Four years after his gunning down in front of Palm Court
the family of gold miner Ricardo Fagundes also known as ‘Paper Shorts’
called for a reopening of the case to facilitate a comprehensive investigation
family and friends gathered outside Palm Court with placards and his sister Tessa Fagundes extended a call to President Irfaan Ali
Minister of Home Affairs Robeson Benn and Commissioner of Police Clifton Hicken to reopen the case and conduct a thorough investigation
said that the family originally began protesting on the 21st of every month but this was later contracted to mostly an annual event to commemorate the day of his death
She added that the family remained distraught that justice continues to elude them
the Guyana Police Force was yet to arrest any suspects
It is something we can’t get over and nobody have answers to give us
That is worse because they all know what is going on but keeping it as a secret
We protest sometimes on his birthday [he would have been 47 in May] and the day of his death,” she said
we had the funeral and that’s it… we not hearing anything
No police didn’t come to say anything and it just leave we in grief all the time.”
the family was invited to the Criminal Investigation Department (CID) to review CCTV footage taken from cameras in the surrounding area
The police then informed the family that a car suspected to have been used by the killers
A burnt vehicle found at Swan Village on the Soesdyke-Linden Highway hours after the shooting was allegedly used in the crime
That was the last official police communication to be had by the family
was never informed of the outcome of the investigation at any of its various stages
nor whether any tests conducted or anyone was formally suspected to be linked to the execution of Ricardo
footage was secured from Palm Court but the family believes there were more cameras in the vicinity
“A lot of business places should have footage of the incident when it occurred but they only use the one from Palm Court where nobody couldn’t recognize who it was,” Tessa Fagundes said
two persons jump out of a car and start shoot up my brother.”
The sister tearfully explained that the family will continue to demand justice until someone is held culpable
was riddled with bullets by two men outside Palm Court around 10 pm on Sunday
Fagundes was with a colleague in Palm Court when he received a call on his phone
Fagundes was later found lying in a pool of blood on the road
he was approaching a parked vehicle owned by convicted drug trafficker Roger Khan
An autopsy later revealed that Fagundes was shot about 20 times about his body
The results of ballistic tests conducted on the spent shells and bullets recovered from the victim’s body were never disclosed
Compounding the uncertainty is the police’s prolonged silence on the progress of the investigation
fuelling speculation about whether any breakthroughs have been made
Among the lingering uncertainties are whether authorities have identified the alleged shooters through analysis of security footage and if they have traced the origin of the AK-47 assault rifle used in the crime
Sources had told Stabroek News that the police recovered 30 spent shells at the scene
while the other 14 were from a 9mm-calibre gun
Rondell Bacchus was initially arrested by the police in relation to the murder
Bacchus’s attorney Damien DaSilva had informed Stabroek News that his client was released on $100,000 station bail
after the statutory 72-hour period in which he could be held without charge elapsed
Bacchus had turned himself over to the police about an hour after a wanted bulletin was issued for him in connection with the murder of Fagundes
during a speech at Fagundes’ funeral service
Khan had claimed that he was the real target of the shooting
Khan had also appealed to President Irfaan Ali for a “clean and impartial” investigation
Superintendent of Police Mitchell Caesar and Mohamed’s Enterprise distanced themselves from corruption allegations made by Detective Sergeant Dion Bascom about the investigations into the killing of Fagundes
who was Deputy Head of the Guyana Police Force’s Major Crimes Unit
Azruddin Mohamed and an employee of Mohamed’s
demanded that Bascom retract allegations he made in a later deleted Facebook video and publicly apologise or face lawsuits
All three men were represented by attorneys from Poonai and Poonai law firm — a connection that a defiant Bascom pointed out in another video
where he said he stood by everything he had previously posted
attorney Sohan Poonai called on Bascom to cease and desist from making further allegations about his client
issue a retraction and unqualified apology and pay monetary damages within seven days
The lawyer indicated that should Bascom fail to do so
legal proceedings would be instituted against him for defamation of character and in excess of $50 million in damages
The letter by attorney Naresh Poonai on behalf of Mohamed made similar demands but indicated that the monetary damages that would be sought would be in excess of $25 million
Bascom had also alleged that a senior CID officer received a $30 million bribe to bury the matter
Bascom was subsequently interdicted from duty and placed on half month pay following his arraignment on cybercrime charges
the cybercrime charges against Bascom by the GPF were dismissed after the prosecution failed to prove its case
Magistrate Leron Daly upheld a no-case submission
ruling that the prosecution did not provide evidence linking Bascom to the transmission of electronic data as alleged
he was also found guilty of committing cyber crimes against Superintendent Mitchell Caesar and Sergeant Kester Cosbert
The ruling was handed down by Magistrate Fabayo Azore at the Vigilance Magistrate’s Court

2024 - WASHINGTON — A California man has been arrested for allegedly assaulting law enforcement and other charges related to his alleged conduct during the Jan
His alleged actions and the actions of others disrupted a joint session of the U.S
Congress convened to ascertain and count the electoral votes related to the 2020 presidential election
Michael Fagundes
is charged in an indictment filed in the District of Columbia with three felony offenses
or impeding certain officers and one count of obstruction of law enforcement during a civil disorder
In addition to the felonies
Fagundes is charged with misdemeanor offenses of entering and remaining in a restricted building or grounds
disorderly and disruptive conduct in a restricted building or grounds
engaging in physical violence in a restricted building or grounds
act of physical violence in the Capitol grounds or buildings
and parading demonstrating or picketing in a Capitol building
The FBI arrested Fagundes on Oct
and he made his initial appearance in the Central District of California.
