Starting this year, the federal government is imposing catch quotas on artisanal fishers to allow stocks to generate local stocks in southern Brazil could be facing collapse Fishing quotas are common in many parts of the world, most notably in the EU, where each member state is allocated an annual quota under the common fisheries policy which they say threatens an already precarious occupation “They are limiting my ability to work, and all we want is to work,” says Leandra Felício Machado, a fisher and director of the Z-11 Fishers’ Colony “Our biggest difficulty in artisanal fishing is politics any animal is valued more than the fisher.” Machado explains that it’s already difficult for fishers to make ends meet given the high costs of operating and maintaining their boats Ivo da Silva, president of the Federation of Artisanal Fishers of Santa Catarina (FEPESC) questions the data used by the federal government to justify its decision “There isn’t a single research vessel in Santa Catarina today so it’s hard to accept quotas when we know we’re on the right path.” He also believes traditional fishing methods deserve more recognition the arrasto de praia (beach seine) fishing technique is rooted in Indigenous fishing practices Fishers cast a net into the sea and pull it back with the help of 20 to 60 people attracting many tourists during the peak fishing season “The whole community joins in and leaves with a fish,” Silva explains.  This method is now also subject to a catch quota of 1,100 tonnes whereas FEPESC had requested a minimum of 1,200 tonnes argues that these fishing quotas were unavoidable and that they were only imposed following a participatory process “Quotas are a harsh measure; we’re imposing them regrettably but also responsibly,” says Adayse Bossolani da Guarda general coordinator of coastal and marine participatory management at the Secretariat of Artisanal Fishing which is linked to the Ministry of Fisheries are already subject to catch quotas in other regions of Brazil to help replenish stocks These are temporary measures that can hopefully be lifted once stocks recover Guarda emphasizes that the quota was not imposed arbitrarily as discussions had been ongoing since 2015 and that overfishing by commercial fishers is largely to blame “But artisanal fishing is also catching more than the species can regenerate,” she says “The entire methodology used takes into account historical data and stock projections for the species.” Roberto Wahrlich, an oceanographer and professor at the University of Vale do Itajaí (Univali), coordinates the Fishing Activity Monitoring Project in the state of Santa Catarina, which supports the federal government by tracking the amount of fish caught in the state “It takes sensitivity to manage fishing,” he says Wahrlich adds that while fishers are catching roughly the same amount of fish each year most commercial species are currently overfished A visible effect of the climate crisis in Florianópolis is a decline in cold-water species while warm-water species such as shrimp and corvina have become more prevalent “The fish aren’t dying – they’re relocating,” he explains changes in species behavior are already on the federal government’s radar we will have to reassess the periods when fishing is restricted,” she says “My fishing spot is near the natural pools that are typically taken down at the end of each fishing season fishers are demanding financial help from the local government to build permanent ranchos that won’t be lost to gentrification Fishers also want permanent fish markets to be built so they can sell their catch themselves rather than relying on intermediaries.  there is no official municipal data on artisanal fishing harvests to support their demands The only available data is from Wahrlich’s study which many artisanal fishers have contested “We want to show that Florianópolis doesn’t live solely off tourism,” says Lopes some fishers have found informal side jobs in the tourism industry “We still have several families here on the island who live exclusively from fishing they earn money through transport services or by taking tourists on boat trips,” Lopes explains One of the most visible effects of increasing tourism is the displacement of fishers from their traditional territories “Fishers who persist in the activity face increasing pressure to share the sea with tourist boats,” says Wahrlich. “Tourism arrives without considering the fishers because our tourism is unplanned.” He believes fishers should have their fishing territories recognized “Everything that happens in the ranchos should be subject to evaluation.” believes the local government can do more to balance the competing demands of tourism and fishing He argues that the city should preserve its fishing heritage to provide a more authentic experience for visitors who flock to Florianópolis from all over Brazil and even as far as partnerships," Ozarovsky says The introduction of flights to Florianópolis comes in the wake of disruptions at Porto Alegre Airport due to flooding earlier this year which led to a