I was doing research for my dissertation on the anti-apartheid movement in the United States and stumbled into one after a day spent in an archive
While discovering any kind of food in a chain restaurant is usually a letdown
and a hint of sweetness: it was everything I like in a hot sauce
Naturally, when I went to South Africa the following year
I had chicken in piri piri sauce about as many times as I could
and came back with a bunch of different sauces
and Macarico are probably the biggest distributors
though smaller sauce companies are starting to make their own as well
also sometimes referred to as peri-peri or pili-pili
The most commonly found ingredients are chili peppers
a hot-but-not-nuclear pepper that is a cultivar of Capsicum Frutescens and usually produces about 150,000 units on the Scoville scale
other chilies such as malaguetas are frequently used to make the sauce
ranging from relatively mild with a lot of flavor to an intense
Nelson Mandela loved it after he was released from prison in 1990
which has its origins in the former Portuguese empire in Southern Africa end up as a globally popular condiment
Its history is intimately wrapped up in capitalism
but it is also a profoundly multicultural condiment
and economic crossroads that is Southern Africa

originally came from the Americas (as do all chili peppers)
It was brought to Spain and Portugal in the wake of Christopher Columbus’ voyages
While the Portuguese initially didn’t appreciate the pepper
it found its way down into Brazil via Portuguese traders
another group of Portuguese traders took it with them to East Africa and to Asia
the sauce got its new name: piri piri simply means “pepper pepper” in Swahili
the original Birdseye chili branched off from its American counterpart and became a cultivar known as the African Birdseye
Portuguese traders and slavers formalized their control over different parts of Africa
The Portuguese empire actively encouraged settlers from the home country to settle abroad
meaning that in Angola and Mozambique there were large numbers of Portugese settler-colonists
Both the indigenous peoples and the settlers adapted the pepper into their food
Mozambique appears to be where the sauce first appeared
with the indigenous population adopting certain Portuguese traditions such as cooking chicken with lemon
the Portuguese also refused to grant equal rights to the African population in their colonies
and by the 1960s guerrilla war had broken out as Angolans
a coup removed Portugal’s long-ruling dictatorship from power
The new government promised independence to the colonies
and the Portugese settler population largely fled from these newly-independent countries
Many of them went back to Portugal and became known as the “retornados.” They brought Angolan
and Guinean food traditions with them back to Portugal
where previously they had been largely unknown
These dishes soon became wildly popular there
some retornados went to neighboring South Africa instead of Portugal
and they brought the food with them; Portuguese takeaway became a common thing in big cities like Johannesburg
Fernando Duarte and Robert Brozin bought the Chickenland restaurant and renamed it Nando’s
It expanded internationally in the 1990s and became especially popular in Great Britain
contributing to the craze for “Portuguese chicken.” Nando’s has been slower to catch on in the United States
though it has over 40 locations and word-of-mouth has increased awareness of the sauce
While roasted chicken is one of the most widely recognized uses for piri piri sauce
it’s possibly even tastier when you marinade shrimp in it and then barbecue it
This is one of the preferred ways to eat shrimp in Mozambique
Roasted cashews with piri piri sauce are a popular snack in Southern Africa
piri piri sauce can liven up just about anything you put it on
So while you’re pursuing your own piri piri experiments
remember that the sauce tells a complicated history
Some of that history reflects dark moments of humanity

Piri-piri chicken fans have just one week to wait for Inverness’s newest takeaway and restaurant to open its doors
Maeme’s, which has been getting fitted out over the past few months, will open its doors in the Eastgate Shopping Centre on April 17
which has cordoned off the eatery’s frontage during fitting out work
new signs have been put in the windows to confirm the April 17 opening date and special opening offers
When it opens its doors next Thursday it will be the latest in a string of outlets for the chain across the UK
It already runs an eatery in Aberdeen and has plans for one in Glasgow - but this will be its first foray into the Highlands
When planning permission was granted last year
the outlet confirmed that around seven to nine new jobs will be created when it opens its doors
Its new Inverness home sits next to the Eastgate entrance to the Eastgate Shopping Centre
and will be accessible both from the street and from within the mall
Seating will also be provided inside the outlet as well as a small area within the public space inside the shopping centre

