WILLEMSTAD – The closure of Campo Alegre has led to an increase in domestic violence, crimes against minors, and illegal prostitution on Curaçao. This claim was made by Marlon Regales, former director and spokesperson of the brothel.
According to Regales, the absence of Campo Alegre has accelerated the rise of informal prostitution, particularly among the local population. He points to the increasing prevalence of so-called "sugar daddy" relationships, where older men provide financial support or gifts to younger women in exchange for companionship. While this phenomenon was once rare on the island, Regales believes it has now become widely accepted.
Regales warns that informal prostitution comes with serious risks, including violence, abuse, and even kidnappings. He also notes a significant rise in sexually transmitted diseases (STDs). To counter these dangers, he advocates for awareness campaigns and educational programs to inform young people about the risks involved.
Following its closure, the Curaçao government purchased the Campo Alegre property for eight million guilders. While Regales does not believe the government should be directly involved in the sector, he argues that the site could be repurposed for commercial use. He suggests that a group of private investors could establish a regulated brothel, with government oversight to ensure safety and control.
According to Regales, Campo Alegre was not only important to the local community but also served international visitors, including tourists, sailors, and individuals who could not or did not want to engage in traditional relationships. Without a regulated alternative, he warns that unchecked prostitution and exploitation will continue to rise.
Previously, sex workers at Campo Alegre underwent a strict screening process and signed three-month contracts with the Curaçao government. Their backgrounds and legal documents were verified both internationally and locally. However, with the brothel now closed, this regulatory oversight has disappeared, leaving health and safety unmonitored.
The closure of Campo Alegre has reportedly affected tourism as well. Regales claims that the number of Colombian tourists has declined due to the lack of regulated sex work on the island. Without legal oversight of hygiene and working conditions, foreign sex workers can now operate freely in illegal prostitution, increasing the risk of exploitation.
Regales alleges that various bars and clubs on Curaçao are now offering rooms for sex work, and that the authorities are aware of this but fail to take action. He even suggests that some police officers are involved in these activities. While prostitution itself is not illegal in Curaçao, proving human trafficking and exploitation remains a challenge.
In the past, sex workers at Campo Alegre were regularly interviewed as part of human trafficking investigations. Regales, who had direct contact with intelligence services from Curaçao, the Netherlands, and the United States, warns that the lack of regulated prostitution poses a serious security risk. He urges the government to consider reintroducing controlled workplaces for sex workers to reduce crime and improve public safety.
WILLEMSTAD - Prime Minister Gilmar Pisas sparked debate during a parliamentary session by endorsing the establishment of a prostitution center on Curaçao, suggesting it could potentially be located at the former site of Campo Alegre or elsewhere. Pisas made these remarks while addressing questions regarding the government’s current lack of a prostitution policy.
Speaking from his experience as a former police officer, Pisas emphasized the necessity for such a center. "I have never visited Campo Alegre for pleasure, but I understand the need for a regulated facility," he stated.
The debate intensified as Pisas disclosed receiving numerous appeals to reopen Campo Alegre, a topic that has stirred controversy since its closure.
Independent parliamentarian Zita Jesus-Leito raised concerns about the government's approach, highlighting that the purchase of Campo Alegre nine months ago lacked clarity on its future use. She criticized the government for allowing Prime Minister Pisas to negotiate the property's fate hastily, without prior public consultation.
"The government's actions are premature and unacceptable," Jesus-Leito asserted, questioning the rationale behind acquiring Campo Alegre for a purpose that lacks a defined policy framework.
Jesus-Leito also drew attention to the proliferation of illegal prostitution centers elsewhere on the island, pressing Pisas on his awareness and plans to address the unregulated sector.
"We previously operated under a policy of tolerance with strict oversight. The situation has since escalated. What concrete measures does the prime minister propose to restore order?" she demanded.
In response, Pisas acknowledged the government's intent to utilize Campo Alegre as a regulated prostitution center but underscored the pending feasibility study by the SOAB accounting firm. He committed to awaiting the study's conclusions within three months before making a final decision on the property's future.
The debate reflects ongoing tensions over the island's social and economic policies, particularly concerning sensitive issues like prostitution regulation.

