under different conditions and achieved good results not only in the calibration curves but also in the electrochemical treatment of water polluted with a high concentration of MB which proves that A Nature study looking at mass appropriation of land across Brazil found that Enel was the largest foreign parent owner of renewable energy projects IrpiMedia and Intercept Brasil combed through hundreds of court records and company documents spoke to tens of residents — including Indigenous and Quilombola communities — living near Enel wind parks in the states of Bahia and Piauí to understand how the Italian multinational has become one of the biggest players in renewable energy in Brazil The investigative team uncovered multiple potential cases involving land-grabbing by acquiring public land used by residents and exploiting the fact that many people in these areas don’t have documents to prove they own a piece of land and don’t officially register the geographical boundaries of the territories they occupy or own Companies expand their territorial boundaries swallowing up these unregistered areas and incorporating their land into their renewable energy projects Enel relies on local intermediary companies known as “developers” to handle the often-contentious process of securing land access These companies often employ aggressive tactics to strike contracts with local landowners and acquire public land occupied by residents They then lease these territories to Enel to build wind or solar parks on The Rome-headquartered multinational is not directly involved in these questionable practices but the fact that its operations are critically dependent on them raises serious questions about their complicity The investigation identified numerous lawsuits filed by private citizens against developers seeking land for Enel and by Enel itself against residents of the areas affected by their projects “The company strictly complies with legal requirements industry regulations and complies with all environmental requirements,” Enel’s press office in São Paulo tells this investigation The areas where the company installs wind turbines or solar panels are private properties with a regular attestation of regularity from the point of view of land ownership.” Enel Italia I did not do my work very well,” says Alessandra Diz “But when it organization representing major wind energy companies in Brazil Facilitating this process of expansion, in 2020, the state of Bahia passed a regulatory guideline that simplifies obtaining environmental licenses and promotes land regularization in areas with high wind potential This investigation has seen that many of these areas overlap with public lands occupied by low-income small-scale farmers who cultivate the land for food raise animals and use water sources around them “You have a clash of interest,” says Michael Klingler lead author of the Nature study and researcher in economic sustainable development at BOKU University “There are the traditional communities who are fighting for decades to be recognized in terms of land rights and now there is the new pressure by wind power enterprises.”  Enel has more than 1,000 wind turbines active or under construction IrpiMedia and Intercept Brasil identified numerous lawsuits between Enel subsidiaries in Brazil and individuals revealing several hotly contested disputes related to land-grabbing environmental harm and compensation for damages incurred Jeane and dozens of other farmers living in the area say that its construction has come at the expense of their livelihoods Jeane and other residents who don’t have documents officially recognizing their rights to the land claim they are the rightful “possessors” because they’ve lived on and used it for decades The Brazilian civil code defends this right any of the powers inherent to ownership is considered to be the owner.” But Maestro and Enel claim that the land was acquired and leased to them in previous years in order to build the Aroeira wind park and accuse the residents of “dispossessing” them The dispute traces back to the early 2000s when Maestro first approached the community A Maestro employee would spend time with the residents and assured the locals that their houses would remain theirs “We would think he was our friend,” she says Maestro went on to secure multiple areas by buying land or setting up contracts Jeane says she was asked by an Enel employee to map out her territory ‘Make a map of your land so we can locate everything correctly so we can get it right.’” Jeane hired a topographer to do this and relayed the information a wind turbine with a rotor diameter of 150 meters (492 feet) stands erect within the confines of the map she produced according to coordinates shared with IrpiMedia and Intercept Brasil Maestro filed a lawsuit to reclaim possession of the area saying that “more than 2 billion reais [$322.8 million] have already been invested for wind power generation,” and that such blockages had led to “incalculable damages.” According to Carneiro and to Jeane’s husband military police intervened to clear the protest Maestro hired private security guards who denied the residents access to the contested land for more than two months during which time Jeane and her husband lost several cattle The residents regained entry to the land as the court overturned the decision but Maestro’s security continued to monitor entry for more than a year both Maestro and Enel have filed separate lawsuits against residents saying the land these locals live on falls under two territories they’ve gained access to over the years alleging that their assertions are based on deceitful practices involving georeferencing Jeane’s case involves residents without real-estate documents but IrpiMedia and Intercept Brasil found similar cases for people with the relevant paperwork is a rural farmer in Umburanas who has official documents to prove this Sandoval hadn’t yet officially registered the geographical boundaries of his estate a process known as “georeferencing” that in 2023 was made mandatory only for rural properties larger than 25 hectares (about 62 