A federal judge has reversed his previous decision and will now let a Maine businessman convicted of defrauding the government work for himself to manage rental properties again
granting the man a reprieve halfway through his supervised release
District Judge Lance Walker’s April 29 ruling marked the latest twist in a series of legal fights for Nathan Reardon
which began in 2020 when he lied about his business’ payroll to get a pandemic-related business loan and then spent the federal funds on personal items
who managed rental properties in the Bangor region and elsewhere
was the first Maine resident charged with illegally obtaining a loan from the Paycheck Protection Program
He pleaded guilty in 2022 to five counts of bank fraud
and Walker sentenced him to 20 months in prison
(Prosecutors said Reardon stole $60,000 but attempted to steal far more — $236,580 — though he never obtained the full amount.)
Reardon had held dozens of companies in his name that owed money to nearly 100 former employees
accrued $100,000 in fines for labor violations
and had code violations that led Bangor officials to condemn a section of a local mall
as a condition of his three-year supervised release
Reardon was prohibited from being self-employed and instead required to maintain employment by a disinterested third party
the Bangor Daily News found that he had resumed property management and landlord duties in defiance of the judge’s order
Reardon’s probation officer told the court that Reardon also was not complying with a requirement to provide truthful financial disclosures
Walker sent Reardon back to prison to serve a nine-month sentence for his violations
to be followed by 25 months of supervised release
Reardon had to continue to not work for himself
(Reardon unsuccessfully appealed Walker’s decisions
One of Reardon’s appeals — of Walker’s denial of Reardon’s request for the judge to recuse himself — is still pending
After Reardon completed his second prison sentence and served roughly half of his most recent term of supervised release
he asked Walker in March to allow him to be self-employed once again
Reardon wrote in his court filing that it would better allow him to repay his $60,316 restitution
that he had been on release for nearly a year without any issues
and that he wanted to stabilize his financial situation for his family
including his five children and aging parents
Attorney Andrew Lizotte opposed Reardon’s request
writing in a court order on April 29 that he wanted to lessen the burden on Reardon and allow him to increase his income
“I also perceive that the total prohibition of self-employment has posed special difficulties for Reardon to the extent that he has historically earned income through rental properties
Reardon has worked to comply with the requirement for roughly one year and I am persuaded that he has demonstrated personal progress in this regard,” Walker wrote
the judge emphasized that Reardon can only be self-employed in the business of rental property ownership and management
He cannot open any new businesses except as necessary to reestablish himself in the rental market
Walker ordered Reardon to continue to be employed by a disinterested third party even if he resumes self-employment
Reardon did not answer questions about the judge’s order or his work plans
Media coverage had been difficult for him and his family
“Once time allowed to be self-employed again maybe you could write about the good things that I do and the buildings that I rehabilitate and turn into good housing,” he added

