But that hasn't dampened the excitement of local economic development officials over the potential impact. "This is definitely one of the largest projects we've had in recent memory," said Lisa McCarthy, executive director of the Tri-County Economic Development Alliance. "This is a great opportunity for residents in the area." Rentech Nitrogen Partners and Tessenderlo Kerley Inc. announced a long-term agreement in October, through which Rentech would supply TKI with ammonia produced at its facility near East Dubuque. As part of this project, TKI plans to construct a new fertilizer plant adjacent to Rentech's facility. Tessenderlo Kerley committed to create 16 jobs at the new facility, a figure mandated through an economic development agreement with the Illinois Department of Commerce and Opportunity. In addition, TKI officials estimate as many as 60 contractors will be hired during construction of the plant. Precisely when the project will begin remains a mystery, however. McCarthy said TKI had initially planned on beginning construction in June, but she is unsure if that is still the company's goal. In an email statement to TH Media, TKI officials did not commit to a specific timetable. "Construction will begin immediately upon receiving approval of necessary permits," the email said. Jo Daviess County Zoning Administrator Linda Delvaux said TKI has been in close contact with the county but has not submitted a permit application. "A project of this magnitude is time-consuming, and all wheels have to turn at the same time," Delvaux said. Illinois Environmental Protection Agency spokeswoman Kim Biggs said TKI has been in discussions with the agency but no permit application has been submitted. Julie Cafarella, vice president of investor relations and communications for Rentech, did not return calls and emails from TH Media for comment on this story. In February, Rentech announced the initiation of a process to "explore and evaluate potential strategic alternatives" for its future. A Rentech spokesperson said at the time that the outcome of this process could include sale of the partnership or merger with another party. TKI declined comment on whether Rentech's announcement has affected plans for the new fertilizer facility, stating that it "does not disclose proprietary information." East Dubuque City Manager Geoff Barklow said the new facility would not directly benefit the city's tax base, but he emphasized the entire region would see economic benefits from the development. "The indirect economic impact it will have for the community will be tremendous," Barklow said. "I wish there were more things like this happening."
