The Council’s Administration Building and Yass Valley Library will be closed over the Easter weekend
The Yass Valley Visitor Information Centre will be closed on Good Friday
All Yass Valley Transfer Stations will be closed on the following days:
There will be no kerbside bin collection on Good Friday
Residents who usually have their bins collected on Fridays are asked to place them out on Wednesday 16 April for collection on Thursday 17 April
We thank the community for their understanding over these public holidays

Graeme Davidson was charged with murder and fraud after a 'complex and lengthy' investigation

The "complex and lengthy" probe led to Davidson being charged with murder

"The cause of death was drowning but it was a case of talking to witnesses and gaining further evidence that the matter appeared suspicious," Insp Windsor said
"Incidents are not always what they initially seem
so I thank the detectives for their diligent work in this lengthy and arduous investigation."
Insp Windsor said the married couple were living together but police would allege there was "some form of breakdown in the relationship" at the time of Ms Davidson's death
He said police would allege Davidson made a life insurance claim and attempted to make another after his wife's death
confirming they related to the fraud charges
"The combined life insurance was in excess of $1 million," Insp Windsor said
Police evidence included the lake's conditions at the time of the woman's death

Liberal senator Andrew Bragg called for an end to culture wars "at all costs" and for a focus on economic issues
NSW Liberal opposition leader Mark Speakman agreed
saying in a thinly-veiled jab at Mr Dutton that he "won't be focused on issues like how many flags I stand in front of"
"Young people in the street aren't talking about that
They want to know what we are doing to get them into homes as renters and buyers," he said

"We cannot (close the centre) before we have a new functional detention facility," Minister for Children and Youth Roger Jaensch told reporters
"We believe … we can see the new facility built before the end of 2027 and then the closure of Ashley shortly thereafter."
Labor opposition MP Sarah Lovell said there was no clear plan for what would happen in the meantime
"The (inquiry) made it crystal clear: Ashley must close as soon as possible," she said
"Community safety is directly linked to effective
we are failing both the young people in the system and the communities they return to."

She said Patterson had told them the mushrooms came from an Asian grocer
Ms Hay said Patterson asked her for tips on how to make sure the beef Wellington pastry did not go "soggy"

so we had a good laugh about that," she said

A Fresh Start with a Strong Financial Management Team
We are entering the new year with a clear understanding of our financial position for the 2024-25 financial year
allowing us to make some big decisions about where our income comes from and how it’s spent
We are very pleased that our new permanent Chief Financial Officer (CFO)
has now joined the team and he brings over three decades of finance and resource management expertise from Federal and State government departments
Prior to this, an UHY accounting team has been working as our contracted CFO and they presented Councillors with a clear financial picture just before the December Council meeting. These reports will now be made public and can be found on our website (Council Meeting 16 December 2024 - Attachments)

we now have a strong team ready to tackle the financial challenges ahead
although we have sufficient cash reserves to operate in the short-term
we need to improve our long-term financial position and critically review our budget to ensure that it is balanced and sustainable going forward

The current forecast budget deficit for 2024-25
as published in the 2024-34 Long term Financial Plan
is $4.761 million and the intention is to reduce this down over the next few years

At an Extraordinary Council Meeting (EGM) held on Thursday 30 January
Councillors agreed to seek further advice on improving some of our accounting methods
particularly in the internal allocation of costs between various services and funds (such as ensuring the full costs of water
waste and sewerage are in the right restricted fund)
and improving handling of grant revenue to reduce errors in our internal financial accounting processes (such as how to manage costs whilst waiting for grant funds to be paid)

