— It’s a winter home to hundreds of swimming gentle giants and is one of the most popular state parks in all of Florida
Blue Springs State Park attracts over 700,000 visitors each year
the park shuts down because of high demand
Save the Manatees Club Associate Researcher Cora Berchem says it’s a good time of the year for guests to visit the park to see manatees
It’s really special for them,” said Berchem
Manatees retreat to the park and other springs around the state in the colder months.
something Berchem believes is a good healthy number
that’s when they come in here for the warm water
They just come in here and warm up,” said Berchem
The spring water stays a constant 72 degrees
The best part about the spring is the way it is designed
workers at the state park installed viewing stations
and paths that take guests around parts of the 3,000 acre park that includes the spring
Pennsylvania resident Al Senteio came to Volusia County just to see manatees in person
“It’s interesting just watching them come up out of the water and flap their tails,” said Senteio
New York state resident Dillion Vaurtin and his son enjoyed the manatees and other wildlife that is visible from the viewing stations
And lots of different things to check out here,” said Vaurtin
State Park officials and Save the Manatee Club keep a close eye on the manatees with daily counts being done by canoe
Berchem says the counts help them keep track of every animal where experts know their names and can identify them by scares on their bodies
every manatee we have here that has some sort of identifying mark is drawn on there,” said Berchem
This researcher says experts are seeing a near record number of calves totaling 90
Admission to Blue Spring State Park is $6 per vehicle of two to eight people and $4 for a single-occupant vehicle

'Free parking in Berchem?' – How Q-Park and the city of Antwerp are working together towards an integrated mobility policy (but cannot do it for free)
Recently, VRT NWS reported on a political idea to relieve parking pressure in Berchem by making part of our parking free for residents
That proposal confirms what we at Q-Park often notice: that people are not always aware of the economic reality of such 'off-street' parking facilities
That is why we are happy to take the opportunity to increase that knowledge
we build and manage such car parks as a private party
this is done in close consultation with local governments - and ideally at the earliest possible stage of their mobility plans
we believe that you should not only view the moving car
but also the stationary car as an integral part of every local mobility issue
More about this - and more specifically about the advantage of built (off-street) parking facilities over 'on-street' parking - in this article on our website
parking pressure is one of the most important issues for city residents – also in Berchem
and in many other places such as in Brussels and Hasselt
Q-Park has agreements with the city: anyone living within a radius of 500 meters of Q-Park Berchem Station parking
can already park there today at a greatly reduced rate
Q-Park (offers affordable subscriptions) and the city (provides an additional subsidy of €15 in the remaining price; total price is €100 per month for the resident) find each other
together we ensure that residents can park close to home and we reduce the nuisance of cars driving around in circles looking for a parking space
the more public space is freed up above ground
doing this for free is not possible - we hope that everyone
There is a lot involved in a parking facility - the strategic development of the implantation and accessibility
in close consultation with the government to optimally meet local needs
combine car parking with alternative mobility solutions
the space in the city will never be unlimited
It is therefore important that cities offer options tailored to different needs: those who want to park in the city must be able to do so and will pay a certain price for that comfort
there must also be cheaper and well-organised P+R options outside the city.In short
regulating parking properly is one of the urban challenges of our time
but also a healthy private sector that works together strategically and operationally smartly – which is already happening in many cities
Q-Park is notable for its quality approach and has a portfolio comprising over 3,300 parking facilities with more than 640,000 parking spaces in the Netherlands
The Grand Ducal Fire and Rescue Corps (CGDIS) reported several incidents on Thursday evening
a car struck a pedestrian on Rue d'Esch in Hollerich
a vehicle collided with a tree on the RN28 between Oetrange and Bous
Emergency crews despatched two ambulances from Luxembourg City
along with rescue teams from Canach and Remich
Two separate motorcycle crashes occurred later in the evening
The first took place at 7.10pm on Rue d'Olingen in Eschweiler
with paramedics from Junglinster responding
The second occurred half an hour later on the CR331 between Nocher and Kautenbach
where emergency personnel from Kischpelt and Wiltz provided assistance
a fire broke out at the Aire de Berchem service station
prompting firefighters from Roeserbann to intervene
From 1 May 2025, and for a period of four years, Q8 will take over operation of the motorway service area, which until now has been run by Aral (in the Luxembourg-France direction) and Shell (in the France-Luxembourg direction). Last year Aral took over operation of the Capellen-Nord service area on the A6 motorway between the capital and the Belgian border.
In a press release issued on Tuesday 29 April, Q8 confirmed that it would be opening a Delhaize and a Panos restaurant, as well as a Chargy electric vehicle charging point. Delhaize and Panos will replace McDonald's and Starbucks, which have recently closed.
The new retail lineup will be rolled out in stages, Q8 said in its press release. “From May 1, half of the fuel lanes and the two Delhaize and Panos shops, on the way to Luxembourg (East) and France (West), will be open.”
Then, “the range of shops will still be limited during the first week, but from 5 May they will be fully operational”, Alain Hecker, operations manager for Luxembourg at Q8, is quoted as saying in the press release.
Finally, “Panos, with a range of sandwiches, salads, burgers, chips, pizza and pasta, will be fully open on 18 May for Berchem West and at the beginning of June for Berchem East,” Hecker said.
The complete rebranding of the service stations should be completed by Thursday 8 May
The total transformation of the two Berchem hubs should be completed by June

