A 2019 state law provides enormous tax breaks specifically for data centers and local towns and counties also can provide their own tax incentives to bring data centers into their borders Some of the larger centers coming online in Indiana could require up to 1,000 megawatts of power per site That is about 15% of Duke’s current generating — 6,500 megawatts Pinegar said the utility will have to ramp up to try and meet the demands for one of the large single customers “What we do is work very closely with these prospects to understand their ramp schedules,” Pinegar said “It’s imperative developers and data center operators come to understand they have to work closely with utilities to understand how quickly new generation can be provided but also the infrastructure to serve these loads It’s a little different than preparing to serve a new neighborhood — there’s a substantial transmission build-out and long lead times associated with a lot of this work.” The large energy requirements also appear to rule out solar and wind generation as viable options Supplying data centers with a renewable source of energy is “not easy” Pinegar said many county governments across the state have created roadblocks to building large-scale renewable projects “They’ve basically written ordinances that have made it very difficult to site those projects within counties,” Pinegar said This is one reason Duke has focused on burning gas at its Cayuga plant It takes a lot of land and a lot of wind and solar to equal the capacity of a gas-fired plant and on top of that there needs to be a welcoming community “It’s something that we’re all working through and the General Assembly has tried a couple times to provide more standardized requirements for these facilities but it’s not made its way through the assembly,” Pinegar said “So that is something everyone is still focused on and trying to figure out the best path forward.” Hoosiers stay steadfast against data center build outsIn Pittsboro where Vantage Data Centers is working to rezone agricultural land CAC’s Bryce Gustafson said residents have a list “about as long as my arm about different issues they’re worried about.” Some of those immediate concerns are the impact the building will have on their quality of life Franklin Township residents in Marion County and nearby neighbors like Sharp are organizing against a corporation known on documents only as Deep Meadow Ventures The company is based out of Delaware and is hoping to build a data center on 465 acres A lawyer representing the company said he was unable to speak with IndyStar about the rezoning process a resident near the proposed Deep Meadow Ventures site said representatives of the company would not adequately answer questions during a public meeting earlier in April “They were not transparent at all,” Filler said “We left with a lot more questions than answers.” The Franklin Township data center would need a new substation for its power consumption and AES Indiana would be the utility serving the area said the utility has adequate capacity and energy to meet customer demand but taking on new large-load customers would require additional generation “One possible tool may include the creation of an expedited generation resource plan for large-volume customers with 150+ (megawatts) of projected load,” Duncan wrote in an email to IndyStar submit resource plans every three years with state regulators This process is used to evaluate the utility’s mix of energy generation to meet ratepayer needs As AES prepares for the 2025 resource plan Duncan said the utility is looking over the responses to its request for up to 3,000 megawatts of renewable energy “to potentially serve data centers or other forecasted load growth.” “AES will evaluate all resource attributes and cost as part of a comprehensive power supply analysis to meet new customer load,” Duncan wrote Sharp said AES and the state’s other investor-owned for-profit utilities should have more regard for the people living close to these sites rather than seemingly valuing profits over people Virginia advocates issue warning to HoosiersThe concerns cropping up across Indiana are not new for Julie Bolthouse at the Piedmont Environmental Council in Virginia The council is part of a coalition of advocacy groups in the state fighting against the environmental impacts of data centers Data centers started popping up in what is now called "Data Center Alley" in the 1990s has the largest concentration of data centers in the world often integrated into business parks with walking trails and food courts has turned into massive warehouses filled with computer equipment Data centers were historically located in hip places to work but these new warehouse-sized centers have changed the dynamics significantly These massive structures are now impacting Virginia’s environment prompting Bolthouse and the environmental coalition to raise the alarm the centers require massive amounts of water for cooling the equipment and there is more air pollution from the large diesel generators that act as backups during power outages the energy demand has been very difficult to meet Investor-owned utilities have an obligation to serve customers and there is