A highway bridge under demolition collapsed in La Louvière, Belgium, on Thursday, killing one worker and injuring two others.
Mayor Jacques Gobert said part of the bridge fell onto a barge below, trapping two workers who were later rescued. Emergency crews recovered a missing worker but were unable to save him.
Over 40 responders assisted in the operation. Authorities have opened an investigation, and a support center has been set up for victims and their families.

Mayor Jacques Gobert told Reuters that one worker — who was on the steel bridge as it collapsed — had died
while two others were injured as the deck collapsed onto a barge anchored underneath to collect rubble from the bridge
The bridge — which was closed for traffic during the demolition works — was part of a two-bridge crossing on the E42 highway over the "Canal du Centre" canal and was being demolished with a view to being reconstructed next year
The other bridge had been renovated in recent years
a spokesperson for the Sofico Wallonie local government highways agency said
Authorities closed traffic on the renovated bridge following the collapse
with the renovated bridge accommodating car traffic in both directions

Of the eight hydraulic boat-lifts built at the end of the 19th and beginning of the 20th century
the only ones in the world which still exist in their original working condition are these four lifts on the Canal du Centre

The four hydraulic boat-lifts on the short stretch of the historic Canal du Centre are industrial monuments of the highest quality
Together with the Canal itself and its associated structures
they constitute a remarkably well preserved and complete example of a highly technical industrial landscape at the end of the 19th century
The construction of the Canal du Centre to ensure the liaison between the Meuse and the Escaut basins was part of the opening-up programme of Hainaut
but with very few natural navigable waterways for coal export
Digging work began in 1884 and the opening to navigation took place in 1917
the architects were confronted with a two-fold problem: the large distance in height over a short distance and the small quantity of water available
The most adapted technique to overcome these constraints was that of boat lifts
developed by English engineers using only hydraulic power
each one covering a change in level of 15 to 16 meters
The stretch is bordered by a series of art works including two fixed bridges and two lift or swing bridges
The property also comprises the ancient lock No.1 of Thieu
as well as three buildings housing the necessary hydraulic machinery for the good functioning of the lifts
there are several two-storey houses to accommodate the work staff
at the time of the construction of the canal
a tree-planting programme on the banks was initiated
Various types of trees were planted: American elm and white ash
elderberry and popular) were planted around the lifts
Of the eight hydraulic boat-lifts constructed at that time and at the beginning of the 20th century
the four lifts of the Canal du Centre are the only ones worldwide remaining in their functioning original state and still in use
The canal that can accommodate 300 ton boats is currently used for leisure navigation
Criterion (iii) : The boat-lifts of the Canal du Centre bear exceptional testimony to the remarkable hydraulic engineering developments of 19th-century Europe
Criterion (iv) : These boat-lifts represent the apogee of engineering technology to the construction of canals
Even although it is now used for leisure navigation
the Canal du Centre has always been in use
The lifts are still hydraulically powered and the art works (swing bridges
lifts etc.) have not been modernized and still function according to the original techniques
The degree of authenticity is very high in all respects
The lifts have not undergone any modification since they were built
and their operating machinery is in its original form and in perfect working order
the other components of this industrial landscape have been preserved and maintained in their original form
with the minimum of modifications resulting from minor technological developments
The brick and stone buildings are well maintained and sympathetically restored where necessary
The same goes for the metal parts: as the riveting technique was not used in Belgium
a foreign society was called upon to ensure identical restoration work following damage caused by a barge
The Canal du Centre and the lifts were classified by decree of 22 September 1992
A second decree of 1 February 2002 extended the classification to the machinery buildings of Lifts 2 and 3
The same decree established a protection zone around the Canal
all the classified elements listed on the Exceptional Properties of the Walloon Region
have the highest level of protection foreseen by Walloon legislation
The trees alongside the Canal have been inscribed on the list of remarkable trees and hedges in 1995
The Canal du Centre and its boat-lifts are public property
They fall under the competence of the Operational Directorate General of the Waterways Department of Walloon with the functioning
maintenance and management being ensured by the staff of this body
Engineers possess the original plans to guide decisions regarding conservation and management issues
Tourism enhancement is the responsibility of the « Hainaut Waterways » Association depending on the Hainaut Province
Following the decision of the Walloon Government on 25 August 2011 to provide the Walloon sites inscribed on the World Heritage List with a management plan
Scientific Committee and a Management Committee have been created

Emergency services attend the scene in Strepy Bracquegnies
Belgium after a car crashed into a carnival crowd on March 20

