The main regions affected are municipalities located in the center of the state
Civil Defense is warning residents of risk areas in six municipalities to leave their homes
Rio Grande do Sul Governor Eduardo Leite (PSDB) declared a state of public calamity for 180 days after 203 municipalities in the state were affected by the heavy rains
just over 40% of all the cities in the state
The current phenomenon is likely to be the biggest weather disaster ever faced by the people of Rio Grande do Sul
Leite described the situation as absurdly exceptional and that the rain falling in the state would cause the worst flood ever seen
He also said that the storm has hampered rescue efforts and urged the population to seek protection in places far from areas that could suffer from river flooding and landslides
It is absolutely impossible to meet all the rescue requests in the weather conditions we are experiencing, he said
and people who are in inaccessible places, he said

The Mediterranean region is particularly affected by heatwaves between July and August which cause major fire incidents in several countries including Greece
I’ve carried out research on wildfires in Algeria and looked into what causes them
In Algeria, forests and scrubland occupy a total area of around 4 million hectares. This makes a huge part of the country susceptible to fire. For instance, between 1876 and 2005 (the longest complete data series) it’s estimated that almost 40,000 hectares burned each year
representing approximately 1% of all existing woodlands of the country
Over a period of 25 years, from 1985 to 2010, Algeria recorded 42,555 fires that burned a total area of 910,640 hectares
The municipalities (known as “wilayas”) most affected are in the North – the most forested parts of the country – and in the West
hilly (with steep slopes) and a pronounced Mediterranean climate – a very dry and hot season in summer
but sufficiently wet in winter to allow for rapid vegetation growth
Algeria’s forested areas are subject to multiple human pressures which create conditions that are favourable to the spread of fires
These include the the use of fast-growing but more flammable forest species or the frequent use of fire for pasture regeneration
having long periods of hot and dry weather increase fire risk
Forest fires in Algeria were historically caused by people. However, recent official information on the causes of fires is characterised by high rate of fires of “unknown origin”
representing between 40% to 70% of all fires
but there’s no specific data on what activity that caused them or motivations behind them
Generally, policies put in place to combat forest fires are organised around several points: information and education of the population
development and maintenance of rural and forest areas
and improvement of the means of fire fighting
not knowing exactly what type of human activity causes the fires limits what can be done to prevent them
policies tend to be more reactionary – they focus on dealing with fires when they break out
In recent years, public authorities strengthened the resources of the General Directorate of Forests for the prevention and fight against forest fires
and a radio network for rapid communication in the event of fire outbreak
In addition, more collaborative work is being done in the region to improve intervention and surveillance
Policies to prevent and protect against forest fires have been implemented gradually since the 1980s
but the country faces many challenges in effectively rolling them out
Algeria is a huge country – with a size exceeding 2.38 million km2, it’s the biggest country in Africa. With a massive territory to manage, all actions – to prevent, to detect and to fire fight – aren’t enough. Operations are also very complex due to the very uneven
There’s also a high population density around and inside the forest massifs
This means its hard to control the actions that people take which are a fire hazard
forestry officials lack authority and resources to perform their duties
social and economic stability in the country
And the causes of the fires must be clearly known
it’s impossible to win the battle against forest fires
such as Remote Sensing and Geographic Information Systems
could improve data acquisition and thus the prevention of fires
Other actions that must be taken include; the strengthening of education and awareness-raising and improvements in the equipment used to monitor
policymakers must focus on strengthening cooperation and mutual assistance between all the Mediterranean countries
Fire knows no borders and no single country is capable of having all the necessary resources
“We went in search of a dream, to earn our own money and help support our families, but when we got there it was a nightmare,” a worker rescued from a vineyard in Bento Gonçalves, in the state of Rio Grande do Sul, said on the podcast ‘O Assunto’
He is part of a group of 207 men who left the state of Bahia to pick grapes
with the promise of receiving accommodation
food and a salary of up to 4,000 reais per month
but ended up working in slave labor conditions