According to court documents
Fagundes attempted to attend the former President's "Stop the Steal" rally on Jan
Capitol building and eventually arrived at the Lower West Terrace Tunnel
the site of some of the most violent attacks against law enforcement on that day
It is alleged that Fagundes reached the Tunnel entrance at about 2:42 p.m
He then made his way inside the Tunnel and shortly exited before returning and approaching a group of rioters who were attempting to take control of a police riot shield
It is alleged that Fagundes himself took possession of the riot shield from the group and emerged from the Tunnel proudly displaying it over his head
He then tossed the shield onto the ground before making his way back into the Tunnel and toward the police line
the rioters inside the Tunnel began a heave-ho movement against the police line but were quickly forced out of the Tunnel by police
As the rioters were forced out
a Metropolitan Police Department (MPD) officer was forcibly dragged from the police line at the entrance to the Tunnel and into the crowd of rioters
Fagundes shouted and moved in their direction
and Fagundes allegedly reached toward the officer a few times before grabbing ahold of the officer's chest and neck and dragging the officer further into the crowd.Still Image #12A – Closeup of #12 showing FAGUNDES grabbing Officer M.F
Around 3:50 p.m.
it is alleged that Fagundes placed his hand on the handle of an Oleoresin Capsicum (OC) dispenser held up by another rioter and appeared to try and manipulate the trigger or safety mechanism
another rioter took possession of the dispenser and sprayed it into the Tunnel towards the police line
Court documents say that rioters on the Lower West Terrace continued to assault police officers both inside and at the mouth of the Tunnel
pushed their body weight back and forth into the police line in a "heave-ho" motion
By about 4:09 p.m.
Fagundes picked up a police riot shield near the entrance to the Tunnel and used it to push against other rioters who were pushing against the police line
Fagundes once again made his way towards the front of the mob and reached the police line
Fagundes allegedly picked up a police riot shield from the ground
raised his green backpack and the shield directly over his head
and then rapidly dropped the backpack and the shield down in a striking motion in the direction of the officers
The shield and the backpack appeared to make contact with at least one officer
Sometime in the afternoon
Fagundes appeared to be on a video call with another individual while he was adjacent to the continued violence against police and immediately next to a broken window that led to the inside of the U.S
Fagundes then appeared to gesture toward the crowd
and he entered the Capitol. Still Images #1-3: FBI Public Website Photos of FAGUNDES on January 6
Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section prosecuted this case
Attorney’s Office for the Central District of California provided valuable assistance
This case is being investigated by the FBI's Los Angeles and Washington Field Offices
Fagundes was identified on the FBI's seeking information images as AFO (Assault on Federal Officer) #527
Valuable assistance was provided by the U.S
Capitol Police and the Metropolitan Police Department
In the 45 months since Jan
more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S
including more than 571 individuals charged with assaulting or impeding law enforcement

The family of Joe Fagundes will tell you he was no “average Joe.” A devoted family man
a staunch community supporter and a mischievous jokester are all apt descriptors for him
there’s one more to add to the list — grand marshal
Fagundes was selected as the Turlock Downtown Independence Day parade grand marshal
His two daughters and three granddaughters will be riding in the parade in his memory
the director for the Turlock Downtown Property Owner’s Association
said Fagundes was told in 2023 that he had been selected as the grand marshal for the parade and that he was very excited about it
“Joe was a shining example of what it means to go above and beyond for your community,” Regalo said
He had a real desire to help people and created these events to bring people together.”
