The Trumbull County Commissioners held a special meeting Friday morning
It was characterized as a "roundtable" discussion focused on "the ongoing hospital situation and U.S
Senator Bernie Moreno taking on private equity."
and acted as a discussion among the commissioners and the Senator.
Senator Moreno said his number one concern in the Trumbull County community is what's going on with Insight's hospitals
Moreno says he and his team have been working diligently to get those hospitals reopened
"We gotta get this hospital up and running
the problem is you got 700 people that used to work there
They can’t just put their lives on hold
reopening this hospital will be a monumental task if we can even get there," said Moreno
Moreno discussed the possibility of getting another buyer to take over the hospitals to get them back open for the community.
Moreno said Medical Properties Trust (MPT) came forward with a "very generous offer" to move the real estate to a new operator
"The bankruptcy court process for Steward is pretty much at the tail end
so it's left open the opportunity for us to bring in a strategic buyer that can reopen and manage the healthcare system for the long run
bring the employees back and provide healthcare to the community," Moreno said
Moreno said this means every group involved with the hospital will be out of the picture
"Everybody that's here now is out of the picture
MPT would sell the real estate to the new buyer
We're still working through those details
but they've been good partners," said Moreno
"If you can’t sell the real estate to the operator at a reasonable price
Trumbull County Commissioner Chair Rick Hernandez asked Moreno about the idea of the hospital being operated under a non-profit entity similar to Mercy Health
"Nonprofit entities who still pay wages
There’s a lot of federal monies in the pipeline available for nonprofits
That’s unlike these privately owned hospitals [who] Don’t have available monies
Moreno responded saying he does not have anyone specific in mind, but that he is simply looking for an operator with a "strong balance sheet" and wants to be in the hospital business
they didn't want to be in the hospital business
selling off assets and ripping off employee business and in the meantime making themselves tens of millions of dollars," Moreno said
"We're going to make certain that the operator is someone who has a vision to do the things that I outlined," Moreno said
Moreno added that whenever a talks of who that new buyer is begins
he wants to get local officials involved to make sure they are comfortable with the new operator too
"I don't want to play 'Whack-A-Mole.' The idea is that all of a sudden
'oh we got a new buyer,' but we had that kind of with Insight
and then here we are not too long afterwards
We're all busy people and we don't want to be at this
We want to know whoever comes in that our grandkids are still serviced with that same operator," Moreno said
Hernandez said having a conversation ahead of any sale could help ensure the success of the hospitals' future
"We don't want to go down the same road again
We have 700 individuals laid off from insight hospital
and only at the gain of the owners of the companies," said Hernandez
Moreno sent a letter to Steward Health Care System
Medical Properties Trust and Insight Health Systems after the abrupt closure of two hospitals in the county on April 6.Moreno threatened to get the Department of Justice involved if he did not get answers from the companies
Moreno has since confirmed that Insight and MPT responded within five days

the more difficult and expensive it is to bring it back,” he said
noting progress in securing a new operator
“What we need is an operator that has a strong balance sheet
that wants to be in the hospital business,” he said
He described the effort as being “at the 3-yard line,” adding
“I was actually hoping that by today I would come and tell you

Warren Safety Service Director Eddie Colbert highlighted the Warren Peninsula project
an infrastructure initiative to complement Kimberly-Clark’s arrival
“We think that those types of projects go hand-in-hand with helping make our community a little more attractive,” Colbert said
Colbert and Franklin discussed asking Moreno to earmark federal applications for water and sewer improvements
Moreno discussed prioritizing projects with matching funds
“The projects that will get the highest consideration are federal dollars that have state dollars and local dollars attached to it,” Moreno said

and she warned that changing eligibility standards for Medicaid could significantly increase operating costs
noting the county’s mandated share of funding
Moreno advocated for technological solutions to ease administrative burdens
“This is not ordering something on Amazon with one click
This is an obscene amount of bureaucracy that can be solved with technology,” he said
He proposed application programming interfaces
“Why not plug in some sort of API that says
No more administrative burden on the county.”
Moreno also addressed fears of Medicaid cuts
refuting concerns about those funds being cut in any legislation

Trumbull County Commissioner Rick Hernandez noted the bipartisanship in the room
“This is about what we could do for the people as public servants
and we’ve been working diligently together,” he said
“Please be my eyes and ears in this community

