Clearway has completed the repowering construction of its Cedro Hill wind farm in Webb County
Orrick advised Clearway on the debt and tax equity financings for the repowering
term loans and letter of credit facilities
Canadian Imperial Bank of Commerce (New York Branch)
and Deutsche Zentral-Genossenschaftsbank (New York Branch)
The repowered Cedro Hill wind farm will generate enough electricity to power nearly 40,000 homes every year
representing a $269 million investment in South Texas
The project will extend landowner payment and property taxes in Webb County by $27 million throughout its lifespan
“Our Cedro Hill repowering means more efficient delivery of clean
affordable energy to thousands of Texas homes and businesses every year,” said John Martinez
Senior Vice President of Operations at Clearway Energy Group
Clearway is investing in local tax revenue
and payments to local landowners for decades to come.”
The repowering involved replacing the blades and nacelles across 100 turbines
Cedro Hill marks Clearway’s fifth wind farm repower in Texas and sixth across its portfolio
totaling more than 700 MW of upgrades to deploy resilient
state-of-the-art technology at sites with strong wind resources
Clearway Energy is among the largest clean energy asset owners in the United States
with a portfolio of approximately 11.7 GW of gross generating capacity across 26 states
along with over 2.6 GW of conventional dispatchable generation
providing essential grid reliability services
Clearway’s operating fleet produces enough dependable electricity to power over 3 million homes

LIVE UPDATESFamily takes refuge on top of truck during swift water rescue in Palo Cedroby Christopher West
— A family was rescued from the roof of their truck Sunday night after becoming trapped in a flooded roadway on Brundage Road in Palo Cedro
when three adults and their children became stranded on top of their vehicle as floodwaters rose around them
The Shasta County Sheriff's Boating Unit
and the Shasta County and Palo Cedro fire departments responded to the scene
The Shasta County Sheriff's Office has urged residents to avoid driving through flooded roads to prevent similar incidents
Ask where Lindsey Willson comes up with recipes for the tantalizing dishes at Norm's
and she’ll point to a shelf full of cookbooks while giving a nod to her family
“I probably have a thousand cookbooks and a Mom and an Aunt Jeanne
for sharing the recipe for the restaurant’s popular — and huge — Down the Road cinnamon rolls
Grandma’s German chocolate cake will make the dessert list
It seems Willson can’t get her hands on enough cookbooks for inspiration
Although Willson modestly says Norm’s serves American pub grub and is known for its burgers
there’s so much more from the restaurant's kitchen
The creative plates that she and her staff prepare are a food connoisseur’s dream
The daily specials are revealed in appetizing photos that Willson posts on social media
“Our number one question is 'what are you doing for specials today?'” Willson said
So if it’s a pasta night … generally the public already knows about it.”
Here’s a sample of recent lunch and dinner offerings that are anything but ordinary:
“Our servers will tell (customers) the second they sit down just what our daily specials are
We always post a delicious picture of it every day on Facebook and Instagram,” Willson said
A top fan on Facebook praised Norm’s prawn watermelon salad with its pluot vinaigrette dressing
saying it’s more like something an elite Michelin-rated restaurant would serve
“I could eat it every day,” the woman said
Recent Sunday brunch specials featured cannoli waffles
Sunday mornings are when customers can enjoy a Down the Road cinnamon roll
named after Willson’s mother’s former coffee shop
Willson will switch out desserts every three days
“I can’t stick to one thing to save my life,” she said
Norm’s prepares pastries daily and occasionally will bake a pan of pretzels
“I do believe our menu fits the palate of everybody in this community,” Willson said
“I have a lot of kids that won’t touch frog legs
but I have a lot of adults that love them,” she said