Fagundes and his family moved to Turlock when he was 10 years old and he graduated from Turlock High in 1963
having already made a name for himself on the track and football field and the frequent visits to Principal John H
regularly attending Friday night football games
by serving on the selection committee to induct former athletes to the Turlock High School Hall of Fame
and by being a member of the Turlock Quarterback Club
It also was during high school that Fagundes became a member of the Ports Auto Club
which held fundraisers to help sick children
Old cars and charitable giving would become hallmarks of Fagundes’ life
Fagundes attended barber school and became a licensed barber in 1964
His clients would sit down in his chair for a shave and cut and plenty of laughs
He joined the Turlock Junior Chamber of Commerce and continued in this profession until being drafted into the U.S
Fagundes served in Vietnam in 1967-68 in the First Infantry Division and received a National Defense Service Medal
an Army Commendation Medal and a Bronze Star
Upon his honorable discharge from the army
Fagundes returned to Turlock in 1968 and resumed his occupation as a barber until 1971 when he decided to make a career change and launched a dairy business
Fagundes loved the Turlock community and took every opportunity to serve the people of it
He was a director and coach for Turlock Youth Football for 24 years and was awarded the Turlock Chamber of Commerce “Best of Turlock” Youth Involvement Award
He also was a director and a member of the Turlock Historical Society
Many in Turlock knew Fagundes through Fava Bean Day
an annual celebration that was spun out of a lie Fagundes created
“It was a joke that grew into something bigger,” Fagundes was fond of saying about his creation
Fagundes was sautéing up a batch of beans at his ranch shop and on a whim told his workers and a friend that May 9 was Fava Bean Day in Portugal
The Fava Bean Day cook-out that first year was so well-enjoyed by those few attendees that the following year
a friend asked Fagundes if he would be cooking up another pot to celebrate the day
so I asked him what he was talking about,” Fagundes previously told the Journal
“It was then that he knew he had fallen for another joke.”
but for many people May 9 was irrevocably known as Fava Bean Day
Not only was it a day for them to get together and enjoy heaping bowls of fava beans and linguica
it was a day to help children in the community
From the early days of when a hundred or so people would come to Fagundes’ Turlock ranch for a fava bean dinner
Fagundes saw the potential to turn his joke into a charitable force
Every year the celebration collected donations that were then given to two or three children in the community that were diagnosed with cancer
Over the years the grassroots effort collected well over $300,000 for local families
the Freedoms Foundation at Valley Forge recognized his contributions to Fava Day Kids by awarding him the George Washington Honor Medal
“He never expected nor wanted recognition for the things he did,” said Fagundes’ wife
“He believed that you helped people because that is what your heart called you to do.”
“He was a very patriotic man and felt strongly about what it meant to be an American,” said Yvette Fagundes-Hall, his daughter.
Fagundes’ daughters, Fagundes-Hall and Theresa Fagundes-Diener along with his three granddaughters, Susannah Hall, Lillian Hall, and Rose Diener will be riding in the grand marshal car in his honor.
Turlock’s annual Fourth of July parade — which will be at night for the first time ever — will start at 6:30 p.m. Friday. Following the parade, at 9 p.m., will be a drone show.
The annual car show will be held from 8 a.m. to 1 p.m. Saturday in downtown Turlock.