acres) Georeferencing can be bureaucratic and expensive as it requires hiring a surveyor or civil engineer to take a geographic measurement of the area When Sandoval attempted to georeference his property His property was already listed under the confines of “Fazenda Montevidéu,” an area that belongs to Maestro and that was leased to entities owned by Enel Sandoval had struck a leasing contract with Maestro Holding that allowed him to remain its official owner Sandoval tried to make Maestro remove it from its geographical boundaries but they offered him $1 million reais (about $160,000) for his property instead He initially refused but eventually settled for an undisclosed sum The property was then leased to Enel to build its wind turbines There are now five wind turbines on his former property Maestro Holding de Energia did not respond to the questions sent While some who have worked in the sector say georeferencing is a much-needed tool to officially define the boundaries of people’s lands others say it can be used as a new and insidious form of land-grabbing one of the earliest companies to get involved in land regularization in the country regularly used georeferencing to acquire new land according to a former employee of the company who prefers to remain anonymous They would then either lease or sell these areas to companies interested in developing wind or solar farms The first step involved sending employees to scout areas with high wind or solar potential they would try to strike as many leasing contracts with these people as possible “I would visit the area like a salesman,” says Julio Passos “I [would] get to know each of the owners of the farms of the sites that are located there that are within our area of interest and I talk to all of them “The company does not give up easily,” he says “I’ll always be there trying to convince them Casa Dos Ventos would set up a preliminary contract to secure the land and then get the paperwork done on their behalf Casa Dos Ventos resorted to a “forced regularisation” process whereby the company found an old house registration and created a new georeference for it that expanded beyond its original boundaries and ultimately absorbed other areas of interest was listed as having around 20 hectares [49 acres] ended up having 200 hectares [494 acres] due to a new georeference,” said the former employee of Casa Dos Ventos who preferred to remain anonymous Employees would end up incorporating “unidentified squatters” or people “with little economic means,” into their wind projects Casa Dos Ventos and other companies in the business of land regularization employ aggressive tactics when trying to set up contracts professor of legal sciences at the Federal University of Paraíba These companies are in fierce competition with each other and will sometimes wait outside churches seek people out at bars in the evenings or knock directly on their doors to try and secure a land deal Passos says he tried to take a cautious approach but acknowledges that insisting was part of company culture “The company always asked for something more aggressive another former employee at Casa Dos Ventos echoes Passos’ sentiment and says this competition tended to benefit the communities as it brought money and jobs “Competition wasn’t something that people did like that The contracts these companies set up are highly secretive and often contain a clause forbidding information to be disclosed IrpiMedia and Intercept Brasil obtained eight different contracts between local energy companies and individuals Contracts can last more than 40 years and automatically renew for decades more effectively granting companies access to these lands for multiple generations They also pay small sums: Casa Dos Ventos compensates between €16 ($16.90) and €85 ($89.50) per month prior to the wind turbine becoming operational and later 1.5% of the revenue made I believe [rates] could certainly improve,” says Passos “But I don’t think they will because these are billion-dollar projects.” many local residents are Da Cruz a goat farmer from the Quilombola community in Lagoa Enel built a short strip of asphalt and a speed bump next to the entrance of his house as vans will often slow down and accelerate right in front of the house Multiple Indigenous and Quilombola community leaders told IrpiMedia and Intercept Brasil that their respective communities were never approached or invited to meetings about the renewable projects said that Enel never had meetings with their community She said a meeting took place in Queimada Nova when they first arrived but none of the Indigenous or Quilombola communities in the area had been invited a gathering of representatives from different municipalities was held “The ones who were there were businessmen because they came looking for businessmen.” Yet, Enel’s 2023 human rights policy document lists “relations with communities and societies” as one of its 12 core principles “Communities located within a maximum radius of 8 km [5 mi] from the project site are involved in participatory studies to assess the risks and impacts generated by the works,” says Enel Community members in the area say they feel their culture and way of life have been upended by the influx of shops traffic and nonlocal people brought to these normally quiet areas “No one dared to go out on the roads anymore children no longer played in the yard — everything changed,” says dos Santos the high cost of living arrived in the market and has lasted to this day Local officials acknowledge these problems but ultimately say they bring jobs and money to regions of Brazil that have historically been neglected the gains are much greater than the problems,” says Valney Dias secretary of administration of the municipality of Dom Inocêncio As Enel continues to expand into new territories with more than 100 wind turbines in construction and 12 approved solar parks the future for these communities looks bleak Bracing themselves, many communities have banded together in resistance. "We believe the results of the FS demonstrate a solid economically robust project for what has always been the initial development phase for the larger potential we see for the Lagoa Salgada property Given the nature of VMS deposits to occur in clusters on the Iberian Pyrite Belt we see evidence of potential for several more deposits to be defined in the coming years to enhance the overall value proposition at Lagoa we expect these results to support our current financing discussions and construction decision in the coming months."  