A purpose-built mental health facility proposed for a site where hundreds of orphaned children were buried in the 1800s has been approved by Hobart councillors
Plans for the southern mental health beds development at St John’s Park in New Town were submitted by the Department of Health earlier this year and recommended for approval by council officers
The completed development will house over two dozen beds for new adolescent mental health services and an eating disorder clinic
Councillors expressed feeling ‘torn’ and ‘perplexed’ over the project at Wednesday’s planning meeting
President of the Friends of the Orphan School Dianne Snowden said that while she does not oppose the development
less sensitive and more appropriate” locations in the park that will not disturb human remains
“We know the names of those that are buried there
when they died and in many cases why they died,” she told the meeting

Snowden said the exact boundaries of the burial ground and the locations of the children’s graves are unknown
but acknowledged that people may be buried under existing buildings and a car park on the site
“The Department of Health has been saying for some time that it is undertaking a ground penetrating radar survey to establish boundaries but this has not yet been done,” she said

The site must be archaeologically examined for unmarked burials before development begins and any remains found that ‘cannot be left undisturbed in situ’ will need to be exhumed and reburied in another location

The state and federal government have pledged $6 million for a mother-baby unit to be established at St Johns Park in New Town, but parliament has heard it will not treat new mothers for acute mental health conditions.
Emily Shepherd, secretary of the Australian Nursing and Midwifery Federation (ANMF), expresses concern that this means the current model will not be able to grant holistic support to mothers when they need it most.
She explains to Ryk Goddard on Hobart Breakfast that as it currently stands, new mothers with acute mental health concerns "would be admitted to the mental health unit at the Royal Hobart Hospital, and that does mean they would be separated from their babies."

GREEN BAY (WLUK) -- A Green Bay park known as a hangout for the homeless is one step closer to losing its playground equipment
The city's parks committee unanimously recommended that move Wednesday evening
and the full city council will vote on it on Tuesday
John's Park told the committee something needs to be done with what they're seeing at the park
“That space has given cover for criminal activity,” said Darrell Kocha

Green Bay Parks Director Dan Ditscheit says the city's desire to take out the park's playground equipment isn't necessarily because of those issues
“We currently have over 50 playgrounds in our park system,” said Ditscheit
“There are no parks that are older than this one
Ditscheit says the equipment was installed in 1994 and 30 years is the typical replacement time
He says the playground is also due for new wood chips
which is a $2,000-$3,000 cost every other year
“What we've been consistently seeing is the number of children playing on this playground decreases every single year
to the point where our staff hasn't seen any children playing on this playground in a number of years,” said Ditscheit
“It seems to me that police inaction is causing the parks department to suffer,” said David Badillo
The city and the adjacent St. John's homeless shelter previously tried to guide homeless people to the park so they could try to get them resources in one spot
The city also created four positions in recent years to focus on homeless issues
“The city is doing a lot,” said Green Bay City Council Vice President Bill Galvin
“We're not going to solve this overnight
we're talking about do we spend $3,000 short term or not.”
The motion the committee passed included a request for city staff to come up with a plan for what could replace the playground area

The Tasmanian Eating Disorder Service will offer 12 inpatient beds in a home-like environment
Planning documents submitted on behalf of the Department of Health state the new facility will provide 24/7 care and improve access to best-practice treatment for mental health patients
“The Government has committed to construct a purpose-built mental health facility providing inpatient and outpatient services as part of an integrated service delivery model,” the application reads
“This Development will provide a state-of-the-art facility and increase access to best practice contemporary care for mental health patients at the appropriate level of acuity.”
The proposed site is part of a historic precinct that has been used for various community and health purposes since the 1800s
It houses an Orphan School constructed between 1831 and 1833
two disused burial sites and plantings of historic significance dating from the 1840s
The heritage precinct is currently home to other health services
including forensic services and research laboratories
Premier Jeremy Rockliff said the project would bring Tasmanian health services into the 21st century while preserving the area’s significant cultural and built heritage values
“The masterplan is a 20-year blueprint and will see the revitalisation of the site into a contemporary health care campus for Tasmanians,” the Premier said
“The Tasmanian Liberal Government is investing a record $12.1 billion into health over the next four years
including $682.9 million to build and upgrade new hospitals and health infrastructure.”
The proposal is currently under assessment by the Hobart City Council and is open for public comment

These bans are in effect daily regardless of weather and street conditions as follows:
Tickets may be issued to vehicles parked on the street during the above-noted times
and any vehicle impeding snow removal may be impounded at the owner’s expense
The Deputy City Manager of Public Works has the authority to modify the parking ban dates if deemed necessary

Vehicles parked on the road during this time may be ticketed or towed.
This parking ban is required for effective snow clearing and/or snow removal
Equipment operators can clear snow from roadways more effectively and efficiently when they do not need to maneuver around parked cars
This also reduces the need to return to clear areas where vehicles were parked.