WILLEMSTAD - The College of Financial Supervision (CFT) has initiated inquiries into the country of Curaçao's purchase of the former brothel Campo Alegre. Initially budgeted at seven million, the government's expenditure for the former brothel reached eight million guilders in taxpayer money during the auction.
The government justified the acquisition by citing the absence of any serious bidders. The funds generated from the auction will be funneled into the crime fund. Additionally, the government deemed this a secure investment with minimal risk. The future use of the property remains uncertain at this juncture.
The CFT's scrutiny underscores growing concerns within the financial oversight body regarding the circumstances and decisions surrounding the acquisition. The additional expenditure of one million guilders beyond the allocated budget has sparked inquiries into the rationale behind this financial adjustment.
Questions are arising about the lack of competing bids and the government's perception of Campo Alegre as a secure and low-risk investment. WILLEMSTAD - The government led by Prime Minister Pisas has acquired the well-known outdoor brothel Campo Alegre. In the auction held this morning, eight million guilders were sufficient to become the owner. Pisas himself was present at the auction and was authorized by the Ministry of Finance to go up to eleven million. The money will be deposited in the Crime Fund.
Although the auction had been scheduled to take place earlier, it was postponed twice because the Public Prosecutor's Office could not find bona fide buyers.
The brothel had an asking price of 8.9 million guilders, and potential buyers had to provide a bank guarantee of 5 million guilders.
One of the complicating factors is a legal case dating back to 2013. At that time, the Court of Appeals ruled that the company Wilshire Advisors Ltd, which owned Campo Alegre, owed the government of Curaçao fourteen million guilders in an expropriation case. The Court found that Wilshire had purchased Campo Alegre, among other things, with drug money and through money laundering.
Since Wilshire did not fulfill its payment obligations to the Curaçao government, there have been various attempts by the government and the judiciary to auction Campo Alegre since 2014. The proceeds from the auction would cover Wilshire's debt to the government.
The new purpose of the outdoor brothel has not been officially announced yet. Pisas maintains that the government has not purchased a brothel but a resort with buildings. However, Prime Minister Pisas's party, MFK, has never kept it a secret that it intends to restore the brothel to its former function.
WILLEMSTAD - A 22-year-old Dominican woman who worked in the Campo Alegre brothel is missing. The police have distributed her photo and information.
The woman left Campo on April 9 and has not returned. All other employees from the Dominican Republic were sent home on Saturday.
WILLEMSTAD - The Campo Alegre brothel is bankrupt. Two other companies went to court on Tuesday to file for bankruptcy. The judge agreed to that.
This includes a cleaning company that has not been paid since December. There is also a tax debt of almost 7 million guilders. Campo was founded 71 years ago on May 30, 1949 by, among others, the Catholic Church.
Campo has been closed since March due to the corona crisis. In addition to the 150 sex workers who work on a temporary basis, 84 people who are supporting staff are on the street.
WILLEMSTAD - Curaçao's Crime Fund, designated for financing projects aimed at preventing and combating crime, is still lacking significant revenues. These missing funds include proceeds from the Bientu case, funds from a fine imposed on a local bank, income from the sale of the well-known Campo Alegre, and penalty fines collected since 2018 by the Ministry of Finance.
This revelation was made by the Minister of Justice, Shalten Hato, who emphasized that despite a reserved budget of 975,100 Antillean guilders for the year 2024, the absence of these specific funds has a significant impact on the fund's ability to achieve its objectives. The crime fund plays a crucial role in supporting initiatives aimed at combating crime on the island.
In December, a crucial protocol was signed between the Public Prosecutor's Office, the Minister of Finance, and Minister Hato. This protocol includes agreements on the financing of the crime fund, including the guarantee that future revenues will be consistently contributed to the fund. However, the delay in receiving these crucial sources of income raises concerns about the implementation of planned projects.
Minister Hato expressed his concern about the situation and emphasized the need for swift action to ensure that these revenues become available to the fund as soon as possible. The minister assured that processes to add these funds to the crime fund are in an advanced stage and that a solution is being actively pursued.
This development raises questions about the impact that the absence of these funds will have on projects aimed at strengthening the rule of law and improving security in Curaçao. It is evident that for the success of the Crime Fund and the projects it supports, complete and timely financing is essential.
WILLEMSTAD - Minister Javier Silvania of Finance is providing clarification regarding a Facebook post he made last week. The post in question mentions the government's purchase of the property where the former Campo Alegre brothel was and connects it with the Catholic Church.
In the post, the minister writes that the Catholic Church was one of the actors advocating for the opening of the brothel. Silvania stated, "This message has nothing to do with the recent purchase of the former brothel. My message refers to the history of Campo Alegre, particularly how Campo came into existence."
According to the minister, several historians have conducted research into the reasons behind the opening of Campo Alegre and the individuals who made it possible. He clarified, "My message is based on various studies conducted concerning the history of Campo Alegre. Anyone can learn about this history and the research that has been conducted."
The minister referred to an article in the Dutch newspaper Trouw, which mentioned that the Council of Churches helped establish Campo Alegre during the Second World War.
Silvania's Facebook post sparked shocked reactions on social media because people associated the purchase with the Catholic Church. The minister denies that this was the intention of his message. He has since removed the post due to inappropriate comments and has issued an apology for his statements.
WILLEMSTAD - It now seems that the well-known open-air brothel Campo Alegre in Curaçao is finally going up for auction. The auction is now scheduled for next Tuesday, September 26th.