While completing the FS satisfies the requirements for Ascendant to earn an 80% interest in the project as required under the Earn In Option agreement the Company believes that with additional time now available the following near-term optimization opportunities exist to further enhance the FS prior to commencing development work over the next six months The Company's initial focus will be as follows: The Lagoa Salgada Project is located within the north-western section of the prolific Iberian Pyrite Belt ("IBP") in Portugal accessible by national highways and existing roads The Project is comprised of a single exploration permit covering an area of approximately 7,209 hectares polymetallic zinc-lead-copper development and exploration opportunity in a low risk established and prolific jurisdiction where the project has been accorded a Project of National Interest ("PIN") status below outlines the initial NI 43-101 Proven and Probable Mineral Reserves Estimate prepared by IGAN Ingenieria upon which the FS was based Table 2 provides the updated Mineral Resource Estimate ("Micon") identified for the Lagoa Salgada project to date Infill drilling in 2022 focused upon upgrading sufficient high-grade mineralization in the North Zone and part of the mineralization in the South Zone to the Measured and Indicated categories to support the completion of the FS Future drilling is expected to add additional Resources as the project moves forward to extend the overall mine life and it should be noted both the North and South zones remain open to future expansion along strike and at depth for future exploration several regional exploration targets have been identified for future exploration work to further increase the known mineral resources on the property thereby extending the overall mine life and/or potentially supporting a future expansion The estimated Proven and Probable Reserves total 14.6 million metric tons (Mt) with 7.0Mt in the North Zone having an NSR of 84.1 $/t and 7.6Mt in the South Zone with an NSR of 49.6 $/t sufficient to support an initial mine life of 14+ years based upon a throughput rate of 1.2Mtpa through the plant as outlined in the FS Reserves were defined using an NSR calculation based upon current metallurgical recoveries The project has converted 77% of its Measured and Indicated resources into reserves: additionally there are 0.5Mt at a grade of 6.62% ZnEq in the North Zone and 8.13Mt at a grade of 1.16% CuEq in the South Zone of Inferred Resource Additional drilling is required to upgrade these additional resources to the Measured and Indicated categories NSR cut-off grades were established following Mortimer's approach to cut-off grades (Hall Table 1a: NSR cut-off values per mining method and material Table 2: Mineral Resources (Inclusive of Reserves) the mine is designed using a single access ramp from surface and will target the extraction of ore from the North and South Zones at a rate of 1.2 million tonnes per annum ("Mtpa") Mining will be undertaken by targeting the various sub domains within the ore deposit to maximize metallurgical recovery the sub domains reflect a precious metal rich gossan layer above a Massive Sulphide layer (further divided into a Transition and Primary layer) and a layer of stockwork mineralization each with its own metallurgical characteristics The mining methods defined are a combination of transverse sublevel stoping and cut & fill Paste backfill is to be used for both mining methods to maximize ore recovery and productivity while minimizing surface tailing disposition The initial years will focus on mining the higher-grade gossan and massive sulphide zones in the North Zone followed by the South Zone as underground access is developed in the early years of the operation to the South zone Mining will be conducted using an owner operated electric fleet which will reduce operating costs Figure 2. Underground Mine Design (In blue the main ramps and accesses and in green and violet the ore blocks to be mined) Metallurgical test work was completed by Grinding Solutions ("GSL") in Cornwall Confirmatory test work was developed by Maelgwyn Mineral Services South Africa to confirm metal recoveries and saleable concentrates have been achieved in principal domains Further testing is required to confirm and improve on current results as fully optimized circuit adjustments are developed The Company notes that its consultants have indicated that the actual performance of operating mines in the region have typically seen an improvement in concentrate quality once an industrial scale operation is in production as compared to lab testing The approach to flowsheet development was to prepare representative master composites for each ore type then proceed through open circuit to identify and optimize flowsheet conditions and reagent schemes Locked cycle tests were then conducted on principal master composites to demonstrate the anticipated overall metallurgical performance within a closed circuit Tests were completed on blends of Primary Massive Sulphide (PMS) Transition Massive Sulphide (TMS) and Stringer (STR) ores to allow comparison with individual composite results and to assess the viability of co‐processing the ore types Mineralogical assessments were undertaken to provide information to refine the comminution/beneficiation process during optimization and to provide reasonable expectations for metallurgical performance versus mineral liberation and association within each ore type Samples from various open and locked cycle test products were used to characterize final concentrates and tailings The developed metallurgical models were applied to mine production schedules as part of the