which provided services to the vineyards Aurora
the workers received spoiled food and were forced to take on exorbitant debts from establishments close to their accommodation
Beaten with broomsticks and sprayed with pepper spray
they were awakened with electric shocks at around 4 am and were forced to work until 9 pm with no breaks.
the Office of the Public Prosecutor for Labor Issues and the Federal Police and Federal Highway Police staged an operation in which they confirmed the degrading work conditions.
The situation of the workers in Bento Gonçalves is consistent with the observations made in a new report by the International Labour Organization (ILO)
the current global economic slowdown will force increasingly more workers to accept precarious
further reinforcing the inequalities exposed by the pandemic
Precarious working conditions are those that violate the rights and dignity of workers and may include
insecurity and lack of social and labor protections.
The ILO estimates that the growth in the number of global jobs in 2023 will be just 1%
global unemployment is expected to reach nearly 208 million people
with prices rising faster than nominal wages
leading to an increase in the number of people who subject themselves to degrading working conditions out of necessity.
“The need for more decent work and social justice is clear and urgent. But if we are to meet these multiple challenges, we must work together to create a new global social contract,” said Gilbert F. Houngbo
Actions taken by the current government are already addressing the growing insecurity of labor in Brazil
President Lula announced the creation of a working group responsible for eliminating imbalances in relations between employees and employers
The idea is for the proposed measures to be sent for debate in the National Congress
The initiative is in line with the campaign promise to create new labor legislation
with “special attention” on workers “mediated by apps and platforms”
many such measures will have to be adopted to recover from the setbacks caused by the government of Jair Bolsonaro
turning it into a secretariat reporting to the Ministry of Economy before it was restored it in 2021

the number of inspectors has fallen from 2,935 in 2010 to just 2,050 in 2013 – not enough to cover all the regions of the country
especially the most remote areas – making it difficult to monitor compliance with government labor standards,” reads the document
while also noting that the government prevented inspectors from securing funds through other means
by preventing the allocation of money received from fines and penalties for collective moral damages by the Office of the Public Prosecutor for Labor Issues
The situation is compounded even further by the inability to hold offenders accountable for crimes and to ensure adequate compensation for victims
of the 3,450 slave labor inspection operations carried out between 2008 and 2019
only 2,679 defendants were reported for the crime and
which corresponds to 4.2% of all defendants and 6.3% of all the people brought to trial.

as we cannot permit companies and governments to prevent us from listening
making decisions and protesting,” said Marina Novaes
“And that the protection of Brazilians from human rights violations caused by the operations of companies is an urgent matter for the construction of a fair and sustainable country.”
Conectas, OECD Watch and FIDH (International Federation for Human Rights) also assessed Brazil’s policies and practices in this area in the context of the country’s attempts to join the OECD (Organization for Economic Co-operation and Development). The study “Labor rights and social protection in Brazil – shortcomings in governance”
found that the relaxation of labor laws in the country in recent years has caused insecurity for many workers
that Brazilian fruit farming “is a sector beset with appalling working conditions
Most of the men and women who work in the fruit production chain live in a situation of extreme vulnerability
without employment contracts that last more than 6 months and without living wages that can provide a decent life for themselves and their families.”
There is also a key racial component to this discussion. In the case of the vineyards, for example, of the 207 rescued workers, 95% describe themselves as people of color (64% dark-skinned and 31% black), according to data from the federal government released by UOL
“Precarious work is yet another cruel consequence of our slave-owning past
Offering decent work to the population is also a way of tackling structural and systemic racism,” said Júlia Neiva
director of Strengthening the Human Rights Movement and coordinator of the Defense of Socioenvironmental Rights program at Conectas
She added that it is time for Brazilian society to take a stand against all forms of precarious work
“It must be a broad stand that includes accountability for companies and a commitment from governments
There is no doubt that we are living through an economic and social transformation
Some professions that existed in the past no longer make sense anymore
whereas new occupations and new labor relations have arisen
must not result in insecurity and loss of rights
the law needs to keep up and be complied with in full
modern technology companies establishing archaic labor relations”

