Encountering the landscapes of Guaíba is to perceive a poetic and subjective facet of this place where we live
It is to receive an invitation to admire the spectacle that is made on the horizon and
to look at Porto Alegre in a different way

There we decided to start the Porto 1820 project
the constant commitment to qualified intervention in the urban landscape
the project engages in dialogue with these waters that symbolically unite Rio Grande do Sul and Uruguay through the waterway composed of Guaíba
A physical and cultural union where a new contemporary architectural code is established as a result of the sensitive and welcoming arrangement of concrete and natural elements such as stone and wood
This school of architecture established in the south of South America not only nourished the creation of Porto 1820
but has also been the inspiration for Smart Arquitetura projects

The building is composed of 26 floors with areas ranging from 250 to 455 sqm with incredible views of the river

Idealistic views of collective action can give rise to immense suffering
Lake Guaiba rose almost sixteen feet above average
and a quarter of the population lost their homes
The trauma of such an event led the federal
and pump systems to protect the city from a “once-in-a-hundred-year event.” According to the estimate
dikes and walls twenty feet tall would offer such protection
there have been many other storms and floods
which I would guess are in the ballpark of one billion dollars
were sufficient to prevent significant damage until two weeks ago
torrential rains raised the Guaiba waters to a record of eighteen feet
The floods upstream and in the Guaiba Lake killed hundreds
left more than six hundred thousand homeless
and destroyed infrastructure and other capital goods statewide
the flood protection system failed miserably; one-third of the city is underwater
and the town was left with just one land connection with the rest of the country
the distribution of water and electricity has not yet returned to most of the city
Why did the flood protection measures fail
misaligned incentives within government led to catastrophic failure and tragedy
We do not yet know the full extent of the tragedy
it seems evident that the tragedy was to be expected
there was a sense of urgency about addressing the problem and preventing another such tragedy
That contributed to the lobbying power of construction companies
the city counselors neglected to adequately fund the upkeep of the dikes
civil servants were still officially in charge of that service
Then a too-clever-by-half mayor proposed abolishing the department in charge of the system’s upkeep
transferring its attributions to the entity that produces and distributes potable water in the city and maintains the sewage
It sounded to him like a good idea because that public-owned utility is funded with a fee on water consumption
Instead of maintaining the flood protection system through taxes duly voted by the city council
they could be funded through a cross-subsidy
But everybody was happy until tragedy struck
and people started to ask how that happened
Porto Alegre has two-thirds of the city area zoned for agriculture or nature preserves
which makes it out of bounds for urban development
This means low-income people have no alternative but to remain in the floodplain
What has just happened in Porto Alegre may serve as a cautionary tale about the many ways collective action may go awry
No politician simply decided to build a faulty flood prevention system
But the incentives to design and build a sound system
in keeping with the criteria defined in the original study
both contractors and politicians had strong incentives to cut corners
Inspectors were not always aware of technical reasons for some requirements
The situation with the maintenance is even more tragic
It was entirely predictable that leaving such an important matter to a minor office with other responsibilities
to be funded by a hidden charge on the water bills
would prove a recipe for a serious breakdown in the system
If this is an accurate interpretation of the events
what lessons of universal value can we draw from them
The mistakes that led to the failure in this case
combined with broader reflections on human behavior
can point towards better principles for public governance
These principles must be informed by much more than the narrow events described above
They need to consider reflections on proper human behavior
One interesting way of approaching the problem is by considering how one might go about rebuilding Porto Alegre
we need to consider which would be more economical: rebuilding in the same places where the damaged buildings once stood
or rebuilding elsewhere and leaving the low areas for temporary uses such as parks
Here we encounter a truly problematic epistemological question
I doubt anyone can know how to calculate this if we do not put a “price” on building on a floodplain
An obvious one is to require anyone with a house
or a warehouse built on a floodplain to buy flood insurance in the private market
That seems a good way to put a “price” on such a decision
Any American living in a floodplain knows this
despite the distortions created when flood insurance in the US was nationalized
let us consider which principles should inform the ways to fund whatever protection against floods should exist
Here another problem becomes evident: the flood protection system was treated as a public good
This largely explains the misaligned incentives discussed above
If the local government farmed out the service to private companies
who were compensated by a fee charged to the residents and businesses of the protected areas
it is far more likely that building and maintenance would be done properly
This is so precisely because flood protection is not a true public good; that is
its benefit is not diffused; it can be measured
That is the lesson of universal application
The less efficient the protection those companies provide
the more expensive the premiums to pay for the flood insurance
the residents and businesses of the protected areas will be financially incentivized to demand that local government collaborate with efficient companies to provide those services
The design of these arrangements I have in mind is similar to the ones used for trash collection
with the difference that the residents and businesses do not pay a monetary penalty for failing to demand efficient trash collection
as they would under the proposed system in the form of the flood insurance premiums
I have no idea if people under these conditions would move to areas with higher elevations
they would weigh the cost of remaining in their previous locations against the cost of developed land in higher elevations
which varies significantly from place to place
has two-thirds of the city area zoned for agriculture or nature preserves
This often means that low-income people have no alternative but to remain in the floodplain
Revising the zoning laws could open other options for them
That points to yet another problem of collective action
As the researchers of the ILD in Peru concluded many years ago
the cost of operating in the “formal” sector determines the size of the “informal” sector
That is a simple application of the logic of thinking at the margin
The same sorts of calculations affect people’s decision whether to live in a floodplain near the existing jobs and urban infrastructure
If there are “artificial” (legal) barriers to developing certain lands for urban use
people may make choices that would otherwise be imprudent or just inefficient
All of this changes if people pay the real costs of private goods that
instead of paying for flood protection with taxes collected from people not directly affected by the flooding
they could have charged the beneficiaries of such infrastructure more directly
This would not only solve the problem of economic allocation
but would do so in the fairest mode possible.
Some may complain that I lack compassion with the unfortunate flood victims
but this is not the place to argue about that
Here is yet another lesson that should inform our views of collective action: solutions that are needed in emergencies should not rule society in normal times
Rebuilding from tragedies like the one that just happened in my hometown
will require a decision to internalize the price of people’s decisions about where to live and work
This will create incentives for proper investments in flood prevention
the solution lies in expanding people’s freedom
and expecting them to pay the real costs for what they want.

