address the region’s housing shortage from Brisbane Water Secondary College (BWSC) Woy Woy Campus recently took top honours at the North Challenge for their innovative project They competed against prominent local private schools showcasing their visionary concept designed to meet local housing needs through strategic and sustainable development The project proposes constructing 10 apartment towers atop the existing Deepwater Plaza harnessing its proximity to shops and public transport The plan would bring much-needed affordable housing to retirees and young professionals alike With guidance from the Deepwater Plaza senior centre manager Paul Salvelberg which has been fast-tracked under the Transport Oriented Development Program for its significant potential BWSC Woy Woy subsequently hosted the Peninsula Chamber of Commerce conference where they pitched their idea to local business leaders innovators and key stakeholders including Central Coast Mayor Lawrie McKinna Regional Director of Business NSW Scott Goold and Member for Gosford Liesl Tesch The stakeholders were so impressed by the innovative solution that the students were invited to present it at the Central Coast Housing Summit – Building for the Future to an audience of government and business leaders They delivered their presentation on October 28 and it is now being seriously considered as a viable option to address housing challenges on the Central Coast “This achievement is a testament to the high-calibre programs at BWSC Woy Woy that equip students with the skills needed to tackle real-world problems and contribute meaningfully to their community,” a college spokesperson said For more details go to facebook.com/brisbanewatersecondarycollegewoywoy Love them or hate them; oysters sudden closure of Coast Community Connections’ long day care service for preschool children at Woy Woy Spokesperson Ivona Rose said parents were advised on Friday afternoon that care in the 0-5 years room would not be provided at the long day care centre from Monday A letter from Coast Community Connections Executive Officer Stephanie Wallace told parents the service would close due to “unforeseen circumstances” but there would be no changes to the operations of before-and-after school and vacation care at the centre “To leave 42 families stranded without care for their children with no notice cannot and should not be tolerated in our community,” Rose said “To put qualified early childhood educators in a position where they are to transition to before-and-after school care or lose their jobs is equally unacceptable who have formed bonds and are on the beginning of their education journey out of their routine unceremoniously is equally damaging “Enrolments for next year have mostly been completed in an area where there is already a shortage of early childhood education “And we are left without immediate care of our children “How are we to continue working and providing the services society requires of us under these circumstances?” Clinical psychologist Melanie Cooke, who is another one of the parents affected said she has appealed to local MPs and Central Coast councillors to intervene “As you can imagine this has caused immense distress and concern for all families affected,” Cooke said “I have emailed Member for Roberston Gordon Reid Central Coast Mayor Lawrie McKinna and Gosford West councillors “Parents are organising via a WhatsApp chat to raise the alarm and send a message to the Executive Officer that this is not acceptable.” Cooke said families who relied on the essential service were reeling with the abrupt decision causing significant distress and disruption “Families have been given no time to arrange alternative childcare leaving many in a precarious situation,” she said “This lack of preparation time is both unacceptable and unethical “The Central Coast already faces a systemic shortage of available childcare services making it extremely difficult for families to find suitable alternatives in such a short timeframe including single parents and those working full-time are now facing the challenge of balancing their jobs with unexpected and urgent childcare needs “This has a far-reaching impact on our local workforce “Childcare centres are more than just places of care; they are vital hubs where families build relationships and form supportive networks “This sudden closure severs these connections which can have lasting emotional and social impacts on both parents and children.” she works closely with families in the community “The closure of this centre disrupts the wellbeing of the families I work with and interrupts the capacity of many essential workers who are now unable to access reliable childcare,” she said “It is essential that we explore legal and ethical responses to ensure that families are not left without options and that essential services in our community remain uninterrupted.” Some single parents face losing their jobs due to the closure of the childcare service Parents have also asked that Coast Community Connections remove photographs of their children from marketing resources Coast Community Connections Chairperson Sharryn Brownlee said the only way the organisation could remain viable was to make some changes “We are looking to grow our Early Learning Centres across the Central Coast,” she said “To that end we have demolished some old buildings at Woy Woy and are looking to get architects and builders started on a new centre on the Peninsula “(It will be built) beside the current temporary Council premises we are using.” Brownlee said the plan was to build a new centre on land owned by the organisation at 89 and 91 McMasters Rd and 2 Ross St “All the current staff bar one have continuing work as all the other services are continuing,” she said “The board and staff sincerely regret the sudden changes and short notice “Some of our own staff were also impacted.” Brownlee said the organisation also intended to buy land at the northern end of the region to help meet the needs of growth suburbs we will continue to offer out of school hours care and vacation care at all our centres – Gosford Woodport and Woy Woy – but unfortunately we will no longer be able to offer 0-5 years care as several other Central Coast community organisations have done recently.” This