The government is still examining bids for the service station concessions in Berchem
on the motorway between Luxembourg City and France
was previously Europe's busiest service station in terms of fuel sale volumes
The Ministry of Transport is examining the seven bids received for the two concessions for Europe's most 'bankable' service stations
for a period of four years starting on 1 May
No sooner had the bids for the two Berchem locations arrived at the ministry in mid-January than Q8 was already boasting that it had won both
The state could have published the greenest calls for tender in its history for the two Berchem service station concessions
located on either side of the motorway between the capital and Dudelange
made in mid-January by the Green party MP
he pointed out that the coalition agreement provides for the development of "concepts aimed at gradually transforming conventional motorway service stations into multi-energy hubs"
given that "the needs of future motorway customers remain uncertain
the relevant departments of the ministries are currently analysing the situation and studying the various options"
the minister emphasised that "Luxembourg has already achieved the objectives set for 2030" by the 2023 European regulation on the deployment of alternative fuel infrastructures
in particular fast-charging stations and hydrogen refuelling stations along motorways
"A new concession contract is an opportunity to implement improvements"
who nonetheless regrets the absence of precise obligations in terms of electric charging stations
stipulate that the state may install such infrastructure without the agreement of the concessionaire
as well as photovoltaic panels on shaded areas
It also highlighted the lack of ambition in terms of sanitary infrastructure and the circular economy
the minister replied: "It would be feasible to install shaded areas with photovoltaic panels
and feasibility studies are being considered
The concession contract already provides for the installation of photovoltaic panels on the roofs of the facilities
is a showcase for Luxembourg's brand image
It underlines the importance of the quality and innovative nature of its services and infrastructure for our country."
the Shell station (heading towards Luxembourg City) dispenses 260m litres of fuel a year to 25,000 customers a day - a record
the Aral station (with traffic heading towards Dudelange) sees a million vehicles a year
Located at the heart of the daily flow of cross-border commuters and logistical movements between northern and southern Europe
these stations remain strategic - at least until tolls
carbon taxes and price trends change some of the traffic
Interest in these concessions remains high: the two invitations to tender published in November
for which candidates had until 15 January to submit their bids - the date of Welfring's parliamentary question - resulted in four bids for the station with traffic heading towards Luxembourg City and three for the station towards the border with France
Even with Shell forced to set aside €4.5m over two years to cover its clean-up obligations linked in part to the AdBlue leak in 2016
the selected operator or operators will have to pay a three-part annual fee:
- a minimum of €0.02 per litre of fuel sold
the total of seven service stations located on the grand duchy’s motorway network represents a financial windfall: they collectively bring in around €70m a year
or an average of €10m per motorway service station
compared with less than 1% of that amount spent on their upkeep
The good news for taxpayers is that the photovoltaic panels installed by the concession holder at the start of the concession will eventually become the property of the state
Q8 was already trumpeting the fact that it had won the two concessions - even though
"We will manage the two Berchem stations
a Delhaize Shop&Go and Starbucks vending machines
We will also be investing in making the buildings more attractive
installing solar panels and reinforcing security with surveillance cameras
we'll be carrying out a complete rebranding of the pumps
awnings and signage to provide a more modern and consistent look.”
These are the words of Q8's press office to the news site Virgule

Cymru South side Llantwit Major fell to a heavy defeat under the lights in their Fenix Trophy first leg tie against Fourth tier Belgian side K
The sell out home crowd was behind their team throughout
resulting in a clinical first half which saw them 5-1 up at half-time
This was followed by a spirited second-half performance from Llantwit
however the gap in quality was clear to see with the home side coming out 7-2 winners
Berchem got off to the perfect start when Kelvin Owusu pounced on a loose back-pass from Jake Barrow and knocked it around the helpless Jack Lansdown to tap into an open goal to give the home side the lead within the first minute
Things quickly went from bad to worse for Llantwit
who found themselves 2-0 down after only 12 minutes
with Owusu showing his quality by taking the ball and turning his defender inside out with some silky footwork
as well as having the composure to slot the ball under the Llantwit keeper
The Belgian side managed to continue to open up the away side
counterattacking numerous times through the midfield
Their spell of dominance would pay dividends eventually
with young attacker Ambrose Frimpong evading his man and powering home a header from a corner to make it 3-0 after only 24 minutes
A fourth would come soon enough for Berchem
with Kelvin Owusu again showing some outstanding footwork to leave his man for dead
cutting in from the left-hand side and producing yet another cool finish to seal his hat-trick on the night to add insult to injury for the Welsh side
and they would pull a goal back in the 33rd minute from early substitute Josh Morgan
who glanced home a header that was helped on by a deflection into the far corner following a cross
with Berchem winger Brend Lambrechts finding himself in acres of space in the box after a low ball was squared to him
The 20-year-old made no mistake with his finish into the roof of the net
Llantwit Major started the second half much better than the first and before long the travelling Windmill Army had something else to cheer about
with Madison Armstrong scoring his first ever senior goal
blasting the ball home from point-blank range after a melee in the box following a corner to get the scoreline down to 5-2 five minutes into the half
Some Llantwit fans may have had dreams of a comeback at this point
but these were promptly put to bed 13 minutes later when Len Vennekens turned brilliantly in the box and hit a low shot in off the post
leaving Lansdown with no choice but to watch the ball go into the net for the sixth time of the night
and Berchem rounded off the scoring in the 84th minute
with Nikola Pejcic slotting in a penalty coolly
to add even more misery to the away side on the night
the away fans were still in fine voice and could be heard throughout the game
with even the home supporters joining in on the action and chanting ‘Llantwit’ at full time.
European away days are rare for clubs of Llantwit Major’s size
and they will still be well up for the second leg at the SDM Glass Stadium in Bridgend

