Rio Grande do Sul The best known of them is the Reduction of São Miguel de Arcanjo whose ruins are a UNESCO World Heritage Site It was precisely this reduction that was expanded due to a population increase creating the Reduction of São João Batista founded in 1697 by the Jesuit Antônio Sepp and which later gave rise to the municipality of Cruz Alta the hometown of the writer Érico Veríssimo — located 364 km from Porto Alegre.   In this city, Brother Edison Hüttner, a teacher at School of Humanities from PUCRS visited a family that owned a sculpture of Saint John the Baptist and wanted to discover the historical value of the piece The professor carried out studies that confirmed that the work is from the missionary period The sculpture was made of wood and belongs to the first period of missionary art carried out in the 17th century andcarved into tree trunks by indigenous people of the Guarani ethnic group.  There are burn marks from the base of the statue to its feet although its structure has not been damaged the darkening of the wood due to combustion is visible some hypotheses have been raised about the origin of the work of art and how it received such marks:   This is role of command sergeant major is nascent in the Brazilian Army (EB It was established in 2015 to grant more authority and responsibility to noncommissioned officers (NCOs) by allowing them to participate in decision-making and advising the command of military units EB tested the new role in a pilot project in which Command Sergeant Major Osmar Crivelatti took part The test lasted one year and was used to determine the effectiveness and observe the practical results of the role being developed EB grasped its viability and began to implement the process due for completion in late 2018 with the deployment of command sergeants major to units initially established in the plan During a visit to the Noncommissioned Officer Academy (EASA Crivelatti—who works side by side with General Eduardo Villas Bôas Diálogo: Why did the Brazilian Army see the need to create the command sergeant major role Brazilian Army Command Sergeant Major Osmar Crivelatti: Over time that was a way to enhance the career of NCOs and opinions that are often hidden within the troop Diálogo: Did exchanges between EB and other armies assist in making the decision to create this new role as a type of blueprint to be followed Crivelatti: EB had exchange programs with other countries for a long time Our NCOs visited and participated in exchanges with South American countries and other countries in the world and certainly Our officers and NCOs in foreign countries identified the use and functions of the command sergeant major in other armies and pursued these experiences It wasn’t just the process of bringing the idea and adapting it here We had to develop a process to create a role that was suited to the institutional culture of EB The experience and model integrate aspects that we seek in other armies it’s not exactly what you see in another army It’s probably difficult to compare with other armies because we don’t really have in-depth knowledge of them We would need a thorough distinguish service members for their skills I think that what is invaluable is what it will produce for the troops which is a national and even international point of reference Could you talk a little about the Brazilian NCO academies the Brazilian Army has three NCO academies We started with the NCO at Arms Academy [in Três Corações and leadership training to become an NCO that from the start which trains logistics NCOs in the entire range of logistics and is located in Rio de Janeiro And we have the Army Aviation Training Academy (in Taubaté which is a little smaller and specifically trains NCOs who are aviation mechanics technicians who work with Army helicopters Diálogo: And for someone to get into these academies and after some 10 years as an NCO come to EASA to sharpen their skills They participate in an open selection process The ones who pass will attend the NCO training academies Crivelatti: I can mention the Jungle Warfare Training Center in Manaus If the NCO seeks to be a combat paratrooper he takes the paratrooper course and deploys in the Army’s paratrooper units which is a career requirement for future promotions those who graduate from the NCO at Arms Academy it’s continuous training over the course of their career We have several courses that a service member can take within a range of specializations that EB needs Diálogo: But a service member cannot get to command sergeant major without attending EASA or EsSLog before from graduating as a staff sergeant to first sergeant one of the requirements for promotion to first sergeant is to take the NCO Training Course to be able to reach command sergeant major—after going through one of these training academies—the NCO must combine attributes and after being a long-standing first sergeant he may be considered for command sergeant major of certain units where we have the Command Sergeant Major Course that he will take to acquire more fundamentals EASA is also now known as the Command Sergeants Major House Diálogo: To be commandant of EASA’s student body do NCOs have to take the Sergeant Major Course in the United States The commandant of the student body here is an NCO And why is it that an EB NCO attended the Sergeant Major Course in the United States For the experience; to develop and improve—so to speak—the preparation and training of our NCOs here Diálogo: Regarding the study of languages and international exchanges do you consider them  fundamental for an EB NCO to further advance in his career for the Army to be able to send NCOs abroad for exchanges EB sponsors this; it encourages NCOs to commit to studying languages—Spanish Each army needs a professional to accomplish its institutional and national mission It’s difficult to compare a Brazilian Army NCO with one of the Chilean Army Each country counts on the professionals needed to accomplish its mission and preparation to accomplish the Brazilian Army’s mission NCO has the same elements to accomplish the U.S I believe that there are no comparisons between the service members of one army and another They are professionals dedicated to their careers within each army And I encountered more than professionals in other armies They were more than professionals; they were friends that exchange we had with the younger ones