Columbiana County Republican Party Chairman Dave Johnson welcomed the attendees
joking that the annual dinner was a Republican town hall in reference to a group of protestors outside the venue calling for U.S
Johnson described the annual dinner as an opportunity for the party to celebrate all the elected officials
donors and volunteers that make up the Republican Party
He introduced all the officials and volunteers in attendance
Johnson also championed the renewal of the 1% county sales tax on the ballot for Tuesday’s primary election
noting that 70% of the county’s budget went directly to funding the sheriff’s office which would face budget cuts if voters chose not to renew the tax
“The only person who benefits from that are the criminals,” said Johnson
The event featured remarks from both Rulli
Rulli also championed the work and dedication of Moreno who he served with during their tenures as Ohio state representatives
calling him “one of the best senators this country has ever produced.”
Moreno asked attendees to consider “what really happened on November 5” when President Donald Trump was elected
calling it “a revolution of common sense.”
“We have gone past the point of Republican Issues or Democrat issues to what is just common sense
Does it make sense to raise government spending from $4.5 trillion dollars
which is what the budget was the last year of President Trump to $7.3 trillion which was the last year of Joe Biden’s [presidency] think about that number,” said Rulli
Rulli attributed the “inflation at generationally high levels” experienced in recent years to that increased spending
He also suggested that energy production and its link to climate change were another “common sense issue.”
“You can be a tree hugger and say climate change is an existential threat
Is it better to produce energy here in America
What’s better for the planet?” asked Moreno
imagine these lunatics wanting to shut down our energy production and have it all happen in China
You’re going to see dramatically worse results for the planet; that’s not anything other than common sense.”
Moreno urged those in attendance to go out and speak with people they usually would not
noting that many people are simply uninformed
“Your homework tonight is to go out and talk to some of the people; now not the people across the street protesting [representative] Rulli … you’ve got to go out and talk to people you otherwise wouldn’t talk to
and I know that social media makes us want to be angry but part of it is they just don’t have the data,” said Rulli
“I find if you give them the information they crumble like that
they’re watching MSNBC; heaven forbid they’re reading the Cleveland Plain Dealer
You’ve got to go to them and approach them from that angle.”
Moreno said that what “has really separated America from any other country on earth” was the existence of a “thriving growing and prosperous middle class,” noting that rich and poor alike exist in countries the world over
He said that it was that middle class which built the country “into a powerhouse unlike anything ever seen in world history.” He also suggested that the growth of China’s economy came at the expense of the American middle class

and shut down by a Miami based private equity company
“He spent his entire career working where his dad and his grandfather worked
could go on vacation and was looking forward to retiring in a couple years knowing he had lived a good life,” said Rulli
he was at home on a rare day off and gets a text message from a friend of his that they’re shutting the place down immediately
No future for him or the 863 other people that work in his community.”
He said that the job of elected officials is to make “have the back” of people like Rich Olson
He said that rather than following “apparatus that [officials] normally rely on” to focus on job retraining programs and expand employment benefits in the area
he approached the company directly with an ultimatum
“I said to this private equity company you have two choices
Option one you give me time to find you a buyer for this factory which means you agree to keep this thing going until the end of the year
and someone will come in and operate this business for another 200 years
I will use every tool of the federal government to chase you and your family for generations
and as a result we’re going to find a buyer for that facility.”

Two of President Donald Trump’s biggest allies in the Senate are sharply criticizing Medicaid policy changes under consideration in the House
a sign of further Republican friction ahead over the health insurance program for low-income Americans
Bernie Moreno of Ohio and Josh Hawley of Missouri both warned in interviews that proposals to cut the federal government’s share of the costs in states that have expanded Medicaid
and to otherwise cap Medicaid expansion spending
Moreno bluntly told Semafor that both ideas amount to “cutting benefits.”
And it actually really infuriates me to hear people here talking about that
This is life and death for them,” Moreno said
There’s a growing consensus among Senate Republicans about paring back their party’s pursuit of Medicaid savings
limiting the changes to work requirements for able-bodied people who are eligible for expansion coverage and cutting off benefits from undocumented people
Moreno also said Congress can save money by improving technology and processes within the program and discouraging emergency room visits for relatively minor ailments
But the current framework for the GOP’s tax cut bill directs the House committee in charge of Medicaid to find $880 billion in savings over 10 years
a difficult target to hit without directly cutting benefits
Medicaid-protective Republicans like Moreno and Hawley appear to have a notable ally in President Donald Trump
“I just don’t think that that’s anything they’re going to contemplate
I think work requirements are probably the biggest and easiest target to go do.”
Hawley said he personally discussed Medicaid with the president before even supporting the budget blueprint for the tax bill
adding: “The House ought to listen to the president.”
Republicans predict there are more than a dozen senators on their side who are averse to anything that can be construed as a benefit cut
Moreno said “there’s not 50 votes for any kind of cuts in benefits
Many House members — and some senators — who are comfortable with cutting federal spending on the Affordable Care Act’s Medicaid expansion hail from states that did not expand the program during the Obama administration
the federal government pays 90% of the share of the expanded program
which includes people who were not eligible for coverage before Obamacare
“The toughest thing we have to do is figure out where we can save money
have discussed gradually lowering the federal share of Medicaid costs
They argue that states could choose to spend more money to continue funding the program rather than see people lose coverage
improving technology and innovation and waste
fraud and abuse need to be the focus on Medicaid
the whole point of the America First agenda is to make sure that we use your tax dollars to benefit American citizens
So there’s no need to take away benefits from Americans,” he said