A little girl was found dead inside the trash near her home in Brazil - after the local child protection services received 20 phone calls from a concerned neighbor about her wellbeing.
Kerollyn Ferreira, nine, had a history of being allegedly being abused by her mother, Carla Souza, who was arrested Saturday, a day after the tragic discovery in Guaíba, Rio Grande do Sul.
Souza was placed in pretrial detention for 30 days after a judge signed off on the Public Prosecutor's office request. They said there is sufficient proof that will demonstrate that Souza had made prior comments about murdering Ferreira.
Fernanda Cardoso told Brazilian news outlet G1 that she sent the Guaíba Child Protection Council a picture of the child on multiple occasions, but that nothing was done to save Ferreira from her mother's wrath.
'I called more than 20 times, I asked to please resolve it,' Cardoso said. 'I sent a photo of the child, I sent everything.'
'The child in the rain, begging. She was always at my door begging. She asked for water, for a hug, for a kiss.'
Cardoso last spoke to an agency worker a week before Ferreira was killed and was informed that someone was looking into the allegations.
Ferreira's body was spotted inside the large plastic container Friday, but it didn't show signs of violence, according to court documents reviewed by the outlet.
A police report indicated that Souza subjected Ferreira to physical and mental abuse.
'Regarding the request for temporary arrest, I believe that the order is appropriate and sufficient for the continuation of investigations and determination of the authorship of the crime of homicide, currently under investigation,' judge João Leal Jr. wrote as part of his ruling.
A cop assigned to Rio Grande do Sul State Military Police visited the girl's residence, where Souza acknowledged she was Ferreira's mother and claimed she didn't sleep at the home on Thursday.
Souza didn't not show any signs of being worried when she was informed her daughter had been found dead and then became upset when the cops signaled her as a potential suspect.
Rio Grande do Sul Civil Police chief Fernando Sodré said that Ferreira 'lived free, abandoned, even sleeping in an abandoned car, often, which was close to the house and school.'
Ferreira's father, Matheus Ferreira, told G1 that she lived with him for the first couple of months of her life and then until she was seven years old before she returned to live with Souza.
He said he was not aware of his daughter's mistreatment and asked Souza to allow Ferreira to live with him if she believed she couldn't care after her.
'The girl slept on the street, the girl ate food from the trash, the neighbors told me,' Matheus Ferreira said. 'It was a situation that I didn't know about, I wasn't aware of what was happening.'
'I always made it clear to her (Souza), 'Man, if you don't want to take care of the girl, if you don't have patience, then give the girl to me, let her stay with me, I'll take care of her and it's no problem,'' he said. 'But she never wanted it, she never accepted it.'