(CNN) — Six people were killed after a car crashed into a crowd of people who had gathered to attend a local carnival on Sunday morning in Strépy-Bracquegnies, near La Louvière, Belgium
Abnother 10 people were sent to nearby hospitals with life-threatening injuries and 27 were “slightly injured,” Deputy Crown Prosecutor Damien Verheyen said
As a group of carnival-goers were marching towards the town center
“a car came from the back at high speed and crashed into group
continuing its way before stopping a little further down,” La Louvière mayor Jacques Gobert told reporters
both from La Louvière and born in 1988 and 1990
He added that a “reconstruction of the facts” will be held in order to establish the exact route of the vehicle and any potential motive
Strépy-Bracquegnies is located 30 miles (50km) south of Brussels
There was no evidence that a chase with police led to the incident
They also said as yet “no elements” showed that the incident “could be considered as a terrorist attack.”
Authorities said five emergency vehicles and 16 ambulances were sent to the scene to transport the victims to various hospitals in the region — 70 non-injured people were evacuated from the scene
Belgium’s King Philippe and Prime Minister Alexander De Croo were expected to visit the scene on Sunday at 4 p.m
De Croo wrote on Twitter that “his thoughts were with victims and their relatives.”

A community gathering to celebrate has been hit in the heart,” he wrote
Interior Minister Annelies Verlinden also tweeted her condolences “to the families and friends to those who died and were injured” in the incident
“What was supposed to be a friendly party turned into a tragedy. We are following the situation closely,” she wrote in a tweet

Haras de la Louiviere also topped Arqana's V.2 Sale on Tuesday with a Kodiac (GB) colt out of Rainbow Vale (Ire) who was sold for €200,000 to Arthur Hoyeau
Born in America in 1950 as Chryssanthie Goulandris
Her parents John Goulandris and Maria Lemos hailed from two Greek shipping dynasties
and she shared her passion for racing and breeding with two of her uncles: George Goulandris owned the 1962 Oaks winner Monade (Fr)
while Constantin Goulandris was the former owner of La Louviere and bred two champion trotters
As well as operating under her own banners of Skymarc Farm and Petra Bloodstock Agency
Lady O'Reilly was also one of the breeding partners in Ecurie des Monceaux
the businessman and former Irish rugby international Sir Anthony O'Reilly
she previously owned Castlemartin Stud in Ireland
and she was a former chair of the Irish National Stud
Lady O'Reilly's achievements as a Thoroughbred breeder span almost 50 years and include the Group 1 winners and influential sires Highest Honor (Fr) and Lawman (Fr)
as well as the latter's fellow Classic-wining half-sister Latice (Ire)
She also bred the 1996 Prix de l'Arc de Triomphe winner Helissio (Fr)
winner Lightening Pearl (Ire) among a host of stakes winners
She was inducted into the ITBA Hall of Fame in 2013
A hugely popular figure on the European scene
Lady O'Reilly supported a wide range of trainers
Pascal Bary and Henri-Alex Pantall in France
where her distinctive black-and-white hooped silks with blue cap were carried to victory by the Group 1 winners Rebelline (Ire) and Voleuse De Couers (Ire)
She also enjoyed much success with the late British trainer David 'Dandy' Nicholls
who trained for her the likes of group winners Sovereign Debt (Ire)
winner Soffia (Ire) among other black-type winners for Lady O'Reilly
I was fortunate to have trained for her for 15 years
and she was a pleasure to train for as she was very knowledgeable
She will be sadly missed in racing throughout the world
She used to come and visit and she was great fun
We did everything bar win a Group 1 for her: we were second in a Group 1 and won a Group 2
she was chair to the National Stud here in Ireland and she was a fabulous breeder
My family and I were all very fond of her and we will miss her
My thoughts are with Sir Anthony and the rest of her family.”
Henri Bozo of Ecurie des Monceaux shared Lynam's view
She's been amazing and she's a huge loss for many people
She was such a supportive and kind person and she made our industry nicer and more human
This is a big shock but she has enjoyed the last days of her life doing what she loved.”
“Through Patricia Boutin I got to know Chryss at the beginning of my career and she helped me like she helped so many young people
When we started Monceaux she was very happy to go into partnership
She was a fantastic person when you had to give her bad news
and she was so happy when there was good news
On Saturday we won the Debutante Stakes together as breeders
and she and Patricia and I were in a box together in Deauville and she had a big smile on her face
It is my last memory of her and it is very special.”
Arqana's Eric Hoyeau and Freddy Powell paid tribute to Lady O'Reilly in a joint-statement which read
“It is with deep sadness that we have heard the news this morning
greeting everyone entering the B yard with a smile
Many of her friends stopped by to chat with her; we believe that her last few days were happy ones
surrounded by her cherished Thoroughbreds and horse people
“Chryss has been selling in Deauville for decades and everyone will remember her champions Highest Honor
she was delighted when two of her graduates won Group 2s in England and Ireland
“We would like to express our deepest condolences to her family
her friends and all the people who cared for her horses on her stud farms
Deauville sales will never be the same without her.”
Such notable success on the racecourse and in the sale ring in the last few days of her life are just reward for an individual who put so much time and thought into her own operation and the sport itself
That Lady O'Reilly had raced so many of the horses whose names appear on the page of her sale-topping Kodiac yearling
including his damsire Moss Vale and second dam Rainbows For All (Ire)
speaks volumes for her enduring contribution to the world of Thoroughbred breeding