Don Berchem is a man who is the definition of hard work and care
He does everything in his power to make sure the children of La Porte are happy
He is a family man made to give his best to La Porte and the community of wonderful people
Berchem spends a lot of his time volunteering at the YMCA
He makes sure that the youth who go there have the best time possible
He develops projects and plans out ideas so the youth can grow up in a safe environment
and that they can bring something to La Porte like he has been
He believes that the youth need to be raised in a good environment in order to grow
so they have a good environment to be raised in
and they have somewhere to go when the path gets rough in life
“I believe that if you can enrich young people we can help them develop skills that are essential to life,” Berchem says
talking about his volunteer work at the YMCA
He donated and created the Andrew Avenue Recreation Facility to the YMCA
the Facility is full of amazing stuff for all the kids to enjoy like five acres of fenced-in green space
and for them to make new friends that will last a lifetime
“There are three ways people learn in life,” Berchem began
the other third is their willingness to participate
and one-third is their parents teaching them.”
He said that many kids today are missing one of those links in the chain of growing up
He helps with the YMCA so he can try and help kids gain that missing link back and that they can learn right from wrong so they are able to grow up to be good citizens and family members
“If we can guide young children then by the time they are in high school
they will know right from wrong,” Berchem said
Berchem also Volunteers for the city of La Porte
He is the president of the Redevelopment Commission
which is the group that spearheaded the La Porte Landing project
He is also the one responsible for bringing Dunkin Donuts to La Porte
so he and the rest of the commission deserve a huge thank you
both graduated from La Porte High School and have been married for twenty-six years
He values family life and has always made sure that daughters are the best they can be
“I truly believe that you need to give kids something to hold onto,” Berchem stated
“never burn a bridge if you’re not satisfied with something always look at the positives.”
Berchem is a man filled with positive and creative energy
He strives to better the people he surrounds himself with
He sees the glass as half full; a glass that is never empty because if there is a negative
there will always be more than one positive to outweigh it
and uses his time to make a difference for the youth who will be the future of this county
and more importantly for the community of La Porte County

Berchem’s Revolver focuses on the movement of these traffic-cone-orange
black and white sheets as they float slowly to the ground
Contained within this work’s surface poeticism – at first glance
the project appears beholden to Francis Alÿs’s landmark 2005 performance
The Green Line (Sometimes doing something poetic can become political and sometimes doing something political can become poetic) – is a deeply-rooted cynicism regarding the collapse of political meaning and the cyclical futility of collective protest.
articulate this breakdown in the disjuncture between language and object
the artists render fluid paper sheets as stagnant structures: 102 moulded forms in all have been suspended from the ceiling
draped flaccidly over a corner shelf and dashed against an overturned
Each of these related works is titled with some variant of the action verb ‘mobilize’
When transposed to the immobile sculptures
the artists’ invitation feels impotent – the often ineffectual nature of political organization emphasized by the works’ use of corporate aesthetics
The bright paper hues in Revolver are rendered even more anodyne when filtered through the installation’s colour field of robin-egg blue
baby pink and canary yellow (the palette of post-it notes and office-wide memos)
Berchem’s 2013 performance at the National University of Colombia encompassed the conflicting ideologies of public education – as a conduit for radical thought and social cohesion on the one hand
corporate system of capitalism on the other
Surrounded by this limpidly pretty and deliberately inoffensive work that explicitly takes political mobilization as its subject
we realize that these two polarities are in fact not so distinct.
A handful of solo works by Berchem and Pica surround this joint installation; a selection that foregrounds their practices’ sharp differences despite ostensible formal similarities and shared references to Pictures Generation artist Annette Lemieux
Pica’s Inventario de (in)escuchados (Inventory of the [Un]heard
is composed of white plaster casts of noisemaking objects used in protest marches
Hanging from thread in a standardized formal ordering
sticks and machetes are categorized by the thing of which they are stripped (noise)
Pica produces a monochrome reminiscent of Louise Nevelson’s abstract expressionist assemblages
recasting the most basic mechanisms through which people seek to be heard into a frieze designed to be seen
she speaks directly to processes of strangulation by bureaucratic ordering
But where Pica’s astute interventions dive further into the intricacies of bureaucratic confinement – examining the many forms of silencing via banal regulation patterns – the individual works by Berchem prioritize beauty before insight
In Rehearse (2017) his series of ‘photo paintings’
the artist reproduces a selection of black and white documentary photographs sourced from global protest movements on high-grade uncoated cotton paper
He then intervenes on these images by covering signs or banners with abstract shapes in gouache and pencil – an erasure of shared meaning in favour of the artist’s private language of synesthetic colour
Rather than articulate universal visual codes for collective mobilization
these works reduce the specific lives and experiences of those represented in the images to a pictorial field for the artist to play upon; the fetishized beauty of documented protest rendered even more beautiful
and even less capable of stimulating social change
by its sublimation through the commercially-viable language of abstract painting.