This article is part of the Research TopicGenome Instability: Old Problem, New SolutionsView all 12 articles
DNA replication must be precisely controlled in order to maintain genome stability
Transition through cell cycle phases is regulated by a family of Cyclin-Dependent Kinases (CDKs) in association with respective cyclin regulatory subunits
CCNE1 and CCNE2 genes) associate with CDK2 to promote G1/S transition
Cyclin E/CDK2 complex mostly controls cell cycle progression and DNA replication through phosphorylation of specific substrates
Oncogenic activation of Cyclin E/CDK2 complex impairs normal DNA replication
Cyclin E/CDK2-induced replication stress leads to genomic instability and contributes to human carcinogenesis
we focus on the main functions of Cyclin E/CDK2 complex in normal DNA replication and the molecular mechanisms by which oncogenic activation of Cyclin E/CDK2 causes replication stress and genomic instability in human cancer
Regulation of E-type cyclins and the effects of Cyclin E/CDK2 complex in normal physiology and disease states have been extensively reviewed in the literature (Hwang and Clurman, 2005; Caldon and Musgrove, 2010; Siu et al., 2012; Chu et al., 2021)
we focus on the role of Cyclin E/CDK2 complex in DNA replication and the molecular mechanisms by which hyperactivation of Cyclin E/CDK2 complex causes DNA replication stress and genomic instability in human cancer
Cyclin E structure and function in the cell cycle
(A) Schematic representation of Cyclin E1 and Cyclin E2 protein structures
(B) Left: Cyclin E/CDK2 complex controls G1/S phase transition and S phase progression
Heat map indicates Cyclin E/CDK2 complex activity through the cell cycle
Right: Cyclin E/CDK2 complex regulates different cell cycle-related events and substrates
we will focus on the functions of Cyclin E/CDK2 complex in normal and aberrant DNA replication
Cyclin E/CDK2 complex directly interacts with (orange dashed lines) and phosphorylates (black arrows; P
phosphate) several proteins that are essential for DNA replication
Cyclin E/CDK2 activity inhibits pre-replication complex (pre-RC) formation (red arrow) and stimulates pre-initiation complex (pre-IC) formation (green arrow)
DNA replication origins (Origin) are recognized by different proteins
which are sequentially recruited to form pre-RC
including ORC1-6 and MCM2-7 complexes (left beige circle)
many other proteins are assembled onto DNA replication origins to form pre-IC
including TOPBP1/RECQL4/Treslin and CDC45/GINS (right beige circle)
Chromatin licensing and DNA replication factor 1; CDK
DNA topoisomerase II binding protein 1; RECQL4
Numerous replisome proteins are omitted for simplicity
Additional reports have suggested that Cyclin E/CDK2 complex is able to phosphorylate other proteins that constitute pre-RCs
possibly interfering with chromatin loading or protein-protein interaction
further definitive work is still necessary to clearly demonstrate and elucidate the effects of Cyclin E/CDK2-mediated phosphorylation of other pre-RC components in human cells
One possible explanation is that oncogenic Cyclin E1/CDK2 activity forces rapid progression through G1 and premature entry into S phase with insufficient pre-RC formation
the molecular mechanism by which hyperactive Cyclin E/CDK2 complex interferes with MCM loading and/or distribution onto chromatin is still not understood
Molecular mechanisms of Cyclin E/CDK2-induced replication stress
Oncogenic activation of Cyclin E/CDK2 interferes with DNA replication through several different molecular mechanisms
Hyperactive Cyclin E/CDK2 complex impairs origin licensing by interference with pre-replication complex (pre-RC) loading onto chromatin (upper left) and origin firing by either decreasing or increasing activation of DNA replication origins (lower left; upper or lower DNA molecule
Hyperactive Cyclin E/CDK2 complex also leads to insufficient nucleotide pools by forcing cell hyperproliferation without accompanying nucleotide biosynthesis (upper right)
hyperactive Cyclin E/CDK2 complex causes transcription-replication collisions due to imbalances in DNA replication and gene transcription processes (lower right)
Upper left: DNA molecule (blue double strand); ORC complex (green); CDC6 (purple); MCM complex (yellow); CDT1 (blue); Faded MCM complex represents impaired origin licensing
Lower left: DNA molecule (blue double strand); DNA replication origins (Origin
yellow double strand); Activated origin firing (green check); Impaired origin firing (stop signal)
Upper right: chemical structures represent different nucleotides (blue)
Lower right: DNA molecule (blue double strand); messenger RNA (yellow single strand); RNA polymerase (light green); MCM complex (yellow); R-loop (RNA-DNA hybrid molecule)
Blue arrows indicate direction of transcription and replication progression
the molecular mechanisms for disturbed origin firing upon oncogenic Cyclin E/CDK2 activation remain to be determined
hyperactivation of Cyclin E/CDK2 complex clearly interferes with normal DNA replication
causing replication stress and contributing to genomic instability
these data indicate that oncogenic activation of Cyclin E/CDK2 complex drives numerous forms of genomic instability in human cancers
ranging from whole chromosomal gains and/or losses to focal genomic deletions and/or amplifications