it's easy to see why — piri-piri delivers a flavorful hit
Although associated with Portugal, the sauce actually originated alongside Portuguese settlers in Africa, likely Angola, Mozambique, or South Africa. Its globalized history arrived in the cargo of sailors who carried peppers from the New World to Africa. Born of globalized movement, even piri-piri chicken, now an iconic dish, only reached mainland Portugal in the 1960s, explains We Travel Portugal
Piri-piri's roots in Africa are evident both from its name
which translates to "pepper pepper" in Swahili
which emerged after sailors brought peppers to East Africa
blend the chilies with up to a cup of olive oil
The mixture is allowed to sit in the fridge for 24 hours before it's ready to serve
The resultant texture highly varies based on recipe and preference. Some, like this rendition by Chili Pepper Madness
add up to a pound of chilies to only half a cup of oil
with the aforementioned denser sauce incorporating fresh herbs
and even zests are common in other versions
which will allow piri-piri to keep for a few months
your version will become a dependable tableside condiment
This is the biggest and most spacious of the Manso group’s eleven restaurants, with nice little niches and tables spaced for privacy. There is a table to accommodate 18 people, and plenty to seat six, indicating this is very much a place to come with family or friends.
Although it’s only half-full, the sound of convivial conversation travels through the space. The many glass lights hanging from the ceiling make it bright, but not stark, although perhaps this wouldn’t be the first choice for a romantic tête à tête.
We are seated swiftly and given the wine and food menus. A few minutes later a waiter comes to take our drinks order.
My guest tries a glass of house white wine whilst I opt for a Limonada mocktail, which comes in a tall glass with crushed ice, plenty of fresh lime, and tastes convincingly like it might contain alcohol.
It takes a while to peruse the menu because Piri Piri, which specialises in Portuguese cuisine, has a lot of choice, with sections dedicated to seafood and fish, meat and vegetarian dishes.
We opt for the beef and codfish croquettes to start. They arrive, five apiece, in a rectangular dish lined with paper, and accompanied with garlic mayonnaise. The shredded beef is lean, whilst the salted codfish is smooth and creamy.
Cutting in to them, you are immediately struck by the crispy exterior, but the substantial filling doesn’t spill out in a gooey mess. They are melt in the mouth, but have subtle flavouring, and are a perfect little treat to whet the appetite.
For our main courses, I order Arroz de Marisco, and my guest tries Bacalao com Chouriço.
The seafood rice comes in its own hotpot, complete with mussels and clams in their shells and whole tiger prawns. The proportion of seafood to rice is generous, so I’m not left hunting out a few prawns in a sea of clams.
Whilst the sauce is tomato-based, it’s not overwhelming, and there are plenty of other flavours such as garlic, and a discernible kick of something spicy, living up to the restaurant’s name.
The cod is fresh and comes apart in layers when cut. The breadcrumbs soaked in herbs means there is no dryness in this baked dish. Both plates are comfort food at its best - tasty but not loaded with carbs and calories.
I was hesitant about trying a restaurant that is part of a group, which dishes up some 750,000 meals a year. I thought it would lack authenticity, and be a conveyor belt operation.
Remy Manso must undoubtedly make some economies of scale, with the El Barrio, Ela Greek Cuisine, Terra Steak House, JFK Bar & Kitchen, Il Tocco, and Vida restaurants all nestled together in this financial district, but that doesn’t appear to affect the quality and authenticity of the food at Piri Piri, and means the prices are very reasonable.
Minus our wine and mocktail, the bill for two is €80, with the croquettes costing €9,80 for five pieces, and the mains both less than €30.
Service is attentive without being bothersome, and waiting staff are happy to make recommendations for your personal palate.
We are told that despite its location close to the European Institutions, the restaurant is mostly frequented by French, Portuguese and Luxembourgish diners.
Hearty fare is served on glazed pottery plates or in large bowls, with chunky knives and forks for the biggest of hands.
It’s a perfect way to spend a lazy weekend lunch, but the small terrace outside, and the covered atrium at the back, suggest Piri Piri is good in all seasons, and suitably bustling and lively for an evening out. And unlike it’s city counterparts, there is plenty of parking nearby (free at weekends).