(OSV News) — Mark Berchem became aware of how he influenced his children after seeing a family photo taken about 18 years ago that showed him and his son throwing rocks into Lake Superior with identical posture and movement
although Berchem had never taught his son the skill
“People listen with their eyes and even more so in today’s culture
the importance of example is huge for parents,” said Berchem
They may not be always listening to us but they’re watching
We are teaching loud and clear by how we live our life,” he told The Catholic Spirit
seeks to help dads recognize their power to affect their children’s lives and pass on faith and values
Including fathering advice with his experiences of raising four children and nurturing five grandchildren
Berchem provides a guide for all dads who want to raise children of virtue
The book’s topics include deciding to be a good father
spending intentional time with kids in ordinary life
controlling screen time and finding support from other dads
“I think what I’m hoping to do is to help (dads) realize
really help my sons and daughters to grow into secure
confident men and women who can make an impact and make the world a better place,'” he said
“It all starts with dads realizing that they have a significant role to play.”
Inspiration for the book came from Berchem’s observations during the decades he’s worked in youth ministry of how young people’s fathers have impacted them
He said he’s seen youth who were wounded
those who wanted more from their fathers and youth whose fathers helped them thrive
which has trained and sent out more than 3,500 young adult missionaries to share the Gospel with 2 million youth across the United States
It also sponsors monthly Lifeline Masses for archdiocesan and other youth at its West St
Berchem recently passed on the NET presidency to Dave Rinaldi and serves as a strategic adviser helping with the transition
Fathers need to know their kids well enough to recognize their God-given personality and potential even before they’re fully developed “and help them to realize and become the fullness of what God has created them to be,” Berchem wrote in the book
“You do that by having great conversations
letting them wrestle with deep thoughts and ideas.”
As Berchem shared about how he and his wife
he also described his own father’s good traits and what he’s learned from what his dad didn’t do as well
Whether fishing at a Wisconsin lake or taking him on walks after Sunday dinner
Berchem said his father made time for him and created memories
Even ordinary experiences like taking his own boys to baseball games were critical for creating memories and transmitting values
Noting that dads’ time with kids is short
“you want to make sure you use your time well while your kids are with you.”
Berchem emphasized that the book is for all dads and even grandfathers
along with men who feel they’ve made parenting mistakes
“You don’t fail by making mistakes
you fail by stopping to try,” he said
most dads want to be great dads and the first step is having the desire
“We can help awaken that desire,” he said
Berchem encouraged men to embrace the role of father
which God gives them in their children’s lives

