The report detailed a jump in cases since 2023

The International Betting Integrity Association (IBIA) released its 2024 sports betting integrity report
outlining a host of key developments over the past calendar year.
Among the most prominent revelations, the report reveals a 17% jump in suspicious betting alerts over 2023 figures
with flags coming via 12 sports in 53 countries.

Ninety suspicious betting alerts recorded during Q2 compared to 93 in Q1 2024
with North America being the least affected region
The International Betting Integrity Association (IBIA) has recorded 90 suspicious betting alerts worldwide during Q2 2024
The warnings came from eight different sports
with the IBIA receiving 48 suspicious betting alerts for the vertical –three times more than the next highest – which made up 54% of the Q2 total
Soccer came in second with 16 alerts (18% of the total)
and handball all had one suspicious betting alert each during the quarter
Along with the overall number of suspicious alerts falling quarter on quarter
North America had the smallest number of alerts (three) out of all the regions covered in IBIA’s report.
This consisted of one soccer alert (from Panama) and two tennis alerts – one from the Dominican Republic and another from Jamaica.
Poland had the highest number of alerts from a single country at six
which were all table tennis-related bets.
Algeria followed with four soccer-related alerts, Nigeria had three for table tennis and one for soccer
and Spain had three for table tennis.

Earlier this month, IBIA called on other Latam countries to follow the example set by Brazil when it comes to implementing sporting integrity frameworks into their respective betting markets.

IBIA has made an assessment of the Carbon Intensity Indicator (CII) operational energy efficiency rating for ships
highlighting that ”initial findings indicate a clear problem for bunker vessels to comply with limited scope for enhancing the operational energy efficiency to achieve the required C rating”.
With the CII requirements expected to be strengthened after 2026
a draft document is to be prepared for submission to MEPC 82 in October as part of IBIA’s contribution to the ongoing formal review of CII by IMO

What is the CII?
the CII is an operational index based on the Annual Efficiency Ratio (AER)
This ratio is given in grams of CO2 emitted per cargo-carrying capacity and nautical mile
measuring all carbon emissions from all ballast and laden voyages
all divided by the deadweight and distance sailed in a year
the Carbon Intensity Indicator (CII) is a measure of how efficiently a ship transports its cargo
the ship is then given an annual rating ranging from A to E:
A – major superior performance level
B – minor superior performance level
D – minor inferior performance level
The rating thresholds will become increasingly stringent towards 2030
with the carbon reduction factor starting from 5% in 2023
A ship rated D or E for three consecutive years will need to submit a corrective action plan explaining how the performance level can be increased

The International Bunker Industry Association (IBIA) has appointed Alexander Prokopakis as its new executive director
He joins the IBIA team with immediate effect and along with IBIA’s newly appointed IMO representative Edmund Hughes
will guide the association through the evolving challenges and opportunities in the marine fuel industry
Mr Prokopakis was chief executive of Probunkers until September 2022
and joined the Vasileiadis Group of Companies in Athens as general manager in May
He also recently served as chair of IBIA’s Bunker License and Mass Flow Meter Working Group

High Sulphur Fuel Oil (HSFO) demand has also seen an uptick
influenced by price dynamics with major bunkering hubs
Not all stakeholders are willing to share precise figures
most entities have been able to meet the increased demand without significant issues
challenges such as extended lead times and price increases of 50-100 USD/MT have been reported
Actions to address supply issues include ramping up activities due to prior reductions in demand
discussions on partnerships with local suppliers
and concerns over deteriorating fuel quality
The demand for bunkers is expected to increase further
with some entities experiencing solid trends and engaging in medium-term contracts
The crisis’s continuation is likely to sustain this demand increase
with infrastructure improvements such as floating storages and barges potentially solidifying the demand in South & West Africa
and insights into low-carbon fuel demand are critical for meeting current and future increases in demand
challenges include predicting demand for alternative fuels like LNG and biofuels
influenced by price and regulatory support
Continuous dialogue with clients and bunker players is underway to plan for future demand increases
While some discussions involve short-term contracts
with considerations for long-term cooperation and securing supplies for 6 to 12 months
stakeholders have reported a clear and immediate increase in bunker sales volumes post-crisis
Estimates suggest a 15-20% uplift in sales
attributed to the strategic location of Mauritius in the Indian Ocean
making it a pivotal bunkering point amidst the rerouted maritime traffic

