Full funding has been announced for the Ballan Road Intersection Upgrade in a big step toward smoother and safer travel through Wyndham Vale
Victorian Premier Jacinta Allan and federal Infrastructure
Regional Development and Local Government Minister Catherine King visited Melbourne’s west on Thursday 23 January to announce a joint funding arrangement
The governments will invest up to $333.5 million to deliver the Ballan Road Intersection Upgrade and the nearby Werribee Main Road - Princes Freeway Interchange Upgrade in Werribee.
The 2 projects are expected to create a combined 1624 jobs, with Major Road Projects Victoria to deliver both.
The intersection upgrade will replace the current roundabout with traffic lights at the intersection of McGrath, Ballan and Greens roads, add traffic lights at the intersection of Ballan Road and McGrath Road south, and build better walking and cycling paths to improve connectivity and safety.
The intersection upgrade is part of the $674 million Road Blitz to Get Families Home Sooner and Safer Package.
Planning work is continuing as the Ballan Road Intersection Upgrade moves towards construction.
Construction timelines will be known once our planning has progressed further.

It builds on current work underway on the Ison Road Overpass and the Main Road Interchange upgrade
says the new road will relieve pressure on key local routes
“Having an alternative connection to the freeway means we reduce demand on Ballan Road
Heaths Road and roads through central Werribee,” he says
The funding also covers planning work to assess upgrades to the intersection of Ballan Road and Armstrong Road
as well as the Ballan Road bridge over the railway line
These upgrades aim to create a direct road link from Tarneit to Wyndham Vale and Manor Lakes
“We have heard loud and clear that we need more local roads to reduce local congestion,” Lister adds
“That’s why we have advocated to help secure this project for Wyndham’s north.”
Residents have also long raised concerns about Ballan Road
which remains heavily congested during peak periods
Much of the road is still single carriageway
despite being a key route between Wyndham Vale
Intersections such as Armstrong Road and Greens Road often see significant delays
with locals calling for duplication and upgraded traffic management for years
The upgrades are designed to future-proof the road network in one of Australia’s fastest-growing areas
They will also improve access to the Princes Highway and key employment precincts in Truganina and Laverton North
The Wyndham Ring Road investment is part of the Albanese Government’s $1 billion Road Blitz
which matches the near billion-dollar commitment already made by the Allan Government — now topped up with an additional $200 million
While residents have welcomed the announcement
Originally promised to begin construction in 2021
major works didn’t start until 2023 and are still ongoing
including the West Gate Tunnel — a key route for commuters from Wyndham — have also faced years of delays
The tunnel was initially due for completion in 2022

Homicide Squad detectives have charged two people with murder following the fatal stabbing of 23-year-old Nathaniel Mwanza in Wyndham Vale on Wednesday
Emergency services were called to a bus stop near Haines Drive around 8pm after reports of an alleged altercation. When police arrived, they found Mr Mwanza with wounds consistent with a stabbing. Despite efforts from paramedics, the Hoppers Crossing man died at the scene.
The incident triggered a major police investigation, with detectives examining CCTV footage from a public bus where the alleged altercation began. SES crews were also seen searching nearby streets and yards as part of the investigation.
On Friday, February 21, detectives arrested a 17-year-old boy from the Wyndham area and a 22-year-old man from Ascot. Both have since been charged with murder.
The accused remain in custody and are scheduled to appear in court on Saturday, February 22.
Police are continuing to investigate the circumstances surrounding the attack. It remains unclear whether the incident was targeted, and no weapons have been recovered.

All were interviewed by the police and have now all been released pending further enquiries and the investigation remains ongoing

Atem and two friends were attacked by another group
resulting in Atem’s death and non-life threatening injuries to his friends

The suburb of Wyndham Vale has become the scene of a deadly confrontation after a 24-year-old man was fatally stabbed in what police describe as a “targeted” attack
The violence unfolded late Friday night at Haines Drive Reserve
where a group of seven men in their twenties had gathered
Witnesses reported chaos as four white vehicles arrived at the scene
carrying approximately a dozen men who launched an alleged ambush
In what police are calling a swift and brutal assault
the attackers allegedly descended on the group
The melee lasted mere minutes but left one young man dead
his life cut short in the park where the violence erupted
Detective Inspector Paul Lloyd of Victoria Police described the scene as premeditated and relentless
They jumped out and ran and started this altercation… into attack mode,” Inspector Lloyd said on Saturday morning
Police believe the attackers knew their victims
The attack claimed the life of a 24-year-old Wyndham Vale man and left two others
hospitalised with non-life-threatening injuries
While the alleged attackers fled the scene
police arrested four men nearby—three from Wyndham Vale
Authorities confirmed these men were part of the original group and are not believed to be the assailants
“These people have very limited if no involvement with police,” Inspector Lloyd said
“We don’t know what the story is behind this yet
and we’ll do everything we can to uncover it.”