sleek gray manatees glide through the crystal-clear waterway of the Blue Spring run in Orange City
Pointing them out while drifting on a red canoe are Cora Berchem and her co-researcher Wayne Hartley
“Manatees are just really a charismatic animal,” says Berchem
director of multimedia and a manatee research associate with the Save the Manatee Club
“I feel they don’t really get all as much attention as some other animals like whales and dolphins
Berchem is not only fascinated with manatees but also dedicated to preserving their numbers
Climate change has threatened the species in recent years
and a key part of Berchem’s research is assessing the effects of climate change on the manatee population—where manatees go and if they are in need of rescue
She also produces educational films and manages the club’s social media as part of its outreach
Berchem sports water shoes upon arriving at Blue Spring State Park
She walks up to the buoy line where the waterway meets the St
she and Hartley head over to a research canoe nearby
“It’s really important to keep count of the manatees because we want to see how the population is doing,” Berchem says
“We want to see what the survival rates are
so we’re keeping a very close eye on them.”
Florida saw the highest manatee mortality rate in 2021, with 1,101 manatees dying through Dec. 31
according to Florida Fish and Wildlife Conservation Commission data
Such a number of manatee deaths is unprecedented
docile indicators of the condition of the environment that they share with humans
According to the Florida Fish and Wildlife Conservation Commission
Berchem says the sea cows help keep waterways open for boaters by grazing on aquatic plants
they help Florida’s economy by attracting tourists who come specifically to see them in their natural habitat
Manatees enter the Blue Spring waterway from November to March to escape colder temperatures in the St
Berchem says the numbers have been fluctuating
After seeing over 500 manatees at once in early December
Berchem saw a sudden decrease to about five to 10 manatees only a few weeks later
stronger storms and irregular weather patterns are results of climate change that threaten the manatee population
When manatees migrate too far out because of warmer waters
sudden temperature drops leave them stranded
hurricanes and rising water levels can often move manatees inland or into a waterway with no outlet
“It warmed up so quickly that they’re leaving the spring and they’re going out into the St
Johns River to feed because there really is no food for them in the spring run,” Berchem says
“What I am concerned about is days like today
the temperatures are dropping overnight very quickly
very warm weather for the last two weeks … these manatees have migrated really far out
and I am a little concerned that they’re not making it back in time for the warm water.”
Moving from Germany to New Jersey and then Florida showed Berchem that climate change was not only a problem in Florida or in the United States
Berchem remembers when she was living in New Jersey in 2012
Hurricane Sandy hit the northeastern United States and severely affected people
“People up there are not prepared for hurricanes like we are here in Florida,” Berchem says
“I’m confronted with harder hitting hurricanes and really shifting weather patterns
they had humongous flooding in the middle of the summer that literally wiped out entire towns.”
climate change continues to affect Berchem’s work in Florida
In the eight years that Berchem has been working with manatees
she has participated in numerous rescue missions throughout the state of Florida
“We literally had to rescue anywhere between five and 50 manatees out of areas that they really wouldn’t have gotten into if it hadn’t been for very strong storms,” Berchem says
Saving the manatees and preserving their population is more than simply protecting wildlife
these gentle creatures have become like family
Berchem and Hartley name the manatees that they count in the Blue Spring waterway not only to identify them
“Every year when we start doing the counts in November and you see all these manatees coming back
it’s like your family coming home for the holidays
Getting a call to recover a manatee carcass can be emotional
and makes her wonder which one of her aquatic friends was no more
but it’s especially heartbreaking if it’s one of the ones you’ve really known very
“It’s more than just counting numbers and counting animals and putting them into a database

the ICRC set up information agencies in order to restore contact between family members separated by conflict and ease the suffering of those affected by war
it created the International Prisoners of War Agency
which had three tracing units – one for the Central Powers
one for the Entente Powers and one for civilians
there were subsections that looked for missing people and prisoners by nationality
the Central Prisoners of War Agency was created
It consisted of national services for prisoners of war
interned civilians and civilians of the same nationality
Some women made a career out of working for these agencies and quickly reached positions of authority
Marguerite van Berchem was born in Geneva on 11 April 1892
passed away when Marguerite was just one year old
Marguerite graduated from the Ecole du Louvre in Paris and became an archaeologist
she volunteered at the International Prisoners of War Agency
based at the Musée Rath art museum in Geneva
and became head of the agency’s German section

she joined the ICRC’s Central Agency for Prisoners of War
She was the first to push for the creation of a separate service to handle the cases of indigenous soldiers from the French colonies
A colonial section was added to the French service in June 1940
and a separate colonial service was set up in July 1941
She had to deal with numerous cases of people with similar names
the absence of official registers in some countries
illiteracy and inaccuracies in how names had been recorded by the detaining powers
she built up a team of experts who had lived in the colonies and set up a system to sort cases by regiment
the link between the colonial prisoners and their far-off families was never completed broken

Marguerite van Berchem was bold and determined in how she ran the colonial service
She knew that her work was important and how to make her voice heard
as illustrated by this memo dated 15 February 1943
which was sent to several services within the Agency
The introduction reads as follows: “I would like to kindly ask all of my colleagues who receive this memo to not simply glance at it hurriedly but rather to do me the decency of reading it to the end.”
she took over the service responsible for managing the agency’s auxiliary sections in several Swiss towns and their more than one thousand volunteers
the auxiliary sections were able to triple their workload in just a few years
the contact between the colonial service and its French partner organizations was cut off because of the war
Marguerite van Berchem asked to go on a mission to Paris to ensure that the service’s humanitarian work could continue
Message from Marguerite van Berchem setting out the reasons for the mission and providing a general report
Marguerite van Berchem spent the harsh winter of 1944–1945 in Paris with two of her loyal colleagues
gives some insight into what was happening in France at the time and shows Marguerite van Berchem’s attachment to her colleagues in the colonial service

Correspondence from Marguerite van Berchem and her colleagues in the colonial service
Marguerite van Berchem became a member of the ICRC in 1951 and an honorary member in 1969
She passed away in Geneva on 22 January 1984
“She was an admirable example of the Geneva spirit – she was rational and reserved
She was also generous and capable of becoming impassioned for a good cause.” – Jean Pictet
Marguerite van Berchem worked tirelessly to help colonial soldiers and was very good at organizing and rallying people to her cause
She is the perfect example of the dedication of the women who worked for the agency and of the key role they played in its activities