Think of Brazil and your mind likely wanders toward Carnival and caipirinhas – not vineyards
a region in southern Brazil has quietly been flying under the radar as a centre for quality wine production – think California’s Napa Valley of the 1970s
Flying into Porto Alegre in Brazil’s southernmost state Rio Grande del Sul
Serra Gaúcha is a short two-hour drive away
a rustic oasis in the middle of an otherwise industrial area (40% of Brazilian furniture is produced here)
Comprised of five sub-regions and responsible for 80% of Brazilian wine production
is also considered the country’s “wine capital.”
Despite receiving three million tourists last year
95% are Brazilian and most production is consumed domestically
Brazil is starting to achieve international recognition for sparkling wines
as well as still reds (in particular Merlot)
If you’d like to discover a world class wine region that’s still off the beaten path (for now)
Though grapevines were brought to Brazil by the Portuguese as far back as the early 1530s
it wasn’t until Italian immigrants arrived in 1875 with their technical knowledge and culture of wine-drinking that commercial wine production really took hold
Open trade agreements within South America in the early 1990s saw an influx of high quality Argentinian and Chilean wines
prompting many producers to shift from cheap table wines to fine wine production
Today there are more than 1,000 wineries in Brazil and the first appellation
Serra Gaúcha does well with sparkling grape varieties that benefit from early harvesting
expansion of vineyards to drier areas further south
including Serra do Sudeste and Campanha on the border with Uruguay
are contributing to the country’s increasing output of fine still wines
Brazilian wines are starting to find their place on the world wine map
balancing tradition with surprisingly modern winemaking and use of technology
The most accessible part of Serra Gaúcha is the Vale dos Vinhedos
so base yourself around here to make the most of your stay
I started my visit with a drive out to Pinto Bandeira
another sub-region about 25 minutes’ drive from the city that is expected to become Brazil’s first appellation devoted entirely to sparkling wines
Since 1980, Cave Geisse has been producing traditional method sparkling wines
When I arrived – without an appointment and lacking the necessary Portuguese language skills to communicate – I thought the drive may have been for naught
until I was introduced to oenologist Felipe Abarzúa
Felipe took me on a tour of the facility and led me through a tasting of six of Cave Geisse’s sparkling wines
The wines had a unique sense of place and were particularly refreshing in the Brazilian heat
Back in the Vale dos Vinhedos, Miolo is the region’s largest producer of fine wines
Here you can even make your own wine – Miolo offers a winemaking program for tourists
including management of your own vineyard row
label design and bottling (plus a stay at the nearby Hotel and Spa do Vinho
the region’s most luxurious accommodation)
and I’m told is the place to enjoy a glass of bubbles in the late afternoon
Next door, the entire family is actively involved in operations at Lidio Carraro
With a focus on minimal intervention and intensive research into soil mapping
Lidio Carraro aims to have a “purist” expression
It was raining when I arrived at Pizzato Vinhas e Vinhos which put a damper on sitting on their inviting patio overlooking the valley
Owner and winemaker Flavio Pizzato works only with estate-grown fruit and is known for making structured Merlots
Pizzato’s DNA Merlot is a single-vineyard wine released only in exceptional years
Almaúnica looks like it has been plucked out of Napa
with a tree-lined drive leading up to a modern
I went through one of their tasting options
the highlights of which were the sparkling Reserva Nature and almost Burgundian Reserva Chardonnay
At Vinicola Salton winemaker Gregório Bircke Salton gave me a glimpse into the winery’s history via an impressive painted fresco on the property
Four out of ten sparkling wines sold in Brazil are produced by Salton
Like most of the wineries I visited on my trip
Salton also produces grape juice from native American grape varieties and recently released a line of grape teas
which I saw on the menu at the Hotel and Spa Do Vinho
Casa Perini is located in the Valle Trentino in Farroupilha
another sub-region that specialises in Moscato production
enjoy family recipes in the on-site tavern and take a tour from an expert: all tours are hosted by winemakers
says that the culture in Serra Gaúcha is “very different than the rest of Brazil,” and it can take time to feel a part of it
I’d already begun to feel like part of the Serra Gaúcha family

or you’ll find most restaurants are closed like I did
I was surprised that it was nearly impossible to find wines by the glass
Nevertheless, it’s hard not to eat well here, where the cuisine is heavily influenced by the region’s Italian heritage. I had my first meal in the city of Bento Gonçalves at Canta Maria Gastronomia
where I was introduced to the typical way of eating: family-style servings of meat
Pizza Entre Vinhos is said to have the best pizza in the region. If you have a hard time making a decision between so many delicious-sounding pizzas on the menu like I did, you can even order one that is half of one recipe and half of another. The same owners run Trattoria Mamma Gema upstairs
which offers pasta seated on a beautiful outdoor terrace
Perhaps the best meal I had was one I almost didn’t. After a brief visit to Wines of Brazil, Promotion Manager Diego Bertolini directed me to Sapore + Piacere
a place of “simple” food founded by a local chef
cheeses and meats was followed by perhaps the most delicious risotto I have ever tasted
but I’m certain licking my plate clean communicated how much I savoured the meal
Everyone I spoke with about Serra Gaúcha told me you must try Valle Rustico
a farm-to-table restaurant operating under the slow food philosophy
they were closed the entire time I was there
but it is at the top of my list for my next visit
Also, don’t miss local chocolate shop Mondē. As soon as you step through the door you’ll be met with the most delightful scent of melted chocolate. Just don’t buy too much or you’ll end up with melted chocolate yourself the moment you step back out into the Serra Gaúcha heat.