Unprecedented floods have engulfed major Rio Grande do Sul cities

Environmentalists say the state’s relaxation of environmental legislation contributed to the tragedy by clearing forest land for agriculture that would have helped absorb excess runoff.
They also blame local officials for refusing to implement public policies that would have prepared the region for the disaster.
“Here in Porto Alegre, there were floodgates stuck because of a lack of maintenance. Pump houses, too. A few of them weren’t working. One or two bursts,” said biologist Paulo Brack, a professor at the Federal University of Rio Grande do Sul. “So, yes, there was a huge lack of preparation on the part of Porto Alegre’s City Hall. And unfortunately, there was no preparation for this event by the Porto Alegre municipal government or the Rio Grande do Sul state government.”

The Guaíba Orla Urban Park is an important gesture of the City Hall of Porto Alegre, giving back to the city and its citizens the use and appreciation of one of its most precious natural assets: the Guaíba River. It is a 56.7ha intervention along 1.5km from the shore of Lake Guaíba in Porto Alegre, the largest metropolis in southern Brazil.
Serious problems related to safety, abandonment and degradation have made the area, originally part of the flood control system, a problem for the city. With the establishment of the park, a meeting point is created qualified for its 1.5 million inhabitants; 4.2 million on a metropolitan scale.
Adjacent to the central area of Porto Alegre, the park is very well connected to the urban network, being easily accessible to pedestrians and cyclists, subway, buses and cars in general.
The scenic dimension of the estuary will be enhanced by the installation of bleachers that run throughout the park, offering the best seats to enjoy the "most beautiful sunset in the world".
An important element of the solution is light. During the day, the light of the sun and its reflections in the Guaíba guide the spectacle; after dark, it is the turn of architecture with its lighting design to create on the boardwalk the semblance of a starry sky.
From the recovery of the natural environment and the creation of a new address, the park becomes the stage for various forms of cultural and artistic expression, both traditional, as the Farroupilha Week, and new.
The heritage built in the region - the Gasometer Cultural Center, the Mauá Pier and the Civic Center - will gain new visibility. The steady stream of people in the park will overflow into the city center, increasing the public to these attractions as well as injecting a new mood into the local economy.

The Guaiba Waterfront Urban Park is a 1.5 kilometre intervention in the city of Porto Alegre

The Park is a local government initiative and it importantly reunites the city and the population with what can be considered its most precious landscape
The project brings to life an infill area that was created to be part of the flood control system of Porto Alegre
the riparian environment was adversely affected
the absence of engaging activities at the site and its limited accessibility added to its atmosphere of abandonment
the Waterfront Park was conceived to address this set of issues
namely the recuperation of the natural environment; the enlargement of the public spaces network; the valorisation of the landscape; and the strengthening of the ties between the core of the metropolis and its population
The project sought to reintroduce the native species of this environment
The native remaining vegetation was left undisturbed and the architectural features accommodated themselves around it
including a promenade for the observation of aquatic plants
As a regeneration project and adjacent to the downtown area
it also provides necessary elements to re-energize the city centre through the increased tourism appeal of the area
including a deck for water transport vessels and regional excursions; a 24-hours restaurant; and a plethora of small cafes
bridging several elements of the built and natural environment that exist in the surrounding area
allowing people to gather and enjoy this new shared space in Porto Alegre
All the additional necessary infrastructure to address the visitor’s needs are present in the park