Police are saluting an “alert” citizen who reported a man suspiciously watching children at play
It turns out the man is a sex offender who never registered his newest home
Wilbraham Police arrested Christopher Tadra Berchem
on the charge of failure to register as a sex offender
police received a call about a suspicious vehicle in the Raymond Drive neighborhood
“The caller stated that the suspicious vehicle was occupied by a lone white male and he appeared to be watching young children play,” police said
Police located the reported vehicle off Main Street and soon learned Berchem’s sex offender status
Berchem has several aliases according to the police
Berchem was convicted of injury or risk of injury to or impairing the morals of children in 1998
He was convicted of the same charge in 2000
Someone is charged with this statute for having sexual contact with a child younger than 16 years old in a manner that is likely to damage the health or well-being of a child
Massachusetts requires any sex offenders to register with the state if they live
New Canaan’s highest elected official said Wednesday that the town will issue a request for proposals for legal services
First Selectman Dionna Carlson said that she hopes the firm that long has handled the town’s legal services
“It’s more of a philosophy that we’ve had them for two cycles of first selectmen
and it’s just good practice to go out” to bid
Carlson said during a special meeting of the Board of Selectmen
The town has not issued an RFP for legal services since 2012—a block of time that encompasses the entire three-term tenure of the immediate former first selectman
a retired lawyer who routinely exceeded the legal budget
For example, in fiscal year 2021, the town spent $404,788.01 in legal fees to Berchem Moses against a budget of $300,000. The following fiscal year the town spent $395,947.42, and $420,413.78 in fiscal year 2023
Through the first half of the current fiscal year
the town has already spent $240,221.12 in legal fees with the firm
Selectman Amy Murphy Carroll said during the meeting
“A lot of these costs were incurred before any of us were sitting here
And they were triggered by actions that did not affect us.”
Appearing to refer to $22,375 spent last fiscal year on the town’s Memorandum of Understanding with New Canaan Library (and $36,616.50 the prior fiscal year)
“We should be able to work collectively with our partners
and not have to get into legal decisions.”
The town has also spent tens of thousands of dollars on FOI- and land use-related legal matters that New Canaan ended up losing
Murphy Carroll described the current town attorney’s hourly rate ($235) as “aggressive.” The town also pays a monthly retainer of $8,500
Carlson said that she would be thoughtful about tapping the expertise of the town attorney’s firm
“Not every decision needs a legal opinion,” she said
but if I’m signing a Memorandum of Understanding that’s just a renewal of an existing memorandum with no word changes
I don’t really need to run it by legal.”
[Town Attorney] Ira [Bloom] and their whole team.”
Murphy Carroll said that the town’s decision to put legal services out for bid doesn’t indicate “a lack of trust.”
Your comment re legal fees with respect to New Canaan Library misses the mark
Given the size of the Town’s commitment and the various issues/potential issues that were present
it was more than prudent to involve counsel
the current RFP also makes sense for reasons noted elsewhere in the article
and I don’t see where she’s advising against seeking any counsel from the town attorney (or even spending taxpayer money beyond their $8,500 monthly retainer)
I hear her questioning the need to spend so much to wrangle with a trustworthy community partner
And I don’t know what you mean by “issues” (please don’t say preservation
that thing is a monument to stupidity and poor taste) but whatever they were supposed to be never panned out for the people who invented (“various issues”) or imagined (“potential issues”) them—just visit the library
That’s the implication of the paragraph as written
issues include the wrangling over preservation and town funding
This brings up the matter of proper town budgeting – believe I commented to the BoS or T/C last year budget season why are you decreasing the legal budget when you know all the issues going on and previous years expenses
We now have a year of news articles talking about exceeding legal budgets
It is budget season now – the town needs to look at its track record of expenses – look at what is in front of it – and make good estimates going forward to get the budget right
Do we expect fewer legal expenses in the future than we had the last 3 years – if so budget $300k again if not budget $400k or more

A registered sex offender living in Montville was arrested today and is facing child pornography charges stemming from a police investigation launched in 2009
of 984 Norwich-New London Turnpike in Montville
Police said Berchem is a registered sex offender and was found in possession of child pornography at his former home in Sandy Hook
Berchem was identified as a suspect in April 2010 after police developed leads during an investigation into the sharing of child pornography over the internet
The investigation led them to Berchem’s former residence at 32 Housatonic Drive in Sandy Hook
where investigators seized several items that were found to contain child pornography files
12 and charged with promoting a minor in an obscene performance and first-degree illegal possession of child pornography
He’s being held on a $50,000 bond and is due in Danbury Superior Court on Nov

