The Port Authority of Bahia (CODEBA) last Friday (Feb. 14) celebrated an important milestone — the start of maintenance dredging at the Port of Ilhéus.
According to CODEBA, this dredging project aims to maintain the port’s full navigability and increase its capacity to handle larger ships from 30 to 45 thousand tons. This will reduce operating costs and ensure the safety of vessels that use the docking infrastructure of the port.
With this initiative, CODEBA reaffirms its commitment to the socioeconomic development of the region, boosting the industrial and agricultural sectors, which depend directly on the port’s logistical efficiency.
The project also fosters new business opportunities and generates direct and indirect jobs, strengthening the local economy.
The dredging work, estimated to be worth around R$ 20 million, underwent rigorous procedures to guarantee navigation safety, operational efficiency and environmental sustainability.

Mangroves, lagoons, artisanal fishing and organic chocolate farms all contribute to the Atlantic Forest’s rich natural and social ecosystems. Around 80% of the remaining Atlantic Forest is found along a stretch of coast in southern Bahia, a state in the northeast of Brazil
At the heart of this region is the city of Ilhéus
within the district of Aritaguá and the Lagoa Encantada Environmental Protection Area (APA)
the Porto Sul Port and Services Complex is being built
this controversial project has embroiled social groups
together with a consortium that includes the state-owned China Railway Group Ltd and China Communications Construction Company (CCCC) will construct the port
It is expected to be complete in four years at a total cost of 2.5 billion Reais (US$580 million)
The justification for Porto Sul lies 450 kilometres inland, in the city of Caetité. It is here in the Upper Sertão region that BAMIN, controlled by the Kazakh Eurasian Resources Group (ERG), which is mired corruption cases
plans to mine iron from a deposit discovered in 2006
the government of Bahia has argued that alongside the mine
a railway and a port are necessary to ship the ore to the Chinese steel market
The idea for the West-East Integration Railway (FIOL) running from Caetité to Ilhéus was born
the port will cover 18 million square metres of open water and a logistics centre on the mainland
In the 13 years since the plan was presented
weak environmental impact assessments published
On one side of the debate, the government and BAMIN maintain that the installations will bring jobs and development. Representatives of civic organisations say they will cause irreversible damage to the last remnants of the Atlantic Forest, ruining a system that brings together sustainable cocoa production, family-run agriculture
The 18 million square-metre site that will house the Porto Sul complex (image: Rui Rocha)
“What is at stake is the type of development desired for the region,” says Rui Rocha
professor at Santa Cruz State University (UESC) in Ilhéus
“Is our role in the twenty-first century still to generate wealth for other countries
or even low impact industries like information technology – which we already have?”
Rocha questions the government’s justification for the mega-project as the direct creator of 400 jobs
He argues that over 1,000 jobs would be lost on chocolate producing farms that would have to be expropriated for the port and railroad
a prominent social activist who has been part of the debate for years
agrees with Rocha’s analysis and is critical of the narrow scope of environmental licences
which does not show the actual size of the problem,” she says
“How can a licence for the port be issued before the railroad is there
And how can the mine be approved without knowing how it will ship [the ore]
The Bahia state government issued a statement saying that IBAMA
the federal environmental protection agency
made licence approval conditional upon “carrying out 39 environmental programmes on fauna
and terrestrial and aquatic environments.”
it is not clear exactly how these programmes will reduce the impacts on the cocoa and fishing economies in the region
Socorro Mendonça has identified what she believes to be a fundamental flaw in the plan; working life of the Caetité mine
BAMIN itself estimates that the Sertão operation will last around 20 years
based on production of 20 million tonnes per year
“Cocoa has been cultivated for centuries
and artisanal fishing is thousands of years old
The region has the potential to develop scientific and community-based tourism
But the priority is a project with an end date,” Mendonça says
A boy from a traditional cacao farm near Lagoa Encantada (image: Rui Rocha)
There are suggestions that use by agribusiness could revive Porto Sul
president of the Bahia Association of Soya and Corn Producers (APROSOJA-BA)
this will only occur when – and if – the railroad reaches the west of the state
“It doesn’t work for us,” Juliani says
it’s better for trucks to go to (the port of) Aratu
because then they can return with manure and fertiliser.”
it could be useful for lowering shipping costs
noting the proposed next stretch planned for FIOL
The Port of Aratu is near Salvador and handles most of the cargo in Bahia
which leaves from Minas Gerais and comes within just over 100 kilometres from Caetité
I’m not going to stand in front of the equipment
Critics have questioned the need for FIOL to connect to Ilhéus
since it could connect to FCA to bring the ore to Aratu and eliminate the need for a new port
the government has consistently argued that the FCA is obsolete
Aratu cannot accommodate vessels loaded with iron ore
a study commissioned by railroad concessionaire VLI estimates that 500 million Reais (US$116million) of investment in the rail network would be sufficient to enable materials to be shipped from Caetité
The government has not explained its reasons for investing in the port
it issued a note affirming a general interest in developing the south of Bahia state: “The design studies and environmental analyses always demonstrated the need to develop the economy in Bahia and decentralise the greater Salvador metro region.”
the plans keep moving forward and despite the conflict between the government and activists
There is little chance the government will make concessions on environmental grounds
or to traditional communities and the environment
the state-owned company responsible for constructing railroads
has scheduled bidding to conclude the stretch of FIOL from Caetité to Ilhéus
This could bring the total cost of the project to R$3.4 billion (US$790 million)
the Bahia state government and BAMIN signed an agreement to jointly operate the terminal once complete
The port will be capable of processing 41.5 million tonnes of iron ore per year
and the city of Ilhéus signed a ‘Socio-Environmental Agreement’
It states that BAMIN will contribute 45 million Reais (US$10 million) to fund measures to prevent avoidable environmental damage and mitigate unavoidable impacts in the region around Porto Sul
Measures will include supporting existing conservation units and improving regional environmental monitoring and control systems through high-tech satellite imagery and real-time alerts when vegetation is cleared
Without saying how many farms will be expropriated
the Bahia state government only said that the process is underway
Nor has there been a precise survey of how many fishers will be impacted by the project
“I’m not going to stand in front of the equipment
but we will be watching closely,” said Maria do Socorro Mendonça
but rather to say yes to a sustainable southern Bahia.”
BAMIN did not respond to Diálogo Chino’s requests for comment for this article

