He also serves on the organizing committee for the Ohio Deaf Festival and is currently board president of the Deaf Community Resource Center in Dayton
The MLK commission honored him Thursday with the Individual award

offering a rich and convenient video content creation experience and unlocking new possibilities in entertainment
are limited due to a lack of data and computational resources
making it difficult to generate long videos (longer than 30 seconds) that contain dynamic content and temporal consistency
Achieving coherence and preserving the dynamics when generating long videos while also improving efficiency has become a key focus in this field
To address this, a research team at Microsoft Research Asia has developed the ARLON framework
which combines autoregressive (AR) models with diffusion transformer (DiT) technology
By using vector quantized variational autoencoder (VQ-VAE) technology
ARLON effectively compresses and quantizes high-dimensional input features in T2V tasks
reducing learning complexity without compromising information density
ARLON synthesizes high-quality videos that retain both rich dynamics and temporal coherence
They optimized the ARLON framework by introducing an adaptive semantic injection module and an uncertainty sampling strategy
enhancing the model’s robustness to noise and improving the efficiency of video generation
The adaptive semantic injection module uses a gated adaptive normalization mechanism to inject coarse semantic information into the video generation process
an uncertainty sampling strategy simulates errors in AR predictions by sampling noise from the distribution of the original coarse latent features

the AR model predicts coarse visual latent tokens
constructed from a 3D VAE encoder followed by a latent VQ-VAE encoder
These predicted visual latent tokens encapsulate both coarse spatial information and consistent semantic information
a latent VQ-VAE decoder generates continuous latent features
which serve as semantic conditions to guide the DiT model with a semantic injection module
These components are described in detail below:
Latent VQ-VAE compression is a crucial step maps high-dimensional input features into a compact and discrete latent space. The process is achieved through the following expression:

To mitigate the inevitable noise introduced during AR inference

Coarse visual latent tokens: Two different compression ratios of latent VQ-VAE for training and inference enhance the diffusion process’s tolerance to noisy AR predictions
Uncertainty sampling: To simulate the variance of AR predictions
an uncertainty sampling module was introduced

Qualitative results further highlight ARLON’s ability to maintain both dynamism and consistency in generated videos

Its videos retain a high level of subject consistency while exhibiting fluid and lifelike motion

The owner of the steakhouse and firefighters were alerted to the fire alarm shortly after the restaurant closed.At 10:07 p.m
Fire crews said a motorist driving Houston Street saw the fire and called 9-1-1
David Brandenburg and Arlon Hammit were the first two firefighters on scene
First thing I was thinking to do was break the doors in the back
I was having trouble and I found the front doors open
The stove was on fire,” Firefighter David Brandenburg said
A second crew responded to the back entrance and together they worked quickly to extinguish the fire
“The fire was going up to vent in the back
pretty much we made initial knock down - you know - sprayed some water on it and cooled it down to the rest of the trucks got here,” Firefighter Arlon Hammit said

In March of 1998 Arlon married Joyce (Sperl - Frye) Sandbulte and was a proud stepfather to her children Jay and Julie
Arlon began working with his father’s excavating business
Sandbulte Excavating in 1948 at the age of sixteen
At nineteen he began working at his father’s Sioux Center Ready Mix
which became Joe’s Ready Mix two years later
Following the passing of his father Joe in 1962
Arlon assumed management and part ownership of the business
In 1975 Arlon became the sole owner and president of Joe’s Ready Mix
One of Arlon’s biggest joys was having his four sons work alongside him in their family business
Together the family grew the business to six plants and over 100 employees in the Northwest Iowa Region
In 2005 Joe's Ready Mix was able to double in capacity by merging with another local ready-mix company and creating Alliance Concrete
In 2008 Alliance Concrete was sold to GCC who still owns and operates the business today
When not in Sioux Center Arlon cherished time with his wife Joyce at Okoboji
Arlon enjoyed sharing a beverage with customers
From time with the “Friday Night Bunch” to various steak frys or Wednesday night Mexican at the Ridge
Arlon could always be counted on for a smile and good conversation
Arlon also owned Crossroads Supper Club in Maurice
which later became Sandora’s Steak House in Sioux Center
Arlon is survived by his wife of nearly twenty – five years
He leaves behind his four sons and their families; Joel Sandbulte of Sioux Center

