Disney+ series revisits killing of Brazilian man wrongly identified as a terrorist by Met police officers in 2005
The mother of a man shot dead by police in a London Underground station after being mistaken for a terrorist has said “everyone should watch” a new dramatisation of her son’s killing
Would-be suicide bombers had targeted the London Underground on 21 July but their devices failed to explode. De Menezes, a 27-year-old Brazilian electrician, was mistaken for one of the suspects because they were linked to the same block of flats.
Read moreNo officers were ever prosecuted for the killing but the Metropolitan police was fined for breaching health and safety laws
The officer in charge of the botched operation was Cressida Dick
who became Metropolitan police commissioner in 2017
The fatal shooting is the subject of a new four-part Disney+ drama starring Line of Duty’s Daniel Mays and Being Human’s Russell Tovey
recalled the moment she learned of her son’s death nearly 20 years ago
“I was not expecting that moment,” she said
“It was terrible and then I started to shake
Of the new series, Suspect: the Shooting of Jean Charles de Menezes, she said: “In my opinion, I think everyone should watch it.”
Jeff Pope, the writer and executive director of the drama, said De Menezes’s mother had felt ill for three days after watching the show.
He said: “I genuinely believe from being in the room that day with her, they’ve been waiting 20 years for this. I honestly think that. It’s just eaten away at them.”
Pope added: “Lessons have already been learned but we needed that 20 years ago. His family needed that 20 years ago. There’s such an appetite for audiences in the UK for this type of piece. I just think we like to get angry. We don’t like being told something that we know or sense doesn’t seem right.”
Kwadjo Dajan, a Bafta-winning producer who worked on the show, highlighted the power of television drama to inform and enrage audiences, citing the success of ITV’s Mr Bates vs The Post Office and Netflix’s Adolescence.
“I think drama makes it more relatable, you can feel the emotions, you can feel what happened. I think it gets under your skin in a way that you can put yourself in that position. It’s one thing to read and learn about facts, but it’s another to actually see it and feel it and experience it and I think that’s the power of drama.”
Russell Tovey, who plays a deputy assistant Met commissioner, added: “Drama has the ability to penetrate into everybody’s living room and that is what we have to keep doing.”
A Metropolitan police spokesperson said: “The shooting of Jean Charles de Menezes is a matter of very deep regret to the Metropolitan police service. Our thoughts remain with his family and we reiterate our apology to them.”
To analyze the availability of the Yellow Fever (YF) vaccine at Primary Health Care (PHC) services located in areas with vaccine recommendation in Brazil between two different periods.
Secondary data from the Program for Improving Access and Quality in PHC, with 13,666 services in 2013-14, and 19,125 in 2017-18, were used. A structured questionnaire was used for the data collection. Pearson’s chi-square and thematic cartographic maps were used to analyze the frequency of the YF vaccine, and Poisson regression with robust variances was used to analyze the associated factors.
The overall frequency of PHC facilities with YF vaccine always available increased from 87.0% (CI 95%; 86.4-87.5) in 2013-14 to 89.7% (CI 95%; 89.2-90.1) in 2017-18. Facilities located in the South, Southeast, Midwest and Northern regions and in non-state capitals, as well as centers that had adequate facilities for vaccination actions, as well as an adey -50quate cold chain network, showed a greater prevalence of YF vaccine always available.
The frequency of a steady supply of YF vaccine available at PHC facilities, located in Areas with Routine Vaccination Recommendations, increased between 2013-14 and 2017-18. Geographical and structural characteristics related to vaccine actions at PHC facilities influenced access. The effective supply chain networks for the YF vaccine, together with adequate services at PHC facilities are essential to ensuring that the YF vaccine is always available.