temporary suspension of TAP's operations there Ozarovsky says that the new route was not a direct replacement but rather a strategic decision that aligned with TAP’s broader goals in the Brazilian market “While the unfortunate events at Porto Alegre presented a challenge the demand for flights to Florianópolis had been growing independently We believe this route will not only serve existing demand but also uncover latent potential,” he adds Ozarovsky, who will be speaking at Routes World 2024 in Bahrain in October, says that the airline has not ruled out the possibility of resuming flights to Porto Alegre once the airport is fully operational again and traffic with its Brazilian airline partners normalizes. In the meantime, further growth is planned from November when TAP resumes flights between Lisbon and Manaus, the capital of the state of Amazonia. The airline previously served Manaus from June 2014 to February 2016, but the city has been absent from its network since then. Analysis of data from OAG Schedules Analyser shows that the launch of flights to Florianópolis has boosted TAP’s current capacity to Brazil to more than 51,000 two-way nonstop weekly seats and some 213,600 two-way monthly seats. This will give TAP a 27.9% share of the Europe-Brazil market in September 2024. By comparison, LATAM Airlines Group has a 21.8% share this month; Air France-KLM Group has 13.6%; Lufthansa Group and ITA Airways have 11%; and International Airlines Group carriers British Airways and Iberia have 9.5%. However, TAP has a greater frequency share of the market given its use of A321LR aircraft to Brazilian destinations such as Belem, Fortaleza, Maceio, Natal and Recife. The OAG data shows that TAP accounts for 32% of all Europe-Brazil frequencies in September, ahead of LATAM in second place on 18%. TAP’s latest expansion comes as the wider Europe-Brazil market continues to grow. The combined number of nonstop scheduled two-way seats will reach 847,500 in January 2025. This represents an 11% hike on January 2024 and up by almost 16% on pre-pandemic levels. While Ozarovsky does not know if there is overcapacity in the market, he highlights that the January 2025 figure marks an all-time high and comes as passengers are exhibiting greater caution because of the weakness of the Brazilian real. However, he adds that TAP has maintained a disciplined approach to capacity growth, ensuring it meets demand without oversaturating the market and is closely monitoring its evolution in the run-up to Christmas. to the inevitable rise in sea levels and the increase in the frequency and intensity of storms coastal cities need investments and adaptation measures focused on reducing risks and minimizing the impacts caused by extreme weather events According to projections by the United Nations’ Intergovernmental Panel on Climate Change (IPCC) sea levels are expected to rise by 20 centimeters (8 inches) by 2050 if the increase in the global average temperature remains below 2° Celsius (3.6° Fahrenheit) above pre-industrial levels but it will cause greater coastal erosion problems and indicates that future flooding will reach higher places that historically have never flooded affecting more people and causing more damage Rising sea levels are associated with ocean warming the coalition focuses on mitigation of and adaptation to climate change The project comprises three pillars: restoration This makes it a pioneering initiative for a work of this magnitude in the state there are only a handful of initiatives working with mangroves a socioeconomic concern that answers some questions related to current climate change how coastal ecosystems and coastal cities will be impacted by rising sea levels,” says project head Dilton de Castro from the NGO ANAMA which promotes sustainable socioenvironmental development initiatives The project’s permanent staff includes 15 people from five institutions: ANAMA the Federal University of Santa Catarina (UFSC) the Santa Catarina state environmental institute (IMA) the Environmental Management and Education Agency (AGEA) and the Çarakura Institute The mangroves targeted for restoration are located in the river basin with the highest population density in Santa Catarina which also includes the main water sources that supply the Greater Florianópolis area The project extends across protected areas in the municipalities of Palhoça which are home to Guarani Mbyá Indigenous communities and small-scale fishers Now in the final third of its duration — the project began in February 2023 and runs until February 2025 — it works with state-owned oil and gas giant Petrobras’s CSR program to carry out ecological restoration activities in mangroves and salt marshes There’s a focus on replanting native species and removing invasive ones; environmental education and social mobilization through seminars meetings and collective actions; and two scientific studies on carbon sequestration and sea level rise Activities under the project have been carried out in conservation units and surrounding areas of Serra do Tabuleiro State Park (in Palhoça