The results suggest that further activation of CDK1 is not compatible with oncogenic Cyclin E/CDK2 environments
leading to unscheduled mitotic entry and genome instability
these data indicate that cancer subtypes with oncogenic activation of Cyclin E/CDK2 complex and subsequent robust activation of RSR may be especially vulnerable and uniquely sensitive to inhibitors of replication checkpoint proteins
Exploiting these therapeutic opportunities will certainly prove beneficial to cancer treatment in the following years

Current Accounts: The Hinrich Foundation Trade Podcast
Tune in to this special episode hosted by the Association of Foreign Press Correspondents in the United States here:
Amid efforts to promote sustainability through trade
has unilaterally launched the Renewable Energy Directive (RED) and the EU Deforestation Regulation (EUDR) to help the single market achieve its ambitious climate goals by 2030
several countries have established or plan to adopt private standards and certifications
to ensure compliance with these new regulations
the results of adopting these voluntary standards have been mixed
While the country’s exports of sugar and ethanol to Europe have generally increased
these gains are often limited to municipalities with established trade ties with the EU
areas with fewer prior trade ties have seen declining exports
compliance with these standards may inadvertently lead to land concentration
favoring larger agricultural units and potentially exacerbating land inequality within Brazil
They also discuss the heterogeneous effect and history of trade across Brazilian municipalities
The research highlights the role of policymakers in developed nations can mitigate adverse spillover effects to achieve their sustainability goals
Download Full Transcript
At the end of this research in which you explore the socioeconomics
spillovers of private sugar certification that complements an EU unilateral trade policy
what have you found about the socioeconomic spillovers
These three fronts that are under constant development
But what we have so far are three findings
this connection between private and binding trade and sustainability requirements
which is precisely what the work that we’re talking about deals with
Some people might say that this is not a form of disguised protection because it actually increases exports to the European Union
meaning that the positive results are centered on the cities that are the most productive cities
which are also the ones that have the largest players
If you take the municipalities that traditionally export less to the European Union
when they get the certification to comply with the biofuel laws from the European Union
They either stop exporting to the European Union at all and export to other countries
or they sell their production to traders so that those traders can export to the European Union

A police operation yesterday found a large cache of arms at the Kitty home of the murdered Ricardo Fagundes and six persons are in custody
The startling find will raise questions about how long the arsenal was in existence and its use
It will also deepen the mystery around the yet unsolved murder of Fagundes
known as `Paper Shorts’ outside the Palm Court Restaurant and Bar in March 2021
Six persons were arrested and are in custody
Eon Fagundes was seen exiting the door of a flat wooden house in the yard with a side bag in his right hand
The police say that Fagundes was asked if he was the holder of a firearm licence to carry the said firearms and he said ‘no’
A further search was carried out in the house
A black Nissan Juke vehicle (Registration number PVV 6472) was parked on Sandy Babb Street’s southern side
The police say that Fagundes was asked who owned the car
and he said his daughter and the mother of his child
and a search was then carried out in his presence and the following firearms
ammunition and magazines were found in a suitcase
** One AM 15 rifle and two magazines containing sixty-one rounds of .223 ammunition
** One Berretta 9mm pistol and one magazine
nine Magazines and twenty-one rounds of 9mm ammunition
** Seven Glock 40 pistols and ten magazines with eighteen rounds of 40 ammunition
The police say they also found in the bags and suitcase:
** Four hundred and fifty-six rounds of .223 ammunition
** Four hundred and eighty-four rounds of 9mm ammunition
** Eighty-three rounds of 5.7- 28 ammunition
** Three hundred and fifteen rounds of 7.62 -39 ammunition and
Fagundes was further told of the offences committed and cautioned
A total of 26 handguns and high-powered rifles were found during the successful Police intelligence-led operation
The following persons who were at the said address in the house at the time of the Police operation were all arrested for questioning
ammunition and magazines were taken to the GPF’s Ballistic Section to be examined
Ricardo Fagundes was riddled with bullets by two men outside of Palm Court around 10 pm on Sunday
Fagundes was having drinks with a colleague in Palm Court when he received a call on his phone
the police said several loud explosions were heard
An autopsy later showed that Fagundes was shot about 20 times about his body
while the other fourteen were from a 9mm-calibre gun
During a speech at Fagundes’ funeral service
convicted drug trafficker Roger Khan said that he was the real target of the shooting
Khan had also been at Palm Court at the time