Objectives: To analyze the availability of the Yellow Fever (YF) vaccine at Primary Health Care (PHC) services located in areas with vaccine recommendation in Brazil between two different periods
Methods: Secondary data from the Program for Improving Access and Quality in PHC
A structured questionnaire was used for the data collection
Pearson’s chi-square and thematic cartographic maps were used to analyze the frequency of the YF vaccine
and Poisson regression with robust variances was used to analyze the associated factors
Results: The overall frequency of PHC facilities with YF vaccine always available increased from 87.0% (CI 95%; 86.4-87.5) in 2013-14 to 89.7% (CI 95%; 89.2-90.1) in 2017-18
Midwest and Northern regions and in non-state capitals
as well as centers that had adequate facilities for vaccination actions
as well as an adey -50quate cold chain network
showed a greater prevalence of YF vaccine always available
Conclusion: The frequency of a steady supply of YF vaccine available at PHC facilities
located in Areas with Routine Vaccination Recommendations
Geographical and structural characteristics related to vaccine actions at PHC facilities influenced access
The effective supply chain networks for the YF vaccine
together with adequate services at PHC facilities are essential to ensuring that the YF vaccine is always available
In addition to the shortcomings in the supply of the vaccines, recognized in many countries, problems with continued access can affect the day-to-day of the health services that should consistently offer it as part of the immunization program supply chain. In this regard, the lack of vaccines, when individuals seek them out, has been repeatedly identified as one of the main causes of missed opportunities in vaccination (6, 7)
Considering this context and the recommendations for assessing the distribution of YF vaccines (3)
the objective of this study was to analyze the availability of the YF vaccine at PHC facilities located in ARVR in Brazil
This was a study that used secondary data from a cross-sectional survey applied to the professionals responsible for the PHC facilities that participated in the second and third cycles of the Program for Improving Access and Quality in Primary Health Care (PIAQ-PHC)
The PIAQ-PHC is a financial incentive program of the Brazilian Ministry of Health that aims to improve access and quality of PHC in the context of the National Health System (Sistema Único de Saúde - SUS)
The original data totaled 24,499 PHC services evaluated in 2013-14 and 30,346
was considered: services located in the ARVR that offered vaccinations regularly
13,666 PHC facilities from the second cycle and 19,125 from the third were studied
corresponding to approximately 45.0% and 78.0% of the total Brazilian PHC facilities
The exclusion of services did not represent losses for this study
We selected all vaccination services that should mandatorily offer the YF vaccine in municipalities that adhered to the Program
The dependent variable was “YF vaccine always available” (Yes/No), which means that when a person seeks the service to receive the vaccine, the vaccine is always available. The independent variables, chosen on the basis of previous studies and for theoretical reasons (7, 9, 13)
the 26 Brazilian States and the Federal District Capital and the country’s five Regions [North
and Midwest]); the adequacy of the PHC facility services for vaccination actions (Yes/No) and adequate cold chain network (Yes/No)
“Adequate facilities for vaccination actions” were defined as a PHC facility with adequate capacity specifically for this purpose
“Adequate cold chain network” was assumed when the PHC facility had a vaccination room exclusively for vaccination actions
exclusive refrigerators and thermal vaccine boxes for vaccines
The analyses were performed using the Statistical Package for Social Sciences (SPSS) software
the geographical characteristics and those related to the facilities and functioning of the PHC services were analyzed
considering absolute and relative frequencies
the frequency of “YF vaccine always available” was analyzed
considering the 95% confidence intervals (CI) and Pearson’s chi-square test
the frequency of “YF vaccine always available” in the municipalities were analyzed using Choropleth Thematic maps
The frequency was calculated considering the number of PHC facilities responding “Yes” to “YF vaccine always available” over the number of services studied multiplied by 100
Poisson regression models were used to analyze possible differences in the availability of the vaccine between the periods 2013-14 and 2017-18
using a multivariate Poisson regression with robust variances
the analyze was controlled by geographic variables and those related to the structure and functioning of the services
considering those with p-value <0.05 in Pearson’s chi-square
The level of statistical significance was set at 5% (p <0.05) for all analyzes
Table 1 Geographic and structural characteristics of the Primary Health Care facilities studied in 2013-14 and 2017-18
Table 2 Analysis of the of the availability of the Yellow Fever vaccine at Primary Health Care facilities in the second and third cycles of external evaluations of the Program for Improving Access and Quality in Primary Health Care
according to geographic and structural variables related to vaccine actions
2013-2014 (n = 13666) and 2017-2018 (n = 19125)
The frequency distribution of the available on demand YF vaccine always available at PHC facilities across the country, during both periods, is presented in Figure 1
The maps stand for the spatial differences for the availability of the YF vaccine
there was a greater proportion of municipalities having dark tones when compared to 2013-14
Figure 1 – Geographical distribution of the Yellow Fever vaccine (always available) at primary health care facilities located in Areas with Routine Vaccination Recommendations in Brazil between the periods 2013-14 (A) and 2017-18 (B)
Two different regression models were considered for the analysis of the availability of the YF vaccine (Table 3)