but starters are multiple years for $30 million
'Do we have enough depth to go pay $200 million?' And [Anthony] Rendon has two years left on his deal
and he’s obviously not going to play this year.”
Rendon is still owed $38.5 million this year and next season but might not play again for the Angels, as he’s set to undergo left hip surgery later this week
Moreno wouldn’t speculate on if Rendon will play in ’26 but believes he’ll be out for ’25
“I can’t objectively comment on someone’s health and how they’re going to be health-wise,” Moreno said
Moreno added that he has no plans to sell the club after exploring a sale in 2022
and that there is nothing new on a potential stadium deal with the City of Anaheim
The Angels extended their lease at Angel Stadium through 2032
and Moreno said he’ll continually make upgrades to keep it safe and clean every offseason
but that no major redevelopment is in the works

and he was proud of new renovations completed at the club’s Spring Training complex

and he’s hopeful it’ll be ready by next spring

Ana Moreno was a PhD student at UC San Diego when she had a free Sunday night and did what some serious students do
“I came across a paper that talked about these people in Pakistan
who could walk on fire and do different performances with no pain whatsoever,’ Moreno said
“And when they studied these people they found they had a mutation in their genome.”
That story was the spark that led Moreno to try to imagine a gene therapy that would relieve chronic pain
Her aunt came down with trigeminal neuralgia
a nerve disorder that causes an intense stabbing pain to the head and face
“I saw my aunt become – she was the life of the party – and she went from that to someone who was always in pain and there’s no quality of life,” Moreno said
So Moreno founded a company called Navega Therapeutics
to test and commercialize her patented gene therapy
She said it has shown good results in mice

It turns off a part of the DNA that allows pain impulses to travel along channels that lead to the brain
“And these sodium channels open and close depending on pain
So when they open it’s like turning on the lights,” Moreno said

Moreno began working on this pain relief model when the opioid addiction crisis started ramping up ten years ago
Chronic pain and opioid use are also a part of my story
Almost twenty years ago I was in a serious traffic accident where I suffered a traumatic brain injury
Ever since then I’ve had chronic pain in the lower part of my body
I’ve tried lots of different ways to ease that pain
“First of all I’m sorry to hear of your pain and suffering and
there are so many people in this country going through this,” said UC San Diego psychiatry professor Eric Garland in response to my story
“And some people do quite well on the opioids,” Garland said
because of side effects or the natural tolerance that develops to the drug
they find that they are not getting the kind of relief that they want to get.”
Garland is part of the Sanford Institute for Empathy and Compassion at UCSD who focuses on mindfulness and meditation as a way to fight addiction and reduce chronic pain
His description of “other folks” pretty well describes a man who came to him for help
Dan Kruger is a motorcycle racer who has a high profile in the media and races at the top of his profession
He said he also suffered decades of chronic pain and was addicted to opioids
due to psoriatic arthritis and a career filled with serious injuries he suffered on the race track
“In the whole span of my adult life and even my teenager life
adding to that two broken collarbones and breaks in both of his wrists
He’s lived in what he describes as a “circle of pain” along with his addiction
But he said the good money he made and the love of his wife and kids allowed him to ignore it for quite a while
“I really was a quiet addict,” Kruger said
“Because if you look at it from the outside
‘Here’s this guy who’s getting lots of press
Kruger was scrolling the web one day when he stumbled upon a YouTube video featuring Eric Garland and his brand of treatment
That’s when Kruger reached out and learned to meditate
Teaching the brain to block chronic pain
The therapy model Garland has tested for 20 years goes by the acronym MORE
standing for Mindfulness Oriented Recovery Enhancement
seeks to give people the skills of self awareness and self control
He said people who are dependent on opioids must relearn how to savor things in life that make us happy

“In this study we showed that people with opioid use disorder have a difficulty savoring natural healthy pleasure
They just struggle to try to feel good naturally and that has to do with the impact of chronic
long-term opioid use on the brain,” Garland said
He said that the study in JAMA shows that mindfulness therapy is proven to be effective in blocking pain and lessening opioid use
“So we’ve done large clinical studies in people with chronic pain who are prescribed opioids and we have shown that the MORE therapy reduced opioid misuse by 45% at a nine-month followup point,” he said
“We’ve also shown that 50 percent of people treated with MORE show a clinically significant reduction in pain.”

But even if they are going to work for you Garland said it doesn’t mean you’ll have access to them or that your health insurance is gonna cover them
Some patients still believe opioid medication is the greatest source of relief from their pain and they can be taken with minimal side effects
Some of them have formed a lobbying group called Don’t Punish Pain to oppose any new restrictions on opiate use