Khan had appealed to President Irfaan Ali for a “clean and impartial” investigation
I am asking you on behalf of the family of Ricardo
to give this investigation the very same attention that you gave the Henry boys
Ricardo’s life is no less important than any other life in Guyana
that this investigation be handled by impartial investigators,” he pleaded
He said the family will not rest until they receive justice
if the police do not investigate this crime and follow the evidence rather than follow the money or any kind of corrupt motive
the hearts of men will become enraged,” Khan stated
the police in a statement had said that they were pursuing all leads to ensure that the perpetrators are brought to justice
the police have not been forthcoming on how the investigation is progressing and whether they are making headway
questions still linger about a number of aspects of the investigation
This includes whether the police were able to ascertain the identity of Fagundes’ alleged shooters from security footage obtained and if they were able to determine the origin of the AK-47 assault rifle which was used in the shooting
it is unclear whether investigators were able to determine if a vehicle found burnt at Swan Village on the Soesdyke-Linden Highway
hours after the shooting was the same used in the crime
the findings of ballistic tests from the spent shells and bullets recovered from the body remain unknown
Matters took a dramatic turn in August of 2022 when police detective Dion Bascom alleged that there had been a cover-up of the killing of Fagundes
Superintendent of Police Mitchell Caesar and Mohamed’s Enterprise moved to refute and distance themselves from the bombshell corruption allegations made by Bascom
the Deputy Head of the Guyana Police Force’s Major Crimes Unit
demanded that Bascom retract allegations he made during a Facebook video and publicly apologise or face lawsuits
The government later commissioned the Barbados-based Regional Security System (RSS) to investigate the corruption claims
the Ministry of Home Affairs said that the RSS did not find any evidence of corrupt practices or an attempt to cover up the probe into the murder of Fagundes
The RSS report was not released by the government
instead the Ministry of Home Affairs prepared a release purporting to present the findings of the investigation
Observers had questioned from the onset of the RSS investigation how it would be possible to test Bascom’s claims unless it had spoken to him
Bascom was not spoken to by the RSS investigator and his request to President Irfaan Ali for witness protection was not responded to

President Irfaan Ali on Tuesday denied a claim by his former close associate
that two senior cabinet members had threatened to investigate him if he did not issue a statement stating that he was not entering politics
who was sanctioned by the United States last year for allegedly evading US$50 million in taxes from Guyana on more than 10,000 kilograms of gold exports
has hinted that he will be entering politics for the 2025 general and regional elections
Mr Mohamed and his father Nazar “Shell” Mohamed have been complaining that they were being targeted by the police and the Guyana Revenue Authority (GRA)
which had initially issued permission for the Mohameds’ foreign flagged tugs and barges to conduct coastal voyages
Almost immediately after the sanctions had been issued against the Mohameds
the Bank of Guyana revoked that business’ foreign exchange dealer’s “cambio” licence and financial institutions were ordered to cut ties with them for fear of infecting the banking system and exposing the country to further sanctions
They said their licensed firearms have been taken away and the GRA has moved to impose more than GY$1.2 billion import duties on luxury and other vehicles that had already been cleared and duties paid for
said it had “irrefutable evidence” for its actions and that there was a stack of evidence of going after vehicle owners who had violated the duty-free concessions for re-migrants and diplomats
The Mohameds last weekend obtained an interim High Court order blocking GRA from seizing the vehicles pending the hearing and determination of a substantive case to quash the GRA’s efforts to charge additional duties
During efforts last Saturday to seize the vehicles from the Mohameds residence
Mr Azruddin alleged that Vice President Bharrat Jagdeo and Attorney General Anil Nandlall had called him
threatening to take away the vehicles if he did not publicly state that he would not be getting into politics
“Jagdeo and Nandlall told me that they’re coming to seize the vehicles if I don’t release a statement that I am not running for office,” he said
Mr Nandlall said he was unaware that Mr Azruddin would be seeking elected office and bluntly denied speaking with the businessman in the presence of the Vice President
“I have never spoken to Mr Azruddin Mohamed in the presence of Mr Jagdeo… Since the sanction was imposed
I have never spoken to Mr Mohamed in person or on the telephone by himself,” he said
“I met with the Mohameds a few times after the sanctions
in order to explain to them that under the law the government would have to take certain measures and take certain precautionary steps to protect the financial system of Guyana and to protect the State against the pernicious consequences of the sanctions.”