The basic model (model 1) considered only the variable “period” (2017-18 and 2013-14)
In the complete model (model 2) all independent variables were included in the analysis
including the variable “period”
PHC facilities had a greater frequency of YF vaccine always available (PR = 1.027; 95%CI: 1.020-1.035)
After adjusting for all independent variables
the prevalence ratio for the most recent period dropped from 1.027 to 1.025 but maintained statistical significance (p<0.001)
Midwest and North regions and in non-state capitals
as well as services that had adequate facilities for vaccination actions
demonstrated a greater prevalence of YF vaccine always available
Table 3 Poisson regression analysis for the Yellow Fever vaccine (always available) at primary health care facilities located in Areas with Routine Vaccination Recommendations in Brazil between the periods 2013-14 and 2017-18
The proportion of PHC facilities located in the ARVR with YF vaccine always available increased from 2013-14 to 2017-18
we can assume that the number of vaccine doses were more sufficient for the population in the second studied period
Geographical aspects and an adequate cold chain network and an adequate capacity for facilities to engage in vaccination actions influenced YF vaccine availability
In addition to geographic and structural factors, the increase in the availability of the YF vaccine may have been related to the emergence of an YF outbreak in Brazil, when the acquisition of YF vaccine by Brazilian Minister of Health was expanded (8, 14). The availability of the YF vaccine was greater in non-capital cities, reinforcing that the distribution of this vaccine to the PHC facilities did not occur equally (11)
considering the samples of facilities studied
that the number of PHC facilities in the ARVR increased between the studied periods
reflecting the decision for expansion by the National Immunization Program
the frequency of availability of the YF vaccine at PHC facilities increased relatively less than the number of services in the ARVR between the two study periods
it is essential to expand the availability of the YF vaccine in PHC facilities
our findings suggest that the effective supply chain networks for YF vaccine
combined with the adequate capacity of PHC facilities and services
are essential to ensuring their availability in order to achieve universal access to immunoprevention and to improve vaccine coverage indicators
In view of the last outbreak of YF in Brazil
consideration should be directed at the factors related to the physical capacity of PHC facilities and services throughout Brazil targeting actions aimed at maintaining optimal vaccination coverage against the disease
the same factors that are related to YF vaccine availability may also be implicated in the risk of resurgence of other preventable diseases in the country
Studies that consider factors possibly related to vaccine availability at the central levels of distribution and logistics networks are recommended
it was possible to assess and compare the availability of YF vaccine at PHC facilities from the five regions of Brazil
including the impossibility of proving causal inferences
since the data were collected over a single moment
Another limitation was related to the lack of evaluation of PHC facilities along remote riverbeds in the Amazon rainforest region
the National Immunization Program in Brazil expanded the recommendation of vaccination against YF to the entire national territory
This expansion occurred in response to a growing number of cases of the disease
which alerted to the reemergence of urban YF in the country
probably related to regional differences in investments in the health sector
need to be the focus of public policy decision makers

The project is an initiative of IPHAN in partnership with the Congonhas Municipal Government and the UNESCO Brazil Office
Proposals have been put forward to expand the protected area around the site to include not just the immediate surrounding areas
but a substantial perimeter encompassing the Architectural and Urban Complex of the city of Congonhas
which has progressively become a center for religious pilgrimage
due principally to the Sanctuary of Bom Jesus de Matozinhos
IPHAN has implemented a series of measures in partnership with the Monumenta Program and the Congonhas Municipal Government in an effort to reclaim and value the heritage monuments located in the Architectural Complex
The Monumenta Program is an urban cultural heritage reclamation program operated by the Ministry of Culture and funded by the Inter-American Development Bank (IADB) through which substantial financial investments have been made
to enhance the capacity of the municipal government to manage local cultural properties and reclaim significant historical spaces and buildings throughout the city
The municipal government is currently in the process of approving the designation of the Serra de Santo Antônio as a heritage site
with a view to reinforcing the protection of this critical element of the Congonhas cultural landscape
sets out rules and guidelines for the use and occupation of areas around the municipality’s historical monuments
New construction projects in the municipality are subject to joint reviews by IPHAN’s Technical Office in Congonhas and the Municipal Government
a measure intended to mitigate the degradation of the areas around the Sanctuary’s perimeter
The key challenge identified in the process is the need to adopt a management approach for the historic center centered on fostering the site’s integration with the surrounding urban landscape through a process of active inclusion of the various communities

Ancient DNA reveals rapid human colonization of South America 14,000 years ago
Rock formation in the municipality of Matozinhos
When the girl who would later become known as Luzia lived in a cave in what is now the town of Lagoa Santa, Minas Gerais, some 11,000 years ago, she could never have imagined that in the twenty-first century, her appearance and ancestry would be the source of intrigue and debate among scientists (see article)