municipality) Carijós Ecological Station and Pirajubaé Extractive Reserve (Florianópolis) and Morro dos Cavalos Indigenous Land (Palhoça) The conservation and restoration activities in Palhoça cover a total area 10 hectares (nearly 25 acres) comprising 7 hectares (17 acres) of mangroves on two islands in the Madre River and the Maciambu River 3 hectares (7 acres) of salt marshes surrounding the visitor center at Serra do Tabuleiro State Park The direct benefits of restoration create indirect benefits that can promote the protection and resilience of 55 hectares (136 acres) of mangroves you stop doing several activities and that affects the system as a whole you have a healthy body.” The same concept of resilience boosts the positive effects of on-site conservation The team says it hopes to expand and strengthen protection of the mangroves and salt marshes with the participation of community members; 600 people were involved in the first year and 2,000 are expected to fight forest fires and a theoretical and practical training course on citizen science development for managers and teachers These in turn have resulted in the development of further initiatives in the south of the state Master’s students are currently comparing the potential for carbon sequestration and storage in natural mangroves and those growing in the landfills of the Greater Florianópolis area they’ve collected soil samples from four mangrove areas: two natural ones and two from the artificially created landfills The study aims to find out whether mangroves in the latter human-generated ecosystem have the same carbon-absorbing capacity as natural ones “Mangrove soil has a high carbon storage capacity which is why we chose to focus our main analysis on soil rather than roots and leaves,” says Aline Zanetti Mangroves accumulate 50-90% of their carbon in the soil The waterlogged soil gives rise to a low-oxygen environment which means that the organic matter that piles up here — leaves dead animals — don’t decompose as quickly as they would in the open air thus keeping the carbon they hold in the soil for longer It’s this waterlogged property that makes coastal ecosystems much more effective carbon sinks than terrestrial forests the researchers will also collect samples of mangrove roots to see if there’s a difference in the carbon stock potential of created and natural mangrove roots The other study being carried out under the project is at the doctoral level and aims to quantify changes in coastal flooding patterns in the Greater Florianópolis area based on projections of future climate change impacts The research effort is developing a geographic database of the area that will also contribute to the project’s assessment The mapping is also expected to help support studies on vulnerability and future occupation in the area The researchers plan to publish their results in a scientific journal and also in a book about the mangroves of southern Brazil “Based on spatial analyses conducted through remote sensing and geoprocessing we compared this information with public policies: basin plans and coastal management,” says Luiz Pimenta a geographer and doctoral candidate working on the project Pimenta and his team’s analysis of city master plans show that urban expansion zones are located precisely in flood-prone areas which is related to an increase in the planet’s temperature the more these extreme events such as rain tornadoes and coastal erosion will intensify and public policy is creating future scenarios that are disaster scenarios,” Pimenta says “The projections for occupation of areas are scary.” In Santa Catarina’s hydrographic region 08 which covers 22 municipalities centered around the Greater Florianópolis area 60% of urban zones already suffer from flooding as a result of rainfall “The risk for coastal cities is the increase in these heavy rainfall events with the curves of extreme events going from 300 mm to 700 mm [12 in to 28 in] of rainfall as well as rising sea levels,” Pimenta says “Thinking that cities are growing and that there will be more people living in flood zones the tendency is to increase the vulnerability of communities unless effective public prevention policies are created to change that.” Climate adaptation and mitigation measures include nature-based solutions rehabilitation and restoration of ecosystems vulnerable to extreme events and the creation of mechanisms and means for communities to face these types of event The latter include so-called non-structuring actions such as environmental education and structuring ones such as building seawalls and embankments Project proponents say investment is needed in research such as that being conducted under this project Knowledge of the carbon stock potential and rehabilitation and restoration of mangroves is key for developing strategies for coastal cities like Florianópolis to mitigate against and adapt to the worst impacts of climate change in addition to protecting the biodiversity of a unique ecosystem and contributing to the sustainability of the ways of life of traditional
