Deinze deducted three more points and bankruptcy seems inevitable as AAD Invest financial promises remain empty | OneFootballGet Belgian & Dutch Football News
it is clear now that the group never had any money
and now the side have been deducted points for a second time in a matter of weeks
They have lost their last two games as well
fielding a side mainly made up of U21 players because senior players have quite rightly refused to play
AAD promised the players they would be paid the week that the takeover took place
will make available an amount of 75 million euros for various investments in the coming period
a significant portion of at least 6 million euros will be invested in the club
this amount will only be available once the stock exchange listing has been completed
which is not yet the case today and is taking longer than expected
Pending the release of the aforementioned funds
AAD Invest Group requested a credit of 3 million euros to bridge the coming period and to pay the club’s debts in the short term
This amount would be made available in the very short term in order to avoid the club’s bankruptcy
It is regrettable that the acquirer was confronted with several debts that were not disclosed by the seller at the time of the acquisition
This created the need to find additional resources
It is clear now that their plan was to buy the club and then work on bringing in money from other sources
They claimed to have financial backing from groups linked to the oil industry in the Middle-East
it looks now that none of these friends have decided to help them out
Bankruptcy and the end of Deinze in its current form feels inevitable
While AAD were evidently not the sides saving grace
nor should they be held responsible for what has happened
The problems at Deinze are the making of the previous owners
and with or without AAD the club was going under anyway
and should concern the rest of the footballing world
is that AAD are reportedly in talks to sign other clubs in Europe
Yet to be named clubs in Ligue 2 and Serie C are on the clubs radar
One only hopes that the football authorities in these nations do their due diligence before allowing a sale to go through

Oostende ended up having to merge and drop down a few divisions to remain as a club
The club plans to find new investment to keep things going
but in a league like the Belgian second tier that is not easy

even a club with history like Oostende struggled to find buyers that could save them in time

Commissioned by the City of Deinze following an international competition held in 2009

offices for the mayor and aldermen together with a new council chamber

The new building is set near the center of Deinze in a pivotal location alongside the river Leie, opposite a church and on the edge of Kaendelpark, the main public park in the town. All facades consist of loggias formed with stone pilasters that shade the interior in summer and allow sun to enter in winter and provide informal outdoor places for workers and politicians.
site planNatural ventilation and night cooling is achieved by opening windows supplemented by limited amounts of mechanical cooling powered by ground source heat. Storey heights are tall and daylight illumination levels are sufficient for working throughout most of the day.

Tony Fretton Architects' new town hall in the Belgian city of Deinze is designed to last 100 years
Is the as-yet surplus space – and its cost – an irrational burden or prudent planning
The modern Deinze City Council can only have been traumatised by its previous town hall
porticoed building jammed into the main market street of Deinze in Flemish Belgium
with poor circulation and little room for expansion
led it to commission a new home without those features – and one that the council wouldn’t outgrow for 100 years
Normally such an approach would be admirable – so many clients could learn from its emphasis on long-term investment, use, materials and timeless architecture. But put into practice here at Deinze’s new Town Hall and Administration Building, where Tony Fretton Architects has extended the idea to its fullest interpretation
One hundred years of inflated heating bills
100 years of additional material – the cost of which all is all borne now
on a site that was formerly a car park and has room for adding a wing or two in future
Civil servants are swimming in space – desks are 2-3m long
most non-facing and so far apart that an internal online messenger is essential
The CEO’s office is the same size as a decent one-bed London flat
‘There is a strategy here for 100 years,’ says the city’s head of planning
‘Every change that is coming has to be accommodated in the building
The evolution of the city is so rapid that we weren’t going to build something that would need an extension in 10 years’ time.’
As Flanders is already one of Europe’s most populated regions
one wonders on which wider forecasts and measures Deinze based its predictions for the building’s needs
the city is positive it will need a big council with office space for at least 100 employees
Perhaps it foresees massive population growth for Flanders as a whole
or a mass relocation of people from the countryside (what will be left of it)
or other countries – no one seems to say
If the city sustains its current growth of 1,000 new inhabitants in 2015 the size of the council’s offices could prove right
but for the moment it administers not quite 31,000 people – it’s a town by UK standards
But the ambition and quality of investment taking place in Deinze is remarkable
as especially compared with its UK equivalents
high-end building clad in Italian stone and fitted out with particularly exquisite terrazzo
‘Flanders did not have a recession,’ explains Fretton
‘The humorous part is that because the country had no federal government for so long [between 2010 and 2011]
is part of around €40 million overall spending that Coppens puts down to the council having saved a ‘pot of money’ – and stands in stark contrast to similarly sized cities in French-speaking Belgium that can look stuck in post-industrial decline
The idea of building a new town hall was first mooted in the 1990s
The open call competition was facilitated and launched by the Vlaams bouwmeester (Flanders’ chief government architect) in 2009
which were whittled down to 10 by the bouwmeester
then to four by the council: Ghent-based De Smet Vermeulen Architecten
Paris-based uapS and Tony Fretton Architects.
yet in its fine details there is a perceptive architectural excitement and joy
‘The attempt was to make a real public building which embraced not only the qualities of the church opposite on the edge of the river but was also generous to the 60s buildings in the background,’ explains Fretton.
In the five-storey administration wing, there are fewer and fewer public services the higher you go
‘The plan has already proved the building’s flexibility,’ says Deinze’s Coppens. ‘In the original plans, we did not include the OCMW, tourism service or café because it wasn’t politically correct to suggest this at the time, though we knew we would. When the administration changed, we easily absorbed them into the building.’