He said those “courteous and cordial” meetings were held in the presence of their team of lawyers and focussed on “disengaging seamlessly” from all government and State businesses
He said at no time had the Mohameds complained of treating them unfairly or unlawfully
Zooming in on Mr Azruddin’s specific allegation of blackmail
“I had an opportunity to get an insight into the mentality of this guy when he fabricated such a naked untruth against myself and Mr Jagdeo.” He said the Vice President has also denied such a “barefaced” accusation and would address the claim at this week’s news conference
Mr Nandlall on Tuesday night’s edition of “Issues In The News” said the GRA enjoys post-audit powers which was legally enforcing against the Mohameds
even as he denied any political motive behind such an action
between this exercise or in relation to this exercise,” he said
But President Ali on Tuesday bluntly denied that those two senior members of his Cabinet had ever threatened to blackmail the businessmen
Insisting that his administration was abiding by the law
the Guyanese leader said the United States’ Federal Bureau of Investigations (FBI) was also continuing its investigations into the March 2021 gunning down of Ricardo “Paper Shorts” Fagundes outside Palm Court
Shaheed “Roger” Khan had said then that the bullets were meant for him instead
In addition to having the Caribbean Regional Security System (RSS) review files by local investigators
President Ali said the FBI was now poised to provide more information
“We then took an important piece of evidence and we sent that piece of evidence to the FBI
there will be additional questioning that is required and that is a process
I don’t get involved in that,” he said
With Mr Azruddin attracting pockets of support from Guyanese across the racial divide
who would be running for a second term in general elections slated for later this year
dismissed questions on whether he was afraid of the businessman chipping away support from the governing People’s Progressive Party Civic (PPPC)
Quizzed on why he was paying attention to him in his recent community public meetings
“I’m not paying any attention to him
While restating that he had known Mr Mohamed growing up as a child
he said his administration’s consistent position was that action would be taken once there is evidence
Now that the US has provided “important” information to the Guyana government about the alleged tax evasion by the Mohameds that would trigger certain actions
nothing to do with political ambition,” he said
The President challenged Mr Azruddin to “bring it on if you want to contest” the elections rather and join forces with the Alliance For Change (AFC) which he claimed had been organising the businessman’s meetings
“We don’t have a problem with that
That’s your right but we must be open and transparent about how we deploy our democratic right,” he said
The PPPC presidential candidate again expressed confidence in winning this year’s general elections on the basis of hard work
“We are not going to win this election because we are lazy
We are going to win this election because we were democratic
We are not going to win this election because we tried to steal an election,” he said
a 58-year-old taxi driver from Fourth Avenue
appeared in the Bartica Magistrate Court yesterday morning before Magistrate Tariq Mohamed
where he pleaded guilty to three charges including being an unlicenced driver
The police said in a release that Fagundes was charged with refusal of consent to take a breathalyzer test
being an unlicensed driver and breach of insurance
He pleaded guilty to all the charges and was fined $20,000 (or three months imprisonment) on the breathalyzer test
$5000 for being an unlicenced driver (or two weeks imprisonment) and $25,000 for breach of insurance (or two weeks imprisonment)

Rodrigo previously worked at the United Nations Development Programme (UNDP) in Brazil
Amid the multiple pathways to promote sustainability through trade
import policies have taken the center stage
unilaterally launched the Renewable Energy Directive (RED) and the EU Deforestation Regulation (EUDR) in the hopes that these measures would help the single market reach its ambitious climate goals by 2030
several countries have established or plan to use private standards and certifications
to assure compliance with these new regulations
In this study, commissioned under the Hinrich Foundation Research Grant that funds up-and-coming academics, Rodrigo Cezar of Fundação Getulio Vargas School of International Relations and his team found that the adoption of VSS in Brazil has produced mixed results
While the country’s exports of sugar and ethanol to Europe have increased overall
such gains are often confined to municipalities with established trade ties with the EU
the research suggests that policymakers in the Global North should address the negative spillover effect of unilateral green rules to ensure that sustainable trade policies reach their intended goals
As the authors conclude with a list of recommendations for mitigating the externalities of climate governance
they highlight the need to enhance community empowerment efforts in order to achieve the co-benefits of socioeconomic development and environmental protection

Keith Fagundes has had a challenging term that culminated Tuesday night in his defeat in the Kings County District Attorney race.
Sarah Hacker received nearly 58% of the vote — 6,548 to Fagundes' 4,751 votes
Because Hacker has more than 50% of the vote
she wins the race and ends Fagundes' time as district attorney.
Hecker is an attorney with Dias Law Firm in Hanford
She served as a Kings County deputy district attorney from 2006 to 2015
Hecker pledged to enforce the law on the streets and in the jail and seek out restitution orders so that victims would be compensated for their losses
"I want to extend my thanks to all Hacker Backers
There were people who went all out and supported me openly and passionately
And then there were those who I did not know who assisted too," she wrote on social media. "Thank you all
We all stand strong and proud to bring Justice for All."
Hacker has spoke out against Fagundes' decision to prosecute two Kings County mothers, Adora Perez and Chelsea Becker.
California's November ballot takes shape: Newsom vs. Dahle for governor, Padilla vs. Meuser for Senate
"The goal of the district attorney’s office is to ensure the cases are prosecuted with integrity," her candidate statement read. "As your district attorney
I will focus on fairly and justly prosecuting cases."
The women struggled with addiction and delivered stillborn babies who tested positive for methamphetamine at Adventist Health hospital in the Kings County
Fagundes later filed charges that were eventually thrown out
but not before the women spent years behind bars.