All of us agree that our top priority this year is to ensure Yass Valley Council is on the right path to financial sustainability
our strong team of Councillors has begun the necessary work to develop a roadmap toward this goal
I am committed to reducing Council’s $4.761 million deficit by $2 million this budgetary year and improving Council’s cash position
We were fortunate that a significant amount of financial work was completed in December
Given that no Council meeting is typically scheduled until February
we called an extraordinary meeting in January to move the next steps forward
Council resolved to set aside a previous resolution (made in November) to assess our financial position and instead
This decision followed some key developments - notably we received a thorough presentation about our financial position from Council's contracted financial advisors UHY in December
Council also received and adopted our 2023-24 audited statements from The Audit Office
We received welcome advice about the steps forward from the Office of Local Government, and we received a fresh assessment of our financial position from our new Chief Financial Officer, Mr McGuire. With these planks now on the floor
Council resolved to focus our work on improving our internal financial reporting systems, how we account and handle grant income
and improving other internal accounting processes.
I must reiterate that while the Office of Local Government has asked Council to consider all available options to improve its financial situation
our priority is to increase internal efficiencies, explore business opportunities for revenue growth
and conduct service reviews in discussion with the community
We will do this before considering any rate increase
Council has not formally notified IPART of any application to increase rates for the 2025–26 financial year
We will be keeping the community informed of our progress and I look forward to discussing this with you as I’m out and about.
Crago Mill - The Crago Mill Precinct building project remains on time and within budget
with the library’s steel frame up by Australia Day as promised! It’s important to reiterate that the new Administration Building is essential to provide staff with office space that meets required standards - something we currently cannot meet
the building’s design will enhance community resilience. A good example is that it will serve as a refuge in extreme weather
with an on-site generator ensuring power for heating and cooling during local outages
Onerwal LALC - Our new Council recently met with the Onerwal Local Aboriginal Land Council (LALC)
and we are developing an excellent working relationship
I thoroughly enjoy my regular meetings with Onerwal LALC Acting CEO
Meetings – I have found the recent Canberra Region Joint Organisation (CRJO) meetings highly informative
and next month I will attend the Country Mayors Association meeting where Council financial sustainability will be a key focus (we are not alone!).
Binalong Waste Transfer Site - The specialised asbestos clean-up of the tip began on 28 Jan with skilled contractors being employed to carry out the work
It's hoped that the site will reopen within a month. Council really appreciates the patience of residents as we ensure EPA requirements are met.
Storms - I would like to commend our Council staff for their tremendous afterhours efforts to clear roads well into the night during the January storms
Their hard work ensured our roads were safe and clear by the morning.
Pools - A big thank you to the pool staff at Binalong and Yass
who have warmly welcomed and safely supervised thousands of visitors to our pools over the school holidays
It is wonderful to see children gaining skills and confidence in swimming. I would also like to acknowledge the Yass Swimming Club squad volunteers, who do an amazing job in their club roles, including hosting visitors from afar for the Shine Shield events.

The NSW Government has committed $19 million to improve traffic flow and road safety at the intersection of Yass Road
Bungendore Road and Ellerton Drive in Queanbeyan East.
The project is in the planning phase and proposes to upgrade the intersection by removing the current roundabout and installing traffic signals.
There would be additional lanes on all approaches for through traffic and dedicated lanes for left and right turning vehicles.
The proposed design also includes signalised pedestrian crossings on all roads at the intersection
and on-road cycle lanes on Ellerton Drive and Yass Road.
While development has been under way for the long-term upgrade of the intersection
minor work has been carried out at the intersection to improve traffic efficiency and pedestrian safety in the short term.
Key features of the proposed design include:
Planning is well under way and a proposed design for the upgraded intersection is on display for feedback
This feedback will help us understand the community’s priorities and concerns
which will inform the project’s detailed design.
What are the upgrades to bicycle and pedestrian facilities in the proposed design
on-road cycle lanes will be installed on Ellerton Drive and Yass Road
These upgrades align with the Queanbeyan Bicycle and Pedestrian Facilities Plan.
Footpaths and signalised pedestrian crossings are proposed to be installed at the intersection
improving pedestrian connectivity and safety
These improvements will see the existing pedestrian underpass become redundant.
Why is the pedestrian underpass under Ellerton Drive being removed?
The pedestrian underpass under Ellerton Drive is being removed because flood modelling has shown that it should be used for stormwater management
rather than as a pedestrian passage.
the underpass does not meet Australian Standards for lighting and accessibility
which is a key consideration for public infrastructure
As part of planned upgrades to the intersection
the need for the underpass will no longer exist as alternative pedestrian pathways and improved infrastructure will be provided
Why wasn’t this done during the Ellerton Drive extension project
Completed in 2020, the 4.6-kilometre Ellerton Drive extension provides an alternative route around the Queanbeyan CBD and connects Queanbeyan East to the new southern population growth areas.

This month's Council Meeting covered many important topics - from the Long Rail Gully Service Centre to Anzac Day
Here’s the quick rundown of what you need to know:

There was significant community interest in the proposed DA for the Long Rail Gully Highway Service Centre on the Barton Highway at Murrumbateman
After hearing from community members both for and against the project
Council considered the service centre being located in the area
but agreed to defer the decision on determining the DA to seek further safety advice from Transport for NSW on the safety principles required for a Heavy Vehicle Rest Area and whether the impact of fog requires any additional safety measures
As Council works to improve its accounting processes and reporting, a lot of in-depth work went into producing the detailed Monthly Financial Reports up to December 2024 - these are available in the attachments section online
Council presented the results of the community consultation and agreed to adopt the Binalong Recreation Ground Masterplan
Council also agreed to provide sponsorship and in-kind assistance to the upcoming 2025 World Sand Greens Women’s Championship in March and was delighted to hear of the increase in visitors to Binalong Golf Course throughout the year as a result of the event
Council agreed to provide continuing support to the Anzac Day community events led by Yass RSL
Council also agreed to open up the Soldier’s Memorial Hall for the fortnightly Yass Veterans Hub
with the intent of making both the Hub and the Hall more accessible to a wider audience
Council agreed to place on exhibition the Draft CSP 2042
which identifies the main priorities and aspirations for Yass Valley Council for the next 18 years
It is now available for public comment until 31 March 2025 and can be viewed online

South East and Tablelands Strategic Regional Integrated Transport Plan (SRITP)
Transport for NSW has prepared a draft Transport Plan for the region and asked Council for feedback
Council agreed not to support the plan in its current form
and will be actively lobbying Federal and State Government to address shortfalls in the plan

Here’s a quick run down of what you need to know:

and continue to provide a pedestrian link path through The Fields
The tender process is underway for the upgrade works
Councillors were pleased to hear that the first works contract is about to be signed
allowing for the preparation of tender documents for the water treatment plant upgrade
Fieldwork is ongoing to assess the requirements for the water reticulation improvement project tender process
Council has engaged an independent organisation to conduct the review
Council presented its Investment and Borrowing Report and monthly Financial Report
As part of ongoing efforts to refine and improve accounting procedures
Council agreed to review some internally restricted funds for relevance and function
assessing whether budgeted electricity costs should be adjusted in light of new energy-saving measures at Crago Mill
Council also agreed to seek a meeting with TCorp to ascertain if re-financing of the Crago Mill development is a possibility
An update was given on the proposed location of workers’ accommodation
which is planned for the Yass Industrial Park opposite the Yass Service Centre
Council accepted the Crago Mill progress report
which included details about its role as a key operational base for the Yass Valley Emergency Operations Centre (EOC)
and work is underway on the administration building
which is taking shape and on track for occupation in August 2025

Yass Valley Council is pleased to announce a series of upcoming footpath upgrades to improve pedestrian safety and accessibility in Yass Township
Thanks to funding secured through the NSW Road Safety Program 2023/24 – 2025/26
Council will deliver several new and upgraded pedestrian pathways
as outlined in our 2017 Pedestrian Access and Mobility Plan (PAMP)
New or upgraded footpaths will be constructed at the following locations:

Construction is scheduled to commence in September/October 2025

The former PwC IT worker pleaded guilty to 17 charges of sexual assault and one count of attempted sexual assault over the attacks at Revolver Upstairs in Melbourne's inner east
CCTV footage from the nightclub showed Rayan groping his victims on the buttocks
stroking their backs and kissing them on the arms and shoulders
The attacks happened on three separate occasions in September and October 2023
Rayan admitted to police he touched one of the women accidentally
but claimed he could not remember the other incidents because he was too drunk
Victorian County Court Judge Peter Rozen said he held reservations about those claims as he sentenced Rayan over the "brazen" attacks
The attacks occurred at Revolver Upstairs in Melbourne's inner east

The women were entitled to feel safe in the nightclub and the scale of Rayan's crimes was concerning

But the judge accepted the sexual assaults were at the lower end of seriousness
given Rayan's victims were adults and the attacks were fleeting
The sentencing judge said David Rayan's offending was out of character

Yass was on the cusp of yet another Boil Water Alert with just 4 hours left of treated drinking water available
The water team had to stop processing water due to the rapid change in raw water quality coming into the plant after a fortnight of storms
NSW Health were on standby to issue the alert however the skill of Council’s water technicians won the day
and the reservoirs were able to be refilled in time for Tuesday
along with February’s month of Boil Water Alerts
demonstrate our community’s great need that can now be confidently met with a fully funded plant upgrade.”
Yass Valley Council Acting CEO Ms Julie Costa said “This upgrade aims to make the water treatment process more robust
and compliant with contemporary environmental and health standards

The initial Rye Park Community Enhancement Fund Grant Round is valued at $27,500
charitable or non-profit organisations within 20km of the Rye Park Wind Farm and located within the Yass Valley can apply for funds from the Rye Park Community Enhancement Fund
Applications must relate to an identified individual or community need/s in the surrounding area
They must demonstrate how the funding will benefit the community directly or indirectly within their application