New evidence highlights how the Mediterranean diet’s anti-inflammatory nutrients

can help manage both joint and thyroid autoimmune disorders

A recent study published in the journal Nutrients reviews the effects of the Mediterranean diet (MD) on both systemic and organ-specific autoimmune disorders
particularly rheumatic and thyroid diseases
Autoimmune diseases are systemic or organ-specific diseases that are associated with the development of anomalous immune responses against self-antigens. Systemic autoimmune diseases may include rheumatoid arthritis (RA), seronegative spondyloarthritis (SpA), and autoimmune connective tissue diseases (CTDs), whereas Hashimoto’s thyroiditis (HT), type 1 diabetes mellitus (T1D)
and Graves’ disease (GD) are considered organ-specific diseases
Autoimmune diseases are triggered by genetic and environmental factors that activate the immune system through various mechanisms
including the production of interferon type I
post-translational modification of proteins
T- and B-lymphocytes are involved in the manifestation of autoimmune diseases
as demonstrated by the synthesis of autoantibodies against self-antigens
also damage tissues through the synthesis of pro-inflammatory cytokines
the MD recommends a moderate consumption of red meat
Previous studies have highlighted the potential of MD in modulating inflammation due to its antioxidant and anti-inflammatory properties
The MD has also been shown to promote the growth of beneficial bacteria
Several studies have reported the beneficial effects of various MD components on rheumatoid arthritis (RA)
the intake of oily fish rich in ω-3 polyunsaturated fatty acids (PUFAs)
as well as various fruits and vegetables containing different classes of bioactive compounds
has been shown to mitigate the effects of certain autoimmune diseases
The high intake of fiber enhances the proliferation of fermenting bacteria
which produce short-chain fatty acids (SCFAs) such as butyrate
Multiple studies have confirmed the anti-inflammatory properties of SCFAs and their ability to alleviate oxidative stress and chemotaxis of immune cells by enhancing the number of Treg cells and the release of interleukin-10 (IL-10)
a recent clinical trial also revealed that ω-3 PUFA supplementation could positively impact the progression of RA by suppressing the levels of inflammatory cytokines
and reducing the production of leukotriene B4 (LTB4) by neutrophils
Extra virgin olive oil (EVOO) contains a wide range of bioactive compounds
Several preclinical studies have investigated the potential anti-inflammatory properties of extra-virgin olive oil (EVOO) and its components
a typical phenolic component of extra-virgin olive oil (EVOO)
exhibits preventive effects against rheumatoid arthritis (RA). Likewise
a mouse model of pristane-induced systemic lupus erythematosus (SLE) showed that EVOO consumption inhibited the release of nitric oxide (NO) and the production of pro-inflammatory cytokines
The National Health and Nutrition Examination Survey (NHANES) recently reported that individuals who consume a pro-inflammatory diet had higher levels of total T4 and total T3
HT patients adhering to an anti-inflammatory diet exhibited lower TSH levels
Higher adherence to MD also improved thyroid autoimmunity and related dysfunction
a randomized clinical trial (RCT) revealed that patients with RA who underwent the MD intervention for 12 weeks exhibited a significant reduction in their disease activity score on 28 joints (DAS28) compared to controls
These patients also experienced improvements in cardiometabolic parameters
Encouraging adherence to the MD could serve as an effective
cost-efficient lifestyle approach to reduce the burden of autoimmune disorders in modern societies.”
The synergistic effect of individual MD components may be sufficient to mitigate the inflammatory processes that occur during autoimmune conditions
thus supporting the incorporation of this dietary approach into the management of autoimmune diseases and their complications
have confirmed the potential of MD as a complementary tool for managing rheumatic and thyroid autoimmune diseases; however
combining MD with exercise has the potential to provide more robust and durable improvements

NY – The Northern New York Agricultural Development Program (NNYADP) has announced the results of field trials producing the first commercial farm data and grower assessment of a new way to manage a destructive vegetable crops pest
Swede midge is an invasive insect that causes significant economic damage in the brassica family of crops
Cornell Cooperative Extension Vegetable Specialists Elisabeth Hodgdon
and Christy Hoepting conducted on-farm field trials testing Hoepting’s theorized approach of using ground barriers over swede midge-infested soil to prevent the pest’s spring emergence
“These Northern New York Agricultural Development Program-funded trials in 2024 produced the first season-long data and grower assessment of the use of a ground barrier for swede management
The data indicates that ground barriers can play a valuable role in suppressing the soilborne phase of swede midge
and may be especially useful for organic growers,” said Hoepting
Growers participating in the trials at farms in Jefferson and Essex counties had experienced as much as 100 percent of crop loss to swede midge prior to the trials funded by the farmer-driven NNYADP
The tiny fly lays eggs in the growing points of brassica vegetables
Larval feeding damages plants so they are unmarketable
The larvae overwinter in the soil to emerge the following spring and produce multiple generations until a killing frost
Growers Appreciate Trial Results At Chicory Hill Farm in Antwerp
silage tarp was deployed over ground where nearly 100 percent of the broccoli crop was lost to swede midge in 2023
the tarp was applied from mid-April to July 22
No swede midge damage was recorded in June
“Even with the damage we saw in 2024
it was still less overall than that we experienced in 2023.”
“It is not uncommon for swede midge traps to capture 100 to 200 midges per week
trap captures in our field trials at all the participating farms did not exceed 50 midges.”
swede midge damaged approximately 80-90 percent of the organically-grown kale crop at Riverside Farm in Cape Vincent
the ground barrier trial there placed silage tarp over the past year’s infested kale bed from April into mid-July
Swede midge damage ranged from none in June to 32 percent in October with an increase of 44 percent mid-season in July
some of the kale plants appeared to have outgrown early swede damage
resulting in fewer symptoms in October versus July,” Hodgdon says
“This trial showed us that using a ground barrier is one more practice we can use in an integrated pest management system.”