Genetic sequencing of her compatriots and contemporaries—but not Luzia herself—suggests that the large lips and broad nose
features typically associated with the humans that first occupied the Americas
she was not African,” says geneticist Tábita Hünemeier
from the Institute of Biosciences at the University of São Paulo (IB-USP)
“The genetic data shows that the ancestry of the people in Lagoa Santa is 100% Amerindian
with the possible exception of one individual
3% of whose genome originates from another population,” says archaeologist André Strauss
from the Museum of Archaeology and Ethnology at USP
He and Hünemeier are coauthors of a study published in the journal Cell and he is named on another in Science
which establish a new chapter in the story of how the Americas were colonized
The people of Lagoa Santa have a great deal of information to share
The findings surprised Brazilian archaeologists, since Luzia’s people were the basis for the popular theory proposed 30 years ago by bioanthropologist Walter Neves, recently retired from IB-USP, on how the Americas were settled (see Pesquisa FAPESP issue no. 195)
Neves measured skulls collected in the region
observing that they were different from those found elsewhere
He proposed that the population was descended from a first wave of migrants with physical characteristics similar to current Australians and Africans
and that they left no descendants of their own
reconstructed Luzia’s face in the 1990s
The indigenous peoples who later became typical of the continent
more East Asian in appearance: with straight
According to Brazilian anthropologist Mark Hubbe
this theory is not necessarily disputed by the new studies
“The Lagoa Santa morphology is not highly specific—it is similar to late Pleistocene groups and continues in populations of African origin,” he says
“Although the settlement of North America resulted from a single demographic expansion
Neves’s model is still applicable in South America
which has undergone a more complex process.”
The sequencing was performed by German biochemist Johannes Krause
who is also a coauthor of the Cell article and currently directs the Max Planck Institute for the Science of Human History
we didn’t have much success,” recalls Strauss
But then other researchers demonstrated that the petrous bone
The problem is that removing this dense piece of bone is a destructive process and any damage to an important specimen like Luzia would be unacceptable
Strauss’s group minimized the risk by generating high-definition three-dimensional images
The study examined the ancient DNA of 49 individuals from 16 locations in Central and South America (seven from Lapa do Santo and eight from three other locations in Brazil) and proposes a change to the Neves model
is questioned in the study published in Cell this month—coordinated by Reich
but it has not been possible to estimate what the Clovis people looked like
“We only have the skullcap of one young man from Anzick,” says IB-USP archaeologist Mercedes Okumura
who did not participate in the studies and is the current coordinator of the laboratory set up by Walter Neves
More skulls and skeletons are needed to get a solid idea of what the Clovis population looked like
British forensic reconstruction specialist Caroline Wilkinson
has proposed a new physiognomy in partnership with Strauss
based on the scanned skull and the newly discovered absence of Australo-Melanesian ancestry
A very similar story regarding the colonization of South America is described in a paper published in the journal Science
Based on DNA extracted from 15 skeletons found in locations ranging from Alaska to Patagonia
it is clear that human populations spread rapidly throughout South America as soon as they passed the glacial areas of North America more than 14,000 years ago
The speed of their dispersal is evident thanks to DNA from five skeletons collected in Lagoa Santa by Danish scientist Peter Lund in the nineteenth century
The bones were found in the Sumidouro cave and kept in the Natural History Museum of Denmark—the same collection that Neves examined and which inspired his model
The genome of these skeletons is very similar to that of the mummy from Spirit Cave
a contemporary of the oldest Lagoa Santa specimen
“The two articles agree on the rapid expansion and likely second wave of migration to South America,” summarizes Mexican geneticist Víctor Moreno-Mayar
a postdoctoral fellow at the Center for Geogenetics in Copenhagen
“A population established in Mesoamerica
also contributed by moving both north and south around 8,000 years ago,” he adds
noting that the outcome is different to that seen with the other group
He explains that the classic model describes a movement from north to south
where people colonized each location and then stayed there
But the reality seems to have been less straightforward
“This occupation process probably took place along the Pacific coast
giving rise to both the people who occupied Monte Verde [archaeological site in Chile] and the people of Lagoa Santa,” says geneticist Fabrício Santos
from the Federal University of Minas Gerais
“They were settling a continent with no human competitors.”
Caroline Wilkinson / John Moores University
Santos emphasizes the historical importance of analyzing the material collected by Lund
“Today we know that all these ancient peoples in the Americas
shared very similar morphologies with few Mongolian traits,” he says
all the analyzed Paleoamericans—the term used for the oldest inhabitants of the continent
which had a distinct appearance from subsequent peoples—are genetically more similar to present-day indigenous populations than any other past or present human group
The DNA of one of the individuals from the Sumidouro cave contained segments similar to those found in populations of Australia and Asia—the population Y described by Reich in 2015
It is still unclear what the finding means
since nothing similar was identified in the samples from North America