Casa do Frango has made a name for itself as the only restaurant serving truly authenthic Algarvan piri piri chicken in London. But what does truly authentic really mean? Hannah Twiggs heads to southern Portugal in search of the answer
Most people in the UK think they know piri piri
Thanks to a certain restaurant chain
it is most closely associated with chargrilled chicken
corn on the cob and bottomless fizzy drinks
But the chilli oil’s history is a little more nuanced and murky than that
where “chicken houses” outnumber British expats
While no one can seem to agree on its exact origins
it’s thought that during Portugal’s “mercantile” era
explorers discovered the bird’s eye chilli pepper – the main ingredient in today’s ubiquitous hot sauce – somewhere in the Americas in the 15th century
Seeing its potential to rival the “black gold” (black pepper) trade
they brought it back to their colonies in Africa to cultivate it before selling it on to Asia and Europe
significantly cutting down the shipping time
dry climate and quickly became an important ingredient in local cooking
Fermenting it in the baking African sun and using it to marinade meat cooked over fire produced the first iteration of the classic piri piri flavour we know and love today
It wasn’t until the late Sixties, however, when Portuguese settlers and native Africans started arriving in southern Portugal
bringing with them this centuries-old technique and an appetite for spice
chicken was becoming more affordable in Portugal
with poorer families buying whole birds to keep everyone fed and the famous “chicken houses” opening up across the Algarve offering an economical meal out
Pairing it with the piri piri oil brought over from the colonies was a natural evolution
Its enduring popularity is evident in sell-out restaurants like Marufo – affectionately referred to as “the chicken shack” – where come dinnertime there’s a queue out the door
But with 20 chickens rotating on the purpose-built spits at any one time
meticulously tended by a hot in temperature as well as temper chef
It’s also the place where Marco Mendes, co-founder of MJMK Restaurants, conceived the idea for Casa do Frango
London’s authentic Algarvan piri piri outpost
“I’ve been going to Marufo since I was a kid,” he tells me as we pitch up in the queue

We were eating this chicken and we started to have that lightbulb moment of: ‘You know
Could we bring this to London?’” They opened the first site in London Bridge in 2018
with the latest one earlier this year in Victoria
Keeping things authentic in London’s melting pot of cuisines is the driving force behind the concept
“there are other touchpoints like the African rice” – supposedly created at a restaurant in the Algarve as a simple rice dish for staff to use up leftover ingredients – and other things that are particularly Algarvan
such as the montanheira salad (mountain tomato salad)
(“That obviously had to be on the original menu
They’re also the only restaurant using the smaller 800g-1kg chickens
that are traditionally used in the Algarve
which they source from a higher welfare farm in the UK
“We adhere to the authentic route of the dish as it’s done in the Algarve,” Mendes explains
“From how we prepare our chicken to how we choose them to begin with; the fact that we reverse spatchcock them; that we don’t marinate them before they go on the grill
they’re just basted in salt.” So what’s happening at Casa do Frango is pretty unique
“For people who know Portugese cuisine or know southern Portuguese food and have been to the Algarve
I think it really resonates with them,” says Mendes
Portuguese isn’t a cuisine that’s all that well represented in the British capital or across the country
with only a handful of big name spots (MJMK also counts Nuno Mendes’ Lisboeta in its canon) and smaller
Busting myths is an exercise close to Mendes’ heart
understanding the ecosystem that you’re living in
that to me is what Portuguese cuisine is,” he explains
“But I also think that there’s a wealth of creativity
Some of the stereotypes around Portuguese food can be that it’s potentially a little bit rustic
or not as flavourful or complex or dynamic as our neighbours in Spain
I find that there’s so much deft in Portuguese cuisine
“I think the storytelling or marketing side of it has felt quite fragmented
but now amazing chefs from across the country are bringing the message out and telling that story
And I think people are realising just how profound the cuisine is and what it’s got to offer.”
that the wider cuisine and the offering at Casa do Frango would be nothing without the controversial history that brought the bird’s eye chilli pepper to Portugal in the first place
“It’s definitely to do with Portuguese mercantile history in some form or another,” he says
we received a ton back from the countries and the people that formed part of that mercantile exploration.” He mentions Japanese tempura
brought by Portuguese missionaries to Japan in the 16th century
which was originally invented as a way to preserve fresh ingredients by Portuguese sailors
and was later adapted by local cooks in Goa
He also says “a lot of our dishes came from the interaction between the Portuguese and their land
Take a dish like açorda [a Portuguese bread soup]
The Portuguese living there need sustenance and nutrition
So they put a piece of bread and a poached egg in broth
and made what was effectively a savoury bread pudding.” It was a frugal way of filling peasant bellies
but today typically includes a handful of other ingredients like fresh herbs or seafood
Mendes has some tips on how to have a truly authentic Algarvan experience
“If I were to go through my perfect order that’s truly intrinsic to Portugal
which is the bread and butter and the carrots and the lupin beans
because both those dishes are iconic to Portugal
I would dip the bread into the piri piri oil as one should do.” Of course
“And then I would follow that with the patatas fritas [the fries]
the African rice and the montanheira salad
And I would finish it off with what is the most icnoic Algarvan dessert: the mousse de chocolat.”
while most of the Casa do Frango recipes are a closely guarded secret
he’s shared exclusively with The Independent a few dishes so that you can host the perfect Algarvan feast at home
Mix all the ingredients for the dressing in a large bowl and whisk until fully emulsified
remove the core root and discard any outer leaves if bruised or damaged
Finely shred the hispi cabbage (use a food processor if you have one)
Mix the cabbage and carrots together evenly
mix the slaw with finely diced red onion and the sherry and mustard dressing
Place in a large serving dish and top with a pinch Maldon salt and the finely chopped parsley
2 medium white skinned onions (or red onions)
150ml classic French dressing (shop-bought or homemade)
Pour into a clean bottle and keep refrigerated while you prepare the salad
Cook for approximately 5 minutes or until the skin is evenly charred
remove the inside with a spoon and dice into 1cm cubes
Wash the tomatoes and slice in half through the eye
Mix the ingredients for the salad with the dressing in a large bowl apart from the oregano
add a pinch of Maldon salt and a few turns of black pepper
Place all ingredients except half of the olive oil in a small pan on a medium heat and bring to a simmer
Then remove from the heat and whisk in the remaining 125ml oil

