which articulates the importance of efficient use of finite water resources
and the Strategy for the Kyrgyz Republic (BDS/KY/24-01F)
which aims to support improved water security and sustainability of water supply through improvements in water sector management and irrigation
It is fully in line with the Bank's GET approach 2021-2025 (BDS20-082(F)) and the Bank's Strategy for the Promotion of Gender Equality 2021-2023 (BDS21-133(F))) and SDG 5 on Gender Equality
The Project supports the United Nations Sustainable Development Goals (SDGs)
particularly SDG 6 by reducing freshwater withdrawal from natural resources in response to climate change impacts
It also contributes to SDG 5 by addressing barriers that limit women's access to economic opportunities from new irrigation infrastructure
and SDG 2 by enhancing food security and promoting sustainable agriculture
As per section 1.4.2 (iii) of the Directive on Access to Information: "For Projects approved by Bank management where the Board of Directors has delegated the approval authority
the PSD shall be disclosed at the start of the relevant no-objection notification period to a member country of the Bank in accordance with Article 13 (iii) of the Agreement Establishing the EBRD."

The Project includes a TC to support automatization of water distribution
metering and monitoring systems in irrigation watercourses and irrigation
Environmental and Social (E&S) risks associated with relining of the canal and introducing an automated control system are site-specific and readily addressed through adequate mitigation measures
The Environmental and Social Due Diligence (ESDD) was carried out by a specialist in the EBRD Environmental and Social Department and involved a site visit
a review of questionnaires as well as the client's documentation
An external consultant was also appointed to screen for biodiversity risks along the route of the canal
The ESDD has concluded that the Project will result in significant socio-economic benefits by improving the efficiency and reliability of irrigation water supplied to agricultural users in the Chui region
The client's E&S management capacity will need to be strengthened to implement the Project in accordance with the Performance Requirements (PRs)
A Project Implementation Unit (PIU) is in place and a Project Implementation Support (PIS) consultant will be appointed to assist the project implementation in accordance with an Environmental and Social Action Plan (ESAP) developed for the Project
The Project will be subject to a Kyrgyz national Environmental Impact Assessment (EIA) process
Key E&S risks relate to contractor management
waste management and biodiversity conservation
a project-specific Environmental and Social Management and Monitoring Plan (ESMMP) will be developed
Contractor tender documents and contracts are required to include appropriate E&S clauses adopting the ESMMP and these will be cascaded to subcontractors
The client will follow a formal process for monitoring contractor compliance
Contractor workers will have a dedicated grievance mechanism in place
The client's labour management practices generally meet PR2 with all workers belonging to a trade union
an opportunity to create a sexual harassment policy has been included into the ESAP
Priority for employment opportunities will be given to local residents and worker accommodation will not be required
No additional land use will be required beyond the existing access roads along the canal and no associated facilities have been identified
A project-specific Occupational Health and Safety Plan will be developed and include the provision of appropriate personal protective equipment for cold weather and suitable lighting as works will take place during winter months
Heavy vehicle traffic will adopt safety measures such as speed restrictions and traffic marshals
Construction vehicle delivery times will be scheduled regarding stakeholder engagement consultation such as school operating times and vulnerable user's access needs
Fencing and appropriate signage will be in place to prevent the public or livestock from accessing the Project site however
this will be designed to enable throughway access for the public
Works are not expected to have a material impact on the canal's ecosystem and the Project meets PR6 requirements
A biodiversity screening assessment has been undertaken indicating the presence of six priority biodiversity species in the vicinity of the Project
None of these have been determined as critical habitat and the anticipated impacts of Project works would not result in a measurable net loss of any of these species with standard construction mitigation measures applied
Transboundary impacts from the Project and water allocations for the countries (the Kyrgyz Republic and Kazakhstan) were considered
It was confirmed that no significant transboundary impacts are anticipated and that transboundary agreements will not be breached
A key objective of the Project is to preserve the existing transboundary agreement
A project-specific Waste Management Plan is required to be developed for the management of soil and other debris dredged from the canal
Priority for the reuse of dredged soil will be for local agricultural users
Workers will be trained on appropriate use of lining adhesives and methods of preventing accidental spillage into the canal waterway
a Chance Finds Procedure will be developed for the unlikely but possible discovery of artefacts in the canal
The required E&S mitigation measures to structure the Project in line with EBRD PRs have been included in ESAP which will be agreed with the client prior to signing
A Stakeholder Engagement Plan (SEP) and Non-Technical Summary (NTS) will be developed with support from the PIS consultant and disclosed locally by the client
The SEP will include a media campaign to raise awareness of the Project and its community safety measures
A Community Grievance Mechanism will be in place and a Community Liaison Officer will be appointed to manage engagement
Works will be scheduled outside of the vegetative season when irrigation water is not needed to avoid disruption to agricultural users
Specific engagements will be held with these users to inform them of Project benefits and how to enhance improvements through training on water efficiency methods
The Bank will monitor the Project through the submission of annual environmental and social reports and site visits