Witnesses described the scene as a frenzied knife fight
with youths armed with machetes yelling and brawling in the park
One resident recalled hearing a desperate cry of “I’ve been stabbed” around 11:30 pm before multiple cars and individuals on foot fled north along Haines Drive
they were unable to save the fatally wounded man
Among the vehicles at the scene was an orange Toyota with shattered windscreens
the possibility of gang-related violence has not been ruled out
“We have no motive at this stage… obviously that’s a line of inquiry
whether or not there is any gang-related involvement here,” Inspector Lloyd said
“I certainly can’t say that’s the case at this stage but (it’s) certainly one we’ll keep an eye on.”
Police hope the men in custody can provide crucial leads in identifying those responsible and the reasons behind the deadly ambush

“This is a community that deserves to feel safe,” Inspector Lloyd said
“We’ll be stepping up patrols to reassure residents and ensure they know we’re here to protect them.”

Wyndham Vale is hoping to finish a tough Victorian Turf Cricket Association Russell Pollock Shield on a high.
The Vales started the season in strong form but have been on the end of some big losses as the season has progressed.
Vales coach Liam McLaughlin said it hadn’t been the season they were after.
“We started off quite well,” he said. “We had some unavailabilities and we haven’t been able to get the right team on the park and we had some really heavy losses.
‘It got to a stage it was left to a couple of the same guys to pick up the slack at some points.
McLaughlin said everyone was still keen and eager to play and they were still having good numbers at training.
He said they should have everyone available for the final few weeks of the season.
“Everyone is keen to finish the season on a high,” he said. “We have a young group that is still enthusiastic, which has been nice.”
McLaughlin said the absences had allowed some other players to step up, with some taking their opportunities.
The Vales are hoping they can taste victory this weekend against Williamstown Congs.
Both sides have struggled this season, with McLaughlin saying they identified it as one match they thought they could win. They faces Jacana which has won just one match in the final round.
“We were off for 45 minutes with a bit of a shower,” McLaughlin said.
‘It was a difficult day for cricket with a heavy tornado coming through as well. Our fielding let us down, they should have been 60-70 less.
“It’s a quick wicket, there’s no reason why we can’t chase down the runs.”
Jake Rippon took three wickets for the Vales.
While it’s been a tough season for the first XI, the rest of the Vales sides are either in the top four or just outside the top four which has been a real positive.
Meanwhile in the Roy Picone Shield, Point Cook had a tough day out against Caroline Springs having already conceded first innings points.
The Warriors were bowled out for just 61 in the 44th over.
Captain David Hicks top scored with 18 as just two players scored double figures.
Point Cook Centrals would be happy after day one of its match with Sunshine Heights.
The Sharks decided to bowl and had Sunshine Heights in trouble at 9-100 when the match was halted after 51 overs.
In the Evans-Clark Shield, there were plenty of wickets falling between Werribee Centrals and St Andrew’s Footscray.
It wasn’t easy for St Andrew’s either with the bat, finishing the day at 4-45.

A chaotic scene unfolded in Manor Lakes this afternoon when a group of youths clashed near the Wyndham Vale Train Station
prompting alarm among local residents and road users
The altercation occurred shortly after 3 pm
with reports of at least ten boys wielding machetes and wearing masks as they engaged in a violent brawl
A witness driving past the scene described the shocking moment when the group ran across the road towards the Manor Lakes Shopping Centre
“They were fighting each other with machetes and running into traffic
Cars were swerving to avoid them—it was terrifying,” said the witness
Most of the youths had fled by the time police arrived at the scene
authorities confirmed that two individuals were apprehended on Academy Way shortly after the affray
the two boys were not only involved in the incident but were also arrested on outstanding warrants
The incident has left the Manor Lakes community shaken
with residents expressing concern over the rise in violent behaviour among local youths

where four car loads of men allegedly jumped out of their vehicles and attacked another group
Shock details have emerged after a man was allegedly stabbed to death during a fight between two large groups at a park in Melbourne's west.
Police were called to Haines Drive Reserve near Ribblesdale Avenue in Wyndham Vale to reports of a group of youths fighting about 11.30pm on Friday
A 24-year-old man was found dead at the scene
while two 27-year-old men were taken to hospital with non-life-threatening injuries.
a 24-year-old and 28-year-old - were arrested by police nearby and will be interviewed by detectives on Saturday.
Speaking at a media conference on Saturday
Victoria Police Detective Inspector Paul Lloyd revealed more details about the moments leading up to the attack which he said appears to be "targeted".
He said a group of at least seven men were socialising in the carpark of the reserve before four car loads of men arrived

allegedly jumped out of their vehicles and ambushed the other group

they went into attack mode pretty much straight away," Det Insp Lloyd said.
Det Insp Lloyd said "edged weapons" including machetes were produced during the brawl
"The altercation went for about five minutes during which edged weapons were produced and used on several people who were originally here (at Haines Drive Reserve)," he said.
Det Insp Lloyd said at least seven men were already at the park while "12 plus" others arrived in the cars.