rooted in the deep cultural belief in the reciprocity of blessings
a commitment to offering the best of what one has to guests

"[Teraanga is] about the lifestyle, but food is a good medium to express it," explained Thiam, who extends this profound hospitality to the culinary realm through his New York City restaurant, aptly named Teranga
it is customary to graciously accept an offered meal
This symbolises an exchange of blessings with your hosts
This was because lunch was the most expected
like thieboudienne [the national dish of Senegal
made with rice and fish] were served at lunchtime
I would find myself having lunch at home or having lunch at the neighbour's house
[they] were making mafé [a creamy peanut stew] or an amazing seafood gumbo
and okay with my mom too," explained Thiam
The classic piri-piri chicken is itself an amalgamation of influences
with roots tracing back to Angola and Mozambique
where the original dish was made with fresh prawns grilled on a wood-burning flame
Now the dish is typically made with spatchcocked (butterflied) chicken
which is grilled or roasted to a perfect crispness
spicy chillies from which the sauce gets its name
"Peri-peri" and "piri-piri" are both derived from varying pronunciations of the Swahili word "pili-pili", meaning "pepper-pepper" and referring to the African birds-eye chilli from which the sauce pulls its signature spice. These chillies made their way to Africa by way of 15th-Century Portuguese colonialism
and thrived where the climate and soil proved conducive to their cultivation
the chillies became an integral part of local cuisines
"The inspiration is definitely South African
but it also adapts to the environment as it comes
it becomes a West African piri-piri," said Thiam
Thiam shared his most profound advice for perfecting an at-home piri-piri: using fresh ingredients
it's really about the ingredients," said Thiam

Roasted Piri-piri chicken recipe
½ cup plus 2 tbsp West African piri-piri sauce
spatchcocked (see Note; also known as butterflying)
heat 2 tbsp of the oil over medium-high heat
until the vegetables are softened (about 10 minutes)
then add it to a blender or food processor
Process until the mixture has reached a smooth
(You may leave the sauce slightly chunky if you prefer)
Drizzle the remaining ¼ cup plus 2 tbsp oil on top of the sauce and stir to incorporate
combine ½ cup of the piri-piri sauce with the olive oil
Pour half of the piri-piri mixture into a baking dish large enough to hold the flattened chicken
open wide with wings tipped under the breasts
Pour the remaining piri-piri mixture over the top
Cover and marinate in the refrigerator for at least 4 hours or overnight
Remove the chicken from the marinade and arrange
on a large sheet pan or in a cast-iron skillet
Place the chicken in the oven and roast until the skin is browned and an instant-read thermometer inserted into the thickest part of the thigh registers 75C/165F
cover lightly with aluminium foil and allow it to rest for about 10 minutes
Pour the pan drippings into a heatproof bowl and stir in the remaining 2 tbsp of piri-piri sauce
Brush over the chicken just before serving
To spatchcock or butterfly a whole chicken
set the chicken breast-side down on a work surface
pressing firmly on the breastbone to flatten the bird
Extra piri-piri sauce can be refrigerated in a resealable jar with a tight-fitting lid for up to 1 week
and served as a hot sauce to spice up any meal