“The Port of Ilhéus has a deep-rooted connection with the city
We completed a renovation in the previous notice
which is crucial,” said CODEBA’s president director
We even had to request a budget supplement
with the support of the Minister of Ports and Airports
These interventions will enhance the port’s competitiveness

Wayt Thomas Collaborating on Research in Tropical Forests
The purpose of my trip is several-fold: to check up on the field work of my student
Bahia; to meet with professors at the State University of Santa Cruz in Ilhéus; to travel inland to Jequié
to meet with a collaborator at the State University of Southern Bahia; to visit the Guaribas Biological Reserve in Paraíba; and to organize the newly funded project with my Brazilian collaborators
10 May: We set out in the morning to the Fazenda Catitu
we had measured all the trees over 5 cm (2 inches) diameter in an area of 500 meters by 20 meters (540 by 21.7 yards)
We found an extremely high level of diversity—over 400 species of trees
We also measured the height and diameter of each tree so that we could estimate the volume of wood in the forest
Daniel was finding out which trees had died
measuring and identifying new ones that had come in
and re-measuring the size (height and diameter) of every tree
it is clear that there is a turnover in the trees—big
opening up large light gaps where seedlings and small trees have quickly grown toward the light
More on the forest: It is a classic tropical forest (rain forest) with giant emergent trees reaching over 120 feet tall
subcanopy trees (both younger trees growing toward the canopy and species of trees that never grow that tall but which are adapted to live in the shaded subcanopy)
over a dozen species new to science have been found here
Today we went in search of a new species of Swartzia
a genus of topical trees in the Legume family
Our earlier collections were identified as Swartzia reticulata
When the Brazilian Swartzia specialist put his head together with NYBG’s own specialist
it became clear that the tree found in Bahia was not the same—similar
That gives us an excuse to come back later
We helped Daniel press plants from the forest transect (photo above)
and took a careful look at the rates of individual tree growth over 18 years
and not even all trees of the same species
Some individuals only grew one millimeter in diameter in 18 years
Others grew enough to cover up the tag we attached years ago: the 2.5-inch aluminum label as well as the exposed 3 inches of the nail
it began to rain; we covered up our cameras and kept on going
The life of the field biologist doesn’t stop unless it is a washout
We did have at least on interruption—when we hammered a new label into a tree with a wasp’s nest about 4 feet over our heads
one of the region’s most effective conservationists
He is mobilizing forces to counter a proposal to build a deep-sea port in Ponto da Tulha
in the midst of this diverse and sensitive region that lives off of environmentally friendly tourism
I met with Roberto Barreto who works for the Educational TV channel of the state of Bahia
He wanted to film me talking about the history of my work in the region and its impact on conservation
He filmed and I talked for about 45 minutes
we went with Daniel to see his own research plots
he is studying how fast the forest regenerates to the full complement of mature forest species
His results are quite interesting and show that in some cases
forests can regenerate more quickly than previously thought
We walked through mature forest as well as young forests in varying stages of regeneration
One of the most common questions I get about rain forests is
and often creatures that stay hidden during the day will come out under those conditions
We were brushing back leaf litter looking for fruit and uncovered a beautiful little salmon-colored snake
It scooted off and hid itself in the leaf litter before I could take its photo
and on to the campus of the State University of Santa Cruz
where we met with two molecular biologists interested in collaborating on a project to study the genetic diversity of Brazilwood (also known as Pernambuco)