While Flanders is not short on canals and rivers
But there are three unique spots where the water is safe and clean enough to take a dip
New this summer is a swimming zone in one of Bruges’s famous canals
You find it along the Predikherenrei close to where it crosses the Predikherenstraat
The 110-meter long open-air pool (pictured above) is split into two zones – a smaller one for the use of inflatable mattrasses and the like
and the pool will close if it is not sufficient
The Coupure swim zone is open from 13.00-20.00 until 1 September
Just outside Mechelen’s city centre is this stretch of canal that has been developed into an open-air swimming pool
It has been expanded this year to accommodate more people
It’s situation in the shadow of the lovely Van der Valk Hotel

it’s open Tuesday to Friday from 14.00-20.00 and on weekends from 12.00-18.00
The windy Oude Leie in Deinze was once part of the Leie river
cut off to allow ships to more easily and quickly get their cargo to the cities
Vosselare put is a natural lake formed on this old part of the Leie
it’s been fitted out to create a proper swimming hole
Vosselare Put costs €3 and is open until the end of September
and while water quality is rarely a problem
Of course Flanders is home to many man-made lakes and open-air pools. Find all of them on the Flemish government’s dedicated website
it famously has just one open-air swimming spot
It was established by volunteers who founded the non-profit Pool is Cool because they were frustrated waiting for one of Brussels’ 19 municipalities to come up with a solution for open-air swimming in the capital of Europe
but its location on the canal in Anderlecht
with water on one side and green on the other gives it some great views and a natural vibe
it hosts yoga and qi gong on the water as well as aquagym and even artistic performances
Flow is open until the end of August and costs €1.50 to €3.50

‘nonetheless the perspectives on a non-paternalistic public space which these architects have put forward are worthy of consideration
with its neglected and fragmented public realm
Recent developments prompt a re-examination of this 20-year-old claim: Tony Fretton Architects has now built in Flanders
the Dutch-speaking northern region of Belgium
the practice constructed two apartment towers in Antwerp
the first four having been designed by Diener & Diener and David Chipperfield
Many European architects have been offered work in Flanders – the consequence of an enlightened policy towards public architecture
which continues to survive the menace of (mild) austerity politics
often thanks to the mitigating influence of the Christian Democratic party
In 1998 the region appointed its first Vlaams Bouwmeester (Flemish Architect)
a government architect who does not build or design
school or other institution is in need of infrastructure
the bouwmeester can organise a design competition to fulfil it
In this way the state has developed a firm and beneficent grip on public building
with the neglected public realm Mann wrote about in 1997 now being developed mostly for the better
Fretton was selected to build Deinze’s city hall
following a competition whose other entrants included Belgian office De Smet Vermeulen and Swiss practice MLZD
The transition from model to building was not trouble-free
The Miesian perfection of the structural grid could not be maintained
At the turn of the century its centre had become an open-air car park
with some small and dilapidated factory buildings and run-down public facilities
In 2009 the municipality launched Deinze 2020
a long-term initiative to redevelop the central parts of town
Flemish architect Marie-José Van Hee designed a masterplan that included stony but welcoming squares
benches and riverside walks – Deinze grew historically around some bends in the river Leie – as well as three new buildings: an academy of arts
shows how the initial design aimed for Platonic qualities: a straightforward office building of five floors
harmoniously articulated by a columnar façade
and preceded by a smaller volume of one double-height floor
connected to the office building by a gangway
the heart of the municipality’s decision-making process
and from conception to use was not trouble-free
The Miesian perfection of the structural grid could not be maintained; to support the council chamber on nothing but four slender columns
would have required a floor of enormous robustness
An entrance hall with a front desk was added beneath the grand council chamber
but the tranquillity of this space is slightly disturbed by the construction inconsistencies
the loggia and the columnar façade that made the model so impressively elegant
The window framework is very heavy because of energy requirements
The total floor area is surprisingly large for such a small city
the floors are organised as open-plan offices
a tourist information office and a waiting room with smaller desks
This is partly because the public centre for social welfare is based here too
but also because the building was generously designed
Tony Fretton Architects opted for a daylit building without air conditioning; most of its heating and cooling is ground-source technology
although the intended advantage of the façade loggias as direct shading does not seem to work; when the sun is low
staff need to use sunglasses and cardboard panels to shield them from its rays – extra shading is now to be added on the inside
The defining gesture of isolating a smaller volume in front of the main building is reminiscent of Denmark’s Rødovre city hall
Both halls are characteristic of a generic monumentality
although in Deinze the façade is not a simple glass screen
all four façades of the main office building are more or less identical
and the staircases and elevators are positioned centrally
against the gable walls with its blind facades
is a less neutral building; a bit more imposing
and certainly worthy of a dignified political institute
Is this an example of ‘non-paternalistic public space’
because this government architecture does not limit the public’s liberty or autonomy
but demonstrates that we are individual – though political – beings
united by a shared interest in a common good

