It’s a tradition inherited from her people
the Indigenous Yanomami of the Amazon; the paint is called urucum in the Tupi language
and comes from the seeds of the achiote tree (Bixa orellana)
It’s usually used on festive days in her village
is painting her face while sitting in a hammock at the Yanomami support house in São Gabriel da Cachoeira
a municipality in the northwest of Brazil’s Amazonas state
this town of 46,000 inhabitants is known as Brazil’s most Indigenous municipality
Life in an urban setting hasn’t distanced Penha Yanomami from her people’s traditions
and the urucum on her skin reaffirms the ancestral habits
in the Yanomami Indigenous Reserve about 140 kilometers (90 miles) northeast of São Gabriel da Cachoeira
Penha Yanomami works today as a health agent for the Indigenous health board that covers the Upper Rio Negro region
She has lived in São Gabriel da Cachoeira for a year and a half now
since it’s the closest urban center to the community she serves
and in her spare time she visits the support house reserved for the Yanomami
“I’m not [here] because I want to be
I came to work for the people who need me as an interpreter in the town,” she says
Penha Yanomami studied Portuguese in school and
she helps Indigenous people to deal with non-Indigenous issues in the municipality
many Indigenous people live between the urban environment and the Indigenous communities
While some have already settled permanently in the municipality
many still maintain a home in the villages
São Gabriel da Cachoeira’s population was 46,303 in 2020
according to the Brazilian Institute of Geography and Statistics (IBGE)
IBGE has not released specific numbers of Indigenous people
but local estimates point to approximately 90% of the municipality’s population
published in 2010 (the next census is expected in 2022)
11,000 Indigenous people live in São Gabriel da Cachoeira’s urban areas (58% of total residents in urban areas)
In this municipality that spans nearly 110,000 square kilometers (42,500 square miles) — an area the size of Cuba — Indigenous people from 32 ethnic groups live together
Many of them are unknown in the rest of the country
The chart below only shows 23 ethnic groups because IBGE did not disclose the number of Indigenous peoples of the nine other ethnic groups
The Federation of Indigenous Organizations of Rio Negro (FOIRN) works with the number of 23 ethnic groups
But the fact that the municipality has an Indigenous majority hasn’t always translated into a greater appreciation for ancestral cultures
In contrast to the cultural and ethnic diversity
there are frequent reports of Indigenous peoples being discriminated against
Penha Yanomami speaks with sadness of the ill-treatment often received by her people
This includes not only discrimination against Indigenous people in local commerce but also in public institutions
she says she has never personally suffered from prejudice: “I don’t even know what prejudice is
an Indigenous anthropologist of the Baniwa people and doctoral student at the Federal University of Rio de Janeiro (UFRJ)
says the experience of Indigenous peoples in São Gabriel da Cachoeira’s urban environment is tied to the hierarchical structure of the ethnic groups themselves
in addition to historical grievances within Indigenous cultures themselves
and the friction that arises when people migrate here from other regions
and especially after Brazil’s new Constitution was issued in 1988
a movement to value local culture has grown
This movement seeks to reinforce Indigenous self-esteem and lead to the self-identification of a greater number of Indigenous peoples

I always say: having your world and having Western knowledge means that you have two worlds in your hand to grow together.”

The experience led her to join an Indigenous movement that advocates for the appreciation of traditional customs
Rising to a leadership role at a young age
Adelina coordinated the youth department at FOIRN until December 2020
“The cultural shock was quite impactful for me,” she says
“I felt this big prejudice at school: ‘Look at that Indigenous woman
she doesn’t know how to speak.’ Sometimes I wanted to speak correctly and ended up making more mistakes
São Gabriel is the most Indigenous town [in Brazil]
Adelina Desana says she has managed to reconcile urban life with some of her Indigenous customs
also tries to reconcile the two different worlds that he straddles
he studies at the State University of Campinas (Unicamp) and lived in student housing in the city of Campinas
He has returned to São Gabriel da Cachoeira for what he hopes will be a temporary break
He refutes the common perception that a person is no longer Indigenous because they live in the city
“We sometimes discuss this at the university
Since I already know how to use my computer
he says he brings manioc flour in his suitcase and he has even caught tanajura ants in the student housing to fry and eat
You have to pick up the ant head so as not to be bitten and put it in the little pot to cook,” says Valdeson Baré
the first to map out the Indigenous presence across the whole of Brazil
revealed remarkable Indigenous diversity: 305 ethnic groups and 274 languages
Anthropologist Franci Baniwa says the educational system is key in the process of expanding knowledge about Indigenous culture and its appreciation
“The study of history in the country should include Indigenous peoples: how many ethnic groups
which Indigenous territories there are,” she says

