the Federal Official Gazette published the decree amending and repealing various provisions of the Amparo Law (the "Amendment")
This amendment to the Amparo Law aims to reflect recent constitutional reforms
specifically: (i) the reform of the Federal Judiciary; (ii) the prohibition of injunctions and rulings on the merits from having general effects; and (iii) the inadmissibility of amparo proceedings against constitutional amendments
The changes also incorporate procedural matters previously established in agreements issued by the Judiciary Council
and the replacement of references to the Procedural Code of Civil Proceedings with the National Code of Civil and Family Procedure
Although the Amendment modifies several articles of the Amparo Law
the relevant changes and impacts are limited to the changes already included in the Mexican Constitution
The Amendment reinforces that amparo rulings cannot have general effects
either through their judgments or through injunctions against the challenged act
The general declaration of unconstitutionality remains the only mechanism that allows a ruling of unconstitutionality issued by the Supreme Court of Justice of the Nation (SCJN) to have general applicability
The Amendment confirms that amparo proceedings cannot challenge rulings issued by the Judicial Administration Body or the Judicial Discipline Tribunal
The SCJN will continue to exercise its authority to attract cases ex officio
the Amendment now allows the Attorney General's Office to request the exercise of this authority
The criteria of interest and significance remain prerequisites for its application
the Legislative and Executive Branches may ask the Chief Justice of the SCJN to prioritize the resolution of a specific case
This Amendment will be effective as of March 14
The Amendment applies to ongoing proceedings initiated before its enactment
and case prioritization will apply to them
the SCJN will continue operating under the voting rules in effect before the Amendment
This ensures the preservation of the quorum requirements of four and eight votes necessary for rulings by the Chambers and the Plenary
to establish precedent or lead to a general declaration of unconstitutionality

When Carolina Amparo was considering colleges
she wanted to leave the comfort zone of South Florida

to whom she dedicated herself unconditionally serving and teaching them to serve both in the house in Paris and in Germany where she looked after all the Spaniards who worked in a factory living in precarious conditions

The University of Cincinnati’s Amber Amparo has a career goal to become a physician scientist
but she is not waiting until she earns her doctoral degrees to make an impact in her community and to the field of cancer research
Amparo, a research fellow in Andrew Waters’ lab at UC
has been chosen for a Fulbright Award to conduct research at the Netherlands Cancer Institute this fall
the next step on a career journey that began when she was young
Amparo said she was inspired by her grandmothers to pursue medicine as a career
her maternal grandmother passed away from colorectal cancer
seeing such a strong woman who was one out of 11 children in Managua
earning her PhD — the strongest woman I know deteriorating was definitely a challenge for me to understand and process,” Amparo said
Amparo’s paternal grandmother had a stroke that paralyzed her left side and caused significant issues with her speech
“Seeing these strong matriarchs of my family succumb to the vulnerable impairments on the human body that can happen in an instant left me with a lot of questions that I couldn’t articulate
“But those questions turned into curiosity
which ignited my passion for exploring the natural world
In high school, Amparo raised $25,000 for The Leukemia & Lymphoma Society through the Student Visionaries of the Year campaign
As an undergraduate student at the University of North Carolina at Chapel Hill (UNC)
she served local rural communities as an EMT and conducted research in Channing Der’s pancreatic cancer laboratory
Amparo has continued to study pancreatic cancer in Waters’ lab
The two met while Waters was a postdoctoral researcher in Der’s lab at UNC and reconnected as Amparo was looking for opportunities to gain experience before applying to dual MD/PhD programs
“Pancreatic cancer is one of the deadliest cancers
projected to be the second-leading cause of cancer-related death by 2030
and research laboratories felt like the place for me to use my talents to develop new skills and become engrossed in the science that was bringing hope to patients,” Amparo said
“I’m excited for the opportunity to integrate basic science research with the patient populations that I serve
and I intend to stay within cancer research in my future career.”

and his guidance has helped me learn a lot on how to think like a scientist and grow as a young scientist.”
Waters said it has been an honor to have Amparo work in the lab
noting her adaptability and ability to multitask on various experiments at once
She has also prioritized sharing her work to the broader community
including poster and oral presentations at conferences and co-authoring a manuscript recently published in the journal Nature
and she makes smart decisions in the lab,” said Waters

Amparo has also collaborated with other pancreatic cancer research teams and shadowed physicians

Her passion and commitment to her community and to pushing the field of research forward to improve patient outcomes set her up well for a career as a physician scientist
“Amber has shown qualities throughout her time at UC that make me think she will be in that select few that are elite physicians and elite scientists at the same time
and it is these qualities that give me confidence she will be highly successful as a Fulbright Grantee and go on to become a phenomenal physician scientist,” Waters said

“For those with aspirations to attend medical school
the Fulbright Award is without a doubt the most prestigious award one can receive,” Waters said
As a Fulbright Grantee, Amparo will spend nine months conducting research in the lab of Rene Bernards at the Netherlands Cancer Institute
she will study how treatment strategies developed in Bernards’ lab can be applied to pediatric neuroblastomas
Amparo said she was interested in the Fulbright program because she loves a challenge and wanted to gain experience in the international collaboration that is needed to move science forward
The Bernards lab currently has international lab members from countries including China and Brazil
which Amparo said is a microcosm of what she hopes the full Fulbright experience can be
Amparo will conduct research at the Netherlands Cancer Institute after receiving a Fulbright Award
“The Fulbright program spoke to me as an opportunity to engage in cross-cultural dialogue at that scale
becoming a cultural diplomat and also participating in cutting-edge research,” she said
“The Netherlands Cancer Institute is a world-renowned cancer center associated with its own hospital
and the Bernards lab has made incredible strides for improving accessibility of therapies to patients.”
Fulbright scholarships are often an indication of future career success
as program alumni have won 62 Nobel Prizes
89 Pulitzer Prizes and 80 MacArthur Fellowships
“I just know it’s going to be an amazing experience and that my time here at UC has really prepared me to feel confident in making the most of it,” Amparo said