Carefully chosen trees and a flower garden perforate the mineral square of Reinbachplein in front of the new city hall

A visually open steel and wooden balustrade protects the visitors and allows views to the river from stone and wooden benches

lingers between the trees and guides visitors to the main entrance

another mineral square is situated on a lower level
Stairs and a slope give access to a wooden boardwalk where boats moor
A large wooden bench embraces the square with open arms
creating a protective wall between street and square
Trees now chaperone the façade of the church once more
as depicted by old postcards found while researching the project
An existing drawbridge connects both banks of the river and at the same time mediates between two different types of quay walls
the quay follows the curving bend of the River Leie
while transforming into a broken line near the city hall
The constant dialogue with the stream as experienced from various changing heights generated these different approaches
The council chamber provides a key symbolic element in the project set against a back-drop of the main office block when seen from the lifting bridge
the church and the main market street of Deinze
The chamber volume is somewhat like that of a moot hall
with a partially enclosed ground floor space
affording a sheltered entrance to the building and access up to the grand hall
Had the chamber been conventionally supported by columns at each corner
the resultant structure would have restricted views toward the river and of the distant bucolic Museum Landscape
the underside of which establishes the soffit height throughout the entrance volume
In order to reveal the interior of the tall council chamber to the public
deep external shading is created by a loggia toward the river
The roof itself is a lightweight metal system supported on leather-clad steel columns within the chamber
The council chamber roof design needed to be considered as an outlook
as the lift lobbies in the main block of the building use their visual connection with the church and lifting bridge

SINGAPORE: Singapore footballer Ilhan Fandi has completed his transfer to Belgian second division club KMSK Deinze from Albirex Niigata Singapore
He will join the Belgian side from January next year
The third son of Singapore football legend Fandi Ahmad
Ilhan was last month crowned the AIA Young Player of the Year at the Football Association of Singapore Awards Night
He also clinched the Goal of the Year award and was named in the Singapore Premier League (SPL) Team of the Year
Ilhan, 20, joined Albirex from the Young Lions in April this year. In the most recent campaign, he scored 17 league goals as Albirex won the title
The young forward has four caps for Singapore
Ilhan said: "I’m very blessed and thankful for the interest Deinze showed in me and the ambitions they had for me and I’m grateful for the opportunity they have given me and I’ll give my best for the team
"I’m really excited about the opportunity and I can’t wait to get started in Belgium.”
He also thanked Albirex for making his time at the club an "enjoyable one"
Deinze is owned by Singapore-based firm ACA Football Partners
They are currently eighth in the 12-team Belgian second division
The club is based in the East Flanders region
Albirex also announced a new partnership with Deinze that includes exchange training for academy players and the development of a network of scouting teams

Albirex Singapore chairman Daisuke Korenaga said Ilhan's transfer "has the potential to be a major turning point in Singaporean football"
Referencing the Japan team that played in the World Cup
he said those players' experience in Europe was a big factor in the Samurai Blue reaching the knockout stage
the number of Singaporean players playing in Europe is expected to increase
which will improve the level of Singapore's national football team," he added
"I feel that this partnership will promote exchanges between Singapore and Europe and provide a concrete career path for the young players who will play football in Singapore in the future