Franci Baniwa today lives in Rio de Janeiro
“There is a profound lack of knowledge about the region of São Gabriel
It’s not because I’m Indigenous that I sleep on top of a banana tree or wear banana-leaf clothes
We wear clothes and have the traditional apparel for ceremonies
I also write when I’m there,” Franci Baniwa says
She demands improvement of infrastructure in the villages and support for young Indigenous who venture out of their communities
“Many Indigenous people continue to leave their communities to study and work
but they do not always find the right conditions
They end up exposed to problems such as alcoholism and early pregnancy,” Franci Baniwa says
with 40 million reais ($7.8 million) in funds promised to be released
but said the works will only start when the villages are reopened after the pandemic
One of the main Indigenous beliefs of the region where São Gabriel da Cachoeira was founded tells of a large snake climbing the headwaters of the Rio Negro to create humanity
with the various ethnic groups settling in certain points that are considered sacred: rocks
While the cultural and historical diversity of São Gabriel da Cachoeira is manifested today in its great ethnic diversity
the lack of knowledge of the local culture ends up triggering prejudice from immigrants from other regions of the country
“I believe the biggest prejudice comes from outsiders
the landscape full of sacred places with a story behind them.”
The region’s history is quite complex and involves a series of violent episodes that boosted Indigenous migratory movements
The first contacts with non-Indigenous peoples took place in the 17th century
mostly when Portuguese colonizers hunted for fugitive slaves
This is detailed in the map book Indigenous Peoples of the Upper and Middle Rio Negro
jointly edited by the Instituto Socioambiental (ISA)
a nonprofit advocating for the environment and Indigenous rights
military forces established a presence in the region by building a fort
starting the construction of the village that would later be called São Gabriel da Cachoeira
Economic cycles and migratory movements that exploited and impacted the Indigenous way of life have defined the region
That was the case with the so-called rubber cycle
exploiting Indigenous and riverine community labor to produce rubber from Amazonian trees
Catholic missionaries also reinforced the colonizing presence in the region
“They banned the use of the [native] language
it was a period of great cultural loss,” Franci Baniwa says
Modern-day São Gabriel da Cachoeira faces a series of social problems
with only 4% of the town’s sewage system considered adequate for Indigenous people living in its urban areas
(See the details in the accompanying map.) Illegal mining on Indigenous reserves also exerts strong pressure on the municipality
where there are also high incidence rates of infectious diseases such as dengue and malaria
the municipality’s cultural diversity resists and stands out
Walking through the city’s commercial center
it’s not unusual to find Yanomami families with the mother carrying the children in fabric slings
It’s also common to hear people speaking Indigenous languages on the streets
the municipality is the only one in the country that has four other official languages: Baniwa
Unicamp holds an Indigenous entrance exam to the university

Visitors to São Gabriel da Cachoeira are guaranteed a unique experience from the very start
The municipality is only accessible by plane or boat
with the green carpet of the Amazon forest
the ground rises as mountains and hills emerge
Rounding out the landscape are the beaches and rip tides of the Rio Negro
The beauty of the landscape contrasts with the precarious infrastructure: there are several unfinished buildings
The municipality is surrounded by villages
some hard to access and others located very close to the urban perimeter
there are kiosks and dance clubs that play the local musical genre called forró
along with one of the nearest Indigenous communities
Entry into Indigenous territories is restricted and requires authorization from Funai
The beach is often frequented by Indigenous people on their small motorboats
carrying their families and also goods for sale
The most recent figures showed that 15,502 Indigenous people in the city don’t have a monthly income
Complementary data from IBGE’s 2010 census show that 770 Indigenous people are employed as civil servants or military personnel
a far smaller number proportionally than the 810 white and brown people working in the civil service or armed forces
The natural beauty on the banks of the Rio Negro
and the young people driving around with loud music blaring all live side by side
Add to that the military trucks on the streets
The military has a strong presence here because the municipality borders two neighboring countries: Colombia and Venezuela
The municipal market can also provide experiences that are often considered unique
a sort of crepe made with flour from another type of cassava
Market vendors also serve up a traditional Rio Negro dish of fish broth with tucupi and pepper
there’s the Feira dos Tuyuka (Tuyuka street market)
another São Gabriel da Cachoeira tradition
with its cultural richness and its contrasts
It’s possible to watch a performance of a traditional dance
Cariçu; drink an Indigenous fermented drink
caxiri; and eat traditional dishes such as quinhampira and game meat
These traditional customs coexist with other cultures
to the sound of regional or even Colombian rhythms

