When Jack Montesanto was fired from the Geneva Police Department in late September it was the final step in a process lasting more than two years.  for an excessive noise complaint and taking a resident into custody Montesanto strangled the woman while she was in the booking area of police headquarters He applied force to her neck and "intentionally" impeded breathing or blood circulation for about five seconds An open records request into a fired police officer's disciplinary file revealed at least three other instances where he was disciplined for domestic violence allegations Those records were only accessible as the result of legislative reform that placed the files within the scope of New York's Freedom of Information laws Montesanto was convicted by a Geneva City Court jury in late September of criminal obstruction of breathing or blood circulation, a misdemeanor and was fired a day later by Geneva Police Chief Michael Passalacqua He was sentenced to 15 days in the Ontario County Jail and three years probation following his release Prosecutors called Montesanto's behavior "demeaning." Before former GPD Chief Jeffrey Trickler asked for the external investigation initial reports detailed a history of abuse and intimidation between Montesanto and his girlfriend Matt Valenti wrote in a report that the girlfriend said she “was scared so she called for her daughter because she knows Montesanto loves and cares for her.” She believed Montesanto would not want to hurt the girlfriend in front of her daughter Valenti spoke with the girlfriend's friend who initially called the police The friend said it wasn't the first time Montesanto had been physical with his girlfriend She also stated "this isn't the 20th or 25th time and it occurs constantly," Valenti wrote in his report the girlfriend came to her friend's house "crying and a ripped shirt and had a significant hand print on her left arm where Montesanto grabbed her."  including second-degree unlawful imprisonment and endangering the welfare of a child Montesanto and his girlfriend told of a "brief 'stupid' argument," but no allegations of physical abuse were shared.  Montesanto "denied that the incident was physical at all," according to a report from State Police. "He reported that he and his girlfriend were getting their issues worked out." Montesanto had a meltdown where he became angry and confrontational over department personnel shortages Montesanto spoke to Trickler “in a disrespectful argumentative and confrontational manner." He stormed out of the room refused orders to go to the chief’s office to discuss the incident and then told the chief he "didn’t (expletive) know who he was talking to." Montesanto yelled that Trickler was ruining the department Montesanto would face charges of conduct unbecoming an officer insubordination towards a superior officer Montesanto ultimately accepted a plea deal and was demoted from sergeant to patrol officer (The domestic violence investigation occurred during this same time frame.) 2016 incident showed a similar pattern of vocalized aggression Montesanto avoided discipline but had to apologize after he called a man a "scumbag" while booking the man at Geneva police headquarters Montesanto apologized for his actions after a complaint by the arrestee, and stated it “would not happen again.” Contact Will Cleveland at wcleveland@gannett.com. Belo Monte, which started operating in 2016, has the fourth-largest capacity in the world.  But the mega dams are running well below capacity as river levels shrink due to a record drought in the Amazon highlighting how climate change is becoming a growing challenge to Brazil's green ambition if it gets too dry it stops working," said a guide who took tourists around the Santo Antônio dam earlier this year Santo Antônio had to deactivate 43 out of its 50 turbines early in September as river levels neared a record low due to the drought having had to shut completely for the same reason for two weeks in October 2023.  The three mega dams worked at only a fraction of their full capacity in September exacerbating a trend whereby hydropower companies have consistently failed to meet the impact on the environment than traditional dams that create large reservoirs.  But the underperformance of the Amazon's mega dams is not new raising into question the government's green strategy Santo Antônio, Jirau and Belo Monte have not delivered on the "minimum assured energy" output written into contracts between hydropower companies and the federal government in any year since they began producing in the 2010s according to Context analysis of data from the National Electric System Operator The "minimum assured energy" refers to the minimum amount of electricity power plants commit to deliver to the national electricity system based on historical river flow patterns But history has not been very indicative of future river levels as the climate has been changing professor at and wind energy when it is sunny and windy to help fill water reservoirs that could later be used to generate electricity when the sun goes down and the wind eases Solar and wind electricity has been growing rapidly over the past five years in Brazil and now accounts for 29.4% of the country's energy capacity according to data from Brazil's Energy Research Office.  Jirau and Belo Monte could also be boosted by building more dams along the river as was originally planned researcher at the non-profit Institute for Energy and the Environment But this would be controversial given the opposition to Companies owned by the coffee group — Atlântica Exportação e Importação SA and Cafebras Comércio de Cafés do Brasil SA — were denied their joint request for a 60-day grace period on debt repayment as they negotiate with creditors in order to avoid filing for bankruptcy. The decision came from Judge Murilo Silvio de Abreu, and the initial ruling can still be appealed. “I understand the plaintiffs’ crisis situation, which has been well demonstrated, but to require such creditors to bear the burden for 60 days, with all due respect, is unreasonable,” the judge said in a Dec. 3 ruling seen by Bloomberg News.  The latest move is likely to increase concerns over mounting financial stress in global coffee markets.  Futures prices for arabica beans — the variety favored for high-end brews — have been on a rampage, jumping around 70% between January and late November to the highest in more than four decades. When prices rise, brokers require coffee producers and exporters to put up more cash in the form of margin deposits to cover possible losses. Atlântica has said it accounts for 8% of Brazil’s arabica sales. The firm, as well as sister company Cafebras, are owned by Montesanto. Lawyers representing the parent group said the companies are studying next steps to be taken in the legal process. Court documents filled by Montesanto show a list of companies to which Atlântica and Cafebras owe about 530 million Brazilian reais ($87.8 million) in the form of margin calls. That list includes Cargill as well as Marex Group and Banco Pine SA among the main creditors.  Cargill, Marex and Banco Pine declined to comment. In addition to margin commitments related to coffee derivatives, Atlântica and Cafebras also listed among their main creditors some of the top banks in Brazil. The companies had signed contracts with the banks based on anticipated export revenue. The total was about $190 million for those contracts with banks including Banco do Brasil SA and BTG Pactual SA listed as top creditors. Banco do Brasil and BTG Pactual declined to comment.