That provides us with the ability to perform operations together we were deployed in the United Nations Stabilization Mission in Haiti [MINUSTAH] with an array of armies from several countries and this worked very well because we already had some knowledge of how that army worked of how that soldier from another army worked I think that what EB does in regard to this exchange with other countries is fundamental Army NCO [Master Sergeant Luciano Garcia] here within EASA NCO here provides our NCO with a vision of what a U.S And it’s an exchange in that we have the U.S NCO collaborating with training and serving as an example to our NCOs I think that his presence here and the presence of our NCO in the United States are fundamental It’s fundamental for motivation and serves as an example for others Diálogo: How do you view the presence of international students here at EASA and in other Brazilian NCO training academies Does this have any influence in shaping their curricula What we teach our NCOs is taught to their NCOs in the same manner it’s a way to pursue the military culture of that country So we do not adapt our training especially for them We also seek to learn from their experience and they brought experiences of their army’s command sergeant major role they learn what we do; we glean information from them and from what they contribute to help us we see that their curriculum doesn’t change either Diálogo: With regard to gender integration when will we see a female command sergeant major in the Brazilian Army Crivelatti: That’s an extremely important matter That’s an issue EB has worked a great deal to address The Army has embraced gender integration for a long time in support roles We have officer cadets that are at the Agulhas Negras Military Academy four years from now [the length of the course] will be in units as officers in combat logistics when they are long-standing sergeants first class in a female unit in which there is a command sergeant major in EB there is no differentiation in gender roles there is no difference in the Army that prevents a person from being able to work as an armed professional defending his or her homeland as a soldier the institution of the role of command sergeant major What will be the next steps for this professionalization of the Brazilian Army NCO to be complete We need time to really be able to finish the implementation so that everyone really has an understanding A change in culture doesn’t take place overnight what is more important is an understanding We need to evolve to understand the mission and that’s something only time will bring The features of the NCO career are specific to the Brazilian Army but it meets the necessary requirements to accomplish the mission of our Army Army that the NCO is the backbone of the institution if you allow me to quote our Army Commander He’s very wise in saying that “the NCO is the foundation that supports the structure of our Army.” Instead of a backbone we have a solid foundation that supports the structure of Flying from flower to flower, they pollinate and promote the reproduction of various species of plants. In Brazil, approximately 60 percent of the 141 crops grown for human and animal consumption depend to some extent on pollination by bees, according to a report from BPBES a platform focused on biodiversity and ecosystems run by independent scientists According to the U.N.’s Food and Agriculture Organization (FAO) 75 percent of crops used for global human consumption depend on bees Incidences of bee deaths and disappearances have been observed in the United States and Europe since the beginning of the 21st century studies began to draw attention with alarming die off episodes in 2005 There are no official bee death figures for Brazil the country’s environmental regulatory agency The numbers reported here were collected from beekeeping associations organizations linked to state agriculture departments the southern state of Rio Grande do Sul — Brazil’s largest honey producer —  accounted for 80 percent of the recent die-off The state produces 6,000 tons of honey per harvest approximately 15 percent of the country’s production followed by central-western Mato Grosso do Sul (45 million) and southeastern São Paulo state (7 million) a municipality of 60,000 inhabitants in Rio Grande do Sul more than 20 percent of all beehives were lost between December 2018 and February 2019 according to the Beekeepers Association of Cruz Alta (Apicruz) “[The farmers] started using some very strong chemicals They were sprayed from airplanes in the morning and in the afternoon the bees were found dead already,” said beekeeper Salvador Gonçalves The numbers and mortality rates may be even worse among wild bees, but these species are not maintained by beekeepers, so are unknown There are about 16,000 species of bees in the world, more than 300 of them native to Brazil, according to IBAMA Each species tends to pollinate specific plants “What would happen if this insect went extinct We would either stop eating this fruit or it would become very expensive pollination would have to be carried out by hand,” said Carmen Pires an insect ecologist and researcher at Embrapa One of the worst culprits identified by experts and analysis in the recent bee die-off is the neonicotinoid class of insecticides derived from nicotine and including the widely used pesticides clothianidin Another factor in the bee deaths is the use of pesticides containing fipronil They’re often applied by aerial spraying to crops such as apples soybeans and sunflowers; three months later aerial spraying was once again authorized for rice IBAMA created a technical working group to come up with a compulsory risk assessment concerning the impact of pesticides on bees it’s still not clear when the assessment will be released a public civil lawsuit was filed in federal court in October 2017 against IBAMA to compel the agency to conclude its risk assessment within six months That’s not the only lawsuit arising out of the nexus of bee deaths and pesticide use the Association of Honey Producers of Dourados filed a petition in March 2018 requesting prosecutors investigate the deaths of bees The association said beekeepers’ income and production had decreased due to the die-offs which they blamed on “the indiscriminate and inappropriate use of pesticides on plantations of sugarcane rice and other crops.” The Federal