She found it a little easier to do both, however, after her UFC 297 opponent, Priscila Cachoeira
came in well over the 125-pound weight limit for the fight

And the dry season is just beginning in the region
São Gabriel da Cachoeira is the third most indigenous city in the country
and energy rationing is already affecting essential services for the population
a poster in front of the Basic Health Unit (UBS) in the Praia neighborhood informed about the change in opening hours due to rationing
Schools had to change their schedules due to lack of energy supply and excessive heat
The city is at risk of being left without energy supply
authorities met at the city forum to discuss the issue
It was reported that the city has fuel for another 4 days
The ferry with fuel is only scheduled to arrive on the 23rd
the situation may normalize for a few days
however the scenario of uncertainty regarding fuel supplies continues
as the dry period lasts until the beginning of 2024
which could worsen navigability conditions
São Gabriel is supplied by a thermoelectric plant
44 thousand liters of diesel are used per day to generate 8 megawatts
using approximately 25 thousand liters of diesel/day
Temporary cuts by region of the city have been intensifying
Amazonas Energia explained that VP Flexgen
an independent energy producer responsible for generating the input in the municipality
reported on Sunday (15) about the difficulty in receiving fuel to supply the thermoelectric plant
“VP Flexgen also communicated that it adopted the necessary measures with the fuel supplier
but that the worsening of the effects of the drought severely affected operations due to the difficulties in navigation and logistics of transport across the Rio Negro”
Residents argue that the company is able to plan to avoid rationing
The population of São Gabriel da Cachoeira also faces problems with water supply

The ferries have been parked in a section below the port
and small boats are used to fetch supplies

Transport and Urban Services (Semob) released a statement asking people to save water and announced that supply may be interrupted due to the drought
The report also warns that the problem could affect water taps
due to the lowering of the water table in artesian wells
many people use the water taps spread across some parts of the municipality
Edvaldo de Jesus recorded a video asking for the support of public bodies
also recorded images showing the fire advancing in areas of already planted fields
reported that due to the high temperatures there is no way to work the fields

The Yanomami leader José Mário Góes released a video on Thursday (12)

in the period from September 12th to October 11th

The cause of the drop in rainfall is the El Niño phenomenon
intensified by the impacts of the climate emergency
“The El Niño phenomena (warming of surface waters in the Pacific Ocean) and anomalous warming of surface waters in the North Tropical Atlantic continue to act
favoring the condition of subsidence (vertical movement of air from top to bottom) over a large part of the region
inhibiting or reducing the formation of clouds and consequently a reduction in the volumes of rain observed”

Sijara Eubanks has lost another fight on the scale
At the Friday’s morning weigh-ins for UFC Vegas 67, which takes place Saturday at UFC APEX in Las Vegas, officials announced that Eubanks has been forced to withdraw from the event due to weight management issues. Her flyweight bout against Priscila Cachoeira has been cancelled
Cachoeira successfully made weight at 126 pounds
Eubanks was not present at the official weigh-ins
This is not the first time Eubanks has had trouble with the scale. Eubanks’ UFC debut in 2017 was originally set to take place in the finals of The Ultimate Fighter 26, a bout that was to crown the inaugural UFC women’s flyweight champion. However, Eubanks suffered kidney failure while attempting to make weight and was replaced by Roxanne Modafferi
Since joining the UFC roster, Eubanks has also missed weight for bouts against Modafferi and Melissa Gatto
the latter being Eubanks’ most recent fight in December 2021
It is not yet known if the bout will be rescheduled or if Cachoeira and Eubanks will receive new opponents for their next bookings
UFC flyweight Priscila Cachoeira is being accused of years of abuse by her ex-girlfriend
Nunes was granted a restraining order against Cachoeira after pressing charges on July 7
Nunes accused the MMA fighter of assault on three occasions
most recently an alleged attack in February 2021 that left Nunes with a serious hand injury that required two surgeries
per a police report obtained by MMA Fighting
In a written statement to MMA Fighting via her management team
“I’ve never committed any physical assault against Marcelle,” she wrote
“She would lose control many times during an argument and wanted to hit me
Nunes accused Cachoeira of pulling her by the hair
throwing her on the ground and kicking her “all over the body” during an incident in mid-2019 when they were living in Rio de Janeiro
when she saw blood” coming out of a wound on her head
The second alleged incident happened in September 2019
when Nunes claimed the UFC fighter knocked her unconscious with a punch in the mouth
Nunes needed medical assistance to avoid losing a tooth