is totally disturbing as the staff & our children have been thrown under total turmoil such short Notice was & Is disgusting What about parents bringing up their own children having interviewed some of these parents of course they are bringing up their own children They are simply doing what all good families do attend education and generally keep a roof over the heads of their children Utterly disgusting as you must have known this was happening and could have given a lot more notice So much unnecessary stress to the families that attended and the poor children will be so confused not seeing their playmates and not understanding why all falling on deaf ears unfortunately no one cares about anything else accept themselves and own jobs own welfare etc How on earth could this happen the way it has absolutely disgusting what organisations are doing to young families NOT GOOD ENOUGH How can you sleep at night signing off on this massive disruptive decision You should ask if they have been trading without a licence and for how long We are assured they are a very well estabilshed local organisation ith 40 years of history on the Coast yet mayor McKinna and liberal party councillors are already looking to raise council daycare fees and sell off some of the buildings adding to the issues for a quick buck if you can provide any evidense for this assertion The State Government recently designated Woy Woy town centre as a “growth corridor” these ambitions are at odds with Central Coast Council’s interpretation of the NSW Flood Plain Manual which Council claims “the direction of NSW Government Policy as set out in the NSW Flood Risk Management Manual and set out in the NSW Local Environmental Plan Standard Instrument (and therefore within the Central Coast Local Environmental Plan 2022) is that there should not be an increase in population density in areas where there is flood hazard/hazard to evacuation” Under its interpretation Council has stated that it will reject all intensification of residential development in all flood zones and areas with flood-affected evacuation paths no matter what depth of flood Council has advised it will add unspecified future sea level rise to its calculations as a pathway to rejecting development low velocity and low duration flooding in a one per cent AEP (annual exceedence probability) flood event Council is regularly rejecting multi-dwelling development applications in areas of the Brisbane Water flood plain that experience lower flood depths than Woy Woy and adding an unspecified sea level rise component will prohibit multi-dwelling development in the State-designated growth corridor The Flood Development Manual warns councils that should they act contrary to the manual they risk losing their S.733 indemnities which could leave individual staff subject to liability Has anyone told the State Government or residents in the vast areas around Brisbane Water or Tuggerah Lakes impacted by this Council interpretation of state legislation This new interpretation also overrides pre-existing zoning of land so potential buyers need to be very wary of purchasing with the intent to develop The State Government needs to step in and clarify the situation Absolutely agree with Craig Hillman’s letter To increase development in a floodplain where the traffic and parking congestion is already appalling and only going to become worse is idiotic I think something like 20% of the Netherlands is reclaimed land And don’t forget it was only around twenty years ago the ‘experts’ told us that due to climate change we’d be in virtual perpetual drought and Warragamba dam would never be full again Doesn’t conform to commonly held beliefs This is a response to court recent decisions that hold us partially responsible for comments on our platforms Any progress been made over the warnavale town centre or its been forgotten can someone from central coast council be able to tell me what going on I read born one the central coast and where I have lived has had kerb and guttering I live at Woy Woy at the end of Woy Woy Rd where flashing signs warn of water running across the road for over three years Drainage has recently been made so water no longer runs across the road we still have pot holes because of lack of drainage Growth and change is the only way to improve The council could actually fix the stormwater issues by putting stormwater lines out to the Ocean At present the drains are make believe and only go to ground The council are more intent on putting wire mesh on the St Huberts Island bridge than fixing the potholes in the atrocious roads designating Woy Woy a flood plain area just drives up your house insurance On review of your comprehensive and informed letter we agree and have changed the title to more closely reflect the intent of your points well a stable population would mean there was no need for putting new homes on climate risk land The Woy Woy Commuter Carpark is changing owners Central Coast Council will sell it to the NSW Department of Transport for $1 But Administrator Rik Hart says it’s a good deal because it eliminates costs for Council being the building itself and the Council-owned land on which it sits is determined to be zero because of a long-term lease to the State department “Although there is an underlying value in the land on which the carpark sits and there is some current retained value in the asset this is offset by the combined impact of depreciation of the asset over the next 40 years (the expected remaining life of the asset) the ongoing costs of asset renewal activities over the lease period and decommissioning costs at the end of the assets life,” a Council report says potential costs associated with the asset over the next 40 years including anticipated end of life make good/demolition costs are expected to exceed the future value of the land transfer at a consideration of $1 is considered to be fair value.” For several years negotiations have been ongoing between Council and Transport for NSW over the future ownership of the carpark Construction of the commuter carpark was largely funded with assistance from successive federal and state governments and it is leased to Transport for NSW for the next 41 years (until 2065) Council says transfer of the ownership to Transport for