Prosecutor’s Office of Mato Grosso do Sul is currently deciding whether it will file its own proceedings on the complaint Globally, a growing number of governments are taking steps to save bees from the threat posed by pesticides. Fipronil was partially banned in the European Union in 2013 and since 2017 has effectively been fully prohibited there after its approval for use expired following complaints after almost 40 percent Tuesday's online council meeting (April 27) is set to acquire the Mariposa Apartments in hopes of renovating them constructing additional units and preserving the USDA-RD rental assistance program They came before the town council to seek a letter of support in order to move forward with their application the Mariposa Apartment complex on Mariposa Place has 52 units but Chelsea Investment Corporation plans to add six additional units - all three-bed two-bathroom units - for a total of 58 apartments on the property They also hope to renovate the existing units They also vowed to maintain the neat exterior of the apartments and stay consistent with the design of the surrounding neighborhoods Chelsea said the project will be primarily funded by tax credits for affordable housing with a preference for active and retired military The council voted unanimously to approve the letter with an additional resolution on the table for the next council meeting Renovations are expected to begin in December of 2021 Local developer Mark Yaravitz came before the council to present his proposal for an 81-lot subdivision off of the southwest side of Salazar Road near the "gravel pit," or the frisbee golf course Yaravitz explained the project is aimed at providing first-time homeowners with a more affordable opportunity than can usually be found in the area Yaravitz said he requested the council's support for participation in certain elements as well as grant Public Improvement District status He explained the development was designed to maximize the number of lots and added that "we haven't scrimped on the open space." He said the development will consist of 1,200-square-foot houses each with three bedrooms and two bathrooms with the option of adding a fourth bedroom There are two floor plans which could be reversed for a total of four different floor plans The homes are designed to be owner-occupied and Yaravitz said there is incentive to stay in the homes due to a second or third "soft mortgage," which would discount the amount by $35,000 if the owner stays for 10 years Yaravitz said the going rate for the homes will be $295,000 which he said is $80,000 less than current market value he said the approximate monthly rate for the homes would be $1,395 a month for a 30-year mortgage He estimated the project could take four to eight years to complete and it would likely be done in four phases There was some questioning from councilman Darien Fernandez about the feasibility for adding additional units in order to bring the price down but Yaravitz quickly said he had thought it through and concluded a quarter of an acre was the smallest lot size he wanted He explained that a household earning $50,000 a year could easily afford the mortgage payments and said he foresees the homes being attractive for "firemen "We have to stop the exit of our young families and the brain drain," Yaravitz wrote in the development proposal The council voted unanimously to endorse the project going forward The Chamisa Verde development plans were originally unveiled in 1995 but it has hit several stumbling blocks over the past decades After being held up in the late 2000s after being looked into by the Mortgage and Finance Authority and then state auditor Hector Balderas for potential violations during the first phase of the project the development might now start to move forward which is located off Paseo del Cañon between the Loma Parda apartment complex and Gutters Bowling Alley so it comes before the council to come up with a request for proposal (RFP) from private developers The town will then collect some portion of return on their investment Town of Taos manager Rick Bellis explained they have had five lawyers working on "clearing up the problems from decades ago," and they are finally ready to move forward He described the vision for Chamisa Verde's second phase as a mixed use/mixed income housing community that would consist of full self-sufficient neighborhoods including neighborhood stores and a live/work scenario The town must first develop a request for quotation (RFQ) in order to make sure the firm that gets the contract "has done something so the project doesn't look like a prison," then follow up with an RFP to actually build out the project The council voted unanimously to start working on drafting and RFQ and RFP The Mary Medina building sits on the corner of Gusdorf Road and Cruz Alta Road and has been vacant since the mid-2000s The building was given to the town of Taos after an agreement was approved between the town and the General Services Department in 2010 Bellis made a presentation to the council and discussed that they are seeking an RFP for the demolition of the building and the transformation of the space into affordable housing units The building was originally included in the RFP for what is now the Ochenta Apartment Complex a property built by Steve Crozier of Tierra Realty who also constructed Tierra Montosa and Loma Parda Bellis suggested that perhaps Crozier would be interested in bidding again and said the original proposal included a "low density plan with gardens and playgrounds Bellis explained the demolition and buildout of the complex will likely use public money for the project and that it will most likely require them to find a public subsidy to underwrite it Mayor Daniel Barrone questioned if the town had the funds for demolition to which Bellis responded there was approximately $250,000 that was set aside for an art space that was never agreed on that could be put toward the project The council voted unanimously a fourth time to go ahead with drafting an RFP Bellis stated at the end that all four projects were only possible to undertake due to the public private partnerships that have been established as well as future help from the North Central New Mexico Economic Development District Email notifications are only sent once a day If you're interested in submitting a Letter to the Editor Get our news on your inbox!
