Australia’s state and territory governments are undertaking a wide range of projects to create more homes
the State Government has set significant targets for housing development and initiated numerous projects
has been partnering with industry and communities to deliver the best possible housing outcomes for Victorians
Council had the opportunity to speak with Development Victoria’s Acting Chief Executive Officer
about the vital role local government plays in residential projects
Ms Wandel explained that one of Development Victoria’s primary function is to work with other agencies to unlock surplus government sites and redevelop them for a range of purposes across housing
Ms Wandel said that Development Victoria has a long history in delivering housing across the state’s residential communities
which was released in 2023 by the State Government
is a key policy driver for the organisation
“At Development Victoria we deliver diverse and affordable housing
making home ownership possible for more Victorian’s
further reinforces the importance of this,” Ms Wandel said
we have delivered 1,500 homes across a range of townhouses
In the next five years we intend to deliver a further 2,500 new homes
we will be responsible for delivering approximately 9,000 new homes.”
Ms Wandel said that the Housing Statement presents a rightly ambitious target
given how many people are finding it harder than ever before to find an affordable home
and we can’t do all of that work on our own
we’ve engaged and worked closely with more than 20 local councils across metropolitan Melbourne and regional Victoria
We know that Victoria is growing at an incredibly fast pace
Councils are very connected to their communities
so it’s really important to us that we work closely with those councils in which we’re delivering projects to ensure that we’re delivering the best outcomes.”
Development Victoria has worked with many councils in the delivery of housing projects
One of the housing projects that Development Victoria has long been associated with is its Aurora residential project at Epping
“This project has been going for almost 20 years and in that time
so we have a really established community at our Aurora development
which is close to schools and jobs and all of the essential services necessary to support a residential community.”
Development Victoria delivered approximately 2,000 affordable and diverse housing opportunities between 2005 to 2016 – all located within walking distance to the Aurora Town Centre
Aurora incorporates many leading-edge environmental design elements
including six-star energy designed homes and class A recycled water delivered to every home
Aurora’s six-star energy efficient homes are estimated to be able to save up to 5t of greenhouse gas emissions per year
Ms Wandel explained that one of Development Victoria’s newest residential projects is the Luma development in Sunshine North
growing part of Melbourne in the bustling west
and there we’re delivering approximately 300 townhouses at a former water authority site
Part of what Development Victoria does is identify underutilised government land and look at how we can repurpose it
“It’s a site that is really well located to the new Sunshine Hospital
to transport and to employment opportunities for new residents that are going to call Luma home.”
Ms Wandel said that councils being the closest level of government to communities makes them valuable project partners
“They are obviously hearing a lot from their communities about what’s important to them
but also in terms of the connections and public spaces they’d like to see in and around those communities
it’s really important that we have an open and ongoing dialogue with the councils in which we’re delivering our projects
that ensures our projects reflect the needs and aspirations of the community
there’s going to be times when our project objectives don’t fully align
but I think it’s important to recognise that ultimately
for both councils and for state government
which is ensuring that we’re delivering the right outcome for our communities.”
Ms Wandel said that Development Victoria is eager to maintain a strong dialogue
and that through good communication councils and government can make well-informed decisions that lead to positive community outcomes
“If councils are interested in the work that we’re doing
we’d absolutely love to talk more to them about the projects that we’re delivering in their areas.”
Ms Wandel said that one of Development Victoria’s most important principles is that it is not just constructing homes
that means that we’re thinking about our projects through various lenses
It’s about ensuring that we can deliver affordable and diverse housing supply into the communities in which we’re working
“And we know a community is where people come together
which is why we have our master planned communities
such as our project at Riverwalk in Werribee
Riverwalk is a former Melbourne Water site
We’ve joined with Melbourne Water to deliver a new community there and when fully complete it will include approximately 2600 homes as well as retail
education and community spaces close to services and transport
“We’re providing a diverse range of homes for a diverse range of people from an affordability perspective
Ms Wandel said that local councils play a pivotal role in the housing projects Development Victoria is undertaking
which are absolutely critical at the moment
people are finding it really challenging to find an affordable home which is close to services
and that’s why the government has released the Victorian Housing Statement
which has an ambitious target of delivering 800,000 new homes over the next ten years
“Development Victoria plays a key role in delivery of the housing statement
and we can’t do it without partnerships across all levels of government.”