Puanga becomes especially prominent in the evening sky towards the end of autumn and in the predawn sky during the first month of the Māori new year
Puanga will feature at this year's nationally broadcast hautapu ceremony hosted by Ngāti Rangi at the base of Ruapehu
Ngāti Rangi spokesperson and leading Puanga expert Che Wilson said it was an honour for the iwi to host the ceremony and to be a part of the work that has been done over the past few years by Professor Rangi Mātāmua and all the host iwi - from Te Āti Awa and Ngāti Toa to Te Arawa and last year Ngāi Tahu
Traditional stories related to Puanga are shared across many iwi across Aotearoa but are prominent on the western side of Te Ika a Maui
The North Island's main divide of the Tararua
Ruahine and Kaimanawa ranges separates the island's weather systems so Puanga gives iwi on the western side a better read on how to prepare for the year ahead
"The reason we look to Puanga isn't because we can't see Matariki
there are parts of the region where you can't
but actually the reason we look to Puanga is because Puanga gives us a better read for the weather on the west coast," he said
Wilson said traditionally iwi on the west coast would start to observe changes in the weather during autumn
while the months around Matariki were a time to wānanga
"The thing is that Puanga and Matariki aren't that different
We do have a separate ceremony done the month before called Te Maru o te Tau where we send all of our mate with the setting sun to the pō
and that's when we call out our names."
Matariki and Puanga have always gone together in karakia
They also look to other celestial bodies such as the Southern Cross
"In our karakia we acknowledge Matariki during the mate
because they become part of te huihui o Matariki
So that's our reference to Matariki but the remainder of the ceremony is actually focussed in on looking at Puanga."
Wilson said it was a beautiful thing that New Zealand is starting to recognise both Matariki and Puanga
"It's a chance for everybody to go out and send intention to whoever you may call your atua and to make that connection to nature
Wilson said this year's hautapu ceremony will differ slightly from those broadcast in previous years
After the opening of the ceremony the next step is te tākiritanga o ngā mate
invoking those people who have died in the last year
"We don't call out our mate but we then invoke them to transition to become stars."
But Wilson said instead of offering food to the stars they are offered to four atua or deities
"So we give to atua rather than stars
though those atua are also shown in the sky at that time."
The last part of the ceremony is the whakapūmautanga
where a pou or post is placed into the ground
Wilson said those reciting the karakia bind the pou with intention as they "commit ourselves to our tūpuna

Rotorua has hit its highest number of new build homes in 14 years
It comes as a new assessment finds the city has more than enough future housing capacity
Rotorua Lakes Council destination development group manager Jean-Paul Gaston told an April meeting many of the 522 houses were built in the central and western areas
Net new homes reached 483 after accounting for homes removed to make way for developments
It was the third year in a row that new home numbers peaked since 2011
and another 600 homes were in the pipeline for the next couple of years
Data provided to Local Democracy Reporting showed 304 of the new houses were built in Rotorua's western and central areas:
The council had a goal of building 3000 new homes in those areas by 2032
Rotorua Mayor Tania Tapsell said improving housing options for the city remained a top priority for the council as it would have "huge benefits for our community"
"These housing developments are not just public homes
including affordable rentals and retirement options for our older residents
"I know the economy has been uncertain but despite slower markets elsewhere
we've got a strong number of building consents coming through in Rotorua."
Tapsell said the council would continue to work to unlock land and opportunities for new homes
Local Democracy Reporting wrote that $259 million worth of new residential and commercial buildings were consented in Rotorua in the year to September — more than double the $112.2m of consents issued in 2023
new dwelling consents nationwide in 2024 were down 9.8% on 2023
Gaston wrote in the meeting’s agenda the city avoided the national decline in building numbers because of multi-year investment by Kāinga Ora and the Ministry of Housing and Urban Development
support for Māori affordable rental development
and significant staged developments such as Freedom Village
The recent fast-track consenting of a new Summerset lifestyle village in Fairy Springs provided additional future certainty of 260 housing units within the short/medium-term
Other projects included the first 16 homes in the Ōwhata Kōhanga Rākau iwi-led housing development on the east side of Rotorua
which opened in November and will eventually have 93 homes including 38 affordable rentals and kaumātua housing
A council spokesperson said it knew of 262 among last year's 522 new builds that were social housing or affordable rentals
Among these were 17 two-bedroom and three three-bedroom homes on Lake Rd
A Te Tūāpapa Kura Kāinga — Ministry of Housing and Urban Development spokesman said 101 homes were built as part of MHUD housing programmes
including 80 iwi-led Māori affordable rentals
Kāinga Ora added 104 new social housing places to its stock in Rotorua
The spokesman said Rotorua's housing shortage resulted from a rapid increase in the resident population from 2013 and too few houses being built to meet the demand
The rental market tightened and rents rose relative to incomes
leading to more households on the Housing Register and large numbers in temporary or emergency accommodation
This peaked at 699 households in December 2021
The ministry partnered with others including iwi and the council to make a plan for Rotorua including short-term and more permanent housing solutions
The number of households in temporary and emergency housing had dropped to 96 as of March
"This is a result of the Government's significant investment in Rotorua."
The city remained a priority for the Ministry with a "strong pipeline" of additional housing places to be delivered — 170 state homes by mid-2025 and another 72 by July 2026
The Government was criticised for using Rotorua's motels as a "dumping ground" for the country's homeless during peak pandemic years
but consistently denied actively bringing in out-of-towners
The last Housing and Business Development Capacity Assessment in 2021 projected the city was heading for a 10,000-home shortage in the long-term
An updated assessment from 2024 presented to a council meeting on Wednesday found an overall surplus of 300 — 1600 dwellings short-term
This turnaround was broadly credited to work identifying and preparing new greenfield (undeveloped) land for housing
"This puts the district in a good position to respond to what the community needs as it grows and to make adjustments if needed," Gaston said in a statement
the Emergency Management Minister's "cautiously optimistic" scientists will get back on Whakaari / White Island soon to fix broken technology
They have previously been denied entry by the island's owners
to repair the gear after the 2019 eruption killed 22 people