The NYPD took two people into custody at a Park Slope, Brooklyn home Saturday, after an hours-long incident that authorities say began with a report of gunshots outside.
Police blocked off several streets around the home at 164 St. John’s Place, between 6th and 7th Avenues, Saturday afternoon. The NYPD said it got a report at about 1:30 p.m. of shots fired, and responding officers found two shell casings. Police said no injuries were reported, but that they were told a man had gone into the house and were working to establish contact with someone inside.
Neighbors said later that afternoon, they saw police escort multiple people out of the home. By around 4 p.m., police said two people of interest had been taken into custody, and though the investigation was continuing, they weren't looking for anyone further.
As of early Saturday evening, police had not yet released names of any individuals involved or announced any charges.
A large police presence remained at the scene for hours afterward, with the area of St. John's Place between 5th and 7th Avenues blocked off, and a stretch of 6th Avenue between Lincoln and Sterling places closed as well. Those streets had reopened by early Saturday evening.
The home at 164 St. John’s Place is subject of an ongoing eviction dispute in Kings County Civil Court that has been delayed multiple times, with the next hearing scheduled for March 20, according to court filings. The case lists several defendants, including some only identified as John or Jane Doe.
Calls to the attorneys listed for landlord 164 St. Johns Group LLC in the court documents weren't immediately returned Saturday.

ST. AUGUSTINE, Fla. – The newest park in St. Johns County is opening up Saturday morning.
Mill Creek Park on State Road 16 in St. Augustine cost more than $12 million to build and is the county’s first new park in more than a decade.
It is going to be used for several different sports, including baseball, softball, flag football, soccer and even lacrosse.
Teddy Meyer is the St. Johns County Parks and Recreation facility manager.
He says this multipurpose outdoor recreation space was a prime focus to come to the western corridor of World Golf Village.
“You couple that with right next door, you have retail and a large amount of residential housing coming in,” Meyer said. “We are going to be very much inundated and creating an opportunity as that area grows to grow into the facility. We needed something to kind of balance that growth on the western part of World Golf [Village].”
Meyer said planning and construction were in the works since as early as 2008.
“It has been a long time coming,” her said. “This project on this side of the western corridor of World Golf was in the development phase back in 2008 and 2009. The housing market tanked and a lot of these projects with these developments on that side of World Golf were put on the shelf. Fast forward to now, it is crazy to think that we are talking 2025 and we are just getting it done. That is how long it’s taken for all of the things to come together.”
The new complex also has four batting cages, restrooms, concessions and turf.
Meyer says all of amenities open the door for members of the Village Athletic Association to play baseball and softball, an adult soccer league called BASL and the county’s internal programming division’s adult flag football group to show off their skills, along with the public.
“The turf is massive,” Meyer said. “If you think about it, the large user is Monday through Thursday for practices, weekday use. The games occur on the weekends. It is lined for American football, American soccer, and lacrosse as well. The turf probably goes unaware to some people because it is turf. It is 24/7. It could be used in every climate. It is large enough where so many teams can practice and yet you can still then have a lot of games on the weekends that you normally would.”
Years of construction are finally over, which ushers in what Meyer considers is the beginning of excitement to use this space.
A ribbon-cutting ceremony along with first pitch ceremonies are scheduled for Saturday at 10:30 a.m.
A full slate of action on the fields is already lined up as Meyer says games are expected between 8 a.m. and 2 p.m.

Snow didn’t think twice about parking her vehicle in front of her residence as she returned home in the evening
She was shocked and confused to see a parking ticket on her vehicle on Wednesday morning
citing her for leaving the vehicle on the street overnight

“I spoke with the officer and he was not aware at the time
He was under the impression (the parking ban) was on until March 31
He came across some vehicles that he thought were non-compliant and issued tickets and learned later that the ban was lifted
He went out of his way to void the tickets that were issued and notify the owners.”

Link copiedShareShare articleNew South Wales Police have confirmed three people are dead and a man has been arrested after a shocking incident at a home in Sydney's west.
Superintendent Peter Lennon said officers were called to a ground floor unit on Melbourne Road, at the corner of Canley Vale Road, in St John's Park just after 7:00am (AEST) on Sunday.
Superintendent Lennon said police found the bodies of two men and a woman in the unit.
All the bodies were found in the main bedroom, with two on the bed and one on the floor beside the bed.
He said there was a lot of blood inside the unit, and that the bodies of two dogs had also been found at the scene.
Police spoke to and arrested a 44-year-old man at the unit, who is now being treated for injuries in Liverpool Hospital.
The ABC understands those injuries include stab wounds to the abdomen.
Police say the man is in a stable condition and they are waiting for the right time to interview him.
Superintendent Lennon says many officers who attended the scene are in shock.
"I'm very shocked about this. I've just spoken to uniformed police who are upset. They are getting on with their job as professionally as they can," he said.
"We'll organise welfare for them. We'll also organise welfare for other people that we come across in relation to this.
"It is very early days in this investigation."
Police are still trying to determine any relationship between the three victims and the arrested man.
The ABC understands those killed were a mother, husband and son and that the man arrested was the family's other son.
Police would only confirm the people were not previously known to police.
A crime scene has been established at the unit and surrounding roads have been blocked off.
Police are conducting enquires and talking to neighbours and they say it will take a number of days to determine what happened.
They believe the victims had family in Sydney, and are attempting to contact them.
Residents who live nearby say they are shocked and shaken and have described their neighbourhood as a friendly area.
One woman living next door to the units said she heard a bang and thought it was a car accident.
Neighbour Corinne told the ABC she was worried, with school friends of her children among those who live in the apartment complex.
"There's a lot of teenagers that live over there - my kids are a part of their lives," she said.
"It's scary because we don't know who it was or what happened."
Police are urging anyone with information to contact the Fairfield police station or CrimeStoppers.