I’m among them; sometimes I dream in floor plans
But one thing that persists among all the conversations about postcodes
rail connections and side returns is the subject of north-facing gardens: a horticultural bogeyman even among those who profess not to know about gardening
It’s funny that north-facing gardens have such a bad rep
There’s a sense that to live with one is to cloak yourself gothically in shade and misery
there’s rarely a better time to scrutinise your garden for how and where the light and shadows fall
in the sense that it is twice as wide as it is long
it is also flanked by tall Victorian houses
and I built a garden studio against the back wall
which blocked a chunk of what precious evening sun we used to get
facing north is the least of its worries – which is likely the case for most urban gardens and balconies: you are nearly always going to be overlooked
North-facing gardens just provide sunshine for breakfasts
which to me seems like a charming way to start the dayFor those lucky enough not be in the shadow of another building
the big issue seems to be the part of the garden right next to the back of the house – where people tend to sit and eat outside (you may think you’ll schlep to the far end of the garden for a sunkissed dinner
but you won’t – it’s too annoying to run back for ketchup or forks or a jug of water)
East-facing gardens benefit from sunny breakfasts and lunchtimes
as you’ll know from trying to get an alfresco table during a busy lunch serving
nobody really wants to eat in the full glare of the sun
which to me seems like a charming way to start the day
Finally, the planting. Having gardened on a woodland balcony and in this garden, with all its aforementioned shade, I’m a ride-or-die shade planting gal. Leafy, textural, woodland-inspired planting is my jam. I can appreciate a dry, sun-drenched garden (for inspiration, check out Beth Chatto’s former car park)
but I’d take a fern over a lavender any day
Deploy the right plants (ones that prefer shade
or certainly don’t need six hours or more of full sunlight a day) and you can be awash in a lush
You can make more sun-demanding plants work for you
if you capture the right pockets of light in your plot; I grow roses and cut-flower annuals here every year
So there’s no need to give up on a garden just because of the needle on your compass

Police have charged two Sunshine North men and seized luxury vehicles
watches and cash as part of an investigation into drug trafficking in the Footscray and Sunshine areas
Search warrants were executed at two residential addresses in Sunshine North on Wednesday
A 33-year-old Sunshine North man was charged with trafficking and possessing heroin as well as being in possession of cocaine and methylamphetamine
He was also charged with five counts of dealing property suspected to be proceeds of crime
He was remanded to appear at Melbourne Magistrates’ Court on Thursday
A 27-year-old Sunshine North man was also charged with trafficking and possessing heroin and three counts of dealing property suspected to be proceeds of crime
He was bailed to appear at Sunshine Magistrates’ Court on August 21
During the raids police seized a 2024 orange Porsche Macan wagon
methylamphetamine and cocaine in a variety of forms and packaging
Criminal offences across Brimbank have increased by 8.7 percent
according to new data released by the Crime Statistics Agency (CSA)
Brimbank recorded more than 1000 additional offences in the 12 months to December 2024
with a total of 18,524 crimes impacting the area
Theft from a motor vehicle continues to dominate the list
followed by other theft — with 2600 and 1711 offences recorded respectively
Other common crimes included family violence order breaches (1668)
criminal damage (1318) and deception-related offences (937)
St Albans and Sunshine remain the main hot-spots for crime recording 3614 and 3553 offences respectively
and Deer Park (1472) took out the subsequent spots on the list
with crime continuing to rise in each of those suburbs
the top location for crime are houses with 5596 offences recorded compared to 5386 the year before
Streets and footpaths are the second-most common locations for incidents to occur in the area
after numbers rose from 2696 to 2882 in the 12-month period
the crime rate increase in Brimbank is lower than the state’s 15.7 percent
the top criminal offence remains the same according to a spokesperson from Victoria Police
“Theft from motor vehicles is the most commonly reported and detected crime across the state,” the spokesperson said
“About a third of all thefts from cars relate to the theft of number plates
which is why we encourage the use of anti-theft screws.”
The spokesperson urged the community to work in partnership with police to deter opportunistic crimes
“Local and specialised police units continue to patrol hotspots in Brimbank to detect and deter offences,” the spokesman said