Progress on widening the A3 motorway is advancing steadily
with the first section between Croix de Gasperich and Aire de Berchem expected to fully open to traffic before the end of 2024 – at least in theory
weather conditions could potentially delay these plans
Work on the project began nearly three years ago
with initial preparations and embankment clearances
The construction has tested the patience of cross-border workers from France who rely on the route daily to travel to Luxembourg
the first segment of the extensive project – widening the 12-kilometre stretch of motorway from the Franco-Luxembourg border to Croix de Gasperich – is nearing completion
when traffic was diverted onto the upbound side (Croix de Gasperich to Aire de Berchem) to allow work to begin on the opposite carriageway
This stage involves removing the old road surface and laying a new layer across the three-lane downbound carriageway
Around 4,750 tonnes of bitumen will be used to resurface the 3.5-kilometre section between Aire de Berchem and Croix de Gasperich
While the Ministry of Mobility and Public Works reaffirmed in October that the widened section would be completed by the end of 2024
uncertainty remains as the deadline approaches
when asked by our colleagues from RTL Infos
declined to confirm a precise opening date
citing the possibility of delays into early 2025
The final steps depend not only on manpower and technology but also on favourable weather
Although the upbound lanes towards France are complete
finishing the downbound section requires dry conditions and temperatures of at least 5°C to allow the road markings to adhere properly
adding another layer of complexity as winter approaches
End of the tunnel: First section of widened A3 to open by 'end of 2024'
A3 roadworks: Motorway extension to three lanes "won't be for everyone"
French border traffic: A3 motorway to be expanded to three lanes by 2030
A late artist sailor who knew ships and the sea is the focal point for an art exhibition at the Victory in Picton
The work of Hamish Berchem which includes a special exhibition of original watercolours and various prints are on display at the Naval Marine Archives until May 2 and span the subject he knew and loved so well
Berchem was at sea most nearly all of his adult life
Royal Canadian Navy and Canadian Government Research fleet
The subjects of his artwork are predominately ships and marine scenes
a natural combination according to close friend and colleague George Zimmerman
We stand on guard by the late Hamish Berchem
served with Berchem a number of times and the two sailed together in retired life
I’ve had two big passions my life- One was to be a naval officer at sea and the other a professional artist and I can say I’ve accomplished both.’,” Zimmerman told the Gazette at the Berchem retrospective launch on Friday afternoon
Berchem was able to serve a lively career at sea with several highlights including serving as the navigator on the HMS Excalibur when that submarine vessel broke the world speed record of a dived boat in 1958
The Scot also served as the Commanding Officer of the submarine HMCS Grilse when that ship was turned back over to the United States Navy in San Diego
These experiences trans-navigating the globe in ships of all description provided Berchem the inspiration to put brush to canvas and create seascapes of ships
many of them vital vessels in the Royal Canadian Naval fleet
“His mother recognized his talent at a very young age and she took him to an artist and even at 12 years old
his talent was identified and he studied art growing up,” Zimmerman explained
A member of the Canadian Society of Marine Artists since 2010
Berchem’s work illustrates his ability to play off the sea and sky against one another as a vibrant back drop to a mighty and true vessel either sailing full steam at sea or gingerly returning to port
While the majority of Berchem’s work is of a military nature
a piece depicting the ill-fated Edmund Fitzgerald is a stunning work that appears to show the merchant iron ore carrier just moments before she broke up on Lake Superior
Zimmerman said Berchem’s art captures perfectly the nuanced juxtaposition of sea and sky
“When I look at his work I see someone who has looked at the sea and the sky all his life and has been able to capture it perfectly,” Zimmerman said
“There’s a significant level of detail in the ships but he captures their context so well in a very unique and powerful way.”
The exhibition runs through to May 2 and many of the watercolour paintings and prints are available for purchase

While female manatees typically only have one calf at a time, one special manatee mama from Blue Spring
has had twins — and you're invited to the baby shower
As hundreds of manatees have flocked to the warm waters of the Orange City spring in recent weeks
they've brought more than 60 calves with them
but Save the Manatee Club says the twins are especially rare
"I think it's amazing," Manatee Research Associate Cora Berchem said
"I think it's amazing to have that many calves at Blue Spring to begin with and then also having a set of twins
'It's just magical':Manatees flock to Blue Spring in west Volusia for holiday cold spell
More environment:St. Johns River at Astor drops below flood stage after more than 3 months
Mark Lane:The Darwinian Gardener unfazed by freeze
Berchem has only seen one other pair of twins in her nine years researching at Blue Spring. The MOTE Marine Laboratory & Aquarium in Sarasota estimates that twins are born 1.4% to 4% of the time in Florida manatees
Estel has been documented at Blue Spring since November 2019 and is relatively small compared to the other females
This is the first time she's been reported with any calf
so she's at least 4 to 5 years old and these could be her first babies
Manatees can mate year round but breed more often during the warmer months
and most calves are born in the spring or summer
Berchem estimates the babies were born last summer
They haven't determined the sex of the two calves yet
and they don't typically name calves unless they have identifying marks to keep track of them
The calves' health can be a concern when a mother has twins — Berchem said there have been incidents documented of mothers abandoning one of their calves — but both of Estel's calves appear to be healthy and have been observed nursing
"They look in really good health right now
so we're obviously keeping an eye on all the calves and those
making sure they're getting enough milk and nutrition
but they look really good right now," she said
While it's not uncommon for manatees to "cross-nurse" or "adopt" other mother's babies
Save the Manatee Club believes both twins to be Estel's based on their same size
that they are always spotted with her and that they all go to the river to feed and return together
Save the Manatee Club is hosting a baby shower to collect supplies to help manatees undergoing rehabilitation before they're released back into the wild
"A lot of people were very excited about the twins and the calves at Blue Spring in general," Berchem said
"What we were thinking was if people feel they want to contribute
Items on the list include vitamins and milk-replacement formula for orphaned and injured manatees, as well as several other supplies the nonprofit needs. The wish list is online at savethemanatee.org/wishlist