"I'm cautiously optimistic that we're going to get equipment on there."
The Buttles told 1News they met with government representatives in March from the National Emergency Management Agency (NEMA) and the Department of Internal Affairs
the family wants to negotiate a formal licence
instead of the verbal licence that existed previously
They are waiting for further communication from the government on the proposed formal licence."
They also said: "The Buttle family has always supported the activities of GNS [Science] in their monitoring and research on Whakaari."

A Lake Tarawera residents’ group says lowering sewerage scheme costs for homeowners at the lake is non-negotiable and unaffordability is "not a trivial matter"
A member suggested homeowners not sign off on allowing connection works on their properties until they have funding certainty
Rotorua Lakes Council is considering three funding options for the Tarawera Sewerage Scheme in its Annual Plan consultation
The scheme connects lake properties to Rotorua’s reticulated sewerage
replacing septic tanks blamed for declining lake water quality
The most recent cost estimate is $32.2 million
The council has said protests and court action added expense
Tarawera ratepayers would need to fund $20.9m
The council would borrow the money and households would pay it back over time
Under the first funding option — the status quo — the lump-sum cost was $50,315 each
it would be $3899 a year — including covering the cost of the council holding the debt
one for the main pipeline and the other for connecting to the scheme
with the latter only charged to households that connect
About 446 existing properties and 104 more to be built in the future could be connected
The figures reflected a $5286 discount if households agreed by June 1 to having installation work on their properties
65 properties have given approval for this
Households that missed the deadline would need to pay for the connection themselves
Any who refused to connect may have few options
with the council previously saying septic tanks alone would be non-compliant and upgrades to be compliant were unlikely to get consent with reticulation available nearby
The two other funding options reduced Tarawera households’ costs by increasing rates paid by all other Rotorua ratepayers
Option two added $2.80 a year to all ratepayers’ bills for 25 years
raising $1m and reducing Tarawera households’ contribution to $47,737
Option three raised $4m by increasing rates $11.20 per year
the Lake Tarawera Sewerage Working Group recommended attendees support option three
Group member Duncan Evans told the meeting option three did not "go far enough"
He said the group had told council staff many could not afford the scheme and proposed three non-negotiable conditions
These were to set the maximum cost for Tarawera ratepayers at $36,600; exclude all cost escalations from their bills; and ask Bay of Plenty Regional Council to increase its funding to $1.485m to match Rotorua Lakes Council’s contribution
He advised attendees not to sign off on installation plans until they had certainty and a capped charge was agreed
Evans suggested that if the group’s maximum was agreed
then homeowners would agree to sign plans within two weeks of that decision
In a statement to Local Democracy Reporting
group chairman Sir Henry van der Heyden said the council must negotiate with the Tarawera community before the rates are struck
Many community members simply cannot afford to pay for the options council is proposing."
Submissions on the Annual Plan are open until May 5
The council’s infrastructure and assets group manager
encouraged people to make submissions for elected members to consider
"We continue to have discussions with Tarawera property owners and have continued to explore additional funding options to reduce the cost to ratepayers as much as possible."
The council hosted a webinar on the scheme options last week
Council chief executive Andrew Moraes answered questions including what happened when someone could not afford the 25-year rate
"The council has a range of policies that address hardship for people who struggle to make rates payments."
He encouraged people to reach out before making "significant life decisions" about their property
Moraes said the council intended to seek more funding from the regional council and suggested people write to it for the same
The owner of a cat fatally mauled by roaming dogs this week has been horrified to learn that her pet Stormy is not the only victim of this group of dogs in Whakatāne
Whakatāne District Council dog control officers say they have impounded eight dogs over the past 10 days and are encouraging people to make formal complaints when they see roaming dogs
rather than post about them on social media
Trinaka Godsmark-Tawa's cat Stormy was found dead on Monday morning
The James Street resident had been getting ready for work just after 5am when they heard loud and aggressive barking that lasted five minutes
A neighbour told them he had just chased three dogs away outside his house and one of them had a cat in its mouth
she went in search of Stormy and found him mauled to death about six houses away
She posted about the attack on social media and soon learned that just minutes before Stormy was killed
a nearby Riverside Drive resident had chased three dogs from their property where they had been terrorising their cat
The dogs - one described as a husky and another as light-coloured - had been seen coming from Awatapu lagoon
Local Democracy Reporting [The Beacon] has verified that at least four other cats have been attacked by dogs in Whakatāne this year
One incident in Whakatāne south three weeks ago
was witnessed by the cat’s owner and her two preschool children
who did not want to be named for fear of repercussions
said her two-year-old daughter had been feeding the cat when it was grabbed by two dogs
She describes one as a liver-and-white husky-type dog and the other as a tall
“It could have been [my daughter] they attacked,” she said
It happened just before 7am while the cat waited for his food on the front doorstep
“I opened the front door to let my two-year-old put the food down and all of a sudden
“I quickly ushered [the girls] back inside and shut the door
They watched out of the window as I chased after the dogs
they were watching as [the cat] was being ripped by two dogs
"He has some very big lacerations on his back."
The children remain frightened to go outside their front door
“They’ve only ever known this cat as their baby
Now I’ve had to carry them to and from the car
They won’t go out on the front porch anymore.”
She urges people to call dog control as soon as they see these dogs roaming
A dog control officer told her there have been multiple reports of the same dog
Local Democracy Reporting [The Beacon] also heard from a Hinemoa Street resident whose cat was attacked by dogs a few weeks ago
Two other cat owners have posted on social media that their cats were killed by dogs in January
Godsmark-Tawa would like to see more dog control officers patrolling the area as it’s not the first time it’s happened in the area
“It’s unfair that we have had to bury our cat because someone can’t keep their dogs in their own gate.”
The council is currently advertising for a dog control officer on its careers website

