I had learned that the locals’ comprehension—and even appreciation—of absurdity is one of the few constants across diverse cultures
But nowhere crystalized this absurdity so perfectly for me as Recife
When I first arrived in Recife to plan a summer travel program for American students
except for a few young men wearing jeans and sneakers and lounging around
Soon I understood why: swimming off Recife’s shores is strongly discouraged
Recife’s frequency of fatal shark attacks is one of the highest in the world. Since 1992, sharks have attacked 59 people in the area; 40 percent of the victims died
Mangroves filter water from the rivers around which Recife is built
but they have been cut gradually since the 1500s
so more and more polluted water has flowed into the Atlantic—particularly in the 20th and 21st centuries
The pollution is thought to attract sharks and kill shark prey
Development has also disrupted the surrounding reef ecosystem—attacks spiked after the nearby Port of Suape started working at full capacity in 1992
first for settlements and then for tourism
the people of Recife have developed and manicured their beautiful beaches yet
I was well versed in Latin America’s paradoxes
I met Costa Rican coffee growers who couldn’t afford their own crop and drank instant coffee instead
I learned that the government hired hundreds of female traffic cops thinking they would be less corrupt than men—but drivers simply ran over the women
Latin Americans try to laugh at these ironies
But in Recife, locals aren’t laughing. Frustrated by the attacks, they’re building underwater nets and lines and educating beachgoers with a person dressed in a shark costume
Recife’s shark-ridden beaches struck me as the most darkly poignant example of the irony woven through the Latin American identity
But it also showed me the relentless optimism particular to Brazil: our predecessors might have made things bad

Boa Viagem is the Miami or Venice Beach of Recife
almost-suburban district with a 12-kilometer (eight-mile) stretch of beach along whose fine promenade some locals enjoy ice cream and snacks
It’s also where the city’s inspiration can be best seen—at low tide the reefs here form pools in which you can take a dip

or frequent drownings have all been taken into account
Here are some of the world’s most dangerous beaches
Fraser Island is the largest sand island in the world and is located off the coast of Queensland
Its beaches have strong rip currents which can quickly sweep swimmers away from the shore

The beach is known for its strong undertows
These conditions can make swimming hazardous
particularly for inexperienced swimmers who may struggle to handle the strong currents and waves
New Smyrna Beach is situated on the east coast of Florida and is known as the Shark Attack Capital of the World
primarily involving blacktip and spinner sharks
While most shark encounters here are relatively minor
the frequency of incidents has earned it a reputation for being a potentially risky beach for swimming
has earned the nickname Great White Shark Capital of the World due to the abundant presence of these perilous predators along its coastline

Brazil — A Brazilian teenager being rescued from drowning on Monday was fatally attacked by a shark before lifeguards could get her out of the water
Bruna Gobbi, 18, died after the incident at Boa Viagem beach, located in the northeastern Brazil city of Recife, the Daily Mail reports
was swimming with her cousin when lifeguards noticed the young women were in trouble and initiated a rescue
Two lifeguards began swimming out to the women while another raced ahead on a jet ski
State government surveillance cameras recorded the attack
The video shows Gobbi bobbing in the water as she tries to keep her head above the surface
there is a flurry of movement and splashing water
The water around the teen then turns bright red with blood
Gobbi was brought to shore and treated before being taken to a hospital
CNN reports that 57 people have been attacked off of Recife's coast since 1992
State data indicates that 40 percent of those attacks have happened at Boa Viagem beach

nothing is more exciting than the idea of dipping into the water beyond those beaches
That's because Recife — a host city for the most recent World Cup — has one of the highest shark-attack rates in the world
Between 1992 and 2012, there were 56 attacks in the city's waters. Of those 56 attacks, 21 were fatal, according to the BBC

Recife's problem with sharks is a fairly new phenomenon
a large port called Port Suape was built in Recife

There were 12 previous shark attacks in the area
A lifeguard was also on duty at the time of the attack
but he did not call the swimmers back to shore because they were not out very far
The shark is thought to be a bull or tiger shark by officials
but it is undetermined at this point in time
the Brazilian state where the beach is located
totaled 62 in the last three decades—25 of which were deadly
"I've been working on this beach for 25 years and during this time I have witnessed a number of ferocious attacks," a local vendor told surf blog BeachGrit