Substitution bus L62 will provide a direct link between Esch-sur-Alzette station and Luxembourg central station.
On the Luxembourg-Kleinbettingen-Arlon line, the CFL is continuing to renew the track. During the Easter holidays, the Luxembourg-Bertrange section will be concerned.
“CFL will be replacing 6km of track, including 8,500 tonnes of ballast and 9,700 wooden sleepers. These will be exchanged for concrete sleepers with an extended service life,” said the railway company. Other work will be carried out in parallel, for example on a bridge in Capellen.
Substitution bus L50 will run between Arlon and Luxembourg’s central station, stopping at all the usual stops along the way.

Hallett’s design was created to complement the site’s natural landforms
His routing process centred around what he calls the “natural holes”
before moving on to others that required more earthmoving
“I picked out a few green sites on my first visit thanks to some very exciting features,” said Hallett
“I wanted to exploit the natural landscape to build what I believe are some standout golf holes
This interesting corner appears in both loops; a crossroads in the course routing
“We worked hard on a couple of the so-called weaker holes on paper
with some good ideas and skilful shaping helping to produce some very interesting holes
“The routing has plenty of variety with five par threes and five par fives
I was keen on finding a balance; some holes are forgiving with straightforward strategy
while others have surprises or are quirky in places
“My aim was to provide playing options and avoid penal architecture
It’s not all about distance but visualising the shots
I’m hoping the measuring devices will be redundant on a few holes – that would be hugely satisfying
but we spread out the other tees to please members.”
GolfLink Evolve handled construction on both courses and a Rain Bird irrigation system has been installed
The resort will have membership options for locals and will also be open for visitors
Luxembourg-based property investor Roby Schintgen
has also expressed an ambition to hold a tournament on the Heath course

Ltd (EMC) announced today that EMC will acquire all outstanding stakes of EMO Specialty Materials LLC (OBA: Arlon Electronic Materials (Arlon); EMO SM)
a Delaware limited liability company doing business in the U.S.
through its 100% owned subsidiary EMC Special Application Incorporated
Consummation of the transaction will be subject to the relevant regulatory approvals
EMO SM is a manufacturer of specialty high performance polyimide and epoxy based laminate and prepreg materials for uses in a wide variety of high reliability focused printed circuit board applications
Its product applications range from different industries such as aircraft & avionics
and semiconductor testing with customers worldwide including North America
EMC will be able to establish a new manufacturing base in the US servicing OEMs and PCB customers
This transaction will also strengthen EMC's diversification strategy and enhance its competitiveness
EMC anticipates to bring in additional resources to EMO SM for further growth of business and operation scales
The municipality of Arlon counts 70% cross-border commuters among its working residents
The municipal elections on 13 October will focus on the crucial issues of housing and mobility
Local (and provincial) elections take place on Sunday 13 October in Belgium
where 70% of the working population is made up of cross-border commuters who work in Luxembourg
cannot avoid the issues surrounding mobility and housing
(The heads of the MRMC and Écolo party lists were also approached
but did not respond to our requests for interviews)
the list of outgoing mayor Vincent Magnus (Les Engagés) won almost 40% of the votes cast by Arlon voters
“We currently have twelve seats on our Arlon 2030 list
Magnus chose to form a coalition with the MRMC
“We get on well and I think we’ve done a good job
but we'll have to see what the results say
Arlon has already seen coalitions with the PS
We need to listen to what the voters are saying
And although Écolo had obtained almost the same result as MRMC
“because I had a major project that was close to my heart----and the Écolo were not prepared to follow me in that.”
“The proportion of cross-border commuters in our population has risen sharply in recent years
because when I arrived twelve years ago we were talking about 55%,” says Vincent Magnus
Some of the lists for the forthcoming local elections on Sunday 13 October include several candidates who are cross-border commuters
“Ten out of our 31 candidates are cross-border commuters
The proportion of cross-border commuters in our population has risen sharply in recent years
because when I arrived twelve years ago we were talking about 55%.”
And the constant influx of these new Arlon residents is having an impact on the community
“It’s obvious that property prices in Luxembourg have become so high that it’s still bearable for Luxembourgers to come and buy in Arlon
for Belgians who work in Belgium or single-parent families
it’s almost impossible to find a place to live here in Arlon.”
The town’s latest figures list 622 Luxembourger residents
“a phenomenon that was virtually unheard of ten years ago
which obviously poses problems for our population
we need to stop or slow down the artificialisation of the land
and at the same time ensure that we can continue to offer quality housing so that prices don’t completely explode.”
the current coalition has made it a priority to eliminate “blighted areas
places that had been completely neglected for several years
such as the former officers’ mess on Rue Molitor
where some sixty flats have been refurbished
except when it comes to setting property clauses
We have also introduced taxes on unoccupied buildings
when an owner does not renovate or restore his building
we had 23 taxes that brought in €33,000; in 2023 we have 110
if his Arlon 2030 list is re-elected as leader of Arlon
Magnus is already thinking about other projects
such as continuing to tax unoccupied buildings
providing a legal framework for shared accommodation
“The municipality also still has land that we could sell to build property under shared ownership
“it’s not the number of cross-border commuters among the candidates that proves a party’s interest in these issues [there are two of them on the ‘PS-Citoyens’ list
the real problem is that Arlon is a dormitory town
and this is something that the current mayor is unable to say
But we have to face the truth: the inhabitants of the municipality who live across the border prefer to go out in Luxembourg rather than in Arlon
The 34-year-old federal secretary of the PS Luxembourg criticises the outgoing coalition for “standing still and maintaining the status quo
but it needs to be increased to make it more of a deterrent
And there needs to be more security in the streets at night
Another key issue for Arlon’s cross-border commuters is mobility
While Magnus praises a number of cycling projects involving a minority of cross-border workers who cycle to Luxembourg
he admits that the bulk of journeys are made by car or train
I regretted that it stopped at the Luxembourg border
and that there wasn’t more thought given to the issue between the two countries.”