"I was trying so hard to be strong, to be tough all the time I was there," Kocab says, "and when they woke me so early without waking anyone else, all I could think about was my family. All the people I love. How I love this country. That there is no better place -- and now I'm going to have to leave," he says, chocking back tears. "All the things I'll miss."
When it expired in 1987 he chose not to leave
Kocab attempted to legalize his status and obtain a green card
He hired an attorney who failed to seek political asylum for him or to effectively appeal an immigration court's denial of his petition
the attorney instructed Kocab to accept a voluntary departure order
But Kocab remained in the country rather than board a plane back to Poland
And that failure to leave the United States after he promised to do so is what complicates his case
On Friday, ICE suspended Kocab's deportation order for six months on "humanitarian grounds." His new immigration attorney, Anthony Collins of Wethersfield
hopes to persuade immigration officials to reopen Kocab's original case
Collins intends to assist Kocab obtain a green card and legalize his status through his wife
who expects to become an American citizen this fall
Kocab 60-days to voluntarily depart the United States
He did not comply with the judge's order
In order to ensure the integrity of the removal and immigration adjudication processes
the removal of aliens who are subject to a final order of removal and abscond
or intentionally obstruct immigration controls
Kocab's neighbors and close friends in Monroe became incensed this week when they learned of his detention and possible deportation. They hired Collins to represent him. They contacted U.S. Sen. Richard Blumenthal and the news media
seeking to publicize Kocab's plight in the hopes of having him freed or his case reopened
Blumenthal heeded their words and instructed his office to request that ICE re-examine Kocab's case. The Connecticut Post published a column on the what was happening to Kocab
The newspaper received several dozen voice mail messages and emails from readers clamoring for the government to drop its case against Kocab
Kocab arrived in this country 25 years ago barely speaking English and with no money
He was a skilled craftsman who designed and installed detailed and ornate wood floors
established a business that employs between four and 20 people (depending on his workload)
one of whom is set to start college in a couple of weeks
Outside the Kocabs' house late Friday afternoon a dozen friends and neighbors gathered with colorful posters welcoming Kocab home
"I always believed they'd release him. I knew it in my heart," Betty-Jean Berchem
"I believe that sometimes you have to get in someone's face to make your point
And we visited Tomasz (at the detention center) as much as we could
We made it hard for any of these (government) people to forget we had our eyes on them
and that what we wanted was Tomasz' freedom."

The 20-year-old sophomore, used to navigating the campus in a wheelchair held together in places by duct tape, had no idea the motorcade of campus public safety vehicles was about to present her with a new set of wheels.
“I was not suspecting any of this,” Moore said, typing out the words on a speech-generating device. “My mom and I were still trying to fight the insurance and the old motorized wheelchair was falling apart. The Fairfield community came out of the woodwork at just the right time, and I could not be more grateful.”
Moore, who has cerebral palsy, could not stop smiling.
Moore’s mother, Anne, who lives on campus with her daughter, said the new chair will change Meg’s life.
Didato said some of his officers, who know Meg as someone who zips all over campus, noticed how worn her wheelchair was. Screws were falling off. It wasn’t too comfortable.
They started raising money at a Superbowl Party, then turned to Go Fund Me account. The attorneys helped negotiate with the wheelchair vendor and manufacturer to a top-of-the-line Pro F5 that retails for about $40,000.
“We just happen to know a few people,” Leclerc said.
The new chair can go 7.5 miles an hour, has Bluetooth capacity, headlights and will allow Meg to stand, tilt back and raise the seat to the height of any desk or table.
“It’s better therapeutically,” Stacey Johnson, a sales manager for Permobil, the company that made the chair, said.
“This is not how we typically deliver a chair,” Johnson added of Friday’s special delivery. Zach Gural, of National Seating, and Mobility was also there to help adjust the chair.
Meg, from Middlebury, is a dean’s list student who last semester got straight A’s, according to her mom. She is majoring in creative writing. Her speciality, she said, is creative nonfiction and poetry. She is also writing a book.
Her mom, who is also a Fairfield alum, said Meg is already talking about completing her master’s at Fairfield. On campus, Meg is a member of the Varsity Pep Band, the campus Literary Club, and serves as a ministry lector.
She recently founded a new club of her own, the “Yes You Can Club.” It has 80 members.
“She is very motivated and persistent,” Juliana Sansonetti, a junior and one of Meg’s friends, said. Sometimes, Sansonetti admitted, it is hard to keep up.