One of the difficulties is that staff can’t be everywhere all the time ..
so it does rely a lot on people contacting the council when they see it happening
Any help with identifying the dogs is encouraged
“Often the animal is gone by the time staff get there
It’s not very easy to identify individual dogs
and I think they are genuinely trying to do their best with the challenges that they’ve got,” he said
He said most dog owners were responsible but a few owners needed to stop their dogs escaping
He said other issues were whether dog control officers had the powers they needed under the council’s bylaws and how many dog control staff were needed
but also people complain that there’s too many staff at council
but people have to say how much extra they are prepared to pay in rates for that to happen."
Council animal control team leader Verna Kinney said the council had received one formal complaint regarding a dog attack on a cat in the James Street area
“As this matter is under active investigation
it has received 20 service requests about roaming dogs in the Whakatāne township with several reports relating to the same incidents
She urges people to report sightings of roaming dogs as soon as possible but
A large-scale Southland farming company has been fined $82,500 for discharging effluent in a manner which could have entered waterways
Gladvale Farms Ltd committed the offending on two occasions in October 2019 at an Oreti Plains farm
The company was sentenced on Monday after being found guilty in February following an August 2024 judge-alone trial
Legal action against the company began when Environment Southland alleged the Resource Management Act had been breached through effluent discharge on or into land which could have resulted in the contaminant entering water
It was alleged the defendant irrigated at night without monitoring due to employees being off duty