Sara also used floating row cover over most of her brassica crops to manage flea beetles during each crop cycle and so the impact of the ground barrier must be considered in tandem,” Hodgdon points out
Research Now Expanding in NNY and Statewide in 2025 In Hoepting’s research
landscape fabric was slightly more effective than silage tarp for reducing swede midge damage
in trials measuring impact on swede midge emergence from soil following ground barriers application
landscape fabric resulted in greater suppression of midges versus silage tarp
This may explain the results at the Essex County farm that used landscape fabric versus the Jefferson County farms that used silage tarp
Hoepting and Hodgdon secured new funding from the Northeast Sustainable Agriculture Research and Education program to continue the work with vegetable farms in Northern New York and expand on-farm demonstrations of the use of ground barriers for swede midge management statewide
Funding for the Northern New York Agricultural Development Program is supported by the New York State Legislature through the New York State Assembly and administrated by the NYS Department of Agriculture and Markets

but organizations are expanding use of the platforms for other purposes
such as providing strategic insights to support risk management decisions
according to a new report from Redhand Advisors
The 2025 RMIS Report Technology Survey of risk management professionals also finds that organizations increasingly are leveraging AI and automation despite integration challenges and budget constraints
while the RMIS market shows significant growth with over half of recent implementations being first-time RMIS buyers and 25% of adopting organizations coming from the middle-market segment
RMIS platforms are experiencing significant evolution as organizations expand their application beyond traditional uses
While claims management remains the dominant use case at 82%
the survey shows substantial adoption for incident management (62%) and claims administration (53%)
organizations are increasingly implementing these systems for strategic functions like policy management (29%)
This shift represents a fundamental transformation from purely transactional systems to strategic tools supporting broader decision-making
Organizations increasingly seek platforms that integrate seamlessly with other business applications to create a unified view of risk data across functions like claims
The RMIS vendor landscape is responding accordingly

This support is especially valuable given the relatively recent and still-evolving nature of the SEC’s rules

The response from brokers has already been “very positive,” Brown said

which would have required the new contracts to be in place July 1

Results of a new Gartner survey shed light on how supply chain leaders plan to mitigate the potential financial impact of tariffs
Forty-five percent of top supply chain executives recently surveyed by Gartner anticipate passing costs to their customers as their primary strategy for mitigating new tariff costs.
Another 43% of respondents stated they would mitigate the costs through various supply chain initiatives as their primary strategy
These initiatives include (more than one answer accepted):
Exploring collaboration opportunities with suppliers (43%)
valuation and other trade management tactics (40%)
Adjusting supply locations outside the U.S
Adjusting production locations outside of the U.S
Respondents were also asked to name the most significant risks they associate with new tariffs (more than one answer accepted)

"Supply chain leaders have many potential levers to pull from in mitigating new costs related to tariffs," said Vicky Forman