the current mayor of Arlon “isn’t doing enough
he’s not the one who can make the decisions
but he’s not going to fight hard enough for the municipality in Brussels
when what we really need to do is promote Arlon beyond our borders.” And while his party suffered a real setback at the last communal elections in 2018
we achieved more than 28% in the canton of Arlon
We’ll see how things turn out on Sunday 13 October

and watching all the different birds and squirrels
He was also the best teacher of life’s many lessons that anyone could ever have

In Arlon, the historic Librairie des Faubourgs has existed since 1976 and is run by Pascal Piron. “Once again, small businesses are going to suffer as a result of this decision, while the parallel market in counterfeit cigarettes is growing, including in Arlon,” he said. “What's really distressing is that this decision comes on top of the already difficult situation of newsagents, who are also suffering from the fall in press sales. We can only conclude that.”
Nevertheless, he believes that the effect of this measure is likely to be limited in the region's tobacco retail outlets. “Tobacco is not our hobbyhorse. It accounts for maybe 1 or 2% of total sales. That makes sense given our proximity to the Grand Duchy. That said, elsewhere in the country, it's a different matter, since tobacco sales can account for 60 to 70% of sales,” said Piron.
The same is true of the Librairie du Piétonnier, run by Fabian Devillet. “Tobacco sales don't represent much for us in terms of margins,” he said. “Especially when you add in external costs such as payment by card. Our cheapest packet of cigarettes costs €9.80, which is almost twice as much as in Luxembourg.”
Devillet agrees, adding: “I'm in favour of measures to limit access to tobacco for young people, but I don't really see how hiding the tobacco can help.”

and their young children. A private funeral is planned with a memorial service later this month

Schintgen bought the Château du Bois d’Arlon and its 27 hectares of land in 2013
and a year later acquired the surrounding 190 hectares of forest
which is in the land surrounding the chateau and its immediate estate

The targeted operation date for this expansion is early 2025 in California. This expansion will allow a larger portfolio of products to be manufactured in North America with an eye on responsiveness to this market as well as risk mitigation and capacity surge mitigation