She alleged Cachoeira kicked her in the body during an argument while “highly intoxicated and probably on drugs.” Nunes cut her hand on a glass shelf

The attack left her with “limited hand movements,” according to court documents

and asked for a restraining order because she says “her ex-partner is a UFC fighter and her life was in danger because [Cachoeira] used drugs and alcohol.” Nunes said Cachoeira threatened to go after her in Bage because she didn’t accept the end of their relationship

She said she tried to leave Belem in multiple occasions but “Pedrita” was always very aggressive toward her
I’m afraid of you going there and doing something to me
My family and friends urged me to press charges and ask for a restraining order
My parents don’t like when I leave the house for any reason
I have no peace or security because I don’t know if something will happen to me.”
Nunes sent MMA Fighting several photographs she said were taken to document her injuries
MMA Fighting could not independently verify the authenticity of the images
The UFC did not immediately responded a request for comment
Cachoeira said she had ended her relationship with Nunes and denied she used drugs
she’s inventing lies and twisting the truth with the intention of tarnishing my image and emotionally affect me
“I would also like to add that I’m subject to anti-doping tests regularly by [the United States Anti-Doping Agency]
therefore her baseless and false allegation seems to me like an attempt to hurt my career.”

according to a copy of a police report filed on Thursday and obtained by MMA Fighting
The UFC fighter claims Nunes is “trying to harm” her career “as a UFC fighter and public figure” by “defaming” her on social media and claiming she’s “a drug addict” and was “assaulted constantly” during their relationship

Although many scholars attempted to distinguish these activities
it is impossible to do so: “any change in the character of a language is likely to result in a change in the use environment
and any change in the use environment is likely to induce a change in the character of the language” (p.28)

It will be explicit if officially documented and implicit if the LPP happens independently of official documents

LPP has “repercussions on other languages and ethnolinguistic groups” (p.5) and decisions regarding the language selection and reason “reflect power relations among different groups and socio-political and economic interests” (p.6)

Promotion-oriented is when the government supports the official use of minority languages by allocating resources
Expediency-oriented is when the intention is to promote but not to expand the use of minority languages
Tolerance-oriented is when the actors recognise but do not interfere in the use of minority languages
Restrictive-oriented is when the use of minority languages is legally prohibited
Repression-oriented is when the actor attempts to eradicate minority languages
null-oriented is when the actor not even recognises the existence of minority languages (Johnson
2013) defined three orientations in LPP: a language-as-problem orientation
The first one occurs when the agent treats the minority language as an obstacle for majority language acquisition
The language-as-right occurs when bilingual education is implemented
considering the acquisition of the dominant language and the maintenance of the mother tongue of individuals (one-way additive bilingual education)

This means that indeed language ends up being a barrier to access to public services

the real reason for this LPP was to encourage youths and children who move to the São Gabriel da Cachoeira’s urban area to keep using their mother tongue
Knowing the problem and the reason leads us to identify the activities that this LPP was expected to deal with
and then to evaluate if it is an efficient document or not
The Law 145 “attempts to modify the environment in which a language is used” (Kaplan & Baldauf
p.28) and due to this it can be categorised as status planning
the planning intends to encourage and support the learning of the co-official languages what makes it also a case of acquisition planning
since the Law 145 deals with the value of the three native languages appointing them as co-official alongside Portuguese
and institutes that nobody can be discriminated for using these languages
prestige planning is also part of the official rule
the Law 145 proved to be a good LPP for apparently respecting all the expected steps in a document like this
So why did it not work as it was supposed to
and therefore 12 years since the establishment of the Law 145
who was elected deputy-mayor of São Gabriel da Cachoeira in 2012
admitted facing difficulties to implement the rules
The main reason for these difficulties is the lack of qualified professionals to write or translate the documents in all three co-official languages and the scarce budget to hire them (Abdala
the Law 145 of São Gabriel da Cachoeira failed basically already in the decision making process
The policy document did not define the funds to finance the production of documents in all co-official languages
nor for the training and hiring of qualified professionals for this work
Great part of the amount transferred by the federal government to São Gabriel da Cachoeira is mainly consumed in educational and health programmes
and by the public payroll: according to Domingos Camico Agudelos
the only income sources in the region come from the public service and the Army
which maintain a battalion due to the border with Venezuela and Colombia (D24am
This amount is apparently not enough to cover new expenses and
with no financial support to implement the LPP