With a considerable population increase in Florida in the last five years
more and more Florida beach towns are being forced to consider what their options are as far as parking for their “destination” locations
specifically beaches and the more tourist-driven areas
It’s difficult to compare the situation in Boca Grande – a tiny village on a tiny island – to many places in the state
in comparison to some of the beachfront towns and barrier islands of the same size
Gasparilla Island has very few shops and restaurants
Boca Grande treasures the ones it does have
leave the island’s financial ecosystem very vulnerable to changes
Other communities around Florida have had a similar situation
There are approximately 20 coastal towns and cities of a somewhat comparable size to ours (4,000 to 7,000 people
and many of them still have free beach and downtown parking
and there are a few that have paid parking for their beaches and other tourist spots
Santa Rosa Beach still has free beach parking
and is quite similar to Gasparilla Island in that it has 25,000 acres of protected habitat
art galleries and exclusive beachfront “private” communities
Anna Maria Island is going through potential paid beach parking pains as well
they have enough beach access points so there will still be a large amount of free parking
Longboat Key has free parking for public beaches but requires permits in certain neighborhoods
Gasparilla Island has some of the most beautiful beaches in Southwest Florida but nowhere near as many beach access points as other towns
There are few-if-any public facilities at most of them
very little expansion room to work with and only a scarce few months out of the year to keep businesses financially stable
Top that off with plans from Lee County that include potentially decreasing parking spots
Possibly the best example is right up the road in the heart of Sarasota – St
It has made a relatively recent transition to paid parking within its shopping district
which is one of the most popular and exclusive destinations of its kind
Rachel Burns is the executive director of the St
and she has watched the awkward transition that has taken place there from free to paid parking
with the amount of tourism they experience and more than 100 businesses with over 1,000 employees
“We tried for a long time to get a parking garage
and what the city of Sarasota ended up doing is putting up a parking bond
which the merchants pay through their leases
and the city pays the other half through paid parking,” Burns explained
In combination with an existing parking lot and street parking
they have expanded to now have approximately 1,600 parking spaces
There are a limited number of employee parking stickers available
That means that some shop employees must pay the daily parking rates or use the few available free spaces that can be accessed by those who get to work early
Parking in the garage is free for the first two hours
Street parking is $1.50 an hour and the parking lot charge is $1 an hour
Burns said many people are upset about the change to paid parking
We want people to come here for several hours
There was a definite effect that paid parking had on our business owners
When visitors would come and find they had to pay for parking
Outside of the confines of the parking garage
there is a Sarasota County parking patrol to monitor the parking situation
they put their license plate number in the meter
as well as how long they anticipate being there
you don’t have to go back to your car to redo the meter,” Burns said
if your parking expires five minutes before you get to your car
While that might be a good idea in a bigger city
in a small-town atmosphere there is no reason to do so
“We were able to get that stopped because we don’t want people to leave; we want them to stay and enjoy it here,” she said
“We want to bring people here and give them a reason to want to stay.”
Another issue is that many people who come to enjoy the unique shops and restaurants are of a generation that isn’t as computer-savvy as others
Some patrons have issues learning how to input their license plate information into the meters
and others have problems figuring out the parking app
It’s not something that the shop owners on St
but inevitably the customers point the finger of blame at them when they get a ticket or can’t figure out how to use the meters properly
There is a mix of angled and parallel parking at St
the city removed an entire section of angled parking
then eventually turned it into parallel parking
“They did make the road wider in that spot
but we lost important parking spaces right in front of merchants,” she said
“and a lot of people struggle with parallel parking
You will notice that the angled parking is always full first
and in many of the parallel parking spots you will see vehicles sticking out into traffic
There are also a lot of people who try to park in a parallel spot and just give up
while others just drive right by without even trying
And there are definitely more accidents where parking is parallel.”
With a five-to-seven-minute drive to downtown Sarasota
as well as a mall and several other large shopping plazas where parking is free nearby
it’s easy to see that a lot of business in St
Armands Circle can be lost over something as simple as a parallel parking spot
it is common for beachgoers to use parking spots on The Circle
but it provides nowhere near the space needed for such a beautiful beach
The sheriff’s office will post on social media when the lot is full
and Burns said she frequently sees those posts as early as 11 a.m
While it can be difficult even with paid parking to find a good

The following are more examples of small beach towns and how they handle their parking problems:
While Sanibel Island is considerably more congested than Gasparilla Island on a normal day
there are aspects of the two places that are similar
beach parking on Sanibel Island used to cost $5 a day
but you had to be careful and make sure you read the fine print while visiting there
Parking at one place could be quite different than at another
and parking passes didn’t work across the board
You would get a $100 fine if you were illegally parked
which increased to $150 after 14 days of nonpayment
pay stations were removed and most beaches were closed