The South Africa ports of Richards Bay and Durban are dealing with extremely tight availability
Lead times ranged between 10 to 14 days in the past few weeks
Demand continues to be fairly high in the Mozambican ports of Nacala and Maputo
Both HSFO and VLSFO is in more moderate demand
VLSFO is in high demand and the grade is running tight for prompt delivery dates
Bunker calls at the Port of Cape Town are increasing
Although exact figures are not yet available
there has been a notable surge in maritime traffic around the Cape
the sole local refinery supplying the marine industry
has increased its supply to cater to the higher demand of bunkers
the expectation is for further increases in bunker demand

with a keen eye on securing supplies and exploring long-term cooperation projects
The challenge of meeting future demand is compounded by the uncertainty surrounding low-carbon fuel adoption
highlighting a critical area for industry focus
The Red Sea crisis has undeniably influenced bunker fuel sales in key strategic bunkering ports in Africa
resulting in a range of impacts across the maritime industry and highlighting regional nuances and interdependencies; stakeholders in Mauritius and Southern Africa are already adapting with strategic adjustments and developing plans to capitalise on the potential increased demand or to further address supply and quality challenges
The evolving uncertain situation underscores the necessity for increased flexibility and collaborative efforts to sustain bunker supply chains and navigate the industry’s dynamic and changing landscape
A critical part of this collaborative effort is with ship operators who should seek to increase efforts to work with bunker suppliers on identifying as soon as practicable the fuel oil demand for their ships.
To remind, in this week’s “Shipping Number of the Week” from BIMCO, Chief Shipping Analyst, Niels Rasmussen, examined the cargo volumes to and from ports in the Gulf of Aden and the Red Sea, finding they fallen 21% during the first seven weeks of this year due to attacks on ships in the area.
Additionally, UNCTAD estimated that with major players in the shipping industry temporarily suspending Suez transits, weekly container ship transits have fallen by 67%, and container carrying capacity, tanker transits, and gas carriers have experienced significant declines.

IBIA welcomes the mandatory bunker measuring systems in major ARA ports and calls for more ports to follow the same path
Port authorities have taken an important step toward improving transparency and reliability in the ARA bunker market by agreeing to mandate the use of a bunker measuring system (BMS) for bunker supply vessels operating in Rotterdam
The decision comes afteran independent study
undertaken by CE Delft for all three ports
The CE Delft study outcome is similar to the findings of an extensive survey undertaken by IBIA and BIMCO in the first half of 2022
which found strong industry support for bunker supplier licensing and more use of mass flow meters (MFMs)
These are seen as key tools for improving market conditions and reducing disputes between bunker suppliers and buyers
The survey was created by the IBIA Bunker Licensing & MFM Working Group
which representatives from both port authorities have taken part in
The Port of Rotterdam Authority and the Antwerp-Bruges Port Authority
said the study showed “regular quantity issues”
They said that 65% of stakeholders interviewed and over 90% of survey respondents saw the introduction of the mandatory use of an official bunker measuring system on board bunker vessels as a solution to quantity problems
IBIA supported the additional research effort by the port authorities by sharing information
and a link to the survey conducted by CE Delft
The ports have taken onboard complaints from various parties about regular bunker quantity irregularities
The result of the study into to the extent and nature of these complaints has given them impetus to act
IBIA applauds their decision and calls for other relevant authorities to follow suit
the port authorities will evaluate and identify suitable bunker measuring systems for the new requirement
They will also determine an “ambitious yet realistic deadline” for when it will become mandatory to use an approved BMS during bunkering operations in Rotterdam
Antwerp and Zeebrugge to give companies time to adapt to the new measure
The requirement will be included in the licence for bunker fuel suppliers

Contributing to the increase in the 0.5% vs.3.5% spread was increased demand causing a firming of the Platts 0.5% Marine Fuel assessments ahead of the January 2020 implementation
while softening of the 3.5% high sulfur fuel oil driven by falling demand for bunker fuel
with market participants less inclined to utilize storage options
Singapore premiums for Marine Fuel 0.5% to the Mean of Platts Singapore 380 CST high sulfur fuel oil reached as high as $135.00/mt in June
with the premium on September 1 around $120/mt
According to traders the relatively large amount of 0.5% being stored in large tankers near Singapore
in addition to in land-based storage tanks
and the relatively low demand levels were the reason for the decline in the premium of 0.5% over 3.5% from June to September