observed a symbolic effect reached by the Law 145: the three co-official languages (Baniwa

Cachoeira was able to get the job done thanks to her blistering power that had Kim backing up several times during the fight and then closing out the fight with a series of nasty elbows that opened several cuts on the South Korean’s face

until her mother decided to put an end to her misery
"I was using crack for three straight days
but other people started to buy it for me,” Cachoeira said
but I had no strength to stand up and leave
I saw that someone was coming in my direction
and I wanted to leave as well because I thought she would beat me
"She avoided the traps we set up for cops and said
‘Let's go home.’ She gave me a hug and we started crying
Don’t you ever come back here.’ I left that place and never came back
and Cachoeira decided to go back to sports as a way to try to become who she used to be in the past
but that’s when she saw a Muay Thai gym across the street
"The drugs were getting out of my body through my sweat,” she said
When I realized I was talented for fighting
I decided I wanted to do something for myself."

That moment has since morphed into what investigators say could be one of the biggest land grabs in Bahia state history

and China nearly 20% of all soy produced there in 2017; Brazil uses nearly 38%
sourced from the Brazilian government and made rapidly available by NGO initiatives like those maintained by Trase have illuminated the formerly opaque supply chains that undergird the soy industry’s rushed expansion — an almost 500% increase over the last decade in Formosa do Rio Preto alone
Nearly all that soy is grown to feed meat and dairy cattle
who still remembers a time when the chapadas — the high
flat Cerrado mesas — were covered in native vegetation rather than soy
the pace of agribusiness encroachment has been alarming and disruptive
he is descended from a mix of freed and runaway slaves
peasant farmers and indigenous peoples who migrated here over many decades past
He identifies most with the term geraizeiros — a legally-recognized designation for traditional people living in the sertão
the backcountry Cerrado savanna northeast of the Amazon basin
“My great grandfather was born and died here
My mother was born here and is still alive today; she is 85 years old
I was born and raised here; I’m 63 years old,” said de Souza
Most traditional Cerrado people live today in the baixos
were long reserved for grazing livestock and for hunting tapir
The wildlife and vegetation of the higher plains are gone now
“Deforestation has ended everything,” said de Souza
Some of the region’s only remaining natural savanna is in the valley where de Souza lives. But even those wildlands, according to Estrondo’s website
have been claimed by the agribusiness producers
marked and fenced in as their “legal reserve,” — the percentage of undeveloped land that farmers in Brazil are required to preserve according to the federal Forest Code
We arrived at the edge of Estrondo’s legal reserve, which started just past a rusty sign for “Alaska,” a set of dry, dusty fields being worked over by a tractor. According to the companies’ website
25% of Estrondo’s total landholdings are designated as a legal reserve
5% more than the amount Brazil’s Forest Code mandates in the region
But what Estrondo’s website fails to mention is that this legal reserve doesn’t just protect local fauna
and hemmed in by fences and guardhouses — people with nowhere to go and cut off from traditional livelihoods
connected on both sides to many miles of electrified barbed wire
A mile down the fence was the first of several guardhouses
In the runup to Mongabay’s visit, Aldeia suffered harassment from Estrondo security guards, but its residents fared better than neighbors in other traditional villages. People in Cachoeira were harassed and shot at in 2019, including one shooting recorded on video.
Violent threats by Estrondo guards have been reported to police and independent litigators in the state Public Ministry’s Office
Formosa do Rio Preto is located more than 600 miles away from Salvador
“They don’t respect anything; they don’t respect the law,” said de Souza of Estrondo’s hired enforcers
“We have been abandoned by the justice system
Aldeia still lacks access to its common lands for grazing