Brazil — My alarm went off at the tender hour of 2:05 a.m
Alex and Nargila said a sleepy goodbye before going back to bed
and I slept through four short flights (with brief stops in Fortaleza
A local birder named Leonardo Patrial picked me up in Ilheus and we headed toward a place called Boa Nova
famous for having the greatest concentration of endemic birds in all of Brazil
with about two hours of daylight this afternoon
That gave us enough time to walk to a magical spot where hummingbirds buzzed around flowering cactuses and a Pygmy Nightjar tried to blend into the rocks
nocturnal birds began calling: Common Pauraques
Then Leo called in an endemic Tawny-browed Owl
and we had killer looks at it perched just above our heads
We checked in to a nice pousada (small hotel) in town
the eastern edge of the wet Atlantic Forest meets the interior Caatinga (dry forest)
If the birding stays as good as it was this evening
my last three days in Brazil are going to be very productive

In the past few days a large part of the South Atlantic Ocean seemed to have been sucked into the air and dumped onto the state of Bahia
We passed a lagoon, then a second. At the end of a track there was a riverbank, a small wooden jetty and a waiting launch. There were no buildings. This was the only way into Fazenda da Lagoa, which is probably the most beautiful hotel I have ever stayed in and certainly the only one where I could imagine taking up permanent residence. Continued

This is a region where great fortunes have been won and lost
Its history was immortalised by Jorge Amado in his 1958 novel Gabriela
Amado was born and raised in this part of the world
His father was a sharecropper on a small cocoa plantation who won the national lottery
The family moved to Ilhéus and built a splendid house opposite the cathedral
This cannot have pleased the bishop since Amado grew up to join the Brazilian Communist Party and to satirise the local oligarchy of corrupt and violent 'cocoa colonels' who ran the state
I visited an organic cocoa farm owned by a Basque expatriate called Patrick
when the 'witch's broom' fungus wiped out 90 per cent of Brazilian cocoa trees
and his production dropped to near zero for several years
Patrick's solution was to switch to organic farming
He now grazes cattle over much of the farm
The straw is then spread through the plantation as fertiliser for the cocoa trees (mostly hybrids developed to avoid another attack of disease)
He said that he misses nothing except the snow and the rugby
by making wine - in his case organic cocoa wine
Patrick's mood as he showed me round the cocoa plantation had been relaxed

My journey through bahia included many stimulating and memorable experiences
including being half-drowned in a canoe during a storm in the Baía de Todos os Santos
But the place I still tend to recall is Fazenda da Lagoa
On the morning after my arrival I walked on the beach
there was a gentle surf and a misty haze between blue sky and green water and
at the centre of a district that contains more than a hint of insurrection
'Latin America,' it was once said
'is the insane asylum of Europe.' If so
provided I can be locked up in Fazenda da Lagoa

Primates and sloths in the Atlantic Forest of southern Bahia carry an unexpected range of insect-borne viruses
a group led by veterinarian and epidemiologist Lilian Silva Catenacci
looked for antibodies to 26 different arboviruses (viruses transmitted by mosquitos) in 196 blood samples taken from 103 golden-headed tamarin monkeys (Leontopithecus chrysomelas)
7 golden-bellied capuchins (Sapajus xanthosternos)
and 7 brown-throated sloths (Bradypus variegatus) in the Una Biological Reserve and in farms near the towns of Ilhéus and Una
One-third (36%) of the animals were found to have had contact with arboviruses
mainly those of the genus Flavivirus (33%)
and 3 of the dengue virus were first detected in golden-headed tamarin monkeys
researchers found evidence in sloths of exposure to an alphavirus that causes a rare disease known as eastern equine encephalitis
which can also be transmitted to humans by mosquitoes
primates and sloths were naturally exposed to at least 12 arboviruses that are transmitted to other animals and people by mosquitoes
and Ilheus dengue viruses were the most frequently found in monkeys
and those against the Caraparu strain were more frequent in sloths

The father of a man presumed dead in a plane crash off the Brazilian coast has pleaded with fishermen to let the authorities know where the wreckage is.Sean Lovelock-Woodhall was one of four business associates missing when their light aircraft went down in May 2008
said he had been told that fishermen had now found the wreckage but wanted money to reveal its location
The Foreign Office said claims wreckage had been found were being investigated
Nigel Hodges and the two pilots were last heard of flying off the country's north-eastern coast
The men were travelling from Salvador to Ilheus as part of a trip connected to a future housing development on 2 May
Mr Lovelock-Woodhall's brother Mark set up a website to try and gather more information about the crash
His father Ron said he heard a week ago that the crash site had been found but had since been told the fishermen who discovered it wanted $500,000 (£306,000) to disclose the location
"I've lost all faith in humanity," he said
"I just want to get him home and bury him in peace."
Mr Lovelock said there was a small plaque in Tempsford
where his son lived simply marking the fact he was missing
"I go and put flowers there," he added
"My son had five children and they loved there father so much and he looked after them so well
"I had enough crying and tears last Christmas
If he was here we could at least show the kids where he is."
The Foreign Office confirmed they had received reports of a sighting of the wreckage at the end of last week
It said Brazilian Federal Police were questioning the fishermen who claimed to have found it and two Brazilian naval vessels were searching the area