financial modelling process The resulting average recoveries over the life of the mine (LOM) are presented in the table below: Table 4 below highlights the concentrate grade profile as determined by the various metallurgical testwork These results are largely inline with other regional producers The Project will produce four concentrates The mineral treatment plant is based on industry standard methods and will mainly consist of different process areas where the mineral will be crushed and then fed to several flotation processes where Cu Zn and Sn concentrates and Au/Ag dore bars will be produced the remaining process areas will be configured depending on the mineral domain being processed The mined material goes through a grizzly feeder and primary jaw crusher and then onto a grinding circuit which consists of a SAG mill and vertical mill in a closed circuit with hydrocyclones The material is discharged into a vibrating screen with rejected pebbles recirculated to a pebble crusher Grinded material will feed the copper and lead flotation circuit that includes aeration and conditioning tanks The circuit can produce bulk or separate Cu and Pb concentrates depending on the mineral domain being processed feed the sulphide flotation circuit to remove sulphides before concentrating tin minerals while the concentrate is pumped to the tailings management area The tin recovery circuit will consist of flotation and gravimetric concentration technologies Flotation includes conditioner and aeration tanks with intermediate tin concentrate being processed using multi-gravity separators to increase the final tin grade Figure 3. Simplified Process Flow Diagram The Lagoa Salgada Project will be developed on a greenfield site located in close proximity to the Grândola municipality which benefits from well-established infrastructure Transportation of supplies will be facilitated by trucks from Portugal or Spanish locations while concentrate products will initially be shipped to the Sines port by road (47km) and subsequently by ship to final destinations The project site will have a compact layout that incorporates essential components such as the tailings storage facility The processing facilities will consist of a primary crusher building The mine will be accessed via a portal and the ore will be brought to the surface and stored as stockpiles while waste stockpiles will be utilized for constructing the embankments of the Tailings Storage Facility The mine plan outlines the processing of 14.8 Mt of ore and the generation of 1.9 Mt of waste rock After accounting for concentrate and underground backfill Upfront capital costs are estimated at US$164 million inclusive of US$12 million in contingency A further US$102.9 million of sustaining capital is planned over the 14.5 year mine life Pay back is in the order of 2 years with an after-tax IRR of 39% Operating costs are summarized in Table 6 below All costs are based on a mining rate of 1.2Mtpa and relied on recent quotes from various vendors which are consistent with other mines in the region Life of Mine C1 Cash Costs are estimated at US$0.67/lb and All-In Sustaining Costs are US$0.71/lb over the life of mine The chart below highlights the expected production and AISC profile at Venda Nova as per the FS Production and cash flows are expected to be stronger in the early years as the processing of the higher-grade massive sulphide and gossan material is undertaken Production over the mine life is expected to average 77 million lbs of Zinc equivalent production per year but averages approximately 124 million lbs of Zinc equivalent production over the first five years AISC will average US$0.71/lb per year LOM and US$0.59/lb over the first five years on a ZnEq basis The Venda Nova project at Lagoa Salgada shows strong robust economics with a Post-Tax NPV at an 8% discount rate of US$147 million and an IRR of 39% for a payback period of 2 years at long term consensus metal price assumptions Project economics are based on the current Proven and Probable Reserves only for a mine life of 14.5 years and does not factor in the upgrading of additional resources or potential future exploration success The mine is expected to benefit from regional tax incentives in Portugal Contractual fiscal incentives for productive investment in Portugal offers a validity period of up to 10 years for investment projects with relevant expenditures amounting to €3,000,000 or more The fiscal benefit corresponds to 10% of the project's relevant expenditures and this rate can be increased based on factors like the location of the project and the creation of jobs The benefit takes the form of a tax credit deducted from the corporate income tax liability there are provisions for exemptions or reductions in municipal property tax These contractual fiscal incentives aim to attract productive investments The incentives provide companies with tax benefits encouraging investment in various sectors and regions the maximum tax benefit is determined by considering the lower value between €24.75 million (Maximum regional aid intensity applicable) or 15% of the initial investment The application method for this incentive involves a 50% reduction in income tax (equivalent to 21% of the taxable income) until the maximum amount of tax benefit is attained The chart below demonstrates the robust free cash flow generation expected especially in the first five years of operation Cash flows during the first five years of production are estimated to average US$56 million per annum The chart below highlights the NPV sensitivity to changes in capital costs various input costs and Zinc price assumptions The completion of the Feasibility study completes the requirements by Ascendant to Earn an 80% ownership in the project as required under the Option Earn-In agreement The Company believes that with additional time now available the following near term optimization opportunities exist to further enhance the FS prior to commencing development work over the next six months the Company has identified additional areas to further increase the value of the Lagao Salgada project such as;