Det Insp Lloyd said the original group at the reserve were aged "predominately in their 20s"
He confirmed the 24-year-old man who was killed was already at the park before the other group arrived.
Asked about the nature of the man's injuries
"He certainly felt the full force of this attack
There’s no doubt whoever was wielding the blows has had some clear intent to cause serious damage and probably kill him,” he said
but certainly it was ferocious and the injuries to the deceased show that."
Det Insp Lloyd confirmed it was a line of enquiry being investigated by police
Det Insp Lloyd said the four men in custody were part of the original group at the park and are currently assisting police with enquiries.

"We’ve got some good CCTV footage which we’re trying to get our hands on to and that will take some time to really go through," he said
Det Insp Lloyd said police will do everything in their power to "hold those to account who have been involved" in the attack.

Forensic officers could be seen at Haines Drive reserve on Saturday morning as homicide detectives probed the circumstances surrounding the man's death.

The operator of a private security firm employed by rsidents of a Wyndham Vale housing estate
says there’s increasing demand for the service
Grant Burton’s company YPG Risk has been conducting nightly patrols at Wyndham Vale’s Jubilee Estate for the past two years
in a service paid for by its body corporate
Jubilee Estate is the only estate YPG Risk has taken on
but Mr Burton said that’s not due to a lack of interest
“We always have a list of clients wanting to come on board
We talk to three housing estates a week already,” he said
Jubilee Estate resident Matthew Mannix pays $300 dollars per quarter for the service and said it was good value
“I feel like it’s assisted in deterring crime and making residents feel safer,” said Mr Mannix who has lived in the estate with his wife for past three years
Jubilee Estate is located about 11 kilometers from the nearest police station in Werribee and recent media reports of the arrangement raised concerns about the ability of police to patrol new housing estates on Wyndham’s western fringe
Mr Burton said this wasn’t the case and that his staff weren’t there to cover for police
“There was no shortage of police that we’ve noticed
we see plenty of police out there,” he said
A spokesperson for Victoria Police said its officers patrolled the area around Jubilee Estate 24-7 and that crime rates there had recently fallen
“Residential break-ins in Wyndham Vale have in fact dropped by 19 per cent since pre-pandemic,” the spokesperson said
“Only last week police conducted a three-day operation in the Wyndham area to target people wanted for burglary and theft of motor vehicle offences
During the operation local police checked more than 345 vehicles
recovered two stolen vehicles and arrested 16 people wanted for a range of offences.”
Mr Burton said it was the pace of growth in the area
not a lack of police resources or distance
that meant private security firms like his were being called on
but it’s a growing area and growing population so the need for more police is evident.”
Mr Burton said increased red tape had also changed the nature of policing
It used to be a lot faster but now there’s a lot of procedures in place that have to follow”
Providing security in the meantime forms a large part of YPG’s role
with its patrol vehicle able to respond to calls within three minutes and its staff

which will create jobs and stimulate the local economy,” she said
Wyndham mayor Mia Shaw said including the realisation of the Western Rail Plan was listed as a critical priority in Wyndham’s Advocacy Strategy 2024-2026
“Melbourne’s west is continually growing and desperately needs a coordinated and coherent future rail plan,” she said
“Currently we have no certainty or confidence in what the Suburban Rail Loop looks like for the west or clarity on a government plan for the Western Rail Plan.”

Police are investigating the death of a man in Wyndham Vale
Emergency services were called to a bus stop near Haines Drive following reports of an altercation about 8pm on Wednesday
A man was found with wounds consistent with a stabbing
was given medical treatment but died at the scene
Two offenders then fled the scene before police arrived

The next stage of “congestion busting” ring road linking Wyndham Vale and Tarneit is a step closer
following an $85 million funding commitment from the federal government
Lalor MP Joanne Ryan and Infrastructure Minister Catherine King announced the federal government would provide money for the Wyndham Ring Road (previously known as West Link stage two)
The funding will pave the way works which will expand on the Ison Road overpass by building a new bridge over the Werribee River to connect Armstrong Road and Hobbs Road in Wyndham Vale to Sayers Road in Tarneit
The funding will also include planning work to investigate the design and cost of upgrades to the intersection of Ballan Road and Armstrong Road in Wyndham Vale
and Ballan Road bridge over the railway line that would create a direct road link from Tarneit to Wyndham Vale and Manor Lakes
Ms Ryan said the upgrade will future-proof the region by reducing congestion through Wyndham and improving access to the Princes Highway
as well as the employment precincts of Truganina and Laverton North
we will ease congestion in Werribee and Hoppers Crossing,” she said
Wyndham councillor Peter Maynard said the Wyndham Ring Road was a “game-changer” and that the Hobbs Road to Sayers Road connection was a “must”
The project is part of the federal and state government’s $1.2 billion Victorian road blitz
State Tarneit MP Dylan Wight said the ring road would “bust congestion on our local roads”
“Having an alternative connection to the [Princes] freeway means we reduce demand on Ballan Road