there are going to be about 800 dedicated parking spaces between the Sanibel Causeway
All of them will open as free parking for a time
Bathrooms and other facilities at these beaches are scheduled to open later in the year
Ponce Inlet is a small town south of Daytona Beach in Volusia County
It’s one of those places in Florida where you can still drive on the beach in many places throughout the county
Countywide paid beach parking began on Jan
1 of this year – residents can apply for beach driving and off-beach parking for free
Visitors pay a $30 daily fee to drive on the beach
Off-beach parking for visitors is $20 a day or $100 a year with the purchase of an annual pass
Daily passes for visitors to drive on the beach are $30
Volusia County uses license plate readers for their parking program and everything is virtual
If you buy a new car or even have a rental car
you can update the license plate on the app and still be good to go
and that cost increases to $100 if it isn’t paid within 14 days
Canaveral National Seashore is a barrier island in Volusia County with the longest stretch of undeveloped land on the Atlantic Ocean in Florida
which ranges from $15 to $25 for a day pass and $45 for an annual pass
If you have an “America the Beautiful” pass for national parks
which is in Pinellas County and is considered to be part of the greater Tampa–St
is also a smaller enclave where fewer tourists head
Parking fees for the paid spots at the 18 beach accesses run an average of $2.50 an hour
As of the 2025 official census they have 1,259 residents
It is in the relative vicinity of Apalachicola and Panama City
which is to say that there is nothing else around it
They were hit hard by Hurricane Michael in 2018 but are coming back strong
and their beaches are open and ready for the few tourists who love the beach
It has no traffic lights or chain restaurants
boating and going to the beach are the entertainment you will find there
Mexico Beach is incredibly similar to Gasparilla Island in size
and in the fact that they have several beach walkovers and parks
they have public restrooms at almost every park
While they had at one time flirted with the idea of adding paid parking to a few of their beach locations
the lone representative at the Mexico Beach Tourism Center
said that they have a very close-knit community and hold dear every visitor that stops by
a landscaped parking area in Pompano Beach for their Atlantic Ocean beach access
It runs from $1.25 to over $3 an hour; there are no meters

will find themselves suddenly at risk of federal estate taxes
Gifting is one strategy to reduce the size of your taxable estate
There are two main gifting categories under federal law:
Example: If a parent gifts a $1,019,000 farm to a child
the first $19,000 is exempt from taxes and does not reduce the parent’s estate tax exemption. The remaining $1,000,000 reduces the parent’s lifetime estate tax exemption from $13.99 million to $12.99 million
If you’re just slightly over the expected 2026 exemption
annual gifts can move you back under the limit
Example: A grandparent with 10 grandchildren can gift $190,000 per year
that’s $380,000—enough to reduce a modest estate and eliminate taxes
$19,000 per person may be too little to make a significant impact
Large gifts don’t directly reduce estate tax liability (since they reduce your exemption)
but they remove future appreciation from your estate
Example: If you gift farmland worth $1M that later appreciates to $3M
only $1M is deducted from your estate tax exemption — the $2M in appreciation escapes estate taxation entirely
Another Strategy: Pay Directly for Education & Medical Expenses
The IRS allows unlimited direct payments of tuition or medical bills without using your exemption
But payments must go straight to the provider
Example: Grandpa has a $9 million estate and wants to reduce its size before the federal estate tax exemption drops in 2026
He has four grandchildren in college and a daughter who recently underwent surgery
Total Reduction in Taxable Estate: $105,000
Impact on Exemption: None—these payments do not count against Joe’s $13.99 million estate tax exemption or annual gift limit
because they qualify under the IRS educational and medical exclusions. Grandpa could still give each of those recipients an additional $19,000 under the annual gift exclusion without any tax consequences

SALT LAKE CITY — You'll soon need a hunting or fishing license to access more than two dozen Utah wildlife management areas along the Wasatch Front
State wildlife officials are proposing a new rule requiring a license in management areas in Davis, Salt Lake, Utah and Weber counties. This is in coordination with the passage of HB309
especially in areas that attract more than just hunters and anglers
The new law addressed several wildlife-related items
including a few related to wildlife management areas
it redefined wildlife management areas as properties that "protect
conserve and perpetuate wildlife resources" rather than just a piece of land owned by the Utah Division of Wildlife Resources
it also added a new requirement that anyone 18 or older must have a valid hunting
or combination license to access a management area in a county of the "first or second class," which currently applies only to 30 properties along the Wasatch Front
Hunting and fishing are considered the "primary recreational activities" at wildlife management areas
but many have brought in people for other recreation
Some of these areas then experienced an uptick in usage in recent years
which led to more considerable challenges in managing the spaces
they were loved to death," she told KSL.com

"This area is closed to hunting and provides educational opportunities for the public; therefore
this education and visitor center would be exempt from the requirement," she said