Elwood Ranch beefWillson also provides a regular menu featuring appetizers
“My favorite hamburger is our honey sriracha
It’s a half-pound of Angus and it just melts in your mouth,” she said
Kenny Elwood of the Elwood Ranch says Norm’s is the flagship eatery where his beef is featured. The ranch in Bella Vista supplies the steaks and hamburger in keeping with Norm’s farm-to-table theme.
Right now, Elwood’s pasture-raised cattle are in Mount Shasta for the summer, but they’ll be brought home for winter. The operation uses Marble Mountain Meats of Fort Jones for processing.
“We’re doing short ribs (this week). The Elwood short ribs are incredible,” Willson said.
She’ll put the ribs in a teriyaki marinade overnight and then plate them for lunch and dinner. “Last time we did it for lunch and we sold out,” she said.
Occasionally, Willson will stop by Julia’s Fruit Stand, but she also pulls from her parents’ huge backyard orchard across the street.
For drinks, Norm’s features a bar with 14 craft beer taps and wine.
You can’t miss the wooden U.S. flag displayed above the bar. Willson describes her other wall decorations as "industrial farmhouse."
Willson, 37, is a Palo Cedro native — you can still see the white fence of her parents’ house across the street from the restaurant.
Norm’s opened on Jan. 10, 2020, to a packed crowd. The place proved so popular that she ran out of food at its inauguration.
Her background in the restaurant business includes time as a server at the defunct Anselmo Vineyards outside Shingletown and the former Clearie’s in Redding. She said most of her work experience is in gold and silver jewelry at Gold Mart.
One of Willson’s loyal employees is Daniele Stadille, the daughter of the former head chef at Anselmo Vineyards. “Daniele has been with me since day one,” Willson said. “Daniele and I both do the baking.”
The restaurant’s namesake is Norm, Willson’s beloved golden labrador who passed away a year and a half before the restaurant opened.
Several pictures of the water-loving dog hang on the wall. “He would spend more time on Lake Shasta than most humans,” she said with affection.
This month happens to be Norm’s birthday and the restaurant will host a Halfway to St. Patrick’s Day celebration in his honor, with music by Wild Bill and the Mud Whompers on Friday, Sept. 13.
Expect corned beef and cabbage on the menu with Guinness chocolate cake and banana cream pudding as desserts.
“We’ll also do mussels and a Guinness broth. We’re going to do Irish nachos (thick potato chips with a sharp Irish cheddar, along with chives and a mustard crema on top),” she said.
Willson said St. Patrick’s Day in March is her favorite holiday. “We have bagpipers come every year. That’s my holiday. It’s so fun,” she said. So, marking St. Paddy’s Day halfway through to March is a natural for Willson.
Online reviews give Norm’s high marks for customer service.
“That makes me happy,” Willson said. “I’ve got a great crew.”
Willson and her employees feel a special kinship with firefighters and first responders. In the past, they’ve honored them with a burger and a pint on the house.
This past July, when the Park Fire was burning toward Shingletown, the restaurant offered a free spaghetti dinner with bolognese sauce for first responders and residents who had to flee. “When everybody was evacuated, we came together and fed our community. I think we probably had 40 police officers that came in and out,” Willson said.
Willson prides herself on Norm’s being a from-scratch kitchen and using fresh ingredients.
“We make our salad dressings daily. We rotate consistently,” Willson said. “We use high-quality ingredients and put that on a plate.”
“Come out and try us,” she said. “You will not leave here hungry.”

The pair said they’ve tried asking representatives with Shasta County about removing the trees in the past since they're not on their property
saying they were redirected to the California Department of Fish and Wildlife but then told to go back to the county
the couple said their community has shown up for them to help out since the flood

LIVE UPDATESLive grenade found during compliance check in Palo Cedro homeby Ashley Harting
PALO CEDRO, Calif. — The Shasta County Bomb Team was called to a residence in Palo Cedro on Thursday after authorities discovered a live grenade during a compliance check, according to the Shasta County Sheriff's Office (SCSO).
The SCSO said they, along with the Shasta Interagency Narcotics Task Force (SINTF) and Shasta County Probation, conducted a probation compliance check on the 21000 block of Berkeley Drive. During the search, they found Barton Wise, 69, who was on Post Release Community Supervision (PRCS) from Santa Clara County and a convicted felon.
Authorities said the search revealed methamphetamine, live ammunition, various liquid and powder chemicals, a live grenade, and a CO2 canister with a fuse attached. Due to the dangerous nature of these items, the Shasta County Bomb Team was called to the scene.
The bomb team collected the grenade, CO2 canister, and various chemicals for future destruction, the SCSO said.
Wise was arrested and booked on several charges, including obstruction, felon in possession of ammunition, possession of methamphetamine, manufacturing a destructive device, and PRCS violation.

REDDING, Calif. — Norman Ray Ryan, convicted of two felony counts of embezzlement, has been ordered to pay $73,762.41 in restitution to his victims. The order was issued by Judge Tamara Wood on February 11, 2025, following Ryan's conviction on February 8, 2024, according to the Shasta County District Attorney's Office (SCDA).
Ryan's conviction was linked to fraudulent business dealings at Patriot Gold & Silver Exchange in Palo Cedro, where he failed to deliver on orders for precious metals between 2014 and 2016, resulting in financial losses for his clients, the SCDA said.
This is not Ryan's first encounter with the law. The SCDA said that in 2009, Ryan was convicted of theft under California Penal Code 530.5 and grand theft while serving as the CEO of Haven Humane Society.

SAN ANTONIO – Nearly 40,000 homes in San Antonio are receiving part of their electricity from a newly repowered wind farm located almost 150 miles south of the city
operated by Clearway Energy in Webb County
announced last Wednesday that it had repowered the farm with “new
more efficient equipment that increased the wind farm’s capacity to 160 MW,” according to a press release from the company
is purchasing 100% of the site’s capacity until 2045
director of external affairs for Clearway’s Midwest and Gulf region
Matchett said the 40,000 figure is used as a sort of “power equivalency” to gauge how much electricity the site can actually generate
“The electricity generated from Cedro Hill interconnects directly to the local grid and flows wherever there is real-time demand within that grid system,” he said
CPS Energy receives 925 megawatts of wind power from five sites around Texas
Cedro Hill and two others are located in far South Texas
while the others are in Central and West Texas
The Cedro Hill wind farm was originally built and commissioned in 2010
Some of the new equipment included replacing the blades and nacelles
“Repowerings can range from full turbine replacements to only partial equipment upgrades
which is what occurred at Cedro Hill,” Matchett said
The effort offers a $269 million investment in South Texas while extending landowner payment and property taxes in Webb County
which extends to the Texas-Mexico border near Laredo
“Our Cedro Hill repowering means more efficient delivery of clean
affordable energy to thousands of Texas homes and businesses every year,” said John Martinez
An increase in wind infrastructure capacity in Texas makes sense, especially as the state leads the nation in wind generation
vice president of communications at Climate Central
“Now that wind and sunlight are the cheapest sources of electricity in the U.S.
it makes economic sense to keep building capacity,” he said
Wind, one of several renewables, was singled out in an executive order from President Donald Trump in his first days in office
While some of the orders particularly focus on offshore wind leasing in federal waters, permits, approvals and loans for onshore wind projects are paused
Newly appointed Department of Energy Secretary Chris Wright talked of innovation around technology during his testimony
even acknowledging the growth of renewables in the United States
despite Trump’s calls to limit wind capacity projects across the United States
how this could impact generation in Texas remains unclear