NSW will achieve better alignment with the long-term interests of the agency which benefits most from its existence The carpark primarily serves rail commuters transferring to and from Woy Woy railway station Council was approached by the incoming owner of the Deepwater Plaza shopping centre about the ownership The shopping centre owns and operates the shopper carpark on the site immediately to the west of the commuter carpark The proposal put forward by the incoming shopping centre owners included an offer to buy the commuter carpark and the land on which it stands decided that it would be preferable to continue negotiations over transfer of ownership with Transport for NSW The original report tabled at the February 2023 meeting said Council owned the multi-storey commuter carpark located at 93 Blackwall Rd it has been leased to Transport for NSW until 2065 at a peppercorn rental of $1 a year The sale will include an appropriate property interest over the pedestrian walkway linking the carpark and train station including existing easements for right of pedestrian access through Clocktower Centre The walkway is currently leased to the department but a more permanent interest will be needed so that the responsibility for maintenance and repair work of the walkway and overbridge will lie with Transport for NSW We've hit the ground The dinner is run by the Woy Woy Community Food Pantry, located at the rear of the Seventh Day Adventist Church in Blackwall Rd. The Hope and Meals dinner at 6pm is run every Friday night led by team leader and occasional chef Jeffery Law with assistance from Food Pantry co-ordinator David Bews and members of the congregation and volunteers. Members of the public who are experiencing hard times or are homeless are welcomed to the dining room to enjoy homemade soup, main meal and dessert and engage in conversation with each other and the team in a safe, clean, and non-judgmental space. Attendees also have the opportunity to take home some extra bread or pastry as well as leftovers should they be available. Food for the meal is provided by the Food Pantry with the occasional donation by volunteers and no-one is turned away. custodians of the Country on which we live and work Woy Woy has been added to the list of increased density housing targets around train stations in the region despite Central Coast Council trying to exclude all of the Coast from the State Government’s plans Council says it accepts the addition in principle but only if money is made available for upgrading Woy Woy Rd Tuggerah and Gosford as areas near train lines that will be targeted for increased housing density as Transport Oriented Developments (TODs) It said it had added train stations that had been suggested by councils but Central Coast Council said it did not put Woy Woy forward In January Council CEO David Farmer asked that the Central Coast not be included in the Transport Oriented Development (TOD) reform which would involve a new State Environment Planning Policy or SEPP Farmer’s submission said a ‘’one size fits all” approach would not work concerns were expressed regarding the absence of a funding framework to provide the necessary infrastructure including open space community facilities and local traffic and transport improvements,” Council said this week “Council’s local centre plans are considered to be a more appropriate approach “They provide a hyper-local response in catering to each location’s needs infrastructure and servicing requirements when increasing residential densities.” endorsed by administrator Rik Hart in February Tuggerah and Wyong TOD locations be excluded from the future TOD SEPP application due to the low opportunity for housing yield … limited land application for the provisions and the existing approval frameworks in place that have a more locally based strategic direction for these centres” Farmer listed more than 13 reasons why the Central Coast areas should be excluded Those reasons included the eastern side of the Pacific Hwy at Wyong only having one road to and from the Pacific Hwy and Wyong having a large number of heritage items at risk through inappropriate development Farmer also said there was limited opportunity for development at Tuggerah despite the proposed new provisions and that car parking issues on the Coast where more than 50 per cent of households have more than one car would remain until public transport was improved He argued a reduction in car parking requirements in new developments would increase street parking and degrade the public domain In December last year the government identified 31 railway stations across 13 local government areas around which new housing was to be located within 400m the State Government said it had worked with the local councils and had added another six stations to the list “These stations were all suggested by councils for inclusion,” the State Government press release said “Throughout the consultation process consideration has been given to existing infrastructure capacity or planned upgrades that will support increased density “These councils that worked with the department will be permitted to phase the introduction of the TOD SEPP on certain sites to complete master planning and more detailed work on their plan.” But Council said it had not yet received a response in regard to its submission nor had it been formally advised of the recent TOD SEPP changes “In relation to the TOD program now (being) expanded to include Woy Woy station while Council did not formally recommend Woy Woy to be added Council does support Woy Woy being identified as a TOD site in principle are allocated required funding for the necessary infrastructure works,” Council said this week “Council appreciates the deferred commencement timeframe of July 2024 of the TOD SEPP for Gosford and Tuggerah with Wyong and Woy Woy proposed to be finalised in April 2024 “Council also supports the intent of the NSW Government to deliver actions that seek to accelerate housing delivery however it believes the proposed reforms require further work to address the issues raised and noted above.” Ocean Beach road and Brisbane Water Drive let alone water and sewer utilities together with our third world public transport on the coast Higher density development on the peninsular