However, a planned auction last year encountered another problem: Campo Alegre had been seized by Mr. B. Verhage, a former shareholder of Wilshire. This meant that the proceeds from the auction would not go to the government.
From an investigation conducted by the Curaçao government and the Public Prosecution Service, it was determined that the seizure imposed by Verhage was illegal. Consequently, a decision was made to initiate legal proceedings against Verhage to lift the seizure. However, this did not proceed as Verhage himself had already requested the seizure to be lifted. Now that the seizure has been lifted, the auction can proceed.
The auction, supervised by the Public Prosecution Service, will take place at the Renaissance Wind Creek Hotel on September 26, 2023, at 10:00 AM. The complex is owned by the British Virgin Islands-based company Wilshire Advisors Ltd.
Campo Alegre is described as a resort with both small and large hotel rooms, totaling 156 rooms. In addition, there are various warehouses, offices, a fitness center, a restaurant, two outdoor bars, and a swimming pool. Both within and outside the Campo Alegre premises, there are 645 parking spaces.
Minister of Justice, Shalten Hato, previously stated that prostitution is not prohibited in Curaçao, except for street prostitution and facilitating prostitution in certain hotels. Therefore, the buyer of the Campo Alegre building could open a prostitution center there.
However, those looking to restart the prostitution business within Campo Alegre must consider the 'import' of prostitutes and the necessary permits.

"This is a completely shocking revelation," said Woodhead
"We are co-operating with what is now an international police inquiry

"When he was appointed we ran a criminal records bureau check and again three years later
"We took three references [from previous schools]
All of the references were very positive and said he was an outstanding member of staff
They said he was very willing to take school trips but with what we know now that is not as positive as it was when we read them."

The architectural studio CREA Arquitetos was commissioned to design the renovation and extension of the University Stadium and headquarters of the CDUP (U.Porto Sports Centre)
is located in Quinta do Campo Alegre in the city of Porto
The design carefully considers the renovation of the existing stand area while seamlessly integrating the two new buildings planned for the CDUP (U.Porto Sports Centre)
The three-volume complex forms a cohesive whole
establishing a dialogue with its surroundings
For the rehabilitation of the volume of the stands, the CREA Arquitetos studio used a symmetrical composition in the elevation
creating a rhythm of pillars that converge at the porticoed entrance
reflecting the original rationalist inspiration of the building
The interior was restructured to include new sports spaces complementary to the playing field and the roof surface was increased
The two new buildings intended to house the CDUP headquarters program provide support for university students
The two new buildings follow a more dynamic and fluid composition compared to the rigorous symmetry of the stands building
For both the rehabilitated building and the two new ones
terracotta-coloured pigmented concrete was used for the facades and the ceilings and interiors of the ground floor

The project to rehabilitate and expand the CDUP grandstand and headquarters was promoted by the University of Porto and developed by Crea
and it has recently been reopened to the community
The challenge was to renovate the existing grandstand building
as well as integrate the new buildings for the CDUP
It was this spirit of designing a cohesive whole that inspired the project
where the architecture must not and cannot break with the context
was reflected in the composition and sobriety of the elevation up to the access road
arranged in strict symmetry and with a composition defined by a metric of pillars that converge at the porticoed entrance - a loggia over the street that marks the passage to the interior of the stadium
The bas-reliefs carved into the granite mural stand out
with motifs that refer to the image of the mythology of classical antiquity and to the original ancient games
the interior space was redesigned to include the support areas for the playing fields
with access through the central portico open to the street
Access for spectators is via the stairs at the top of the tribune
and a significant increase in the covered surface was promoted by redesigning the roof
Two new buildings were designed on the longitudinal alignment of the existing tribune
which absorb the program of the CDUP headquarters and support the university students
meeting and social rooms and multipurpose facilities
In close relation to the pre-existing volumetry and composition
its design was contaminated by the metrics of the tribune
but it is freed from that rigorous symmetry
reinterpreted in a more fluid and dynamic movement
the buildings open generously onto the playing fields
inscribing the same compositional dynamic in the arrangement of the concrete pillars of the façade
which create balconies or large planes framing the grass
There is a certain austerity evident in the grandstand
which was also borrowed for the synthetic approach we sought in the new buildings: the pigmented concrete of the façades also invades the interior
and is the same terracotta-coloured material of the roofs and the ground floor
introducing a vitality that contrasts with the sobriety of the grandstand and with the surrounding treetops

recently visited Greenville and poured and discussed five of her company’s wines
Three were from wine estates in Spain; two were from France
The first pour was a 2013 Bodega Burdigala Campo Alegre Blanco ($22)
which is 100 percent verdejo from the Rueda region in northwest Spain

“It’s a typical Bordeaux blend,” Lurton said

The final pour came from a 2011 Chateau Joanin Bécot Cotes de Castillon ($32)
but with 75 percent merlot and 25 percent cabernet franc
It was similar to the Chateau Haut-Carles Fronsac
“This one is a bit more modern,” Lurton said
“It has more complexity thanks to the cabernet franc
All five of these wines are well balanced and enjoyable
juicy wine that begs to be served with a thick porterhouse