A new piri-piri chicken restaurant and takeaway for the heart of Inverness looks imminent after workers began refitting the site
Maeme’s, which runs a chain of piri-piri chicken grills in more than a dozen spots across the UK - including Aberdeen - secured planning permission in September to turn a vacant unit in the Eastgate Centre into its latest franchise eatery
which sits at the shopping centre’s entrance in the Eastgate and occupies the ground floor site formerly used by GAME
is expected to create around nine jobs when it opens its doors
Once refitted for its new use as an eatery the site is expected to have around 20 dining seats inside
with a further eight outside the eatery but inside the entrance foyer of the shopping centre
Speaking to the Inverness Courier when the proposals first emerged back in April
Eastgate Shopping Centre manager Chris Kershaw said it was good news for Inverness city centre business and food scene
I don’t think we’ve got another piri-piri restaurant in the city centre itself which will be nice for those enjoying a night out.”
Maeme’s has been approached for comment about the start of work and for confirmation of its planned opening date
At the time of writing the new eatery was listed as “coming soon” on Maeme’s website
I was going out to dinner later that night
but I couldn't resist the grilled tilapia from Humdingers at a recent Boys and Girls Clubs of Greater Memphis Tennis Invitational party
The restaurant catered the party with the chicken and fish tacos and wraps
I randomly picked up a bottle of Humdingers medium piri piri sauce and poured it over the fish
I visited the Humdingers on Poplar and ordered the grilled tilapia
but jars of the restaurant's own piri piri sauce were on the condiment counter
but I had to douse it with the medium piri piri sauce so I could recreate the taste experience I had at the party
The tilapia came with basmati rice and a side order
I ended up pouring the piri piri sauce over everything
They already use a dry piri piri on the tilapia
said Humdingers regional manager Hunter Colvin
'The wet sauce you were using — usually we grill our chicken with it
but we do have it out at the condiment stations for the customers to use on top of the dry seasonings
It's all about how much spice one individual wants
''Piri piri' is Swahili for 'pepper pepper,'' he said
'It's a bird's-eye pepper that grows wild in South Africa.'

The takeaway chain Maeme’s is eyeing up a new outlet in Unit 4 of the Eastgate Centre

News that the chain - which operates from more than a dozen UK locations including Aberdeen - is looking to expand into Inverness first emerged back in April
when plans to erect the brand’s fascia signs at the unit were first lodged
The new application relates to a ‘change of use’ to enable the ground-floor site - a vacant unit that once housed Game - to operate as a takeaway instead of a retail shop
The plans also outline some of the details of the new outlet

A kitchen ventilation system will also be installed to enable the site to operate as a takeaway

a spokesperson for Maeme’s said the new eatery is expected to create somewhere between seven and nine jobs

Piri Piri Kitchen is busier than co-owner Sandy Batista ever imagined
That might be because she got people’s appetites worked up in advance through her Portuguese food blog, PiriPiriRecipes.com
or simply because she and co-owner Paul Andrade are filling a void in Somerset and surrounding communities
Batista warns those who call for larger orders that they will be filled on “Portuguese time,” meaning add about an extra 15 minutes to a half-hour to the estimated time
“Because we’ve been so overwhelmed we say we do everything Portuguese time…
her customers don’t mind waiting for the home-style Portuguese fare
“We’ve had an outpouring of people wanting to try us out and support us,” said Batista
I think the consumer around here really needed something Portuguese.”

they decided to do takeout so customers could take it home to enjoy
Her parents are from mainland Portugal while Andrade’s are Azorean natives

A new piri-piri chicken restaurant and takeaway is set to open in Inverness city centre after it was given the green light by Highland Council
The chain Maeme's, which runs a number of piri-piri chicken grills in more than a dozen locations across the UK - including Aberdeen - is expected to create up to nine new jobs when it opens its doors in Unit 4 of the Eastgate Centre
which has entrances inside the shopping centre and on the street
is located next to the ground-floor entrance at the Eastgate Centre’s Eastgate entrance where the Eastgate
The unit is the site of a former Game store
which has since relocated inside the city's Sports Direct outlet
Plans for the piri-piri restaurant first emerged back in April
when plans for new Maeme-branded signage on the unit's exterior were lodged with Highland Council
A separate application changing the use of the outlet from a retail shop to a takeaway was also then lodged
Approval for the takeaway has now been granted by Highland Council officers
although work on the site will not go ahead until details of the external finish of the restaurant's new flue are approved
This was a condition attached to the approval by council planners after the local authority’s historic environment team requested the flue be given a matt colour finish that reflects the background building rather than shiny stainless steel or galvanised metal
That condition was due to the unit's location on the boundary of the city's conservation area
A date for the restaurant’s opening has not yet been given
but the firm’s website lists it as “coming soon”
Once open it will have 20 dining seats inside

Plans to open a new peri peri chicken takeaway in Ipswich have been given the green light
Ipswich Borough Council approved Mohamed Youssef’s plans to open a Pepe’s Peri Peri at 8 to 10 Dog’s Head Street
The firm is set to move into the unit next door to St Elizabeth Hospice’s charity shop
Plans to install the brand’s logo on the outside of the building
alongside new extraction vents at the back
Pepe’s is a UK-based franchise which currently has 209 stores across the UK
The firm specialises in flame-grilled chicken in six flavours ranging from mango and lime and lemon and herb to ‘extra hot inferno’