While Argentina's capital is known for its steakhouses
the fast moving and vibrant restaurant scene has lots of options for everyone
organic vegetarian and vegan fare in a stunning semi-open wild garden style setting and is helmed by a female chef
Chui is located on Loyola in a semi open warehouse
It sits right next to a railroad bridge and every 20-30 minutes or so
it was an abandoned overgrown lot with industrial garbage that has now been completely transformed
At 12pm the green doors with the name Chui on the front are closed
it's a surprising sight as you look into the lush
verdant setting and follow the staff to your table
The Head Chef at Chui is Victoria Di Gennaro who has worked in Argentina
Booking at Chuí is easy and can be done online but once you receive the email make sure to confirm by adding a credit card to secure the booking
I booked just a few days before and I was able to get a table for one at 12pm when the restaurant opens
The dress code is casual and the furniture is handcrafted and eclectic
Diners can sit in the garden or further in towards the open kitchen where the industrious bandana-clad chefs are busy working and prepping

It was a toss up between this all their pizza and I think next time I’d go for the pizza made with dough that has been fermented for 48 hours and made from organic flour
I've eaten a lot but dessert is naturally a separate stomach so I also ask for my waitress's recommendation for dessert
She recommends a dessert that isn't on the menu: a Basque cheesecake
This version is a wonderfully smooth and ultra creamy cheesecake paired with a jammy figs

The European Bank for Reconstruction and Development (EBRD) and the European Union (EU) are helping to improve water conveyance infrastructure for better water resource management, promote sustainable agriculture and create new jobs in the Kyrgyz Republic by financing the reconstruction and automation of a section of the Western Great Chui Canal
A financial package of up to €23.8 million is being provided under the EBRD’s Regional Integrated Water Resources Management Framework for the Kyrgyz Republic and Tajikistan

There are expectations on her again but drawing a blank at Tokyo 2020 has changed her mindset
“I was quite depressed at my performance because I didn’t get any medals
Maybe it is time for me to put the full stop on wheelchair fencing,” she said
from the lack of training opportunities post-Covid to the empty venue
“I received a lot of messages on social media
I also remember that in the team event [Tokyo 2020] I was last leg for the team
but I fenced so good and I didn’t think about winning
“What makes me do it again is that I have hope

The driving urge to win used to dictate Yu’s actions
She started fencing at the age of 17 following the amputation of her left leg because of bone cancer and was soon one of the Paralympic stars

“Sometimes you feel satisfaction when you win the medals
Sometimes you can appreciate yourself even if you don’t get a medal
I tried to see myself in another perspective
Now I will try to appreciate what I have done
“I have more enjoyment now when I am doing fencing than before because previously all I thought about was the result.”
The period between Tokyo 2020 and her preparations for Paris 2024 has been spent on looking at other fencing techniques
Yu has been a grateful guest at Bath University in Great Britain where she has trained with the men’s team
“I have trained with them for the past two years occasionally and I would like to go there before Paris
Head Coach Peter Rome invited me and I chose to go because they are talented and medal winners.”
“I go there to enhance my ability and my tactics
especially Asian food so we have a lot of enjoyable time
I will make dumpling fried rice and it’s good enough for me to charge them
“They are willing to share the training experience we me and we have a good time on the piste and off the piste.”

“The GB team share with me and they say ‘don’t talk about the skill but focus on how you see yourself’

Sometimes when I am in a condition when I feel I’m going to lose myself
I will tell myself to calm down and then I will tidy up my hair
That is why a lot of woman fencers have long hair.”
If I don’t have a nap on that day my emotion will not be good
I will feel a bit of anger if I don’t have a nap even if it is 30 minutes
So say I reach the quarter-finals and the match is going to be one and a half hour later
Then I will have something to eat and then I will have a nap for 45 minutes
My teammates know that when they see somebody lying down in Team HK places
Yu will practice her signature pose in advance and admits she is a big fan of the fencer’s uniform
I always imagine what is my signature pose will be after I win
I can just take off the mask or point the sword to the sky
“My signature is that I will shout and then I will come down a bit and take off the mask as if it is not special to me
I will have some rehearsals how I am supposed to manage my facial expression.”