a strong profit motive to provide power to large customers Utilities also make money building out all the infrastructure like transmission lines to serve the data centers After a data center is approved at the local level Bolthouse said the utility responsible for providing the electricity will then say it has an obligation to serve that customer — no matter how much power it need or how much infrastructure it requires She said it sets up a what's been dubbed a crisis by contract “It creates a situation where the Virginia General Assembly they don’t have a role in any of this and costs are pushed down to the ratepayer,” Bolthouse said the state’s electricity grid and the growing impacts of climate change are not being considered as these data centers are being built in Indiana Mike Braun has started to pull back state regulations meant to alleviate the effects of climate change Hoosiers face potentially exacerbating the severity for Indiana's vulnerable communities These are some of the impacts Inskeep and the Citizens Action Coalition are trying to warn Hoosiers about Continuing to rely on burning more fossil fuels to serve large-load data centers will emit more greenhouse gases into the atmosphere “Often times when folks first learn about data centers they care about backyard impacts,” Inskeep said “I would really emphasize the impact is so much bigger beyond what you can see The impacts at power plants are so much larger.” IndyStar's environmental struggle out of camp but Pierce elevated his game to a level that Mitchell couldn't match in his first summer of work Mitchell did get a chance to shine in the slot for the first two games of the season as Josh Downs was nursing an ankle injury Mitchell saw starter-level snaps in just three outings He had his fair share of ups and downs on the season and most Colts fans are mixed on how to feel about the 22-year-old pass catcher heading into his second year of play let's dive into Mitchell's full body of work in year one and break down whether he has the tools to exceed expectations going into 2025 Mitchell was billed as one of the best athletes and the best separators in the draft. He had his fair share of struggles against zone last season, but he had flashes of excellence when left on an island in man-to-man. His 2.35 yards per route run against man coverage ranked second among the Colts' receiver room The Colts found that the best way to utilize Mitchell was to align him on the backside of 3x1 formations on an island by himself This would leave him isolated with that backside cornerback and the Colts trusted the young receiver to win those matchups more often than not he constantly showcased the ability to win at the line of scrimmage and create separation on a variety of routes He had a few quality routes against top corners last year just to name a few of the opposing players AD Mitchell was pretty lethal for the Colts last season on the backside of 3x1 formations. The Colts did a good job of isolating him against corners on that side of the field, and he mostly made defenses pay for it. He's so damn athletic and twitchy at his size pic.twitter.com/GDNpyNMcGU On top of being a dangerous separator that can be left in isolation He has the ability to run away from defenders in the open field and the Colts let him stretch his legs on occasion last season The team prioritized getting him on the move on mesh and drag routes halfway through the season and he created a few massive chunk plays as a result Mitchell also showed his athletic talent in a big way against the Minnesota Vikings last season He made a dazzling catch along the sidelines for a 22 yard gain in the second quarter dragging his feet just barely in bounds on the boundary throw Plays like these just display the level of athlete that the Colts are working with He has the foot speed and the skill to be a top tier receiver in this league The Colts had a few games last season where they just let AD Mitchell be an athlete and gave him some run away from them routes on drags and meshes. Also threw in Mitchell's catch against Minnesota just to highlight the type of athlete he is pic.twitter.com/WlRUhioFUT but he displayed a good amount of route-running prowess in season one His ability to throttle down and separate on comebacks and curls was one of his strengths last season as he leaned into his ability to sell a vertical route in order to create an underneath window but the way he runs these routes is eerily similar to how T.Y and then the ability to quickly throttle down and come back to the ball all remind me of The Ghost back in his illustrious career If Mitchell can just learn to attack the ball more consistently he can be a deadly weapon in this area of his game AD Mitchell also had a few good moments of threatening with his speed to set up comebacks and deep curls. Would like to see him win a bit more vertically to really set this up in the future, but his ability to separate on these routes is very T.Y. Hilton-like pic.twitter.com/VbtU2WpqFe On top of his issues hauling in the easy receptions he also struggled in contested catch situations He finished the season with zero contested catches in five opportunities He had issues with the physicality