The heavy rain that drenched Shasta County over the weekend had Anderson Creek lapping at the shores of Kenyon Feusi's front porch on Monday
The main channel of the creek crosses under Balls Ferry Road south of Anderson about 100 yards from Feusi's house
but the heavy rains filled the creek and overtopped the banks
He said the water was waist deep in the barn out behind his house
but he placed sandbags at key locations around his home to keep it from being damaged
Feusi's property was just one of many areas around the county that saw flooding from the heavy rains that fell over Shasta County during the weekend
The National Weather Service said 4.33 inches of rain fell in Redding on Sunday, setting a record for the date. More rain is forecast this week
the next round of precipitation is likely to bring more flooding
Bartomolei said a couple roads had to be closed temporarily due to flooding
Stillwater Creek was so swollen with rain that it ran over the top of Forty-Four Drive
forcing the county to close the road in the area where the creek runs under the road
Maddelei Lane in Palo Cedro was also closed temporarily where a culvert runs under the road
Bartolomei said public works employees travel around the county checking for possible flooding at known trouble spots
Many of those are in the Palo Cedro and Bella Vista areas
His office also relies on reports from residents who spot flooding and notifications from fire departments and sheriff's officials
The last time flooding this bad occurred was in 2022 when rain runoff filled and overtopped the Anderson Cottonwood Irrigation District canal
flooding nearby areas in Cottonwood and north of Anderson
Feusi said the county used to dig out Anderson Creek to reduce the amount of flooding
but they stopped doing that about 30 years ago
He would like to see the county resume cleaning out the creek because over the years it has filled with mud that has washed downstream
But Bartolomei said the county can only work in the stream along the Balls Ferry Road right-of-way
The county can't go on the private property upstream or downstream along the creek
Dredging out the creek would also require approval from the California Department of Fish and Wildlife and the U.S
Feusi said cleaning out the creek would not stop all the flooding
SHASTA COUNTY, Calif. — The California Highway Patrol (CHP) has completed its investigation into a single-vehicle crash on March 16 on Deschutes Road in Palo Cedro

an off-duty deputy with the Shasta County Sheriff's Office
was determined to be at fault for the crash

CHP said Scheibe was arrested shortly after the incident on suspicion of driving under the influence
They said Scheibe was driving a 2022 Chevrolet Silverado pickup truck during the crash and was the only one injured
the case was forwarded to the Shasta County District Attorney’s Office for review and potential prosecution of Scheibe on DUI-related charges

The Shasta County sheriff’s deputy involved in a vehicle crash in March was arrested on suspicion of driving under the influence
the California Highway Patrol said in a statement
was driving north on Deschutes Road south of Grand Estates Drive east of Redding at an unknown speed when he made an unsafe turn that caused his 2022 Chevrolet pickup to leave the road and collide with a metal fence
CHP investigators said they completed the investigation into the crash and sent the report to the Shasta County District Attorney’s Office for review
Scheibe was taken to the hospital with major injuries
The CHP did not give his current condition or if he is still in the hospital
The Record Searchlight emailed the sheriff's office for a comment
including how long Scheibe has been a deputy
Sheriff's office spokesman Tim Mapes said Scheibe began his career as a deputy in December 2023
Scheibe was a correctional officer dating to October 2019
"The California Highway Patrol has our full support in this investigation
As standard practice for this particular type of scenario
our employee is placed on administrative leave while the Shasta County Sheriff’s Department conducts a parallel internal affairs investigation into this personnel matter and it will be handled appropriately
Personnel matters prevent our department from commenting further," Mapes stated in an earlier email
Before the CHP news release, few details about the March 16 crash had been released from the CHP or the sheriff’s office
Sheriff Michael Johnson released a statement Monday
expressing frustration about what he said were reports on social media of false and unsubstantiated details of the crash
"I became aware of some social media posts circulating that share unsubstantiated details surrounding the collision
The post included false allegations that sheriff’s office personnel hindered the investigative efforts of allied agencies at the scene
These statements are egregious and baseless and are a product of a faceless allegation," the sheriff said
The CHP news release did not say when Scheibe was arrested on suspicion of DUI or when the investigative report was sent to the DA’s office