At its Extraordinary Meeting of Council held on 25 November 2024, Yass Valley Council resolved to terminate the contract of Mr Chris Berry
in accordance with the provisions of Mr Berry's contract of employment
Mayor Jasmin Jones confirmed that Council would commence the recruitment of a new CEO in early 2025
“Legislation requires Council to appoint an Acting CEO immediately

for taking on the extra responsibilities as council has appointed her Acting CEO to lead the organisation.”
"Ms Costa will act in that role until the matter is considered further at the Ordinary Meeting of Council in December 2024. A permanent CEO will be recruited early in the New Year.”
Mayor Jones said Council would continue to focus on delivering quality services and infrastructure for the Yass Valley community

but local cosplayers have been making an impact internationally

She said she felt a connection to the seven-foot tall polyamorous game character
who has the power to transform into a bear
due to Halsin's kindness and affinity with nature
She completed the project in her spare time over about two years
using skills that ranged from metalwork to resin moulding
the Halsin costume helped her to take out the Australian Cosplay Central Crown Championships title for a second time at the nation's biggest gaming convention
That win came with a ticket to represent the nation at the US event
Beaton is well aware that from the outside
cosplayers can seem obsessive and eccentric
it's the antidote to a more widespread pop-culture fandom that is based in consumerism
"You can be creative and contribute back to fandom
and express something you love through doing something constructive," she said

Her first job was working on Peter Jackson's Lord of the Rings trilogy
but she soon found the film industry too specialised for her unique combination of skills
she met her business and life partner Oarin Tremont - otherwise known as Scrap - at a gaming convention
where they bonded over their cosplay outfits from the same video game
Having realised they could make a living creating costumes and props
the couple moved from Sydney to Adelaide so they could afford a large fabrication workshop with space for their equipment
Most of the clients at Hench & Scrap are video game companies
"It's an unusual niche but it's definitely a growing industry," Beaton said
"We'll build a project and show off on social media how we make things
Beaton will join the cosplay judging panel at the upcoming PAX Aus convention

It is with sadness that we say vale to Ian Henry Lumsden
a much-loved member of the Yass community and former General Manager of Yass Shire
Ian had a long and respected public service career in the Yass Valley
working on many of the projects we enjoy today
He served as Deputy Shire Clerk of Goodradigbee Shire from 1960 to 1964
and then Shire Clerk until the amalgamation with Yass Municipal Council in January 1980
He then served with distinction as the General Manager of Yass Shire until 1999
Ian was involved in significant initiatives
including plans to manage the growth of the ACT and its impact on surrounding rural communities
the merger of Yass and Goodradigbee Councils
the upgrading of Yass’s water and sewage systems
the development of Yass into the vibrant town we know today
Ian also served the community as District Returning Officer and Emergency Fire Controller
notably during the catastrophic Burrinjuck fires of 1972
He held leadership roles in several organisations
He was also the secretary of the Burrinjuck Water State Park Trust for nearly 50 years and remained heavily involved with Burrinjuck until the Trust was abolished in 2013
and unswerving commitment to the community
Ian’s funeral will take place at St Clements Anglican Church on Friday

Councillor David Carter moved to Yass Valley in 2020 and proudly became an Australian citizen in 2022 at Commonwealth Park.
having practiced as a barrister and solicitor in telecommunications and infrastructure regulation before transitioning to practice as a barrister sole
He is also a Chartered Accountant with CPA Australia.
David’s career has taken him across the globe
including working in Brazil and the United Kingdom

I’ve engaged in key discussions about financial sustainability and major projects like the Crago Mill Precinct and the Water Treatment Plant

where I discussed water issues and the Barton Highway duplication while exploring our innovative ag-tech businesses.
I represented Yass Valley at the first meeting of the Canberra Region Joint Organisation of Councils and ACT government.
Attending the 200th anniversary of the Hamilton-Hume Expedition at the National Trust’s Cooma Cottage was a privilege

including supporting local police in an anti-domestic violence march and awareness day this December
When individuals and organizations like Rotary come together for a cause
we can create meaningful change and offer support to those affected by abuse.
I shared insights about my initial weeks as mayor and presented the Crago Mill Precinct Project
highlighting its potential to boost community pride and generate significant economic benefits
With a construction cost of approximately $50.7 million
this project is expected to generate up to $43 million in additional gross revenue
creating 124 short-term jobs and 58 ongoing jobs in Yass Valley.
I’m eager to attend the Can Assist fundraiser at Cliftonwood this weekend
followed by visits to the Men’s Shed and Thomas Eccles Gardens as we observe Remembrance Day
I’m also looking forward to representing our community at the local government conference in Tamworth in mid-November
and our collective voice is powerful at both shire and state levels
I aim to ensure that Yass Valley is well represented in state and national discussions while keeping our Council attuned to the needs of our community