The Supreme Court (SC) En Banc on Tuesday granted the privilege of a writ of amparo to the family of an individual who went missing after he was detained for theft
The high court ruled that failing to conduct a proper and thorough investigation in cases of enforced or involuntary disappearance violates or threatens a person’s right to life
“Investigations must be serious and effective
not just a mere formality,” the SC Public Information Office said in a statement
the police station said they released the detainee the same day he was arrested
The SC said the police presented a video of the individual signing a release logbook but they could not present a footage of him actually leaving the station
the man’s family filed a petition for a writ of amparo as well as a production order against the police with a regional trial court (RTC)
The RTC issued a writ of amparo and directed the police to file a verified return
the police said that the family failed to prove that they were responsible for the disappearance or that they withheld information on his location
The police later accompanied them to the city hall
where they obtained a video of the man getting on a tricycle
the individual’s family said that the video was blurry
The SC said two witnesses also did not see the man leaving the police station
The RTC later denied the privilege of the writ of amparo
finding that the police failed to exercise the extraordinary diligence required
The SC ordered them to produce all relevant documents and materials connected to the case
It also ordered the Philippine National Police
and the Department of the Interior and Local Government to investigate the disappearance
The SC said the case was remanded to the RTC
to make investigations whenever there is a reason to believe that an enforced disappearance has taken place on a territory under their jurisdiction and
to prosecute the perpetrators,” it said

Sor Amparo Costilla Jiménez ha sido elegida presidenta de la Federación de Agustinas Recoletas de España durante la Asamblea celebrada en el convento de Marcilla (España)
Su elección supone un nuevo capítulo en una trayectoria marcada por la entrega y la vocación contemplativa
su visión y los retos que asume en este nuevo servicio a su comunidad
Nacida en Medina Sidonia (Cádiz) el 4 de mayo de 1966
Sor Amparo creció en el seno de una familia sencilla
Su padre emigró a Alemania durante muchos años en busca de mejores oportunidades
donde se iría gestando su vocación religiosa
Sor Amparo creció vinculada a la Parroquia de San Sebastián
inició su preparación para el Sacramento de la Confirmación
una experiencia que marcó un antes y un después en su vida espiritual
Fue entonces cuando experimentó una profunda conversión y comenzó a vivir su fe con un compromiso renovado
La asistencia regular a la Eucaristía y al Sacramento de la Reconciliación se transformó en una necesidad espiritual
Su participación en el grupo de jóvenes y en un grupo de oración llamado «Vivencia de fe» le permitió descubrir la paz y la fortaleza que encontraba en la oración ante el Sagrario
su relación con Jesús se fue fortaleciendo hasta que comprendió que su vida solo tenía sentido con Él
Cuando compartió esta inquietud con el padre Jesús María Mauleón
él no se sorprendió; parecía que esperaba esa decisión y la animó a seguir su llamado
ingresó en el convento de las Agustinas Recoletas contemplativas de Chiclana
su vida ha estado marcada por la alegría de su vocación y la certeza de haber nacido para ser Agustina Recoleta
Ser nombrada presidenta de la Federación de Agustinas Recoletas de España es para Sor Amparo un servicio más en su camino de entrega a Dios
«Es la manera de seguir diciendo sí al plan de Dios sobre mi vida»
confía plenamente en que es el Señor quien guiará sus pasos en esta nueva misión
Su papel consistirá en acompañar a sus hermanas
animarlas y fortalecer la unidad entre las comunidades
custodiando con fidelidad el carisma de la orden
Sor Amparo asume este servicio con el deseo de fomentar la alegría
la pasión y la ilusión por la vocación contemplativa
Uno de los aspectos que más ha llamado la atención de Sor Amparo en esta Asamblea de 2025 es la presencia de hermanas jóvenes de diversas culturas
con deseos de superar dificultades y crecer en la formación
Sor Amparo es consciente de los desafíos que enfrenta la Federación
la necesidad de una formación sólida y la urgencia de caminar con mayor unidad entre las comunidades
Su mayor sueño como presidenta es que todas las hermanas alcancen la meta de la santidad
Sor Amparo también dirige una petición a los Agustinos Recoletos: mayor disponibilidad para acompañar a las monjas en su camino espiritual
Algunas comunidades tienen la gracia de contar con su presencia
pero muchas otras carecen de esta posibilidad
«Uno de los problemas que nos preocupa es la dificultad para encontrar ponentes para Ejercicios Espirituales y retiros
anima a fortalecer los lazos entre las monjas
la Fraternidad Seglar y las Juventudes Agustino Recoletas (JAR)
creando una red de apoyo mutuo dentro de la gran Familia agustino recoleta
Sor Amparo Costilla Jiménez afronta este nuevo desafío con la esperanza de seguir sirviendo a Dios y a su comunidad
guiando a sus hermanas en la búsqueda de la santidad y la fidelidad al carisma agustino recoleto