Attorney General Rob Bonta later advised counties that the fetal murder cases were an attack on pregnant mothers. Former AG Xavier Becerra also argued that Fagundes "misapplied and misinterpreted" the law when he charged one of the mothers
"Section 187 of the California Penal Code was intended to protect pregnant women from harm
not charge them with murder," the state's top law enforcement officer said in a 2020 news release. "Our laws in California do not convict women who suffer the loss of their pregnancy, and in our filing today we are making clear that this law has been misused to the detriment of women
Fagundes stood by his decision to prosecute the cases stating that someone needs to be a voice for the fetus.

Fagundes faced another hurdle when a lawsuit was filed by former Kings County District Attorney Chief Investigator Robert Waggle.
Fagundes started making unwanted advances toward Waggle
described as a "heterosexual male," in 2018. When the employee rebuffed Fagundes
the district attorney started to retaliate
Fagundes disputes all allegations made in the claim and said it is "riddled with falsities."
"It's shocking and surprising he's taking this position," Fagundes said during a 2021 interview with the Times-Delta
"It is what it is at the end of the day."
Fagundes was elected as Kings County district attorney in 2014 and sworn in for his second term in 2019 with 71% of the vote
Fagundes posted to his campaign Facebook page thanking his campaign team.
I am very proud of our team who has not stooped to the negative campaign tactics that include spreading false and misleading information that our opponent has used," he stated
Fagundes was not the only district attorney to lose his seat on Tuesday in a major shift statewide.
San Francisco District Attorney Chesa Boudin was recalled with 60% of voters in favor of removing him

On Friday, realtor Joe Fagundes announced his candidacy for the District 5 seat that represents the Niceville/Bluewater Bay and Eglin Air Force Base schools

New and returning coach has potentially strong team
I wrote a piece on the sudden departure of St
Vincent girls basketball coach Jim Fagundes
The highly successful mentor (97-51) had mutually agreed with the St
Vincent administration to step aside after leading his teams to a couple of North Central League II championships and a rare spot in the North Coast Division V title game played at Albany
had to completely retool his girls team the following season after the CIF run with a group of untested freshmen girls
and his schedule against some of the best teams in the Empire bothered some
Initial lopsided beatings for his freshman-dominated club at the hands of opponents like Drake
Central Catholic of Modesto and Valley Christian would be on the horizon
and the decision makers at the school asked Fagundes to pump the breaks a bit on his aggressive scheduling
There were also issues on some girls being moved up and down on the JV and varsity rosters to assure that games on the schedule would be played
Fagundes wanted to continue coaching both St
but with the difficult schedule still in place
He didn’t want to retreat from the girls program that he had built at the little school on Keokuk Street
the tuition-paying parents of some of the girls were lobbying for an easier schedule
and Fagundes moved on for short stints at Albany
who had solid runs at Analy and El Molino before getting the job with the Mustangs
His big issue at each school was that he did not have a teaching credential at the time
Applicants for the coaching position who taught at those schools always got first consideration for the head coaching job
I could look through the same lens as Fagundes
Vincent with high hopes of building a strong program
and students who could afford it might be encouraged to play Mustang basketball
Vincent girls basketball appeared very bright
It’s not very often that a coach gets a second chance at the same school
encouraged to re-apply by people close to former Mustang players
Academics is still tops on the priority list at the school
but program building has been encouraged as well
Several of the girls from the 17-10 club from last season are slated to return for the former Mustang coach
and they appear to be excited about the prospect
Leading scorer Alex Ditizio is slated to come back this season after an early ankle injury
The lanky wing scorer came on strong under last year’s coach
and averaged 11.2 points per game last year
Ball handler and team emotional leader Alexandra Saisi is also back after leaving it all on the floor for the entire 2018-19 season
She has already knocked in 19 points in the season opener
Another missing link from the end of the season last year is Sophia Licata
who averaged nearly six points a game before sitting out the final games with an illness
She will be counted on to continue her improvement during the senior season
First-year candidate Sophia Skubic could also help
and she has jumped into the rotation for Fagundes already
along with the development of some other young players with potential on the roster
is recognized by almost all the local girls coaches in the Empire
and he has already put his prints on preseason scrimmages with teams like Carondelet
and a non-counting foundation game at Santa Rosa
He will find out what kind of basketball grit his girls possess
It will take a full season to evaluate the return of Jim Fagundes at St
and the Lady Mustangs play through normal injuries and holiday vacations
fans can assess the decision to bring the coach back for a second run