Defence lawyers on Thursday argued the teens should be freed on bail due to their young age
as they're both first-time offenders and because of delays that could prevent the case going to trial for up to two years
although accepted there was no evidence the pair were aware two men were sleeping in a factory out the back when the fire was lit
She warned they were a risk to the community if released
having allegedly committed "extraordinarily serious conduct for low money"
Magistrate Malcolm Thomas found the prosecution had not established the pair were an unacceptable risk of endangering other people beyond "merely hypotheticals"
Numerous supporters of the teens let out an audible gasp when they found out the pair would be granted bail

"If you don't comply with any of your conditions ..
I will almost certainly revoke bail and you'll sit in custody for 18 months or two years," Mr Thomas told the pair
"If you are found out and about at 11pm at night in breach of your curfew you can expect to go back into jail."
He said both could face a significant time behind bars if convicted
Mr Thomas noted the families of the deceased opposed bail and described the alleged offending as serious

Sunshine is among a string of relatively affordable suburbs within 10 kilometres of the CBD where you can buy a house with at least two bedrooms and a backyard for less than seven figures.
The most affordable of these suburbs is Glenroy, where the median house price is $674,568, Domain data shows. Braybrook and Sunshine North come in second and third, with median house prices of $684,000 and $715,500 respectively.
Garlick, a public servant, and Cowling, a copywriter, recently sold their Sunshine townhouse and are planning to purchase a larger home in the area.
“We really love Sunshine, so we’re definitely open to [buying there], and to be honest, depending on how the market goes, that’s probably within our price bracket,” Garlick said.
The median house price in Sunshine – which comes in at number 10 on Domain’s list – is $807,500.
Garlick, 39, and Cowling, 36, both grew up in the inner west and didn’t want to move too far away when buying their first home.
Garlick said Sunshine offered the same great amenities as nearby suburbs like Yarraville and Footscray without the price tag.

“There’s lots of green spaces, it’s super accessible, there’s some really good cafes, and it’s affordable,” Garlick said.
“Lots of young families have just started moving in … they still want to have that inner-city lifestyle and … be close to what they know, but they can’t afford [more expensive areas], and Sunshine is just absolutely perfect for that, and I think it’s really overlooked.”
Domain head of research and economics Dr Nicola Powell said houses were more affordable in high-density areas where block sizes were smaller, offering more choice at a lower price.
“What you’ve got is that efficient use of land coming in medium-density housing through townhouses,” Powell said.
“Land comes at a premium. The closer you get to a city centre, that’s where we see efficient use of land in the form of units and apartments, and that higher density allows the ability to purchase closer to a CBD at a lower price point.”
Garlick said while they would have been able to purchase a larger property in the outer suburbs for a similar price, it was important for them to be close to the CBD, family and local amenities.
“We really weighed it up with our lifestyle,” Garlick said. “That’s why we ended up with the two-bedroom townhouse rather than a four-bedroom house further out, and I’m really glad that we made that decision.”
Their real estate agent Marcus Fregonese, director at Ray White Sunshine, said he was seeing buyers priced out of the inner north and inner west turn to suburbs like Sunshine and Braybrook, where they can find a two-bedroom or three-bedroom home for less than $1 million.
“In Sunshine, we’re seeing young first home owners coming into the marketplace, and we’re also seeing second-time buyers who are currently living in areas like Northcote, Collingwood, Footscray and Yarraville,” he said.
“They’re coming out to Sunshine for affordability reasons – you get more bang for your buck.”
Demographer Mark McCrindle said buyer interest in inner-city suburbs has had a resurgence since the pandemic, with some people willing to trade an extra bedroom for lifestyle and a short commute.
“Post-pandemic, people were happy to look at the regions, look to the outer suburbs,” McCrindle said. “They thought they might need the extra space for a work-from-home office. They’re recognising that if they’re at home they can get by without a dedicated room. All of those shifts are bringing people closer to the CBD.”
With heightened interest rates and cost-of-living pressures, McCrindle added that buying smaller homes or apartments in central areas was attractive to buyers driven by affordability.
“What drives affordability is supply and particularly densified living. When affordability is the focus, these areas close to the city do give you some good options.”

