhaustion as his body struggled to regulate its own temperature.

Expressions of interest will soon be called for the development and operation of a new private marina at Rockingham
The new marina will be at the intersection of Wanliss Street and Rockingham Beach Road and will be an important coastal landmark for Rockingham and provide a community asset for locals and visitors to enjoy
Rockingham has long been identified as a prime site for a future marina given the demand for vessel accommodation in the area and its desirable coastal lifestyle
The growing population of Perth and our southern suburbs makes Rockingham the ideal site for a new marina
The Department of Transport (DoT) is currently preparing documentation outlining the development opportunity and is asking for interested parties to register their interest to receive further details of the Expression of Interest (EOI) process
As stated by Minister Assisting the Transport Minister David Michael:
"The Cook Government is committed to a marina in Rockingham for the community and has requested DoT to identify a new proponent through an expression of interest process in 2025
any work already undertaken will be built upon to expedite the development of the proposed marina
"This is a significant development opportunity in a fast growing part of the metropolitan area that will deliver crucial coastal infrastructure with economic and social benefits for the State and community."
As stated by Rockingham MLA Magenta Marshall:
"I'm thrilled to be part of a Government that is putting early plans in place for a new private marina in Rockingham
"This development will be an asset to boat owners as well as the wider local community and will attract new visitors to our stunning city
"Rockingham is home to the best beaches in WA and this marina will maximise our tourism potential while creating local jobs."
NASCAR returned to Rockingham Speedway last weekend for the Xfinity and Craftsman Truck Series
The North Carolina circuit had not hosted an Xfinity Series race since 2004
Despite the weekend not featuring a Cup Series race
bustling crowds gathered at the circuit and broadcaster The CW has reported impressive viewership figures.
The CW reached 1.053 million viewers for Saturday's Xfinity Series race
Although the Xfinity and Truck Series proved a success at the track, Rockingham Speedway President and CEO of Track Enterprises Bob Sargent is keen to see a return of the Cup Series. He explained during an interview with The Charlotte Observer:

The City's new Cat Amendment Local Law 2024 will come into effect on December 23
cats will no longer be allowed in the identified prohibited areas throughout the City.
Mayor Deb Hamblin said new rules prohibiting cats from roaming these locations would protect the City’s conservation areas.
“Wildlife that lives in areas like parks
reserves and wetlands are incredibly vulnerable to being preyed on by cats,” she said
“This law amendment will support the aims of the City to ensure cats remain safe and healthy at home
and ensure our wildlife is not put at risk.”

The cat will also be handed over to City officers for further investigation.
Mayor Hamblin said the City would be assisting cat owners to understand the new law through community education programs