of playing the position and didn't finish the opportunities given to him in the passing game The Colts' quarterback play was far from optimal last season but he was the only receiver in the room with a catch rate under 50% a player with an average depth of target at 21.5 yards down the field had a much higher catch rate than Mitchell last season Drops were also a big issue for AD Mitchell last season. PFF had him tied for the team lead in drops last season despite having the 4th most targets on the team. His 14.8% drop rate was the 4th worst in the NFL.He also went 0 for 5 on contested catch situations on the year. pic.twitter.com/iPiuH32PXi Going back to his struggles in contested situations Mitchell couldn't get the job done last season when a defender was in his vicinity He would get outmuscled in his routes and lacked that true "my ball" mentality when a defender was near him He pulled away from contact multiple times last year with the most egregious examples coming in the fourth quarter against the New England Patriots and on a short throw over the middle against the Jacksonville Jaguars He simply didn't look ready for the physicality and the speed of the NFL game He looked shellshocked in a lot of moments and this led to his numbers plummeting even more in an offense that already struggled to complete passes and move the ball downfield The biggest fear with AD Mitchell is if he can become that true ball winner in the NFL. He's very much like a player that is all finesse and speed without the physicality right now.He needs to attack the ball in the air more consistently and stop shying away from potential hits pic.twitter.com/Hv61g5DMSQ The final factor in why Mitchell's receiving numbers plummeted much worse than others on the roster is his issues with pacing and timing in his routes There were far too many occasions last season where he didn't get his head around on a play or didn't fully complete his route leading to balls being thrown even more off-target and quarterbacks just couldn't get on the same page with the young receiver This is probably the easiest issue to correct going forward as Mitchell just needs more time in the offense (and maybe new cleats) and he should be fine but it does add even more context to his concerning numbers in year one My other, a little bit nitpick, concern with AD Mitchell was the amount of incompletions caused by slips in his route or not getting his head around in time and such. This offense already struggles to complete passes regardless, it hurts having a WR throw off timing even more pic.twitter.com/lS0kX4L7NE and Colts fans would be foolish to completely give up on a 22-year-old receiver coming off one bad season in the NFL Pierce was once nearly run out of town for his drops in his rookie season but he turned it around to become a top-tier deep threat by his third year in the league and Mitchell has the ability to be an impactful NFL player there is reason to worry with Mitchell's game there is concern that Mitchell may be a one-trick pony in the NFL Pierce's one trick is obviously his ability to win vertical and make contested catches while Mitchell's may be his ability to win on an island against man-to-man coverage Aside from that one (albeit awesome) ability he struggled to show promise in other areas in year one Just looking at Next Gen Stats tells part of the story with Mitchell's game The site had him as the team's second-worst separator in the receiver room the worst after the catch by a good margin (-7 yards after catch over expected) and the worst in catch rate and in catch rate over expected While the separation metric is likely being pulled down by his struggles to find space against zone coverage the other two metrics are pretty concerning Mitchell was never a player known to create after the catch It's hard to project that to improve in the NFL at least he never struggled with drops in college There is some concern that his struggles with the physicality in the NFL may linger he is a young player adjusting to a new league and some players take more time than others to get to where they need to be the best comparison I can come up with for Mitchell is how a talented freshman football player looks arriving for high school ball in his first summer He's all excited to take his game to the next level in a tougher league but then a massive hit from an 18-year-old senior on varsity knocks some fear into the kid The kid simply needs to adjust to the new level of physicality and violence at the higher level of play he just needs to find a way to be comfortable with the speed and the physicality of the NFL As long as he can make a few contested catches next season and haul in the easy passes If he can take even another step and add some YAC ability and some physicality to his game he can become a legitimate star in the league Mitchell has all the talent in the world to be a fantastic NFL player it's just up to him to properly develop into the player that he can be He needs to take major strides this offseason The flashes were great and there is a great player somewhere deep inside of him he just needs to bring it out going forward ZACH HICKSZach Hicks is the Lead Analyst for HorseshoeHuddle.com.