Emergency crews were called after arsonists attacked the factory on Bunnett Street in Sunshine North about 4am on Friday

Vuong was among at least seven family members who visited the scene in Sunshine North on Friday. They taped a photo of Ethan to a tree and left other tributes at the roadside, including a Spider-Man balloon, cups of bubble tea, flowers and incense sticks.
\\u201CI saw him last week,\\u201D Vuong said. \\u201C[It\\u2019s] very, very sad.\\u201D
Saad Alyoshik, from Fredi\\u2019s Barber Shop on McIntyre Road, witnessed the tragedy on Thursday.
He said he saw the boy run from a premises opposite the barber shop towards the northbound vehicle.
\\u201CI was finished with a customer and then my business owner said, \\u2018Stop, stop, stop\\u2019,\\u201D Alyoshik said.
\\u201CThis road is a very dangerous road.\\u201D
Other business owners said there had been accidents involving pedestrians along the shopping strip in the past.

When Sunshine North Primary School principal Ken Ryan started out
he was interested in pursuing a career in computer programming
But a speech from a former student of his high school set on the path to becoming a teacher
The idea of living in Bendigo at teachers college and playing footy on the weekends attracted him to the career
Fast forward to today and Mr Ryan is being recognised for 45 years of teaching
“There’s not many people who celebrate being with one employer for 45 years,” he said
“When I signed for three years at the beginning
Now I don’t feel like it’s been 45 years of work
“If you don’t want to walk through the front gate and be ready for something different each day
you’re probably not made out to be a teacher.”
Mr Ryan started as a classroom teacher before becoming part of the school’s administration team and then principal
He started teaching regionally and taught overseas for a year in Alaska
He taught at a number of different schools in Brimbank
before spending the last 21 years at Sunshine North
Mr Ryan said while many people didn’t like the idea of teaching in the western suburbs
many didn’t want to work in the western suburbs,” he said
Many families are starting their life in Australia and as a teacher you help them establish themselves
it’s great seeing the kids learning so they can reach their potential
but students need the right person to champion for them.”
Mr Ryan said the COVID-19 pandemic had presented many challenges over the past 18 months
But he says it’s all part of the journey
“When I started we put everything on the blackboard,” Mr Ryan said
“Things like computers and printers didn’t exist
I say every 10 years a teacher needs to change and reassess what learning looks like
“I introduced the one-on-one iPad program at the school
The students now need to learn to be creative and how to communicate.”
Due to the pandemic the education department won’t be able to hold a ceremony to recognise long-serving teachers
Mr Ryan will still receive a personalised certificate of recognition and a commemorative booklet
Mr Ryan said it is likely he will retire next year

Mr Alyoshik described the chaos in the moments after the tragedy
Mr Alyoshik said it took police up to 15 minutes to arrive at the scene

Superintendent John Fitzpatrick said damage located on the elderly woman's car indicated she was indeed the person who had hit and killed Ethan
'That woman is currently assisting with our inquiries,' he said
The superintendent said the incident had been observed by multiple witnesses
'We've got quite a few others to talk to through our CCTV cameras
but yeah we have people assisting us,' Superintendent Fitzpatrick said
Detectives believe speed had not played a factor in the tragic accident
'There was pretty heavy traffic along that road at that time of the night
So we're certainly not alleging that that car was travelling over the speed limit,' Superintendent Fitzpatrick said
police now believe the woman did in fact know that she had struck the child before driving off
'Having a quick look at the vehicle it's pretty evident that you would know that you have hit something
Whether that driver knew that they'd hit a child or something else is still to be determined.' Superintendent Fitzpatrick said
Officers from Victoria's Major Collision Unit scoured the crime scene overnight

Police believe the child simply broke free from his mother and dashed onto the road
but again we need to be always vigilant around our circumstances
paying attention because at the very slightest moment you can be confronted with things,' Superintendent Fitzpatrick said
